Modelling supply chain optimisation in the food and beverages industry: Helping SMEs in South West England work towards the circular economy

Abstract

This two-year interdisciplinary research project, led by the University of Exeter Business School, will explore how small and medium sized enterprises (SMEs) in the food and beverage manufacturing (FBM) industry of South West England can move towards the circular economy (CE), the benefits of the transition and enablers and barriers to progress.

The circular economy is defined as one in which maximum value is extracted from resources during use, avoidable waste is eliminated and unavoidable waste reused or recycled. Given the planet's finite capacity to provide resources and absorb wastes, CE is thought preferable to the traditional linear business model of resource exploitation, manufacture, consumption and disposal. A continuous improvement process, driving innovation and competitiveness, the CE concept is gaining traction in many countries and industries.

But, until now, the principles and practices for achieving CE have been little explored within the FBM industry. The opportunities are substantial in this industry due to its various economic, environmental and social impacts. These encompass use of land, water, energy and raw materials; toxic emissions; as well as packaging and food waste arisings, including significant losses of product and value across the supply chain. At the same time, the industry is vulnerable to many external factors from changing climates, land use and seasonality to perturbations in cost and availability of raw materials, energy, water, labour and other inputs.

Many innovations are now available, or in development, to mitigate these impacts and help manufacturers retain value in their processes. These approaches include the reprocessing of waste, by-products and surpluses into new products; packaging innovations; the installation of renewable heat and energy technologies; and sophisticated IT-based systems to streamline supply chains. But almost 96% of FBM businesses are micro- to medium-sized (FDF, 2016) and most are unable to access, and benefit from these innovations, due to limited financial, technical and other resources.

Our research will examine the challenges faced by eleven FBM SMEs in South West England, a region where FBM is significant in terms of employment and gross value added. Our partners, varying from a one-woman micro-business to a medium-sized firm of 200 employees, make dairy, bakery and meat products for regional, national and international customers sold through multiple channels (including traditional retail and online), and thus offer a valuable snapshot of the industry. These companies are committed to achieving CE, together pledging some £64,000 of in-kind support towards the work.

A research team of sustainable supply chain experts, mathematical modellers, social scientists and engineers will work closely with these businesses, exploring and testing new technologies, processes, tools and product designs. A highlight will be the first application within the FBM sector of a 'circularity indicators tool' developed by the Ellen MacArthur Foundation. In addition to one-to-one collaborations with our partners, we will bring them together for 3 workshops over the course of the project, to share ideas, solve problems and elucidate exactly what CE means to FBM SMEs.

The challenges faced by our project partners are not unique to the region and our findings will apply nationwide. In addition to academic outputs, we will maximise the impact of our research through public workshops at regional food festivals, an event with the All-Party Parliamentary Sustainable Resource Group at Westminster, articles in the food industry trade press and at a major food industry awards ceremony. We will launch a website, write case studies (both technical and for the lay reader), produce web-based videos about the case companies and publish quantitative and qualitative datasets enabling others to explore the CE as it pertains to FBM.

Planned Impact

Given the interconnected nature of the food and beverages manufacturing (FBM) industry, the proposed research is expected to deliver a range of direct and indirect knowledge, people, economic and societal impacts. Industrial partners will be supported in trialling new technologies, process flows and business models relevant to FBM systems nationwide. These new approaches to achieving the circular economy will drive demand for new skills and jobs benefiting the region and beyond; the results of our work will inform and inspire effective, efficient and sustainable practices across the UK FBM industry. Key societal benefits of the transition towards a CE in the food industry include improved human health and wellbeing through reduced dependence on hazardous chemicals, reduction in waste and better protected ecosystems.

Within the South West England region, the University of Exeter already engages with 700 small and medium-sized enterprises (SMEs), enabling our work on the CE, and its beneficial impacts, to be replicated across wider agri-food businesses and other sectors. The University's Innovation, Impact and Business service would apply for further investment from the European Structural Investment Fund (ESIF) through which we have successfully obtained support in the past. We would also seek industrial match-funding through various regional funded RD&I programmes. Further investment is also possible given Exeter's membership of the 'Great Western 4' Partnership (along with Bath, Bristol and Cardiff Universities) which has been accepted into the first phase of the Government's Science and Innovation Audit in recognition of regional research strengths in resilience, environment and sustainability.

In addition, a variety of awareness-raising activities are planned in the region to complement the research, communicate key findings and disseminate impact comprising: public workshops at major SW food festivals (with a combined attendance of over 150,000 visitors); interviews on BBC and independent radio stations (with weekly audiences in the 100,000s); and meetings with regional Local Enterprise Partnerships (LEPs), local authorities and Food Enterprise Zones tasked with boosting economic growth, job creation and prosperity. The liaison with the LEPs will be particularly relevant due to the recent identification of the food industry as a key 'SMART specialisation' sector, i.e. scope exists for growth, development and specialisation through connecting business with the region's science and knowledge infrastructure.

At the national level too we have formulated an impact strategy including a dedicated project website and social media presence (via Twitter and Facebook accounts) where progress will be reported, contacts and other useful links shared, and project outputs for academics, industry and the public will be released and promoted. Web-based outputs for the national audience will encompass a final report, a series of practical case studies, accompanied by short YouTube videos about the case partners; simple data analytics tools will capture impact. We will also write at least one news or feature articles in a leading trade magazine, ideally Food Manufacture (delivered to c. 4,000 UK manufacturing sites). Further impact will be achieved through a series of presentations at key events including: the annual Food Manufacture Excellence Awards ceremony in London (November 2017) which attracts hundreds of industry professionals; the All-Party Parliamentary Sustainable Resource Group in London, a leading forum connecting parliamentarians, business leaders and the sustainable resource community; and three events with representatives of the Ellen MacArthur Foundation (EMF), an influential champion of the circular economy. The aim of the final EMF event (scheduled for September 2018) will be to direct and tailor the Foundation's future work for SMEs and the wider FBM industry.

Description Our project has engaged closely with small and medium-sized dairy and baking companies in Southwest England. We have worked with them closely to identify with them circular economy opportunities within their businesses. We also collaborated closely with policymakers in the region to understand the wider transformational potential of the circular economy approach for the food and drinks industry.

Based on our research, we have developed our 'circular economy maturity model', which identifies steps of improvement for SMEs to increase their circular economy capabilities:

0. Linear: this approach is all about maximising throughput with 'waste' viewed merely as a necessary cost of doing business. It's a typically 20th century approach to doing things which many firms adopted as standard in the past. As such, it does not count as a step towards the CE, as its more a traditional and outdated production paradigm from which firms should move away.

1. Firm value: the first real step towards becoming more circular where business starts to address internal operational issues by identifying and reducing waste. Some firms will already be familiar with the '3Rs' approach i.e. reducing, reusing and recovering resources and materials. Creation of value at firm level means considering the benefits of 'making things flow' across all internal operations.

2. Business value: where firms involve the supply chain by including customers, suppliers and distributers in the transition towards the CE. Connecting with other players is often challenging at first, particularly if they have different views towards the environment, economy and society. Using circular principles to talk about what value means to business is an ideal way to start and develop conversations which help to create stronger relationships across the supply chain.

3. Governance value: where firms engage with policy-makers and lead cross sector activity e.g. forums, workshops. It means they have sufficient experience to begin influencing others in circular best practice, sharing ideas which will encourage the spread of CE across the public and private sector. This includes inviting NGOs to participate in business events and collaborating with policymakers to establish a network of knowledge hubs with which to support circular innovation initiatives.

4. Ecosystem value: where firms actively work towards ecosystem-level effectiveness and resilience across regions. Here, issues such as the protection of natural capital and biodiversity (as well as other bio indicators such as soil health, insect density) are considered core to resolving business, environmental and societal goals together. Ecosystem value therefore represents the highest pinnacle of CE maturity and thus is the most difficult for firms - and their communities - to fully achieve.

Our key project findings are:

1 - Business benefits from circular economy
Our research finds that adopting the circular economy approach offers a range of benefits to firms in the agrifood sector, from the minimisation of waste to the recapture of value across materials, energy and water use. We also find that when firms start to work together as part of a wider regional ecosystem, this offers greater business resilience against shocks to the system such as shortages, drought and rising prices. During the development of our two models 'Circular Economy Maturity' and 'Clean Growth', we now believe that all sectors - not just agrifood - can benefit from adopting the approach we explore here. Hence, there are many opportunities for industrial collaboration both within and beyond the southwest region.

2 - Firm integration and circular economy adoption
One particular aspect of this project is that although many companies we worked with are very small, it is not size but the integrated nature of the business in relation to the wider environment which often determines ease of becoming circular. For example, some firms can produce ice cream on the same site as their farm. It's much easier to close loops for them than others, who do not have direct access to fields where they could, for example, put their waste water and make use of these nutrients. So, the level of firm integration certainly may have an impact on the speed and ease of circular economy adoption.

3 - Location matters
All of our SMEs on the project are very much embedded in the social, cultural, economic and ecosystem fabric of not just the Southwest, but their own very specific location. These are very place-specific companies, producing place-specific products that can only be produced in this way in this location. Being based at the periphery is also of importance. For example, it can be very costly and time consuming to transport things in and out of Cornwall. The circular economy takes this into account and is a tool to valorise local resource streams and making the most out of what you have available in your locality.

4 - Economies of scale and scope
When you are small and located in a peripheral region, then circular economy thinking helps you to cooperate with different stakeholders, supply partners, policymakers, even competitors. Our 'governance value' level in the maturity model is all about this, where one can increase the scope of SMEs through collaboration. One can close loops and explore new business opportunities through expanding one's scope. Growing by increasing economies of scale is often just about expanding a linear model and increasing efficiencies, without thinking about the effectiveness of the whole system.

5 - System effectiveness
Companies can increase resource efficiency substantially at firm level, and we have done that by working with them directly. Yet, it is important to not stay at firm level. We need to move to a wider systems perspective, which the circular economy enables. Circular economy is concerned with the effectiveness of the wider system - at social, economic and ecosystem level. For example, does it make sense to run a water-intensive firm in an area of drought? No. So, it's about thinking of the region or locality, the resource availability, the natural environment, and the most effective way of running your business within that environment.

6 - Policy innovation & support
This is again our governance level. If the effectiveness of the wider system is the target, then businesses on their own can't achieve that. They need to cooperate, but also talk to policymakers whose job it is to have a wider regional systems perspective. That's why it was so important to sit down with Local Enterprise Partnerships, for example. One needs to take a birds-eye view and try to help coordinate these resource loops and cooperation across the sectors. If done correctly, a circular economy approach can really help regional economic development as it helps to grow regional economies, by keeping value in the region. So, rather than waste being shipped far away for processing, the question is how can this waste be reused and remanufactured in the Southwest?

This model forms the basis of an innovative new easy-to-use tool we are developing allowing small and medium sized businesses in any industry to assess their progress towards circular economy 'maturity', including suggesting ways for businesses to close loops, share resources and become more economically, socially and environmentally resilient.
Exploitation Route We are currently developing our Circular Economy Maturity Model into a tool that can be easily adopted and used by other SMEs, not only in the food and drinks sector. Our Maturity Model enables a range of companies to think through their circular economy approach, giving them a practical tool to become more circular, sustainable and resilient.

Description We have worked closely with 10 dairy and bakery processors in SW England, helping them to become more efficient and innovative, while fostering more effective, regenerative and restorative ecosystems that balance economic, social and environmental outcomes. The approach has led to benefits such as energy and water savings, diversion of waste from landfill, and increased profit through connecting supply chains. For example, we helped Rodda's dairy (Cornwall) work with its farmers, co-developing systems for valorising wastewater streams, generating renewable energy and fostering co-development of circular economy (CE) business opportunities. Similarly, we helped instigate Column Bakehouse's (Plymouth, Devon) link-up with Toast Ale, leading to the establishment in 2018 of a new brewery 'Billy Ruffian's Brewing Co', which uses surplus bread from the bakery as a feedstock. Through engaging closely with local policymakers, business and civil society, the circular economy approach has also been integrated into regional economic policy. A key output from the project has been a prototype Circular Economy tool, which has been piloted with 6 additional businesses in Devon and Cornwall, allowing them to assess their own progress towards Circular Economy 'maturity' and suggesting new opportunities to move forward. The findings of the research have been encapsulated in professionally produced and well-received YouTube videos. We have also engaged with policymakers at Westminster, guiding MPs and Members of the House of Lords in their thinking on sustainability and circular economy. We have held more than 70 events and other engagements with policymakers, businesses and civil society organisations during this relatively short project. In Devon and Cornwall, in particular, our project has helped spark an immense interest in the circular economy approach. We have had two follow-up EPSRC impact funding projects - from the Impact Acceleration Account fund of the University of Exeter, which has taken this project forward, creating further impact and engagement in both Cornwall and Devon.

The aim of this event was to explore how to support local buyers and suppliers in the south-west become more sustainable by transitioning towards a circular economy (CE). The University of Exeter has recently declared a climate emergency which coincides with the development at the Business School of several CE tools for circular business development. This event therefore welcomed suppliers in the SW region (e.g. agri-food, beverages, chemicals, construction, office consumables, waste etc) and invited them to engage in a convivial environment with university procurement, business school professors and local councillors.

This event evolved over time through discussions with a number of leading organizations in the SW including: Torridge District Council, North Devon Council, Cornwall Council, Exeter Council and the South-West Business Council. In partnership with the University of Exeter, we brought both the private business sector and local authority together as part of a collaborative approach in shaping region-wide economic policy.

The current nexus projects in H2020, operated by EASME (e.g. MAGIC, DAFNE and SIM4NEXUS) each introduced a session including 25 minutes each for projects to be present, followed by a panel with 2 on-going projects to present a short statement about their contribution. Two persons from the different DGs in European Commission were present. Lydia joined the session 3, the nexus for a resource-efficient Europe. The 'Food and the circular economy' project presented an extra flavour on this. SIM4NEXUS will focus on 'The Nexus concept and policy coherence in Europe, for a resource-efficient and circular economy'.

Some of the South West's leading minds came together on Friday night (September 14) to take part in the Great Plastics Debate at Queen's College, also attended by members of the public. The knowledgeable panelists discussed matters relating to single-use plastics, circular economy, and health and wellbeing in Somerset, as well as the town's drive to be leading researchers on the subjects. The event was organised by Taunton Deane Borough councillor Habib Farbahi.

The evening ended with a buzz of positivity after a series of questions from interested people.

Results and Impact The aim of the meeting was to discuss with Roskilly's a project to install submeters at the ice cream factory as part of the Cornwall New Energy project. The data collected by the meters will be sent to a web portal managed by Mark Briers (check) which can be accessed via username and password. The meters are for electricity only, however proxy data for water consumption could be derived from energy consumption of the water pumps, etc.

SB and DE presented ideas on how to valorise the wastewater; but the main issue for Rodda's is the volume of wastewater being generated rather than disposal of the small amount of secondary sludge arising from the process.
