Abstract

Adopting the Committee on Climate Change's recommendation to net zero emissions by 2050 demonstrates a clear commitment to leadership in the face of climate emergency. If this is to be achieved, decarbonising the industrial sector represents a critical challenge. However, at present, decarbonisation solutions are not economically competitive. It is critical to the UK's international competitiveness that this is underpinned by implementation of world-leading innovation, and therefore, ensuring research and innovation communities work together for timely industrial implementation.

This project focuses on engaging academia, industry, policymakers and other stakeholders to develop an interdisciplinary consortium and subsequent proposal for the Industrial Decarbonisation Research and Innovation Centre (IDRIC). I will facilitate collaboration between researchers to foster co-creation of new interdisciplinary research and innovation programmes. The transformative innovation proposed here will be developed to address head on complex social and environmental challenges and contribute to low-cost transitions to new socio-technical systems.

The Centre's agenda will be shaped initially by consultations, as well as network analysis, mapping and market analysis. Collaborative events and virtual environments will develop the co-creation of the cross-cutting challenges. I will embed EDI principles in the design of the Centre's engagement strategy.

Planned Impact

During the initial six months we will co-create the Centre's Impact and Communications Strategy with the following goals:
- Foster the development of the consortium which will constitute the core of the Centre and strengthen the partnership ethos;
- Assess the wider landscape, including emerging concerns and needs as well as new developing research areas to inform the Champion and the developing consortium; and
- Identify effective ways of engaging and generating societal impact and economic growth. These will lay the way for the Impact and Communications Strategy of the fully funded Centre (Stage 2).

Beneficiaries include research experts in decarbonisation across disciplines; relevant UKRI hubs/Supergens/centres; the 6 identified industrial clusters, relevant Catapults and Innovation Centres, relevant industries and associations, and investors; policymakers and regulators to ensure the Centre's research has an impact on public policy; and general public and local communities.

IDRIC will create the best possible environment by bringing together transformative innovation and networks capable of supporting world-leading expertise and scaling up of technologies required for industrial decarbonisation. As a result, the UK will become global leader in Clean Growth and UK clusters will be top areas for global inward investment, securing 1.5 million jobs and exporting goods and services worth ~ £320 billion, and potential growth of UK's clean economy between £60-170 billion by 2030. There are wider benefits to our society, the co-benefit of cutting CO2 emissions is cleaner air with effects on public health, the economy, and the environment.

The proposed plans will maximise the impact of the Centre as well as the programme as a whole. A key function of IDRIC's core team is to deliver co-created knowledge exchange activities with national and international outreach to facilitate the adoption of technologies and practices across the Industrial Decarbonisation ISCF challenge.
The Centre will use complementary routes to impact through policy engagement, including the Impact Forum, policy briefings, workshop for policy-makers and will publish a position paper 'Research agenda for the decarbonisation of UK industry' based on the submitted proposal and activities from Stage 1.

Engaging non-expert publics and communities will be supported by the HWU Engage team and the Centre will explore how decarbonisation can be integrated into mainstream media as well as pilot the IDRIC's STEM Hub to shape future initiatives in schools across the UK as part of the Stage 2 proposal.

A dedicated website, digital tools and social media will be established and utilised to promote understanding and disseminate information to academic and non-academic audiences. The Centre will use cutting edge technology to create rich immersive experiences to disseminate and communicate.
 
Description The decarbonisation of industrial clusters is of critical importance to the UK's ambitions of cutting greenhouse gas emissions to net zero by 2050. The UK Industrial Decarbonisation Challenge (IDC) of the Industrial Strategy Challenge Fund (ISCF) aims to establish the world's first net-zero carbon industrial cluster by 2040 and at least four low-carbon clusters by 2030.
The Industrial Decarbonisation Research and Innovation Centre (IDRIC) has been formed to support this Challenge through funding a multidisciplinary research and innovation centre, which currently does not exist at the scale, to accelerate decarbonisation of industrial clusters.
IDRIC works with academia, industry, government and other stakeholders to deliver the multidisciplinary research and innovation agenda needed to decarbonise the UK's industrial clusters. IDRIC's research and innovation programme is delivered through a range of activities that enable industry-led, multidisciplinary research in cross-cutting areas of technology, policy, economics and regulation.
IDRIC connects and empowers the UK industrial decarbonisation community to deliver an impactful innovation hub for industrial decarbonisation. The establishment of IDRIC as the "one stop shop" for research and innovation, as well as knowledge exchange, regulation, policy and key skills will be beneficial across the industry sectors and clusters.

Description IDRIC is recognised as an internationally leading, multi-disciplinary, mission driven research and innovation centre addressing key cross-cutting challenges of industrial decarbonisation through a whole system approach, whilst leveraging synergies through a place-based approach. Since our launch in April 2021, IDRIC has been supporting research, delivering innovation and driving collaboration through a programme of 100 research projects, challenge driven, co-designed and co-delivered with industry. Informed by our engagement activities and gap-analysis, Waves 1 & 2 projects delivered critical in-depth research, while flexible funding and impact accelerator projects are providing rapid access to research as industrial clusters work towards net zero. 35 universities have been involved in delivering this work, along with over 120 industry partners, trade associations, civil society organisations, governmental and public bodies. *Our research* Examples of impactful outputs from our projects include: improvements made to UK's national CO2 storage database to support UK clusters' long-term carbon storage strategies; maps developed for potential sites for hydrogen storage to enable informed decisions to be made, at a national level, about where hydrogen could be stored in future; a 'mobile energy stored as heat' system to transport waste heat from industrial sites to domestic heat users, opening avenues for industry to monetise their waste heat as well as creating a circular economy; multiple smart tools for clusters to compare different decarbonisation scenarios and select optimal decarbonisation solutions, predicting both potential socio-economic and environmental impacts of different scenarios; an in-depth framework offering guidelines for policymakers, cluster developers, and local stakeholders in delivering a socially fair, place-sensitive industrial decarbonisation. The projects' outputs, such as academic papers, toolkits, policy briefs, reports, webinars, are curated on our searchable IDRIC Knowledge Hub to allow research-users rapid and easy access to our findings. We have 132 publications on the Hub to date. We are in the process of synthesising the research findings from across our portfolio and have recently published our first research synthesis report: "Ten interdisciplinary lessons for industrial decarbonisation practice and policy." Over 400 knowledge exchange activities (workshops, webinars, and media engagements) have been held by our project teams so far. These have kept industry and policy makers involved throughout the projects' work, sharing industry expertise to shape the research and enabling stakeholders to receive outputs promptly, to accelerate impact. For example, rapid sharing of positive results with industrial stakeholders enabled a timely follow-on project (via our Impact Accelerator fund) for industrial-scale testing at Tata Chemicals of a lab-based amine carbon-capture technology developed in a Wave 2 project. *Regional, national and international knowledge exchange* As a centre, we are working at a regional, national, and international level. Regionally, we have held both in-person events and webinars with seven of the industrial cluster to share our research outcomes most relevant to those areas. We have held three large annual conferences (150 - 230 people, each event) to bring together our researchers, industrial stakeholders and policymakers to share findings and foster collaboration on a national scale. Internationally, we have held two events - one in London and one at COP28 - which have brought together 22 countries in Europe, North America, the Middle East, Asia and Australasia, to share lessons learned in international cluster decarbonisation. *Policy* Policy and regulation are an important feature across IDRIC's research portfolio, with a key mission to ensure that policy makers have access to the research evidence to support effective policy development. We have brought governments, academia and industry together for constructive discussions about the policy measures needed to enable and accelerate decarbonisation. In addition to various policy engagement activities carried out by individual IDRIC research teams, centrally we have convened thematic roundtables on overcoming barriers to investing in electrification, planning and permitting in support of decarbonisation, and carbon accounting for industrial decarbonisation. These, along with two annual policy fora, brought together representatives from more than 60 government bodies, regulators, industry organisations and universities. The cross-sector discussions helped to identify key challenges and opportunities for collaboration For example, the electrification roundtable identified important financial and non-financial barriers for investment in fuel switching in industries where electrification would be the most effective decarbonisation option. The roundtable stimulated further engagement between industry and policy experts, which supported the creation of a new industry-led initiative to raise awareness of the opportunities and support needs for industrial electrification. Responding to industry challenges identified at the roundtable, IDRIC also conducted evidence gathering on electricity grid connection which highlighted the implications of connection delays for industrial decarbonisation plans, not just for electrification, but also for other decarbonisation options such as hydrogen, carbon capture, onsite renewable generation, and even measures for improving energy efficiency. Both initiatives have stimulated considerable interest from UK and devolved governments, and other key organisations and groups (e.g. Climate Change Committee, National Infrastructure Commission, Chris Skidmore's Mission Zero Coalition groups on industry and on power networks. IDRIC has carried out additional evidence gathering on key challenges facing industrial decarbonisation and published a number of policy reports and briefings, contributed to consultations and policy expert and advisory groups, including Chris Skidmore's Mission Zero Coalition report 'Decarbonise Now: Securing a greener, cleaner, better industrial future', published in December 2023. IDRIC is also keen to ensure the decarbonisation community is informed about policy developments and we have a monthly policy monitoring service with 400+ subscribers. *Supporting early career researchers* IDRIC has been providing in-depth support for the development of its 80+ early career researchers (ECRs). We have run 1-1 career coaching sessions, training courses on industrial & policy engagement and grant writing, sandpits to co-create solutions to real world industrial challenges, and organised site visits to the Humber, Scottish and Teesside Clusters. In collaboration with 14 other UKRI funded centres, we have hosted two ECR Net Zero Conferences (approx 200 attendees at each event). Our secondment programme enabled 4 ECRs to work directly in industry and 50% of our flexible fund projects were led by ECRs. Building on IDRIC's success supporting ECRs, our director Prof Mercedes Maroto-Valer has recently secured a £9.1M investment (plus equal match funding) to lead an EPSRC Centre for Doctoral Training (CDT) on Green Industrial Futures. This centre will train 100 PhD students in industrial decarbonisation and has the support of 24 industrial partners. Whilst not directly part of IDRIC, we intend to ensure they are highly complementary of one another. *EDI* EDI activities have been embedded as a cross-cutting activity, underpinned by a targeted strategy and supported by a dedicated EDI Champion. Data on diversity within our research network have been used to address specific challenges relating to industrial decarbonisation; e.g. our 'You can't be what you can't see' showcase of 48 videos is a unique communication tool that is engaging schoolchildren on careers in industrial decarbonisation.

Results and Impact IDRIC's 'You can't be what you can't see' is a video project that will be used with partners in education and mentoring programmes. The three to seven minute videos showcase the diversity of individuals currently involved with research relating to industrial decarbonisation. The videos give a sense of the diverse career routes taken by people currently working in partnership with IDRIC and are designed to inspire the next generation to consider a career in decarbonisation. Hopefully this will be of great support to school counsellors/teachers and have a great impact to educational and skill level of workforce improvement. Furthermore, we hope this will have a change in public attitudes towards decarbonisation and will provide a better understanding on the various career paths in this area.

On February 23, the conference and online round table 'Industrial decarbonization: the transition to sustainable climate neutrality' was held, within the cycle 'Science Dialogues in Spanish' organized with the Ministry of Education, Universities, Science and Community Spokesperson Autonomous University of Madrid (CAM), the Spanish Office of the CAM, the Rafael del Pino Foundation and RAICEX.

Prof Mercedes Maroto-Valer gave a keynote address in which she addressed decarbonization from different approaches, such as economic growth and CO2 reduction, the challenges and opportunities it offers, the development of complete systems that integrate technology, economic models and regulatory frameworks, industrial clusters and post-COP26 collaboration and innovation.

Results and Impact 20 IDRIC early career researchers visited the the Humber cluster to see first-hand the scale of the industrial decarbonisation deployment projects and better understand the challenges industry face to decarbonise. The event included site visits to Phillips 66 and VPI Immingham that enabled ECRs to hear from and discuss with on-site engineers the details of the decarbonisation plans at their sites.

The site visits were followed by an excellent two-day challenge sandpit hosted at CATCH UK and led by AnchoredIn. The ECRs worked together to ideate potential innovative solutions for three in-situ challenges set by local Humber industry that outlined their key challenges to reduce emissions and reach net zero. AnchoredIn facilitators provided a step-by-step guide on how to take those research ideas and translate them into a business pitch. At the end of the two days the teams pitched these solutions to the challenge-setters.

Results and Impact IDRIC's second annual conference took place in London (Kia Oval). There were over 250 physical attendees at the event in London and over 280 views from our online streaming platform across the 2 days. There was an excellent spread across different sectors and stakeholders, with 53% in-person attendance from academia and 47% from outwith academia (including industry, government, cluster bodies).

20 different sessions took place over the two days with a mix of plenary talks from industry, showcases of our research projects and workshops to foster collaboration. In a feedback survey of attendees, all respondents reported that the conference met their expectations, with 44% saying it exceeded their expectations. The majority of survey respondents made more than six new connections and 67% of respondents saw potential for the connections they'd made at the event leading to collaborative research projects in the future.

Results and Impact IDRIC's annual conference took place in Manchester on 7-8 March 2024. It brought together 180+ of our stakeholder - researchers, industry and policy makers - across the two days. The conference focused on sharing the findings and outputs from our research over the last three years, including demonstrations of some of the tools and models we've developed. There were also workshops which explored some of the projects in-depth.

Series Outcomes:
Over 250 representatives from industry, academic and Government attended the events and the majority of respondents to a feedback survey indicated connections they had made at the event could lead to future collaboration. The events were planned to coincide with the launch of Wave 2 funding and create space to explore collaborative project ideas. 60% of Wave 2 submissions came from attendees of the cluster events (65% of successful submissions were from event attendees).

Results and Impact DRIC-1 Showcase was IDRIC's annual event, bringing together researchers, policy makers and industry. Over two days all parties contributed to panel discussions on technologies for industrial decarbonisation, social, policy and environmental considerations, as well as green financing. There were ample opportunities for networking, including a poster session showcasing all our projects and allowing ECRs an opportunity to participate and network with industry. We had over 250 attendees across the two days, with our feedback survey indicating that most participants made between 6-15 new connections and that the majority saw new connections leading to collaborative research/innovation projects in the future.

Results and Impact The workshop was hosted by the Heriot-Watt University's Research Centre for Carbon Solutions (RCCS) (https://rccs.hw.ac.uk/), which leads the Industry Decarbonisation Research & Innovation Centre (IDRIC).
This event brought around 50 experts from the industry together with academics working across IDRIC's hydrogen research portfolio to share learnings and explore opportunities for new collaborations.
Impacts of the workshop are:

• provided development opportunities for participants through presentations and panel discussions by experts in the field.

Results and Impact IDRIC hosted a Skillfluence workshop for IDRIC's early career researchers to provide in-depth and specific training on how to successfully engage with industries and stakeholders currently undertaking or who plan to undertake decarbonisation activities.

This workshop aimed at giving researchers a working knowledge of the critical business issues that impacts commercial organisations and the skills to communicate effectively with industry. This commercial awareness can then be used to identify opportunities for mutually beneficial interactions.

Researchers learned about a practical communication framework and tool-set that will make them immediately more effective in industry-centric communications. This will help participants engage more confidently with businesses, translating their research and academic experience in a way that is relevant to businesses.

Before the workshop, IDRIC's policy team gave an extensive policy debrief on all key aspects of industrial decarbonisation policy prior to IDRIC's Annual Conference so ECRs develop their knowledge and engagement of the policy ecosystem and how to keep up-to-date in this rapidly changing policy landscape.

Results and Impact Prof. Maroto-Valer discussed the most recent advances in decarbonising energy systems and industries with 10 other world leading research centres from the UK, US, Canada, Brazil, Australia and Netherlands. The discussions at the Technology Driven Transition Summit clearly showed that many technology solutions have already been developed and can be deployed at scale. Besides an unprecedented expansion of renewable electricity, in particular from off-shore wind, major advances have taken place in the production and use of low-carbon fuels like hydrogen and biofuels. The discussion led to new stakeholder becoming involved with IDRIC.

Results and Impact Spanish and Scottish companies have an interest on transport and sustainable tourism and both Spain and the United Kingdom are equally committed to an energy transition process. Both countries have an enormous potential on renewable energies and look at hydrogen as one of the possible replacements for hydrocarbon in some transport-related activities. This is an ideal moment for knowledge and experience-sharing and trying to design future scenarios.
It is envisaged that Spain and Scotland can learn from each other's good experiences. Both countries are experiencing challenges with population sustainability tourism, sustainability and transport.
Sustainable aviation and sustainable airport management is a potential area of growth for Scotland, and the way forward could be assisted by the experiences of Alicante. It is hoped that the sharing of information may develop into common projects in the future.

Results and Impact The UK and the UAE have both set ambitious targets for creating net zero economies, and the energy transition that is necessary to deliver this is already underway in both countries. In September 2021, a strategic partnership was announced between BP, Masdar and ADNOC to develop low carbon hydrogen hubs and decarbonised air corridors between the UK and the UAE. Masdar has also made significant investments into the UK wind sector in recent years. The event primarily focussed on: the road to net zero - what needs to be done over the next 5-10 years - focussing on retrofitting existing oil and gas assets to reduce their carbon footprint, CCS and other initiatives to decarbonise the fossil fuel industry, reskilling the energy industry for a post-carbon future, and financing of the energy transition. Results and Impact The Africa Ministerial tour takes a look at the development of decarbonisation in the infrastructure, mining and energy sectors. The program covers critical elements of government policy development, drawing on best practice from across Africa and the UK with a critical look at business eco-system to enable decarbonisation, and best practice sharing between African ministers.
There will be deep-dives into the application of technologies and demonstrations of successful projects. We will address innovative approaches to key financial issues including bankable project structures, and see in practice live decarbonisation projects in hydrogen, waste to value,
sustainable mining, infra sub-sectors such as rail, ports, airports inclusive of smart cities, electrical vehicles and power generation.

Results and Impact Following the change in government, the Policy Team reached out to new government ministers for Climate, Science and Industry to introduce IDRIC and raise awareness of its work within the IDC. The Policy Team was able to facilitate a visit from the Scottish Cabinet Minister for Net Zero, Michael Matheson at Heriot-Watt University to discuss how IDRIC and its research can support the government's decarbonisation agenda.

The meeting resulted in the Cabinet Secretary instructing his officials to increase engagement with IDRIC. Subsequently the IDRIC team and SG have entered discussions on how they can provide mutual support.
