Abstract
Summary
The National Interdisciplinary Circular Economy Hub will be led by Co-Directors and joint PI's Professors Peter Hopkinson and Fiona Charnley to harness and scale-up the UK's leading research capabilities, providing the evidence base, inspiration and capacity to accelerate the transition towards a global circular economy (CE). To achieve this ambitious vision, the CE-Hub will deliver a User Engagement Strategy targeted to meet the differing needs of three user groups NICER Circular Economy Centre consortia 2) CE research Collaborators, Experts and End Users 3) CE Communities and Wider Society
These objectives will be delivered through five pillars.
Pillar One: CE-Observatory. We will develop and deliver the UKs first National CE-Observatory to create a systemic data and modelling framework for the NICER programme.
The observatory will provide an evidence base to a) improve data quality and consistency across the NICER programme and wider policy initiatives b) improve modelling of resource flows across the UK relevant to CE system level interventions , c) quantify CE resource productivity, value creation and capture opportunities at scale, d) establish a common, agreed and consistent set of CE metrics and indicators and e) provide a source of evidence for a UK CE Road Map.
Pillar 2: Knowledge Platform. We will develop a CE Knowledge Platform to coordinate programme outputs and a repository of national research, knowledge, practical demonstration and implementation tools and enablers.
Outcomes and impacts of the CE knowledge platform include a) develop shared understanding of CE in theory and practice, principles and methods, b) improve the co-ordination, design and evaluation of CE case studies including detailed evidence of implementation pathways and opportunity c) generate knowledge and insight to inform key research, policy and industry solutions, d) identify UKRI and Innovate UK funding priorities, [c] create a gateway between the UK and International CE communities
Pillar 3: Impact and Innovation. The CE-Hub will facilitate mechanisms of interdisciplinary, cross-value chain collaboration and solution innovation; contributing towards the co-creation of a UK CE Road map.
Outcomes and impacts include a) increase the UK CE research and innovation capacity, b) build capability and experience of interdisciplinary CE collaboration c) create new CE value propositions, products, services and demonstrators capable of scaling and d) advance understanding of the pathways, enabling mechanisms and roadmaps to implementation.
Pillar 4: Inclusive Community and Pillar 5: Capacity Building. The CE-Hub will build and coordinate an inclusive and capable CE community to enable CE transformation through collaboration and communication. It will identify CE capability and skills gaps and inform future funding and training opportunities.
Outcomes and impacts include a) to embed multi-disciplinary understanding of CE principles, opportunities and pathways through a highly engaged community, b) the synthesis of evidence directed towards key stakeholder questions, c) to define CE skills, capacity requirements and career pathways d) to contribute to an increase in ECRs pursuing CE related careers and e) increase general consumer awareness of CE and influence informed behaviour and decision making.

Description | The CE-Hub has made significant progress in coordinating the activities of the NICER Programme, providing a central point of reference for the national circular economy community and in developing the evidence base for the implementation of circular economy practice across a number of industrial sectors and at different scales. The findings from the CE-Hub research are also being used to inform government and future policy making. Research outputs include: - The development of a CE taxonomy to drive consistent measurement and evaluation, - A guide to UK public data assets, - A CE KPI dashboard, - An interactive dashboard presenting over 700 global CE Roadmaps and Policy Documents. Additionally we have secured nine externally funded awards which have provided use cases to test CE systems modelling and measurement and accelerate interdisciplinary collaboration and innovative solutions in the areas of circular product design and behaviour. We have also developed and launched the CE Knowledge Hub and populated it with a growing number of reports, research findings, use cases and practitioner interviews to increase understanding of CE and influence its adoption. The CE policy cluster has been a highly effective mechanism to bring together diverse voices on CE policy. The CE-Hub has funded ten new projects through its flexible fund to increase research capacity and capability. Our CEctor Project has been a sucessful mechanism through which to engage the 'non usual suspects' with the first Spotlight Report and Webinar being launched already and the other 4 sectors to follow. The CE-Hub has provided National leadership to build an active national CE community across academia, policy and industry. |
Exploitation Route | Outcomes of this funding will provide industrial organisations of all sizes and across sectors with tools, methods, use cases and data to support the adoption of circular economy and provide the evidence to inform future decision making. The outcomes will also provide policy makers with the evidence to influence future decisions. The CE-Hub is increasing the awareness and understanding of circular economy more widely which could influence the behaviour and decision making of individuals and households. |

Description | Findings have been used to inform and change behaviour within independent businesses and also across diverse groups of stakeholders. For example we have educated over 2000 individuals from a number of organisations on circular economy leading to increased understanding and adoption across their businesses. Our study on household behaviour and CE has also influenced a small number of households. We are also bringing together stakeholders who would not normally talk to each other e.g. our policy cluster brings together representatives of the UK devolved administrations to share progress and develop an integrated vision and our CEctor work brings together stakeholders from across value chains to initiate new collaborations and CE initiatives - an example of this can be seen in our recently published MedTech Spotlight report. Our work on the CE Data Observatory is already influencing UK government decision making and has been adopted by DEFRA in the form of funding for 10 fellowships. |

PI Contribution | The CE-Hub (Professors Hopkinson and Charnley) have been nominated by UK Government (DEFRA) to act as the UK focal point and key contact for the UNECE Circular Step stakeholder engagement platform. This has involved several presentations, attendance of meetings and advising members on CE adoption and implementation. |
Collaborator Contribution | Access to the Circular Step Platform and Membership of the platform Circular STEP was launched in April 2022 to "step-up" the circular economy transition, filling gaps and creating synergies among the many practical and value-creating initiatives in the sphere of the circular economy. Its objective is to develop and disseminate evidence-based international good policy practices and unite experts from national, regional, and local governments, business and academic community, civil society from the UNECE region. The circular economy is a very wide topic, Circular STEP has started by zooming into eight areas: Trade, Innovation-Enhancing Procurement, Waste Management, Small and Medium Enterprises, Traceability of Value Chains, Financing, Digital Solutions, Institutional Arrangements. The activities of the network are demand driven, to address the priorities and needs of UNECE Member States. The network is maintained within a project "Accelerating the transition towards a more circular economy in the UNECE region" (multi-agency UNDA project, 2021-2024). ECTD regularly sends out newsletters, updating members about ongoing activities. More information about Circular Step is available in the brochure here. |
