Abstract

We are currently facing an unprecedented climate emergency threatening life on our planet. Limiting global surface temperature rise is key to ensure irreversible effects for nature and people are not triggered. For the UK, decarbonisation of the energy sector to mitigate climate change is a crucial ambition, becoming the first major economy to pass legislation to end its contribution to global warming by 2050 by reducing its carbon emissions to net-zero. Even though a significant emission reduction has been already achieved in the electric power sector, progress has been limited in other areas, such as heating (including space cooling), which accounts for over a third of UK emissions. Heating and cooling are central to our lives not only for comfort and daily activities, but also to facilitate productive workplaces and to run a variety of industrial processes. Decarbonising heating and cooling and reducing emissions from buildings are thus paramount to meet net-zero targets.

Cooling decarbonisation has not previously received significant attention, but this is changing due to population increase and climate change. Summertime cooling of buildings is becoming increasingly important and consumer demand for greater comfort levels will also increase the energy used for cooling services. An increased requirement for cooling is anticipated, with the share of UK electricity used for cooling also expected to rise further, which could strain the electricity system. At the same time, summer electricity demand is changing with a surge in solar PV generation, causing concern for balancing the power system. Since cooling facilities are in general limited to building level, significant investments in cooling infrastructure and buildings are needed.

Flex-Cool-Store brings together academics with complementary expertise on techno-economic, societal and policy aspects of electrical power supply and thermal energy systems. The main objective of this interdisciplinary project is to investigate the potential impacts of a growth in UK cooling demand and how this growth can be managed through proactive design and flexible operation of the cooling supply system and energy storage, and how the new demand can be served by an increasingly decarbonised electricity system. Underpinning this, public perception towards the adoption of cooling technologies within buildings and communities and consumer participation in flexibility provision from energy storage at household level will be explored via interviews and public workshops. Outcomes will be considered alongside pathways and policies associated with heat decarbonisation, and novel analysis using 'elite' interviews with policy makers will be conducted to consider the potential relationship between heat decarbonisation strategies, cooling and storage. This interdisciplinary approach will enable Flex-Cool-Store to address the issue of increasing demand for cooling and decarbonisation from multiple angles and to develop an even stronger evidence for best practice around buildings decarbonisation.

Specific objectives of the project are:
1. Understanding cooling demand considering technical and socio-economic factors. Detailed studies will be conducted to understand how cooling demand might change over the next decades.
2. Quantifying the impacts of increased cooling demand on electricity networks. The extent to which supplying cooling will affect peak electricity demand will be quantified and its implications on network reinforcement will be investigated for selected case studies using data from real practical projects.
3. Investigating the flexibility provision to the electrical power system from integrating cooling technologies and storage. The interactions and synergies between cooling and electricity systems will be studied. How to adopt a coordinated approach for designing and operating energy systems of buildings so that the provision of flexibility can be maximised will be explored.
 
Description Flex-Cool-Store has been an exciting interdisciplinary project linking three universities (Cardiff, Bath and Exeter) working together to tackle a challenge which has not received sufficient attention in the past: cooling. Due to climate change and heatwaves, this is expected to be prevalent in a warmer future, affecting our and future generations. Cooling has been investigated from different angles: public perception and acceptability of cooling technologies in a warming world, policy around cooling decarbonisation, and techno-economics. Beyond multiple academic papers published at high-profile journals and conferences, several engagement activities were conducted, bringing cooling into the spotlight, and stimulating fruitful discussion with several stakeholders nationally and internationally. This goes beyond purely academic work, engaging also with policymakers, politicians, industry, businesses, and the wider public. Additional project outputs are still under development as the project will conclude towards the end of September 2024, but our policy contributions towards cooling are expected to be impactful. Our efforts, so far, have led to further exciting collaborations in the UK and internationally. Flex-Cool-Store facilitated innovation in different disciplines, working together and developing tools to enable a better understanding of cooling demand in the UK, how this may change over the next decades, its impact on electricity networks and buildings, and the potential flexibility provision that thermal energy storage technologies can provide to electrical power systems.
Exploitation Route The methods published have been cited by the academic community. The datasets for cooling demand of individual dwellings and communities and the tools around them, to be made widely available towards the second semester of 2024, have the potential to become a very useful source of information for academia, housing developers, cooling technology manufacturers, energy managers of public facilities, and the general public.

Description A policy briefing and a submission for a call for evidence from the Environmental Audit Committee on cooling-related aspects have been produced as part of the project. This activity, together with the academic papers (some still under development on participatory activities alongside policymakers), is expected to contribute towards shaping a policy around decarbonisation of cooling and better link this with heat and building decarbonisation pathways. A new patent for our algorithms to estimate the state-of-charge of thermal energy storage units is being planned, which we intend to trial alongside industrial partners.

Title Methodology to predict future heating and cooling demand in the UK for housing communities 
Description A methodology that predicts future heating and cooling demand for housing communities in the UK has been developed. It makes use of UKCP database temperature predictions and solar radiation and ambient temperatures obtained from the IES software to calculate indoor heat gains. Transient heat transfer models of simple building components were implemented in Modelica and validated against experimental results, enabling to upscale to a number of houses within a community. The model enables obtaining annual cooling and heating demand datasets for housing communities.

It makes use of UKCP database temperature predictions coupled with developed models in IES VE which have been validated using experimental data. The models in IES VE incorporate construction material properties and consider the most common dwelling types (such as terraced houses, bungalows, flats).

Title Methodology to quantify the state-of-charge in thermal batteries for heating and cooling systems 
Description A methodology that estimates the state-of-charge of sensible and latent heat thermal energy storage units with a minimum amount of measurements was developed. It considers three basic steps: modelling of the thermal store, state observation of the temperatures of the storage medium inside the thermal store, and state-of-charge calculation using the specific heat of the storage medium. The methodology does not require sensors to measure internal temperatures as these are estimated, it only requires three measurements, it has a high accuracy, it is based on a simplified model of the thermal store, and it leads to a reduced computational burden.

Impact The methodology has been presented to a wide range of stakeholders and has attracted queries from manufacturers of thermal energy storage systems. A full academic paper providing the scientific basis for the state-of-charge estimation was published in Applied Energy (10.1016/j.apenergy.2022.120448) in February 2023. The methodology was presented in the UKDEA Innovation Showcase Event 2 (November 2022, attended by over 70 people) which was aimed at introducing innovations to members of the UK District Energy Association (UKDEA). A short article on the methodology was also written and included in the UKDEA January Journal, which is available to over 140 members. The UKDEA is a knowledge hub for the district energy sector in the UK and thus, the presentation and the article enabled showcasing the research to UK industrial partners and other stakeholders. 
 
Title Photo-elicitation interviews and Grounded Visual Pattern Analysis to understand current and future cooling strategies and demand in the UK for individual dwellings 
Description Visual methods underpinning qualitative data collection were developed. This method involved engagement with 40 households across the South of England who were asked to provide photographs to represent their perceptions and experiences of cooling their homes, both more broadly in periods of increased temperature and specifically with reference to the July 2022 heatwave. Semi-structured interviews were undertaken with participants in two parts. Firstly, photographs were discussed with participants through photo-elicitation interviews and analysed using Grounded Visual Pattern Analysis. Secondly, participants were asked a number of questions interrogating findings drawn from the wider body of literature around strategies for cooling. Thematic analysis was undertaken to analyse qualitative data collected.

Impact Findings from this study have contributed to research currently being undertaken by the University of Nottingham, Health and wellbeing in Nottingham during the 2022 summer heatwave, which is currently in development. Researchers have contributed to the moderation and development of data collection, specifically drawing on the study findings with reference to the 2022 UK heatwave. The use of visual methods was considered pivotal to drawing out narrative aspects of lived experience and provided important insights for the development of this future heatwave study. 
 
Title An effective predictor of the dynamic operation of latent heat thermal energy storage units based on a non-linear autoregressive network with exogenous inputs: data 
Description This repository contains datasets and source code to develop an artificial intelligence (AI) based tool to estimate the state-of-charge (SoC) and heat transfer fluid (HTF) outlet temperature of a latent heat thermal energy storage (LHTES) tank with water-ice mixture as the phase change material. The AI tool is a non-linear autoregressive network with exogenous inputs (NARX) model, that takes as input the known values of HTF mass flow rate and inlet temperature for the LHTES tank to predict its SoC and HTF outlet temperature. The model recursively uses its past predictions of SoC and HTF outlet temperature to predict the future outputs of these quantities. The dataset comprises CSV files for training and testing the NARX model. For a more detailed explanation of the dataset and the source code's development and performance, refer to the article "An effective predictor of the dynamic operation of latent heat thermal energy storage units based on a non-linear autoregressive network with exogenous inputs" published in the journal Applied Energy in 2024.

Results and Impact A number of interviews (54 with a total of 61 people, 10 questions in total) were conducted by Dr Mehri Khosravi (now in UEL, previously in Exeter) and Dr Richard Hoggett (Exeter) from May to September 2023 with the following objectives:
1) To understand policy maker perspectives on the current state of cooling decarbonisation of UK buildings. Using an avoid, improve, shift framework.
2) To understand the wider relationships for decarbonising cooling, in respect to other policy areas - particularly heat decarbonisation, but also flexibility and storage.
3) To understand more about the policy making processes.

The following sectors were covered by the interviews:
* Government: civil servants within government departments and the Devolved Administrations.
* Local government: officers working on energy, climate and planning, local government advisory organisations.
* Advisory organisations: statutory advisors, and third sector energy and social advice providers.
* Energy industry: network operators, energy suppliers, associated trade associations, the energy regulator.
* Wider energy sector: technology companies working within heat, cooling, and storage. Associated trade bodies.
* Consultancy: energy and built environment consultancies, building modellers.
* Wider civil society: NGOs and charities working on energy, climate, buildings, sustainability, innovation.
* Academia: academics working on cooling, the build environment, energy, and planning.
* Think tanks: energy, climate, and sustainability.

All data has been analysed and is being used to produce an academic article.

Results and Impact The sandpit event took place in 1st November 2022. Prof Carlos Ugalde was invited to attend following a pre-selection process. During the event, he pitched the idea for a research project looking at retrofitting heating systems with heat pumps to meet heating and cooling demand. He also engaged in discussions for potential research collaboration. This led to his involvement in a funded project led by Prof Zhiwen Luo ("Increasing urban overheating risk from cooling decarbonisation by heat pumps", Cardiff University, alongside the University of Plymouth and the University of Birmingham), which kicked off in January 2023.

Results and Impact Workshops were held to engage with participants around three key research questions:
1) To reflect on 2022 heatwave and evaluate cooling demand (has perception of cooling demand diminished over time? Have recollections of heatwave intensity changed?)
2) To present warmer climate scenarios and understand perceptions of cooling demand and knowledge of coping strategies.
3) To present cooling technologies and understand current perceptions.

Workshops were held on dates below with 33 participants attending:
* Thursday 13th July 4-7pm
* Monday 17th July 10am-1pm
* Wednesday 19th July 1-4pm
* Saturday 22nd July 10am-1pm

These workshops were organised by University of Bath (Dr Louise King and Dr Christina Demski). Data was collected and analysed and are currently used for an academic paper. Outputs from the workshop also informed a national survey conducted alongside University of East London (Dr Mehri Khosravi) on heatwave experiences and perceptions of heating risks. This considered a nationally representative sample (n = 1580), also leading to academic articles under development.
