Protecting public-facing professionals and their dependents online (3PO)

Abstract
Police officers are public-facing professionals. This means they operate in the public eye with at times dramatic repercussions for their private lives (e.g., 'trial by social media', unwanted identification, online harassment and threats to themselves or their families). While this is often framed as a way to 'redress police injustices' or as a democratising potential of 'watching back', it threatens officers' social standing as well as mental and physical health outside of their professional role. Their loved ones (spouses, children, other close family members) are involved directly and immediately, either because they are also targeted or because they have to live with fears and accept restrictions to their online participation in order to safeguard their police family members. Due to this, public-facing professionals police personnel (LPFPs) and their dependents clearly face strong challenges and risks to their rights and opportunities as citizens online. 3PO takes the unusual and pioneering step to re-focus the theme of protecting citizens online to the law enforcement domain, which is often treated as the one 'citizens need protection from'. However, at present neither the extent of online risks for officers, let alone their dependents, is known nor do credible plans exists for safeguarding this citizen group online.
The 3PO project will address these gaps through a user-centred approach that will deliver a series of targeted outcomes. Firstly, 3PO will create in-depth knowledge about the extent, nature, drivers, mechanisms and consequences of online risks and harms for LPFPs and their dependents. This will lead to important refinements in current understandings of privacy and consent as collective concepts that need to be negotiated in (family/professional) groups and create a taxonomy of LPFP-specific online risks and harms. A major focus will be on the co-creation of three user-focused tools for LPFPs and dependents for reactive and proactive protection: (1) a Harm Reporting Application for LPFPs and/or their dependents to report incidents, problematic events or concerns to instigate support and protection measures, (2) a Vulnerability Assessment ("self-check") App to assess their own online presence and account settings to identify potential risks, (3) an AI-based harm mitigation and risk assessment platform for police organisations consisting of AI-based analysis capabilities and a dashboard for the visualisation of reactive analysis and proactive monitoring of individual and organisational harm profiles. Thirdly, 3PO will produce design and policy recommendations and specialised police training and awareness campaigns.
The project will do so by utilising a highly experienced consortium of applied and policy researchers from Universities of Oxford, Cambridge, UCL and Napier led by the globally connected security research Centre of Excellence in Terrorism, Resilience, Intelligence and Organised Crime Research (CENTRIC) at Sheffield Hallam University. To guarantee outcomes are co-developed with and fully pertinent for our target group, 3PO comprises six UK police forces (Metropolitan Police, Police Scotland, Police Service Northern Ireland, South Yorkshire Police, Lancashire Police, Humberside Police) and the Home Office as active research partners.

| Description | 3PO set out to achieve three core objectives: 1. Build an in-depth understanding of the specific risks, harms and privacy needs of police personnel as public facing professionals and their dependents as citizens online 2. Co-create advanced tools, mechanisms and solutions around police-specific requirements and needs to empower the secure and informed participation of police officers, staff and their dependents online; these solutions go beyond individual responsibilities aiming to create a safeguarding environment that also integrates organisational obligations by police forces towards their employees 3. Re-conceptualise privacy and consent procedures around group-based decision and negotiation processes to account for the collective nature of online risks and privacy needs for online protection of police organisations, police personnel and families 3PO did break new ground by accomplishing a systematic investigation of online harms against police as a public-facing profession. The project is unique in that it not only investigated work-related harms as part of police work but also risks and harms outside work (private and personal impacts), including to families and children of police members. The evidence collected through a triangulation of qualitative and quantitative methodologies enabled the development of a first taxonomy of online harms, providing an important foundation for further research. Based on this evidence, 3PO is developing a toolkit for police leaders, individual police officers/staff and their families that provides concrete resources for the prevention, mitigation and management of online harms. Solutions are a strategic combination of technical capabilities for situational awareness, reporting and a digital literacy supported by evidence-based guidance, a training package and policy recommendations. The provision of practical solutions co-developed with police is a core achievement of the 3PO project supporting concrete impacts. The approaches specifically address shared responsibilities for the better protection of police personnel and families online. |
| Exploitation Route | Online harms to police officer/staff as citizens is a highly under-researched area. The impacts of online harms for dependents have received even less attention. 3PO thus builds a foundation for further research into a new area on protection and privacy needs of public-facing professionals, informed privacy management, online harassment, and wellbeing, amongst others. Online harms are an increasing issue that target many public-facing professions. On a practical level, outcomes can thus be useful and be forward by areas beyond policing, such as organisations that deal with online harms against their personnel, victim support organisation, platform providers and policy makers. |

| Description | 3PO results and toolkit have started to create practical impacts in UK policing. Partnering forces are currently updating their social media guidance based on 3PO recommendations. The project has also been included on the wellbeing arm of the Colleague of Policing website (Oskar Kilo), being named as source of materials for better protection of officers/staff against online harms. 3PO has also captured interest beyond UK police forces with police services in other countries exploring to implement programs against online harms. Mid- to longer-term impacts are possible for police personnel and overall, increasing safety of online spaces. There are challenges to overcome to realise these impacts, amongst them to realistically measure these impacts (specifically establishing causal links between 3PO guidance, trainings, etc and improved protection and/or wellbeing). Since there is currently no systematic reporting of online harms incident in police forces, it is challenging to establish a baseline of the extent of online harms experienced by police officers, staff and/or their dependents. 3PO is in conversations to improve harm reporting, but these are large-scale governance changes, which require broad support, including from government, and will thus require long-term investments from 3PO partners beyond the project duration. Impacts within academia are envisioned by informing a new research area into online harms against public-facing professionals beyond bullying, harassment and hate speech and investigations of perpetrator motivations. Presentations at conferences have demonstrated that 3PO research is innovative. However, academic journal publications are still being realised. Hence, we expect to see broader academic impact only in the future. |

The event took place on the 29th and 30th of September 2022 at the Institute of Criminology, University of Cambridge. It was organised by the project leader, the Centre of Excellence in Terrorism, Resilience, Intelligence and Organised Crime Research (CENTRIC) at Sheffield Hallam University, a globally renowned, leading research institution in security research. Participants had the opportunity to discuss project advancements and investigate the 3PO infrastructure, its challenges, impact, and potential solutions in greater detail. By bringing together consortium, academic, police, and Home Office partners, as well as Advisory Board members the meeting aimed to promote discussions regarding the progress and activities of the 3PO project in relation to its main objectives, achievements to date, challenges, plans, and risks, as well as the harmonisation of the various tools and technologies used. This event also provided an opportunity for networking by facilitating the planning of future meetings and actions. |

The symposium was a fantastic opportunity to showcase what the project has achieved to date. | Results and Impact | 3PO was selected as one of a limited number of groups to showcase UK capabilities at the 92nd Interpol General Assembly in Glasgow, October 2024 (competitive national selection process). The General Assembly is INTERPOL's supreme governing body and comprises delegates appointed by the governments of member countries. At the 3PO stand, CENTRIC staff alongside officers from South Yorkshire Police, Police Scotland, and North-East Business Resilience Centre showcased 3PO results and capabilities to a wide number of ministers and international police forces, and also received a visit from President of Interpol (see projects' LinkedIn posts during the event). Various contacts from this event are being taken forward exploring update of 3PO beyond UK. |
