Discussions continued after the meeting via e mail and advice on non-discriminatory pricing was given by Amelia Fletcher.

Results and Impact This meeting was designed to collect views from the key UK regulators and other policymakers about the treatment of small businesses as customers under consumer law and sector regulation. Following the meeting, CCP completed a research paper for the UK Federation of Small Businesses on this topic.


The UK Labour party tabled an amendment to the Consumer Rights Bill to extend coverage to small businesses. In the event, the amendment was not accepted, but the parliamentary debate substantially raised the profile of the issue. The report also made the sectoral regulators more aware of the issue.

Results and Impact Bruce Lyons and Morten Hviid met with members of Norfolk County Council's Social Services team to discuss how to stimulate delivery of new forms of care, in particular 'Housing with Care' schemes where people live in flats with communal facilities and on-site care and how one might procure this.

Influence on policy. A letter of thanks was sent from Norfolk County Council remarking 'We found it helpful outlining our proposals against rigorous questioning and it has enabled us to logically work through in taking in aspects of procurement and market shaping to the next phase of work. Since meeting you we had begun the process of asking the Council's cabinet to adopt a new procurement and commissiong approach'.
