Description This project funded an international research network to study how the Rising Powers (notably the emerging economies of Brazil, China, and India) engage with global standards associated with labour and environmental concerns, and how these Rising Powers might begin to shape such standards in the future.
Work undertaken by the network has show a diverse set of initiatives around labour and environmental standards across the Rising Powers. While such engagement is uneven, and there are significant challenges especially with respect to labour standards in production, the research network has shown that there is no evidence to suggest that the Rising Powers are driving a 'race to the bottom' on global standards.
The network helped to define a future research agenda to investigate how Brazilian, Chinese, and Indian states, firms and civil society actors are shaping national and international labour and social standards and their consequences for the governance of global production networks.
Exploitation Route This grant funded a research network and thus no new empirical research was carried out. However the published work from the network has been, and is being engaged with by other academic researchers, students as well as a range of civil society, public and private sector actors. This is to be found in the UK, Europe, other OECD economies as well as within the Rising Power economies and the wider developing world.

PI Contribution This multi-disciplinary and internationally collaborative network brings together senior colleagues from three leading institutes at Manchester (Global Development Institute, Manchester Institute of Innovation Research, and Sustainable Consumption Institute), namely Profs. Boons, Nadvi, Shapira and Sinkovics, who are all internationally renowned and well-established researchers with extensive track records of leading and participating in a range of international collaborative research projects. Their research complements each other. This is important to address a complex set of research questions involving governance of sustainability issues in GVCs, such as environment, labour, innovation, business and public management. The collaboration with Brazilian partners (notably FGV and Uni Campos) was first identified though the ESRC funded Rising Powers programme (Nadvi, Shapira), and a small internationalisation grant from the University of Manchester (Nadvi). The internationalisation grant led to two joint grant bids with FGV- one to British Council-FAPESP Researcher Link for an early career researchers workshop (successful), the other to the FAPESP-Manchester Sprint call for building a research network (unsuccessful). The request will also build on new links with Unicamp formed through the University of Manchester's recently successful Rutherford Fellowship award (Shapira). The aims of the collaboration is to how hold two workshop focusing on 'Global Value Chains and the sustainable Development Goals'. Each workshop is clearly defined. • Sao Paulo Workshop will bring together leading Brazilian academics from FGV, USP, and Unicamp working on these issues. The aim of the workshop will be identify common analytical frameworks and key empirical case studies. The workshop will also include a half-day session with critical policy partners (from non-governmental organisations and public agencies). The workshop will last 3 days. It will be followed by a two day visit to potential case study examples within the Sao Paulo state region to see first-hand examples of how sustainability challenges are being addressed within Brazilian global value chain linkages. The international travel and accommodation costs of four participants from Manchester will be borne by the University of Manchester. • Manchester Workshop will focus on developing the outlines of co-authored working papers that frame the agenda for future research and shape the structures of a collaborative research grant proposal for a bid to the UKRI-FAPESP collaborative grant scheme. Our aim would be to produce at least 2 working papers by end of 2019 and finalise and submit a large grant bid by July 2020. The Manchester workshop will run for 4 days and will bring together key Manchester researchers, four researchers from Brazil, and two external research and policy partners from within UK and the EU (policy partners could be the ISEAL Alliance - the umbrella body on global sustainability standards and the UK's Ethical Trading Initiative, which sets ethical standards in key agro-processing and apparel sectors). Workshop costs (venue hire, accommodation, subsistence etc.) will be met by University of Manchester. FGV will cover travel costs for up to four colleagues attending from Brazil.
Collaborator Contribution The main collaborative partner is the Getulio Vargas Foundation (FGV) in Brazil. The local costs of the Brazil workshop (venue hire, meals, travel and accommodation costs of Brazilian participants etc) and costs of the field visits in Brazil will be borne by FGV. The time inputs of senior colleagues in Brazil, notable Prof Jose Puppim de Oliviera and Dr Andre Carvalho will be borne by FGV.

Results and Impact The Ethos 360 Sustainability Conference is Brazil's leading conference on sustainability standards. It is organised by the Ethos Institute which works directly with businesses and with standards bodies in promoting sustainability and labour standards in Brazil. Ethos supported the project by providing a number of key informant interviews and making introductions to corporate respondents. The project was an academic partner of the 2017 Ethos 360 Conference. The project presented a panel at which interim findings from the study, including findings from the Brazil research (presented by Prof Afonso Fleury, University of Sao Paulo), the India research (Prof Rudolf Sinkovics, University of Manchester) and an overview of the project's core findings (by Prof Khalid Nadvi, University of Manchester) were given.

Results and Impact This annual conference is organised by the Centre for Responsible Business (CRB), New Delhi. CRB was a research partner on the project. CRB's Chairman Dr Bimal Arora also worked as a Research Associate on the project.The project co-hosted a dedicated round-table on Indian Multinationals and their internationalisation strategies and their engagement with sustainability standards. The round table also considered collaborative sustainability initiatives in India and globally.

Results and Impact This two day international workshop was co-hosted with the City University of Hong Kong (CUHK). CUHK was a research partner on the project with CoI Chris Chan based at CUHK. The workshop brought together leading academics from Hong Kong, mainland China, Japan, Taiwan, South Korea, Australia and the UK working on labour and labour standards in China. To provide a comparative perspective evidence from India was also presented by CoI Prof Keshab Das and from from Brazil by the PI (Khalid Nadvi) and coI Prof Peter Knorringa. The workshop in particular considered the implications of the shift from the Hu Jintao regime (under which a series of pro-worker labour reforms were initiated) to the Xi Jinping regime (which has actively suppressed grass roots labour activism) for labour standards, labour organisation and labour agency in China. The conference had academics and postgraduate students as its primary audience but also brought in a range of civil society actors based in Hong Kong working on labour organisation and labour activism in mainland China.
