Description The research has uncovered the role institutions play in shaping the nature of defence cooperation. Looking at the case of EU defence cooperation, it has uncovered not only the way in which the institutions of the EU have limited its ability to develop a meaningful ability to carry out military missions, but also the way in which member states and entrenched structures within them prevent the transfer of key capabilities to the EU.
Exploitation Route IT would be interesting to try to generalise the findings by looking at other defence institutions in other parts of the world.

Results and Impact A meeting of senior FCO and Mod officials, along with representatives of Embassies of other EU member states to discuss the balance of competences between the UK and the EU in foreign and security policy and contribute to the Balance of Competence exercise being run by the Cabinet Office.

The meeting led to the production of a report by the MoD which fed directly into the Balance of Competence report on foreign and security policy.

Results and Impact I participated in a round table discussion on the Future of the Franco-German relationship, with a particular focus on security policy. The event was organised by Chatham House in association with the French and German Embassies and took place in front of an audience that included academics, policy makers, representatives of each embassy and members of the general public.

I have made good contacts with the French and German Embassies, both of which now contact me regularly for advice on security issues.

Results and Impact 80 Senior officials from throughout the EU attended a conference organised by the Lithuanian Presidency of the EU Council to discuss how to make EU security policies more effective.

The findings of the conference informed the policies of the Lithuanian government in the run up to the December European council meeting, and the meeting allowed me to connect and stay in contact with a number of senior policy makers across the member states.

Results and Impact Around 80 people connected with the German FES think tank of the Social Democratic party attended a conference to discuss international security issues. I spoke on the security challenges confronting Europe and the EU responses.

The conference involved detailed discussions with senior SP officials, including members of the Bundestag. As a result, I managed to feed the findings of my research into discussions within the SPD and to network with a number of senior officials
