Description | Grassroots innovation in Latin America has a long history. Policy interest has waxed and waned. Policy interest is often instrumental - grassroots ingenuity as a fix or source of ideas. Whereas grassroots innovation movements often seek to transform the institutions of innovation, and insist on a completely different approach. |
