Managing the Ageing Workforce in the East and the West
Description | The report had two sets of objectives: Capabilities Approach and Retirement: As part of the research, we conducted a survey of 1600 older workers in the UK and Hong Kong to explore how employer interventions in relation to work, retirement and choices has on quality of life and retirement. The survey has been used by ourselves and a cluster of other researchers. We have found that there is a strong relationship between work choices and positive quality of life. People who report positive work environments in three spheres: working hour flexibility, work content and healthy work environments also report more positive life outcomes. Work choices, in turn, are the result of supportive work environments and having good skills (employability, work specific, and social skill). These results are controlled for income, gender and qualifications. From a practical perspective, the results indicate that employers which provide age positive workplaces will benefit in terms of more motivated and happier workers. International comparison: The second research objective was to explore the extent of comparability between the UK and Hong Kong in terms of public and employer policies and practices and in so doing to explore the scope for East/West comparability. We found that there are similar drivers for employers to improve age management practices: skills shortages, knowledge management and improving performance. Further, public policies in both contexts are leading toward a privatisation of retirement planning, particularly in relation to savings and pensions. Finally, as an added research outcome, we conducted a case study with the NGO Wai Yin in which we found that older Chinese migrants are facing significant barriers to work due to the intersectionality of age, race and migration status. The research found that community activism can help older migrants find and maintain work which they value. |
Exploitation Route | The research has extended my research network on ageing workplaces from an international perspective. I am currently editing a book for Emerald on ageing workplaces from an East/West perspective. The survey data is being used by myself and others to explore how interventions can support older workers in extending working life. Finally, using the data, I have been able to build a network to develop further research. For example, colleagues in Poland are currently using the survey questionnaire to draw data in that country which will be used to compare mine in the UK and Hong Kong. |

PI Contribution | Wai Yin took part in the research (see below) in order to support older members of its community in maintaining employability. Based on the research, Wai Yin is hoping to develop a system of deploying the skills of older Chinese migrants to serve the local Chinese population through caring and handyman services. The system we are developing is based on the concept of "Furrei Kippu" or reciprocity whereby older service providers receive credit for helping others which they can then redeem when they need help. I have helped the group bid for funding from the Cabinet Office for providing end of life care for the elderly which for the group would be worth £50000 for a one year project |
Collaborator Contribution | Wai Yin helped us conduct a fifth case study for our research- the experiences of older Hong Kong and Chinese migrants in extended working life in the UK. The case study identified key issues of discrimination, acculturation, and language barriers which older migrants face in maintaining employability. We are currently working on a paper together to submit to the Gerontologist on the subject, as there is little research on the issue of older migrants, work and retirement. |

Results and Impact | I gave a presentation to a conference organised by Age Friendly Cities giving the preliminary findings of the UK side of the work and retirement survey which we carried out as part of the project. The presentation sparked a discussion about the worker/manager relationship and barriers to dialogue on retirement plans There were a number of twitter feeds from participants. There was also interest from a number of participants in learning more from the survey results. For example, I am working with Manchester City Council to identify whether a North/South divide exists in retirement patterns |

The group will be using the survey for business outreach- identifying HR interventions which our respondents said would encourage them to extend working life I am going to be producing pieces for DWP which will be used to reach businesses. THis is very high impact national level work on business engagement. |

I gave a talk on the employment dimension of living longer and discussed some of the finding of our survey, focusing on issues regarding pension financial literacy, delayed retirement, and quality of life. The talk sparked discussion amongst policy makers at the local and national level. Several Lib-Dem MP's and council people asked for further information on the research and what we are learning about changing attitudes toward retirement. |
