Abstract
Administrative data is the term used to refer to the datasets collected by the Government and other public bodies which, amongst other things, is used to generate information to guide policy and the development of public services. Some examples are the Census and National Household Surveys, and datasets about education, health and social services, employment and benefits, crime, housing, the environment and the economy. These datasets hold great value for research, especially if they are linked together. However, as information about individuals is very sensitive, it must be very carefully managed so that it is anonymous, safe and secure, and used only in the public interest by approved researchers. Data linkage research is the term applied to the development of methods of bringing datasets together and linking them so that important public issues (such as education, crime and employment) can be studied in relation to each other. There are a range of techniques to make sure that the linked datasets used by researchers are kept anonymous throughout.
The Centre for Administrative Data Research & Evaluation (CADRE) is a powerful new centre specialising in making UK-wide administrative data safely available for research. CADRE has a strong team, with a wealth of experience in data linkage and in economic and social research. CADRE will work closely with CIPHER (the Centre for the Improvement of Population Health through E-records Research), in a new, purpose-designed building, massively increasing the opportunities for research to benefit people and society.
The main aim of CADRE is to create a world-class administrative data research centre, that is widely known for its ability to access, link and make safe use of data for high quality research. Our work will be underpinned by a robust Governance framework. This means that we will follow all the rules, laws and regulations that govern data usage, and set many new standards, so that our work is always ethical and respects the rights and privacy of individuals and organisations. CADRE has a set of objectives are these are to:
1. Provide powerful, robust, state-of-the art data linkage and data access facilities. This will include highly secure 'safe rooms' where researchers will work on the data.
2. Run a high quality, equitable and efficient 'customer focused' user support service, free at the point of access, ensuring that the analytical opportunities provided by CADRE are accessible to the widest possible community of researchers
3. Create a rich linked administrative data resource for the UK research community, by enabling datasets from different organisations to be used together safely.
4. Carry out original research using linked administrative data. This will include developing new methods for data linkage, working with government, law and ethics bodies on the Governance of data use, and working with the general public and organisations to understand their views on data linkage. We will work with other researchers to answer important social and economic research questions.
5. Provide a range of high-quality training and development opportunities for researchers, public service professionals and policy makers.
6. Involve members of the public in the work of CADRE, and engage with the public to raise awareness of data linkage research, to understand the concerns they may have, and to seek to provide reassurance.

Planned Impact
As well as being of obvious benefit to the academic community, the establishment of CADRE will also benefit researchers and policy makers in the wider non-academic communities. Policy makers in Wales and elsewhere in the UK will benefit from improved access to data and analytical resources that will enable them to carry out, or commission, their own research based on the data. The role of CADRE in building a community of academic researchers who are expert in the analysis of such datasets will contribute to increased levels of competition in the procurement of social science research based on CADRE and non-CADRE sources. Policy makers will also be made aware of the results of academic research conducted within these environments, via the CADRE workshop series and regular updates of research findings posted on the CADRE website and promoted via newsletters etc. A Wales ADRC will support the development of relatively low cost longitudinal research which is of particular importance in the context of being able to evaluate the impact of policy interventions that have often relied upon the collection of primary data which can be of considerable expense. The availability of relatively cheap data combined with the expanding numbers of users experienced in the analysis of such data will enhance the efficiency of evaluation exercises. The custodians of data resources deposited in the ADRC will also benefit in terms of what they can learn about their own data from a community of researchers who are interrogating these resources at a level of detail that is not typically done (i.e. examining the integrity of data at the unit level) when such sources are used in the production of aggregate statistics. The value of the ADRC is recognised by the Welsh Government who are supporting a post that is to be embedded within the ADRC. Given the importance of European funded interventions in Wales, the activities of the ADRC will be of significant interest to the European Commission, contributing to the development of best practice in the evaluation of EU funded interventions and in turn shaping the nature and delivery of future interventions. Political parties, interest groups, think-tanks and similar organisations will also be targeted in terms of the dissemination activities of CADRE and will therefore benefit from the enhanced understanding of complex social issues that can be derived from the research that is supported by CADRE, thereby enhancing the level of debate surrounding the development of policy and practice. A public engagement strategy that enhances understanding among general population as to the benefits of data linking and the use of administrative data for research will also be of benefit to both researchers and the populations covered by these datasets. Engagement that supports that creation of more positive attitudes to such research could contribute to increased levels of response to social surveys and an increased willingness to provide necessary consents for data linking. By enhancing our understanding of the effectiveness of policy interventions at both local, national, UK and European level, CADRE may directly contribute to improving the material conditions and well-being of the wider population.

Description | A key development in this grant for ADRC Wales has been the development of a methodology of working with government that is both collaborative and has high impact potential. Key policy influencing projects have been undertaken in a tripartite format with Welsh Government. This includes a researcher, government policy team, government researcher as well as a steering group (where appropriate) made up of third sector and local authorities. This model differs from the standard format of undertaking research and then communicating findings to policy. It is extremely pleasing to see that the new ADRP has a model based on the approach in Wales, where government are a core part of the research project and not solely a beneficiary of it. In addition to the undertaking of substantive research projects, our understanding of public attitudes to data sharing, as well as the development of methodological tools and approaches, has advanced significantly during the lifetime of the grant. We are discussing the deployment of these tools with the new ADRP and are also collaborating with ADRP on the public involvement and engagement approach the ADRP will take. This is based on all the learning we have undertaken during the ADRN grant period which will benefit the ADRP as well as other large grants allied to the ADRP such as the Nuffield Family Justice Platform. |
Exploitation Route | The collective outputs of ADRC Wales are being applied within the new ADRP as well as disseminated via all academic and government networks that the ADRP has. Existing projects from this grant that have produced outputs will have impact driven by the funded ADRP Impact teams. Welsh Government will also be taking forward outputs generated as a result of our public engagement programme to inform their national public use of data programme. |

Description | The projects undertaken with Welsh Government in the Data Maximisation programme have significant societal and policy impacts. The narrative on these are in case study format and are also covered in the closure report for the ADRC grant. - Policy projects have been utilised by Welsh Government to directly inform policy at Ministerial level - Public engagement and governance work is being used by the new ADRP and also HDR grants - Methodological developments from the ADRC initial grant now underpin other major grants such as Nuffield Family Justice Data Platform and many other UKRI investments such as HDRUK, BREATHE, Dementias Platform. Other findings that have been used to develop 'non academic impacts' - CADRE developed a much wider level of public involvement and engagement and has embedded this in government research, especially in the new ADR award. This award has in effect served as a precursor to the Administrative Research Data Centre (Wales) 2018 - 2026 programme. The systems, processes and relationships developed with government and academia, allied to the developments made in the availability of 'Trusted Research Environments (TREs) have been pivotal during the operations of ADR Wales. Nowhere has this been more realised than in the ADR Wales response to the pandemic where systems, approaches and relationships developed during the period of this award were utilised and provided an effective data response to the pandemic. The lessons learnt from involvement in this grant served to underpin the approaches taken in developing ADRUK and ADR Wales and ADRUK is providing to be a highly successful investment. |

Welsh Government officials involved in the project also briefed the Minister on the publication of the full feasibility report due 10th March 2016 and, on the basis of a parallel submission by policy officials, the Minister has agreed to fund the first year of a three-year evaluation study which will deliver a quantitative evaluation of the impact of Supporting People on a range of outcomes including health. |
