Abstract

Urban Africa: Risk and Capacity (Urban ARC) is a three year programme of research and capacity building that aims to reduce disaster risk in urban sub-Saharan Africa by breaking cycles of risk accumulation. The programme aims to do this by building a community of practice including sub-Saharan, African and international researchers and practitioners that can provide a structured assessment of risk accumulation and reduction dynamics. This will require a detailed understanding of risk to women, men and children in a diverse range of urban contexts in low-income countries in Africa, and of how the nature and scale of these risks are changing in the context of urban growth and change, poverty and climate change. The consortium will work: Dakar (Senegal), Ibadan (Nigeria), Karonga (Malawi), Mombasa (Kenya), Nairobi (Kenya) and Niamey (Niger). The cities offer broad regional coverage (three in West Africa, three in East Africa), a range of city population sizes and in-land and coastal locations. ARUP, UN-HABITAT, Save the Children and International Alert are also consortium members providing access to the cutting edge of practitioner science and for this to be shaped through the research process.

Urban ARC's research questions are: (1) What is the nature, scale and distribution of risk across the whole spectrum of hazards in urban centres, and what are their inter-linkages? (2) What are the underlying factors driving risk accumulation in the context of urban growth and change, poverty and climate change? (3) What institutional arrangements and good practices in local governance and in urban planning and management are capable of reducing risk and building resilience in this context?

These questions respond to what we know about disaster risk in urban sub-Saharan Africa: that vulnerability and loss is under-reported because of a lack of baseline systematic data collection, but that it is growing as urban populations and assets increase and local environments become more hazardous, and that risk and loss is unevenly distributed. In the dynamic and data poor contexts of cities in much of sub-Saharan Africa it is important to demonstrate a range of potential methodologies to open new possibilities for monitoring risk that can cover everyday, public health through to small and rare, catastrophic events. At the same time the varied decision-making cultures in this region make it important to uncover the historical pathways and decision-points that have determined city form and function, local and city wide capacity and ultimately generated trajectories for risk accumulation or reduction.

Urban ARCs work programmes (WP) provide a structured way through these challenges: WP1 develops four distinct vulnerability, capacity and loss assessment tools with additional work focusing on interactions between violence and conflict with disaster risk in the city to stimulate critical comparative analysis of risk monitoring and assessment tools that are appropriate for the capacities and needs of urban sub-Saharan Africa. WP2 brings physical science and its modelling skills to examine multi-hazard and climate change impacts on urban planning, and to work with urban planners to improve science policy communication. WP3 takes a broad view of urban governance, focusing on historical trajectories in urban development and disaster risk management to uncover underlying root causes that need to be discussed and considered before contemporary development paths can avoid reproducing new risk. WP4 brings this learning together with an action research agenda to work with key actors to better understand and help inform contemporary decision-making and planning for the future. Future planning is core to our mission with two dedicated PhD students, training workshops and visiting fellows as well as an Open Science conference to foster early career researchers in this rapidly growing policy area.

Planned Impact

Stakeholders are integrated into the research process helping shape questions, provide and collect data, offer interpretations of findings and act as champions for impact going forward. This anticipated close collaboration is only possible because of preceding work, with the same user groups or similar groups in other cities demonstrating an interest and willingness to collaborate. Four groups of beneficiaries can be distinguished: (1) local populations exposed to urban risk, (2) local government, urban planners and others responsible for urban development and risk management, (3) the international community including private sector, civil society actors and the UN system, (4) bilateral and multilateral development donors such as DFID or the World Bank.
Local populations will benefit from the voice academic research will give, this is particularly so for marginalised groups such as women and children and conflict migrants. For those involved in participatory video or mapping or visiting Urban Resource Hubs and other local workshop activities access to new information and critical thinking on development is hoped to improve scope for local collective and individual adaptation. Local populations will also benefit indirectly from the impacts of research on other actors when this contributes to improved urban development or disaster management performance.
Local agencies responsible for urban planning, critical infrastructure planning, environmental and disaster risk management are likely to be the clearest potential beneficiaries. Research provides data and analysis of direct relevance to this group of actors to help inform planning decisions and decision-making practice. Historical work will highlight the ways in which in administrative processes and institutions of urban governance have shaped disaster risk opening scope for revision.
International humanitarian NGOs are eager to expand rural conflict and disaster risk management activities into urban contexts where they perceive an unmet and growing demand. By partnering with two NGOs and one UN agency and through the activities of the Advisory Board this community will be able to shape research to inform policy development, and in turn provide a number of potential vehicles for post-programme legacy. UN-HABITATS CRPP programme, and Save the Children's Household Economy Assessment tool are examples. Urban places are increasingly being designed and built by international consultancy forms and the inclusion of ARUP in the consortium similarly allows access and influence through a champion in this sector.
Bilateral and multilateral development actors, and others who set the broad international policy discourse, including UN-ISDR and the World Bank will benefit from the strategic insights to be derived from Urban ARC. Consortium members are well connected in advisory boards amongst this community and are regularly active in drafting policy reports, for example in writing urban chapters for the Intergovernmental Panel on Climate Change or the ISDR Global Assessment Report. This provides a direct line of benefit from research to policy impact.
Two training sessions for early career professional staff in the final year of the programme provide an additional stream of beneficiaries, it is anticipated that UN-HABITAT will accredit this training module. Following from two years of intensive research participants may already have gained research experience through the programme and will be well placed to work in what looks set to become an increasingly high priority area of policy and practice. Through this relationship and influence outputs from Urban ARC will spread widely, well beyond the case study cities and partner institutions involved.

Description • Significant new knowledge generated
To achieve its aims of reducing disaster risk in urban sub-Saharan Africa by breaking cycles of risk accumulation the programme has undertaken structured assessments of risk accumulation and reduction dynamics across 9 cities in 8 countries. Key challenges have been identified in pathways from risk reduction as an add on to development towards being an integrated element of sustainable development in urban systems. Major findings are that challenges are found in donor priorities, fragmented city governance and data and monitoring gaps; solutions to these challenges are found in risk data and forecasting, community networks collaborating with city authorities and leadership that is locally accountable.

Both the causes for risk accumulation and the opportunities for reducing risk in urban Africa lies clearly in development policy and practice. Combining action on overarching urban planning risk culture and the details of decision-making for sectoral policy and local practice can be a powerful and long-lasting way to approach the integration of risk management into urban development. Once these are working together, positive feedback can be built. Success at project and policy level reinforces the importance of risk culture across the city which, in turn, leads to the prioritisation of inclusive risk reducing practice and policy.
For risk reduction in urban Africa, the emergence of multi-level governance arrangements (strongly networked civil society organisations acting in concert with local and city authorities to address root causes, to record event losses and to better understand and support household resilience) provide a specific opportunity for equitable and sustainable risk reduction. These lessons reveal practical and achievable mechanisms through which risk reduction can also help in meeting the SDG targets. These findings are presented across 24 refereed journal articles and book chapters, 24 policy briefs and a synthesis policy brief booklet.

New or improved research methods or skills developed:
The programme has demonstrated that using a 'spectrum of methods' is an effective way of understanding the spectrum of urban risks across urban sub-Saharan Africa, and an essential tool for breaking the cycle of risk accumulation. Taking this approach helps us to understand and address the events and processes that affect health, disrupt lives and livelihoods, prevent some people from escaping from poverty, and cause other 'precarious' individuals and households to slip back into poverty. Adopting a mixed methods approach helps to bridge technical, historical, social, health, and other perspectives and data. Several key conclusions can be drawn from this: Methods are particularly useful where they are locally relevant and informed; Effective research on the spectrum of urban risk requires close partnerships between researchers, local community organisations, municipal authorities, and other research users; There is a need for greater inter-urban and intra-urban perspectives that identify and address risk differentials between and within urban centres of different sizes and in different geographic situations, and that can inform urban and regional approaches to planning and risk reduction.

Training and capacity building has followed an ambitious demand driven across all core cities and strong partnerships have been formed across Urban ARK cities, at the interface of existing organisational capacities and mandates. Most intensive has been work in Nairobi. This has included bringing together slum community organisations in Nairobi (Kenyan Homeless People's Federation and Kounkuey Design Initiative) to strengthen capacity and advocacy in Mukuru and Kibera large Informal Settlements; and also working across the Nairobi City County Government to enable exchanges between departments and with civil society groups on integrated development planning for risk management. There has been considerable impact generated from tools and data developed with local communities to enable community based action planning and risk reduction where community organisation is limited. In particular, the ReMapRisk tool and linked action planning workshops has led to 5 strategic action projects in Karonga and a fifth in Mzuzu, Malawi and 14 strategic action projects in Freetown, Sierra Leone. These projects have benefited an estimated 72,000 people in Karonga/Mzuzu and 140,000 in Freetown. In addition the Freetown Hub led to recognition by the Mayor of Freetown City Council. As a result an unprecedented agreement has been reached to develop settlement-wide strategic action plans in four informal settlements as part of the updated Freetown Structural Plan. Relationship building and collaboration with governmental and non-governmental stakeholders in the study cities is an ongoing and sensitive process, influenced by political and other timelines (e.g. Kenya 2017 elections).
Exploitation Route The Urban ARK teams are working closely with city actors to maintain momentum for uptake and impact while international policy and academic communities are being targeted for legacy. There has been demand for continuity of Urban ARK from city actors as well as partners and the relationships built are beyond those that team members have encountered in other projects. This is especially the case in Nairobi and Karonga. Also efforts to bridge French and English speaking communities of practice have established trusting relationships that will not end. Some follow-on has been secured, for example with Pelling working in Nairobi to support the Nairobi Risk Partnership though a NERC-DFID SHEAR project. There may be scope also for continuity in methods development through the UCL 'Knowledge in Action for Urban Equality' (Urban KNOW) programme: https://www.urban-know.com. Here though alternative field sites are used. One of the key contributions of Urban ARK has been to use science to facilitate relationship building at city level, between movements of the urban poor, universities and city authorities. It will be key to build on Urban ARK as a model of facilitative science. Relationships between state and non-state actors developed through Urban ARK continue to develop with ongoing informal communication and information sharing.

Description Findings have fed into urban planning and community based risk management and resilience planning in Nairobi, including through the Mukuru Special Planning Area. They have been involved in deliberations for urban risk planning in Ibadan and Karonga. Five pathways to impact are illustrated bellow: 1. Impact generated from tools developed with global partners and then applied widely with local governments: An initial evaluation by UN Habitat on the CityRAP tool impacts reveal several city officials have provided feedback on the impact of CityRAP in their cities (e.g. upgrading of informal settlements in Chokwe, Mozambique influencing urban planning in Praia, Cabo Verde). Several member states in southern Africa have requested further rolling out of CityRAP across diverse urban centres. 2. Impact generated from tools and data developed with local communities to enable community based action planning and risk reduction where community organisation is limited: The ReMapRisk tool and linked action planning workshops has led to 5 strategic action projects in Karonga and a fifth in Mzuzu, and 14 strategic action projects in Freetown, Sierra Leone. Impact generated from research on governance and risk data coupled with capacity building and relationship building with organise groups of the urban poor. Kounkuey Design Initiative (KDI) implemented a training and networking Initiative creating a network the "KPSP Network Group" with more than 400 members, and several thousand site users. Muungano Alliance, Kenyan Homeless People's Federation (HPF) (Shack/Slum Dwellers International Affiliate) working in Mukuru Special Planning Area (SPA) collaborated with Urban ARK to facilitate the gathering and analysis of risk data within the SPA. As part of this activity 71 new neighbourhood savings groups were mobilised. These collaborated to form 6 Community Action Groups to become formal elements in the local governance structure for the Mukuru Special Planning Area. Muungano's work with Urban ARK has established benchmarks for public participation. This is important following constitutional change in Kenya that require all development to be participatory but with limited experience of what participation might look like and might be delivered. In June 2018 Kounkuey Design Initiative (KDI) and Muungano wa Wanavijiji (an affiliate of Shack and Slum Dwellers International, SDI) signed a Partnership Agreement and Memorandum of Understanding. Muungano and KDI are now collaborating to maintain the riparian reserve in Mukuru Informal Settlement and KDI has been asked to be a reviewer on the WASH consortium sectoral brief for the Kibera Special Planning Area which will influence the Nairobi City County approach to better integrate sanitation, drainage, access, and public space. 4. Capacity built at City and Community level through partnerships with local Universities within the Urban ARK programme • The University of Ibadan, in collaboration with diverse city stakeholders, are leading the development of an Ibadan City Disaster Risk Reduction Action Plan. • The University of Mzuzu continues to hold monthly meetings with research counterparts (8) and neighbourhood DRM Committees (41 members) leading to recognition by the Local Government of Karonga and participate in scheduled meetings of the District Disaster Risk Management Committee (DDRMC) (over 30 organisations and government departments) • Signficant databases developed for supporting decision making - e.g. DesInventar, climate profiles 5. Blog post outline: DPU's Emmanuel Osuteye, Rita Lambert and PhD Candidate Donald Brown, as part of the Urban ARK workpackage 4 (WP4), conducted a 3-day capacity building workshop in February 2017 to enhance the capacity of Neighbourhood Disaster Risk Management (NDRM) Committees in Karonga, Malawi to monitor and document the processes that drive risk accumulation over time and to appraise the practices deployed and resources mobilized to mitigate, reduce and prevent risk.

This component of the DPU's Urban ARK research led by Adriana Allen aims to provide fresh insights into how the governance of risk reduction currently works in the context of Malawi and to enhance the capacity to act of those most vulnerable to be trapped in risk accumulation cycles.

As part of the Urban ARK Work Programme 4 (WP4) work on 'Governance, Planning and Urban Development in Freetown', the DPU team represented by Emmanuel Osuteye and Rita Lambert organized a 3-day capacity building workshop in Freetown, Sierra Leone. This was done in partnership with researchers from the Sierra Leone Urban Research Centre (SLURC) led by Braima Koroma who are serving as the city leads for the Urban ARK work in sierra Leone.

The main purpose of the workshop was to train a team of recruited volunteers drawn from residents of a number of informal settlements, members of the Federation of the Urban Poor and other local NGO representatives that are active within the informal settlements, in risk mapping methods integrated into a wider process of conducting a settlement profiles (both manually, and aided by the use of GPS-enabled mobile phone applications).

Results and Impact 'Building resilience for Africa's urban future' at ODI on Thursday 22 June, 12.30-14.00 hosted by Urban ARK, in collaboration with ODI: https://www.odi.org/events/4473-building-resilience-africa-s-urban-future. This major launch event marked the launch of two Urban ARK led journal special issues: Environment and Urbanization (E&U) Special Issue (published, open access:https://www.environmentandurbanization.org) and the International Journal for Disaster Risk Reduction (IJDRR) Special Issue (publication expected July 2017) as a substantive academic output of the Urban ARK International Science Conference held in Lilongwe, Malawi in January 2016. Panel members included Pelling (PI, KCL), Manda (Co-I, Mzuzu University), Satterthwaite (Co-I, IIED), Dobson (Shack/Slum Dwellers International), Fraser (ODI) and Spires (ICLEI Africa). Over 100 participants registered to attend in person and over 150 for livestream participation. The meeting included presentations from From David Dodman and David Satterthwaite, as well as various project partners from Mzuzu University. Results and Impact Taylor and Millington hosted a Niamey 'mapathon' event at KCL on 29th March 2017 - 45 tickets available to staff, students, Urban ARK project partners and the general public. This mapathon added buildings and roads to the existing Open Streets map of Niamey. As part of this event, there was a short presentation from Urban ARK PhD student Alejandro Barcena about Niamey.

Results and Impact Bruce Malamud, Faith Taylor (KCL) and James Kushe (Mzuzu University) ran a three-day Urban ARK teacher's training workshop for 27 Mzuzu region high school teachers, on the subject of natural hazards. There are also possibilities of rolling the workshop materials presented more widely in Malawi, via trainers, but there are time and resource constraints. The training was supported with major funding provided by EGU, with additional support from Urban ARK and Mzuzu University. Each teacher was given a 16GB USB stick with teaching resources and lecture slides, plus other physical resources for doing teaching demonstrations.

Results and Impact " Training and capacity building sub-programme: led by the Kenyan Federation of Slum Dwellers (HPF) Muungano Alliance (Shack/Slum Dwellers International Affiliate) - 'Demand Driven Urban Resilience Strategy for Community Participation in Planning'. This programme focuses on horizontal learning for leadership and community capacity building in Mukuru informal settlement, Nairobi, a city designated 'Special Planning Area'. As part of this initiative and in collaboration with Mzuzu University and IIED, HPF held a series of workshops (3-6 October) on urban disaster risk reduction, introduction to the Urban ARK programme and training on the Global Network of Civil Society Organisations for Disaster Reduction (GNDR) 'Action at the Frontline' approach. This collaborative Urban ARK approach to risk will help in the gathering and analysis of risk data within the Mukuru Special Planning Area - and facilitate the incorporation of the research into planning, policy, and action. The workshop breakdown is as follows: Tue 3.10 GNDR 'Action on the Frontline' training: approximately 25 participants; Wed 4.10: Field: interviews and gathering data - approximately 35 participants; Thu 5.10: Presentation of findings and analysis and action planning - approximately 25 participants; Fri 6.10: Presenting action plans to community / feedback and refining action plans in group session - approximately 70 community residents attended.
