Place-Making with Older Adults: Towards Age-Friendly Communities

Abstract
Ageing populations in Brazil and the UK have generated new challenges in how to best design living environments that support and promote everyday social engagement for older people. The ageing-in-place agenda posits that the preferred environment to age is the community, enabling older people to retain a sense of independence, safety and belonging. Encouraging older adults to remain in their communities has contributed to planning and design concepts such as Age-Friendly Cities and Communities, Lifelong Homes and Liveable Neighbourhoods. However, current urban planning and development models have overlooked the notion of sense of place, articulated through supports for active living, social participation and meaningful involvement in the community. Integrating sense of place into the built environment is essential for supporting active ageing, ensuring that older adults can continue to make a positive contribution in their communities and potentially reducing health and social care costs.
This project has three core aims: (i) to investigate how sense of place is experienced by older people from different social settings living in diverse neighbourhoods in Brazil and the UK; (ii) to translate these experiences into designs for age friendly communities that support sense of place; and (iii) to better articulate the role of older adults as active placemakers in the design process by involving the community at all stages of the research.
We will undertake fieldwork in a total of 18 neighbourhoods (of varying densities and income levels) across 6 case study cities in Brazil (Pelotas, Porto Alegre, and Brasilia) and the UK (Edinburgh, Manchester and Glasgow).
We will use a range of methods to achieve the project aims, including sense of place surveys and semi-structured interviews alongside experiential methods including 'go along' walks, photo and video diaries and community mapping exercises to capture the place-based needs of older adults.
The new data generated will answer the following research questions: (i) How is sense of place experienced by older adults from different social classes living in diverse neighbourhoods in Brazil and the UK? (ii) What services, amenities and features are needed to create age friendly communities that promote healthy cities and active ageing in different urban and cultural contexts? (iii) How can communities be designed to better integrate the sense of place needs of older adults across different urban and cultural contexts?
A community-based participatory approach will be adopted to the research, bringing together all stakeholders in a process of collaborative dialogue and co-design to challenge the hierarchical power relationships that exist when planning 'for' and not 'with' older people. The results will be used to co-create place-making tools and resources which are essential for designing age friendly environments for older adults. Findings will be disseminated to community, policymaker, practitioner and academic audiences through ongoing and end of project knowledge translation activities.

Planned Impact
Supporting older adults to age-in-place is central to current policy debates, but the existing evidence base is weak and we know little about what works in terms of delivering age friendly communities and in what context. As a result existing policy and guidelines are either ill-conceived or have not been reconciled at a local level. The study will be of substantial benefit to the ageing-in-place agenda, specifically to policy makers, practitioners and the public. The study will benefit policy makers and practitioners working across a spectrum of fields (ageing and older adults, the built environment, urban regeneration, architecture and urban design, community planning and development) at national and local levels in the UK and Brazil. It is also likely to be of great interest to policymakers and practitioners internationally where the ageing population is a global challenge that both developed and developing countries need to respond to. The project will create the necessary tools and resources for use and application by practitioners across a range of social and cultural contexts. Outputs will become primary reference points for a broad range of stakeholders, informing the development of policy and practice in the areas of age friendly communities and healthy cities, thereby enhancing the effectiveness of interventions to support older adults to live independently in their communities. The long-term aim is to influence regional and national policy on ageing through an age friendly cities and communities agenda that addresses healthy and active aging in the UK, Brazil and internationally.
The project will develop the skills and capacity among project partners, older adults and community partners in the UK and Brazil to lay the foundation for positive change including: shared knowledge and expertise, partnership working and collaborative tools and resources. First, the project will embed the necessary partnership working at a local level (within the respective case study sites) to ensure positive future outcomes. This project will create an enhanced role for older adults such that they can adopt the role of active 'place makers' beyond the research. The projects will contribute to changed attitudes amongst the partners involved ensuring that future place management practices in their respective local and national contexts are shaped around the place-based needs of older adults. Second, the project will bring about changed attitudes and working practices among the partners involved. This will have positive impact in terms of creating the dialogue and platform for more sympathetic, user-led forms of urban planning and design to emerge. The collaborative nature of the research activities will challenge existing 'ways of doing' amongst urban practitioners to look beyond their disciplinary silos to allow new learning to emerge. The close involvement of partners in local and regional government will ensure that the project has impact on the development of policy and practice moving forward, for example through sharing the research evidence, participatory approaches and resources developed as a result of the project. More broadly, the tools and resources developed in this project work towards creating places and communities that will have a positive impact on the health and well-being of older adults. Older adults will benefit long-term from the development of urban development and built environment interventions that support their desire to age in their community, surrounded by services and amenities and supportive social networks.

Description | Significant achievements We have developed a robust qualitative evidence base for how older adults experience healthy and active ageing across 6 cities and 18 neighbourhoods which will inform a set of recommendations of the design of age-friendly cities and communities. These include: housing, transport, outdoor spaces, civic engagement and participation, and health and well-being. We have found specific economic, cultural and social differences across national contexts in how people age and we have developed specific policy guidance to reflect this. We have developed partnerships with city government, service providers, community organisations and older adults who have informed the development of the research. The project has had impact on The work has been expanded to India with a further 3 cities and 9 neighbourhoods being included in the work. Additional funding was successfully attained from CAPES, the Brazilian funding council, to support PhD Students and post-docs for cross-national exchange visits and to develop further themes from the research. Key outputs: - Literature review - policy and practice - identified key gaps in existing delivery of age-friendly cities and communities - A total of 9 Brazil-UK or UK-Brazil research visits at key stages of the work packages - co-design and development of the research tools - Established social media presence on Twitter and Facebook - dissemination of project findings and development of contacts - Development of project website with key news items - dissemination of project findings and development of contacts - Development/sustaining key partnerships at the local, national and international level - through development of partnerships with service providers, older adults organisations, local government, national organisations e.g. AgeUK and international organisations e.g. International Federation of Ageing (IFA) - Development of research instruments - surveys, interview agendas, walk-along and photo diary guides - Development of an app (Placeage) as a data collection tool - Development of a newsletter to disseminate findings to a lay audience - Presentation of findings at over 20 key conferences (5 as INVITED speaker). - Publication of three practitioner papers - Urban Planner, SURF, IAPS bulletin - detailing cross-disciplinary research and age-friendly cities and communities. - Publication of five academic papers/ another four under review. - Publication of two special issue journals - 540 surveys collected from older adults living across case study neighbourhoods in the UK. - Completion of all qualitative data for WP1 for UK and Brazil - including 180 semi-structured interviews, 120 go-along walks and 60 in-depth photo diaries providing in-depth understanding of older adults experiences of ageing in place in the UK and Brazil - 18 participatory mapping workshops undertaken with older adults in UK and Brazil establishing specific community plans/visions for age-friendly cities. - 18 knowledge café workshops undertaken with key service providers in UK and Brazil to identify gaps in service delivery and recommendations for age-friendly cities. - Cross-national analysis workshops between UK and Brazil - total of 6 monthly virtual workshops. - Total of 18 community level exhibitions in UK and Brazil - public engagement aimed at communicating findings to the community and identifying recommendations for age-friendly city practice. - Development of UK and Brazil, national, city and community guidelines for the development of age-friendly cities and communities. - Total of 6 city level launch events in the UK and Brazil - launching the recommendations with key stakeholders. - Additional funding and development of early career researchers e.g. P-I Portella has now received additional funding beyond the research to explore the impacts of COVID-19 on social wellbeing of older people. All objectives have been met as specified in the original call. |
Exploitation Route | The findings are being by policy makers and practitioners involved in the delivery of age-friendly cities and communities - service providers, older adults groups, commissioning services, local government, age-friendly city groups, national (e.g. Age UK) and international organisations (e.g. WHO and IFA). Those responsible for the delivery of age-friendly cities and communities are involved and will benefit from the findings through improved policy and practice delivery. We have facilitated a number of impact generating activities at a local, national and international level to engage with key organisations in the delivery of age-friendly cities and communities. We have established strong partnerships to ensure that pathways to impact can be achieved. We have produced a unique body of qual and quant data that can be used by others. The project website and social media will continue to be sustained to ensure that the findings of the project reach a broad audience. Academic conferences have been used to disseminate the findings to an academic audience in the area of urban planning, gerontology and community studies. We have also brought in additional funding which has led to the development of new projects e.g. impact of COVID-19 on the social wellbeing of older people in Brazil. |

Description | The results are plugging an identified gap at the local, national and international level - primarily in-depth consultation with older adults as part of the age-friendly cities agenda. Pathways to impact have been undertaken at a local level through city council, community organisations and older adults - events have been undertaken by the project team with community organisations in key case study cities which have improved knowledge of age-friendly cities and led to impact on the delivery of local improvements plans to benefit the health and well-being of older adult groups. For example, our work has directly shaped locality plans in the city of Edinburgh as a direct result of knowledge exchange workshops. We have been supporting our case study cities with the age-friendly city status. For example, we are now part of a partnership with service providers, stakeholders and other organisations driving forward Age-Friendly City status for Edinburgh, with Heriot-Watt University as lead partners and involving the Centre for Ageing Better and Scottish Older People's Assembly. P-I Woolrych and Heriot-Watt University is a key partner on the strategic steering group for the development of an Age-Friendly Scotland and the PLACE-AGE work will be used to develop a national vision for AFCCs. Two AFCCs have now signed up as part of the network. P-I Woolrych is also a board member of the Dementia-Friendly Pentlands. Our work is influencing practice - for example, we have worked with organisations outside of the case study sites to support a range of projects including intergenerational work. In Brazil, our findings directly led to a successful application for a community centre in our low income neighbourhood in Brasilia, one of our case study sites. Impact has been generated through social media and the website - reaching key stakeholders with ongoing dissemination of the project findings which have led to the development of academic and non-academic partnerships. P-I Woolrych was successful in follow on funding to explore the impact of climate change on age-friendly cities and communities. As a result, a UKRI project ran from 2023-2024 which has delivered further non-academic impacts including recommendations for climate resilient AFCCs. |

Description | This is an app that has been developed specifically for the project - to record audio, visual and GPS data for the walking interviews. The app PlaceAge is free and was designed by the Healthy Cities team to apply go along interviews with older adults. The idea is to add technology to help the collection of data during walking interviews. The App is free and is available on GoogleStore. To use you need the permission of the administrator, adrianaportella@yahoo.com.br. It collects audio, photos and journeys in a GIS base using google maps. It is a fantastic tool for social science research and is a product of the ESRC Research Project coordinated by Ryan Woolrych and Adriana Portella. It was developed by Ideorum, Brazil. Go-along interviews involve a journey selected by user through community to document everyday experiences of place, gathering sensory aspects along with meanings and memories of specific places. These walks incorporate photographs to document and illustrate specific features of the built environment which stimulates (or inhibit) the sense of place. |

PI Contribution | Since February 2021 Dr Adriana Portella have been a CNPQ Research Productivity Fellow 2. During the three years of the scholarship she developed the project `Designing age-friendly communities to support social well-being in response to COVID-19`. The COVID-19 pandemic has raised significant challenges in the urban area, considering the health and well-being of older adults, when analyzing the ability to access health and social assistance services in the city. With the situation of the COVID-19 pandemic, our network continued to study the PlaceAge project, but with a focus on the impact of the pandemic on the quality of life of older adults population. Funding for this research activities came from research grants from CAPES, CNPQ and FAPERGS which were provided every year to undergraduate students who were part of the Laboratory of Behavioral Studies (LabCom) at the Federal University of Pelotas, Brazil. |

This is an International conference which had the participation of academics and practitioners from many countries and the focus of this year's conference was the community on the move: building spaces of diversity, coexistence and change. Professor Lawthom and Dr Fisher presented about the Place Age research in two sessions on Saturday 6thOctober. Dr Fisher presented about the use of knowledge cafes as a participatory method across Brazil and the UK in a session on methodology. Professor Lawthom presented about the use of participatory methods across the 3 UK cities including walking interviews, diaries and workshops. Santiago is a beautiful city and it was a pleasure to spend time there and meet community psychologists from across the globe. British Society of Gerontology 47th Annual Conference - Ageing in an Unequal World: Shaping Environments for the 21st Century, July 3-6, 2018. Abstract Ageing in place and the development of cities that are age-friendly require attention to the environment through supporting older adults to have a sense of place, independence and access to relevant amenities. Participatory mapping is an interactive, asset-based approach, recognising residents as experts and creates maps that articulate experiential and spatial knowledge to others. World Cafes provide a method to support conversations and dialogue in a range of settings, and while they have been frequently used globally, the use of this method with older adults is relatively limited. In this paper, we draw on research that is part of an ongoing ESRC- Newton funded project (2016-19) Place-Making with Older People: Towards Age-Friendly Communities exploring the barriers and facilitators to the development of age-friendly cities and communities for older adults. We consider the use of participatory mapping workshops and world cafés with two hundred older adults and key decision makers across six cities in Brazil (Pelotas, Brasilia and Belo Horizonte) and the UK (Manchester, Glasgow and Edinburgh). The aims of the workshops and world cafes was to facilitate knowledge production with older adults, develop a visual map of how older adults value, understand and interact with place, and highlight the significant features in neighbourhoods that embody place. Thematic analysis of the mapping workshops and World Café conversations generated a number of key areas that challenged top-down practices, whilst enabling opportunities for collaborative dialogue around age-friendly environments. Results and Impact | Jenny Fisher recently led an event at the University of Manchester (funded by Micra) about ageing and social eating. The event was attended by over 100 people including older adults, practitioners, policy makers and academics. Jenny and her colleagues Zinnia Mitchell-Smith and Laura Brown presented their findings from research in Manchester that explored why older adults may or may not chose or be able to eat with others. Commensality or social eating is linked with health benefits that include improved nutrition (Hays and Roberts, 2005), reduced depression (Tani et al., 2015), a reduction in perceived loneliness (Skingley, 2013) and increased well-being (King et al., 2017; Milligan et al., 2015). |

Results and Impact | Professor Rebecca Lawthom and Dr Jenny Fisher organised this event in Manchester during the Social Science week- Bussing around Blog Travelling through All Aboard - tickets please!!! . Whilst social scientific findings interest those of us engaged in research, disseminating to wider audiences remains an issue. Academic paywalls and journals make for inaccessible and/or dry reading. Commissioning a bus and driver to travel round Manchester based neighbourhoods, provides a different window, literally and metaphorically on dissemination. As part of the ESRC Festival of Social Science, the trip revisited neighbourhoods in Manchester that had participated in the ESRC @placeage project. Being on a bus evokes for many memories of trips connected to family, school and church. Being on a bus around everyday neighbourhoods and community spaces, allows passengers to travel differently though places. Forty people boarded the bus at the designated stops along with bus hosts, Jenny and Rebecca. We shared the findings from the Placeage project narrating over the bus sound system, using photographic handouts featuring quotes from participants . Current day experiences and memories were shared by passengers echoing findings around transport difficulties, housing, mobility concerns, connectedness and community resources. The bus parked up to allow passengers to enjoy a lunch and use the toilets (an important feature of age friendly neighbourhoods). The lunch was served on vintage crockery and we listened to old songs whilst feasting on sandwiches, cakes and tea. Next up, we had a quiz which recapped on findings and allowed much raucous interaction. Making findings come alive through bussing around is important in making social science accessible and meaningful. Arising from this, we have been asked to participate in a community radio programme about ageing. The ESRC funds research which explores grand challenges- healthy ageing in place is one such challenge. The participants rated the experience as useful, engaging and educational. |

Um exemplo seria o investimento em corredores de ônibus.O responsável pela organização do evento fez o convite à pesquisa para participarmos de uma conversa com os idosos no Conselho do idoso no dia 10/07 as 15h. Evento este que faz parte de um projeto maior. Também está ocorrendo conversas em diversos bairros, eles estão levantando sugestões que afetama a mobilidade urbana da cidade, já visitaram 6 bairros da cidade. Em um momento posterior, será feita uma conversa com as instituições, nesse momento teremos q entrar em contato com o pró reitor Otávio para podermos dar nossa contribuição. |

Title and abstract below. http://hit-festival.org/ Title: Smart Cities, Age Friendly Communities and Healthy Ageing Abstract The ageing-in-place agenda suggests the preferred environment to age is at home and in the community. However, this is largely dependent on the having the assets and supports necessary for healthy and active ageing. Technology has a specific role to play, not only in terms of health and lifestyle monitoring, but in providing the supports for accessing services, social participation, and civic engagement which are key aspects of healthy ageing. Smart Cities are defined as urban areas that utilise different types of technology and data to improve efficiency, sustainability and citizen welfare. Whilst the Smart City movement has gained global attention, we have often not considered the role of older adults in the design and delivery of these smart environments. This talk explores some of the opportunities and challenges to the delivery of age-friendly communities and cities drawing on issues of community participation, mobility and social inclusion. Addressing these issues is important if we are to ensure older adults can remain active and independent, whilst utilising technology to support the right to age-in-place. |

Results and Impact | On August 30, 2017, in the morning, at the Rectory of UFPel (Office of the Deputy Rector) we had a technical visit by the Representative of the Pan American Health Organization (PAHO) in Brazil, Dr. Karla Lisboa Ramos (WHO friendly communities with the elderly); and the Advisor of the Coordinator of the Health of the Elderly of the Ministry of Health, Miriam Giovanni. At the meeting, UFPel's research projects were presented. Among them are the "Master's Degree Consortium for the Appreciation of the Elderly Care" of the Faculty of Medicine through the Graduate Program in Epidemiology and the ESRC Project " Place-Making with Older Adults: Towards Age-Friendly Comumnities ". We also had the opportunity to obtain more information about the University Open to the Third Age (UNATI) of the Federal University of Pelotas (UFPel). |

Results and Impact | Ageing in urban environments has received significant policy and practice attention, through the WHO Age-friendly Cities and Communities (AFCC) movement and associated guidelines to support active ageing by optimizing opportunities for health, participation and security in order to enhance quality of life as people age. Whilst there has been significant progress as a result of the AFCC agenda, there has been a paucity of research exploring the implications of this for intergenerational practice, across different urban, social and cultural contexts. This workshop draws upon case study research conducted as part of the PLACE-AGE project (PlaceMaking: Towards Age-Friendly Cities and Communities) and the Scottish Older People's Assembly's Age-friendly Communities programme describing the development of local Agefriendly Communities across Scotland and other parts of the UK. A key focus of the workshops is linking the domains of Age-friendly and Intergenerational Practice. We will discuss the challenges and opportunities for the AFCC movement and work towards identifying some of the potential ways forward for the design and delivery of intergenerational age-friendly cities and communities. Learning outcomes: At the end of this session, participants should be able to understand more about the challenges and opportunities to delivering intergenerational practice across different urban, social and cultural contexts. |

Results and Impact | A new two-year project which aims to shape future policy on healthy ageing in the UK and India has been given the seal of approval from the Deputy First Minister. The news comes as academics from universities across Scotland, including Heriot-Watt University, accompany John Swinney on a mission trip to India this week. The new Economic and Social Research Council (ESRC) project aims to look at how society can best respond to the health and wellbeing needs of older people when local governments are designing city centres and towns in the UK and India. Working with partners, academics from Heriot-Watt recently visited Delhi, Calcutta and Hyderabad to find out more about how older adults experience ageing across different urban environments. By 2020 two-thirds of the people across the world will be living in cities and at least a quarter of those urban populations will be over 60.Now the new study aims to address how society responds to a growing aging population and how town and city planners can create places which support healthy and active ageing for older people. Deputy First Minister John Swinney said: "The quality of the places we live and work can have a profound impact on our health and wellbeing. "Changing patterns of development and our focus on inclusive growth mean we need to understand and plan for the needs of people of all ages over the long term. "We welcome work to explore this further from an international perspective and look forward to learning more as the project progresses so that it can help inform future planning policies." Dr Ryan Woolrych, Associate Professor said: "This announcement is particularly apt because of the Deputy First Minister's trip to India at the moment, and the fact that delegation will be discussing and looking at health during the trip. "There is no doubt that an ageing population is a global challenge requiring innovative solutions at a city level. One which is also a huge opportunity both in Scotland and the developing world and we want to drive new collaborative approaches to ageing well. "That's why we're really keen to look at ways in which we can support an ageing population by contributing our expertise now and working at a local and national level with the aim of shaping policy. "Having already visited India, a few weeks ago, we will now take our findings and explore ways to create communities that will have a positive impact on the health and wellbeing of older adults." Dr Woolrych is leading a top team of academics on the project including Dr Jamuna Duvvuru and Dr Srikanth Reddy at the Centre for Research on Ageing at Sri Venkateswara University, alongside collaborators at HelpAge India, the Calcutta Metropolitan Institute of Gerontology (CMIG) and the National Institute of Family Welfare. Four universities from the UK are also involved including Heriot-Watt University, the University of Dundee, Manchester Metropolitan University, and the University of Keele. The Deputy First Minister's trip to India between 23-29 November will seek to promote trade and investment between Scotland and India in the priority areas of technology and life science.
