Abstract

The UK Data Service will provide an easy to use, trusted, one-stop shop for
* owners of data which have potential for re-use for social and economic research
* users of these types of data
Users are expected to come to the UK Data Service's website to search and browse for data collections created by a wide range of suppliers, including government data, data from ESRC-funded research projects, and will be able to access or download these data for their own use. The Service will rely on user registration to enhance our ability to tailor the needs of users and to ensure that licensing arrangements are correctly managed. (In the intervening period between the submission of this proposal and the new award, there will be a complete review of all the data collections currently held under the ONS-Special Licence. This review will remove this form of licence, therefore, all data currently available through this mechanism will either be available through our near-Open End User Licence or controlled through Secure Lab.) We shall continue to advocate Open access to relevantly classified datasets, while ensuring that access to personal data is maintained through the provision of secure access to sensitive data for trusted and Approved Researchers.

The five years of this award, are likely to see some of the most significant changes in sharing government data --- all of which have a significant impact on the UK Data Service --- the review of the Approved Researcher status has the potential to broaden use of our Secure Lab; the Digital Economy Bill (currently in Parliament) is likely to widen the range of data we have deposited from government and the change of policy of the ADRN to allow the retention of data means that the UK Data Service is one of the most likely places for these data to be maintained. The timescale for some of these activities is clear and we can plan for; for others, we shall have to be responsive to external factors.

For the Service to provide long-term access to data, the highest levels of digital repository and digital preservation techniques will be applied; and the Service shall conform to the relevant national and international standards to ensure the highest quality service.

Planned Impact

The main beneficiaries of the UKDS will be data creators, data owners, data users (including those who will use data and the Service for either research or teaching and learning), a wide range of funders, and the wider data service-providing community.
* Data owners, whether academic researchers or external organisations will benefit directly as data which they create will be accessible and usable over the long term. Some will benefit directly though our QA and metadata creation activities. They will benefit indirectly as they will not have to manage and curate their data after deposit. UKDS will protect their reputation by ensuring data integrity and allowing research findings to be verified and validated.
* Data creators will gain the same impact as data owners, but additionally will benefit from research data management guidance, which may lower research costs and ensures that data will not need to be recreated, and the availability of methodological documentation which will reduce research costs.
* Data creators and owners will benefit from promotional activities leading to increased visibility though impact stories, lower overheads on answering user enquiries, feedback on data quality and information on data use.
* As data users, researchers will benefit from seamless access to data and support, at no cost, and form an indirect element of policy impact. Secure access will ensure availability of data which would not be accessible otherwise. Teachers and learners will gain from availability of data for teaching and enhanced resources which will improve research methods teaching and advanced training. Users will also benefit from the UKDS's provision of a large and heterogeneous research data collection, inspiring new areas of research.
* Funders: the ESRC is already at the forefront of data provision, driving forward social science research, and providing social, political, and policy impact through the re-use of data. The ESRC will be a direct beneficiary of UKDS as it will widen use and re-use of both data and methodologies improving research quality and lowering costs. It will gain indirectly from quality ingest practices which will prevent future costs of re-ingest and preservation. Benefits will also accrue to the ESRC and the wider community through the delivery and promotion of good practice; indirectly it will benefit from the impact of quality data management training which protects returns on ESRC investments.
The ESRC and the wider community will benefit by the UKDS's promotion of the value of research data integrity and the repurposing and re-use of data. The UKDS's re-purposing of data for new audiences will benefit the community more generally and increase the audience for data use. The UKDS will assist in enhancing a skills base, alongside ESRC's other major investments. All stakeholders will benefit by the provision of a national trusted repository infrastructure which influences other data service practitioners. Other direct benefits will include, the stimulation of new networks and collaborations amongst data users, improving scholarly communication and motivating new research as a result of data availability. It may seem obvious, but the greatest impact of the UKDS will be its ability to provide research opportunities by ensuring data is available on demand. The benefits discussed here make no account of the potential benefits to the economic and social development of the UK, but data users in this context know no bounds. A researcher in the academy may carry out research on behalf of a government department or the third sector; so the direct benefits to the data user theoretically will become indirect benefits to 'external' parties, like the UKDS.
The actions to realise the benefits and impacts of the service are built into this proposal, some will be able to be quantifiably assessed during the lifetime of the service, and some will rely on case-based evidence.

Impact Data users learned about the principles of, and tools for, assessing data quality and reviewing disclosure risk in numeric data sources. Data assessment is extremely useful whether it is for wishing to create high quality data for publishing, thereby supporting the transparency and replication agenda (e.g. to meet funder or journal policy), or simply to check unknown data that has been accessed for reuse. The requirements of the GDPR when processing and de-identifying data benefit from quick examination, using tools where possible. By the end of the course data users were able to appreciate the principles and practicalities of assessing data quality and undertaking disclosure review in numeric data; they had gained hands-on experience with using two pieces of software (QAMyData, for assessing data and metadata quality, and R sdcMicro for disclosure review in numeric data; and new how to install QAMyData and R sdcMicro on their own computers.

Description DDI-CDI: Realising interoperable data services in the metadata ecosystem

Impact Data-sharing across domains potentially involves systems which have to manage a broad range of domain-specific standards and models in order to effectively reuse data (and metadata). DDI-CDI is intended to ease this burden by providing a domain-agnostic model which can function as a "lingua franca" across domain boundaries for the purposes of describing data structures and the processes which relate the data they describe. The DDI-CDI model is designed to work in combination with other related standards and models, but these are not sufficient to provide large-scale interoperability and reuse. They must be operationalised on the basis of common services architecture and interfaces. This workshop explores how data reuse can be facilitated through the creation of shared services built on the foundation provided by DDI-CDI and related standards and models.

Title Understanding Society: Ethnicity and Health Teaching Dataset Wave 1, 2009-2010 
Description This is a teaching resource for those who are new to data analysis. It is a step-by-step guide starting from exploring a survey, understanding the structure of the survey data and then using the data to do some simple exercises to measure differences in health and wellbeing across ethnic groups. The survey used here is Understanding Society: the UK Household Longitudinal Study which interviews individuals in the sampled households every year. To make it easier to use the teaching dataset accompanying this teaching resource only includes responses given by adults (16+ year olds) during the first interview to questions about ethnicity, health and wellbeing and some key socio-demographic characteristics such as age, sex, education, income, labour market status etc. The statistical software used to construct the dataset is Stata, but it is also available to download in SPSS and tab-delimited text formats.

Results and Impact The train-the-trainer workshop consisted of a mixed type approach including presentations on Open Science, DMP, Ethical Considerations and Anonymisation, a demo of key Consent tools, a roundtable discussion on ethical considerations, and a showcase of licence frameworks at different European archives. Additionally, a breakout room session, facilitated by 3 moderators focused specifically on trainers' experiences and aimed to foster an exchange of ideas in training relating to Open Science, Ethical and Legal considerations and Anonymisation and Licence Frameworks. The three main objectives of the workshop were to i) raise awareness of key tools and resources available for Open Science training, ii) enable a platform to exchange ideas regarding key training topics, and iii) Provide training materials and worksheets for future reuse. We consider including all the elements mentioned above, via a mixed-type approach that has ensured that all objectives of the workshop are met. This has been demonstrated by the feedback received from both participants and panellists. All the presentations and worksheets prepared for the workshop, as well as the recording, are available under a CC-BY licence in order to enable others to further make use of the materials not needing to replicate easy-to-use materials. Based on the feedback received it is important to highlight that workshops like this are appreciated. Discussions were found to be the most beneficial to participants, and attendees noted that networking was an added bonus. Based on comments from attendees it should be noted that considerations for longer events on the topic should be given (2-3 days), potentially in the form of a boot camp.

Results and Impact The 2021 census has been unique because it took place amid the Covid-19 pandemic, which is expected to have affected the given responses. For these reasons, Scotland decided to delay its census by one year to 2022, which has made harmonising census data across the UK almost impossible. This paper discussed the challenges and peculiarities of the 2021 census in the UK and will demonstrate how UKDS handles data management and access to census data. The paper discussed some of the privacy measures adopted, especially in relation to population groups with relatively few people. In particular, it will present findings on gender identity and sexual orientation, which were asked in UK Censuses for the first time in 2021, and look at both observed patterns and possible interactions with disclosure control.

Results and Impact This presentation looked at how quantitative data is being used in social science teaching in UK Higher Education. Discussions on the teaching of research methods have emphasised the role of data as a pedagogical hook; data is important for making research methods engaging and knowable to students. We considered the question of what data lecturers use in their teaching and how and why do they use it. We explored these questions with lecturers in a mixed method study that combined a survey and interviews and found how lecturers identify 'what works.' What works is shaped by multiple factors including the work involved in finding and preparing data for teaching as well as wider orientations towards teaching quantitative research and data skills as part of a broader curriculum. The talk concluded with insights into what makes good data for teaching and a discussion of the challenges around introducing programming into the curriculum.

Results and Impact The 2021 UK census introduced questions on sexual orientation and gender identity, which were presented in various orders and with slightly different wording in different countries. These new questions were clearly marked as voluntary, potentially sensitive and voluntary responses are not likely to be reported in fine detail. This complicates the analysis and means discussion on places with the highest proportion of non-straight people, trans people or other novel group identifications may not be especially useful for comparison. Thus, these questions represent a novel but complicated way to understand the UK population. At the same time, interactive visualisations are increasingly popular way to illustrate data in ways that are engaging and potentially very illuminating. Dynamic or interactive data representations do not use a few static images to illustrate complex conclusions, but instead allow audiences to test intuitions, double check understanding, and focus on comparisons in otherwise impossible ways. For example, an interactive map created in R means that users can quickly move from between aggregates values at different levels of detail, can track changes over time, or both at once. Advancements in geospatial analysis have proven effective for the safeguarding of novel groups, so interactive visualisations of the spatial and temporal patterns of sexual orientation and gender identity can also support policy development. Combining this novel census data with mental health statistics, deprivation statistics and rural/urban classifications or other demographic and environmental correlates allows us to better understand how sexual orientation and gender are represented across the UK. In this context, we presented the novel 2021 UK census data on sexual orientation and gender identity data through three different interactive visualisations. This combination of novel data and modern, interactive visualisations maximises clarity and minimises potential misunderstandings in the exploration of social and physical vulnerability through sensitive and voluntary questions.

Results and Impact Scientific research and teaching are increasingly influenced by computational tools, methods and paradigms. The social sciences are no different, with many new forms of social data only available or practical through computational means (Kitchen, 2014).
While social science research has always been marked by technological approaches to some degree, the field of computational social science involves the use of tools, data and methods that require a different skill set and mindset.
This free workshop was an introduction to computational social science. It offered attendees a chance to understand and discuss what computational social science is, what it is good for, how to become a computational social scientist, and the basic steps to follow in an ideal computational social science research project.
The workshop interspersed instruction with discussion and gave participants the chance to develop a research project idea through several steps. The workshop is suitable for absolute beginners and no coding skills are required.

Results and Impact Recent years have seen rapid growth in the demand for sensitive data services in social sciences and related domains. The Five Safes framework and programs such as Data Without Boundaries, the Canadian Research Data Centre Network and the Secure Data Service in the UK have led the way for the development of national and multi-national services for enabling access to sensitive data. These programs do however face challenges associated with their growing success, due to the heavy emphasis on manual processes and principles-based approaches that have been a feature of these sector-leading services. This has resulted in difficulties in managing scalability, process efficiency and data input and output controls to support these services. In recognition of these challenges, there has been a recent growth in efforts to improve the workflows required for sensitive data management - particularly in workflows that support efficient data processing, integration and release. The presentations in this session presented an overview of a selection of these efforts at two organisations, the UK Data Archive (UKDA) and Australian Data Archive (ADA).

The session concluded with a discussion among the panel and audience on future tools development requirements, and possible opportunities for collaboration and joint development within the community of social science data archives and sensitive data service providers.

In terms of digital health, this method (which involves working with qualitative data) may seem more suited to the social sciences. Results and Impact The EVENS dataset provides unique insights into the experiences and attitudes of ethnic minorities in GB. Developed by the Centre on the Dynamics of Ethnicity (CoDE) in response to the disproportionate impacts of COVID-19, the largest and most comprehensive survey of the lives of ethnic and religious minorities in Britain for more than 25 years, EVENS explores how and why experiences of the COVID-19 pandemic varied according to ethnicity. EVENS used pioneering, robust survey methods to collect data in 2021 from 14,200 participants of whom 9,700 identify as from an ethnic or religious minority.

EVENS data covers: racism and discrimination, education, employment, housing and community, health, ethnic and religious identity, and social and political participation.

EVENS aims to:

Document the lives of ethnic and religious minorities in Britain during the Covid-19 pandemic.
Provide novel data for analysis of new and changing forms of racism and racial inequality in the wake of the Covid-19 pandemic and responses to it.
Explore emergent forms of social, political and cultural mobilisation around racism and racial inequality during and following the emergence of the Black Lives Matter (BLM) movement.
Examine experiences within particular social arenas and institutions (education, health, housing, welfare, culture, employment and business, and policing).
Work with community, policy and third sector partners to understand how racial and ethnic inequality was being addressed during the pandemic, and to formulate future plans for addressing racial injustice.
In this workshop we will hear from Professor Nissa Finney, University of St Andrews, Director of EVENS and one of the editors of Racism and Ethnic Inequality in a Time of Crisis: Findings from the Evidence for Equality National Survey. Nissa will give an overview of the survey methods and the resulting EVENS dataset, an introduction to research using the EVENS dataset, and an overview of potential areas for future research using EVENS. Dr Jennifer Buckley will outline how to access the dataset, which is freely available from the UK Data Service. The workshop will provide the opportunity for discussion and questions about the dataset.

Results and Impact Developing and updating thesaurus content in ELSST is crucial to ensure that it remains a current and relevant resource for data providers, distributors, archives and researchers. The process of content development is an ongoing, cross-national, collaborative enterprise undertaken by ELSST partners drawn from CESSDA's Service Provider organisations. Together, we work to ensure that ELSST remains internationally recognisable and relevant. As a case study, this presentation focused on a recent update to the ELSST concept hierarchy covering sexuality and gender, completed for the 2022 thesaurus release. It will cover the consultation and research process we undertook to ensure that the updated hierarchy was made as inclusive and comprehensive as possible. It will also describe how this experience has informed our practice for future updates to other potentially sensitive concept hierarchies. Making ELSST content inclusive not only reflects our duty to enable social justice by recognising diversity but also provides better and more precise keyword coverage for research resources. Consistent search results provided by ELSST's comprehensive controlled vocabulary will allow researchers across the community to share and find useful data more easily, as social research evolves in a changing society.

Results and Impact Here at the UK Data Archive we have a vision of using DDI-CDI - DDI metadata for Cross-Domain Interoperability - to power our future data dissemination tools. However, populating these rich metadata structures at scale is not a trivial task and therefore we are exploring the use of current state-of-the-art machine learning models. With the resulting tools we aim to improve access to our data while protecting people's privacy. We aim to break open the current binary utility/risk trade-off of Secure Access or Open Access when it comes to sensitive/disclosive datasets, particularly in Social Science and reduce the time delay in giving researchers access to data. Detailed metadata will not only allow researchers to select, filter and link data but will also provide us with the input necessary to drive SDCMicro functions (well-used command-line tools we have rewritten as web services) which drive machine-assisted disclosure assessment, which in turn feeds a decision tree of real-time access outcomes, providing researchers with richer and more flexible choices based on real-time mitigations of key variable sensitivity (e.g. global recoding, top/bottom recoding, etc.) As well as a live demo of the tool, we outline our methodology for building and improving machine learning models capable of enabling the scaling of rich metadata creation. We are all aware of the potential of machine learning to reduce our manual workload but what are the practical considerations for applying these tools to create Social Science metadata, how successful have we been and what more can we do to improve the resulting accuracy?
