Abstract
ADRCW will build on its achievements over the last four years, learning the lessons from both its work in Wales and its involvement with other UK components of the ADRN. With even closer cooperation with Welsh Government, enabled by new, much-needed investment in Wales' NSA, and with new funding to expand the operational remit of the SAIL Databank to cover non-health subjects and data, we will work in a new focussed way to deliver research benefits straight to government. In doing so, we will build up our data assets, already better than any other parts of the UK, and make them more convenient to access and use. We will take advantage of our existing, innovative, and widely used data sharing tools and platforms (e.g. National Research Data Appliances) to support data owners in sharing their data for research safely, simply, efficiently and regularly. We will also utilise our data access platforms (UKSeRP and SAIL Gateway) to allow access to the data by any researcher across the UK (subject to permissions and approvals). We will work hard to integrate our Centre into the emerging UK-wide model for ADRP, and play our part in facilitating access to potent data across the UK. Our centre will provide a seamless services to research users (where this is sensible) and take a full part in delivering strategic programmes of research set at a UK level. We will continue to support our current portfolio of projects, but will begin to steer project proposals coming from the research community at large towards topics that fit with Wales' and the UK's strategic governmental interests. Our engagement with the Welsh population regarding the secondary use of their data will continue, and feed into a research programme where we strive to develop and test ways of improving privacy in the work of our Centre and others like it. We will continue to support the next generation of big data social scientists, supporting them at undergraduate, postgraduate and doctoral levels by providing them opportunities to interact with real data on real project wherever possible. Our Strategic Impact Programmes (SIPs) in Education, Housing and Homelessness, Health and the Environment, Future Generations, and Emerging Governmental Priorities have been devised in partnership with Welsh Government and are hard wired into policy areas. These SIPs are designed to deliver impact, which we shall collate, share and promote as part of an efficient management and reporting approach operating right across the Centre, and harmonised across all the ESRC ADRP investments.
Planned Impact
The Collaboration for Welsh Administrative Data Research (CWAR) will seek to build on our existing outstanding record on achieving impact and will contribute to maximising the impact of ADRC projects and SIPs during the next phase of the ADR partnership across the UK. We propose a mixture of proven activities based on our previous experience and a new, wider set of activities to maximise impact. The Collaboration will be devoted to the successful delivery of a range of SIPs and, by utilising impact focused postholders based in both WG and ADRC, will provide the ability to capitalise on previous activity to build impact. The availability of UK datasets via the ONS will also add significantly to the impact of projects on a national and potentially global basis. This activity will be driven towards national strategy priorities and will secure senior commitment to this agenda. This will ensure that projects in Wales will have maximum exposure to senior influential individuals and thus the maximum opportunity to achieve impact.

Existing research partners are familiar not only with complex data and analysis methods but also the challenges and opportunities of working with government.

Funding as a lever provides the ability to bridge the gap between Government (Show me what you can do and I'll invest) and researchers (Invest and we'll show you what we can do). A huge strength of Wales' success to date has been the ability to run projects with significant potential to deliver impact and/or act as exemplars to encourage further investment/engagement.
Focus on national priorities is a critical pre-requisite for achieving impact within Welsh Government and beyond. Through our over-arching governance, we will ensure that research programmes are continuously tested against those priorities to identify opportunities for impact. We will use our Emerging Governmental Priorities SIP as a tool to identify and deliver rapid, impactful pieces of analysis in response to emerging policy requirements.
Impact Accelerator Fund: controlled jointly by ADRC-W and Welsh Government, which can be used either to match-fund investments by policy departments or fully fund small demonstrator projects.
Incentivise and reward: As part of our yearly evidence planning process, we will run an annual process where policy teams within Welsh Government are encouraged to submit proposals for the use of CWAR resources. Creating a level of informal competition is highly likely to draw out the best ideas with the highest level of senior engagement and potential impact. This ADR Partnership Policy Impact Prize could be operated for Wales or could be adopted at the UK level.
Ruthlessly exploiting relationships: We welcome the opportunity to build on the virtuous circle already developing in Wales, which is in no small part due to the ruthless exploitation of relationships with policy officials at all levels. As policy officials move posts, they will use their relationship with us to champion the cause of administrative data research in new posts and we therefore spread virally.

Description | The investment has proven that a research collaboration between government and academia can deliver research that informs policy decision making around key issues in education, mental health, housing, social care, employability, wellbeing and early years. It has also shown that this effective partnership can acquire and securely provision the data required for research efficiently. Though much of the period of the investment was covered by the pandemic and most of the team were required to focus on Covid-19, the team were still able to deliver the existing research as outlined in the initial bid document. The investment delivered the following: Undertook research that supported 7 policy areas in Welsh Government delivering policy papers and academic publications via our dual publication policy. The acquisition of over 30 new datasets covering various policy areas to support research and established new relationships with data owning organisations. The direct linking of government decision makers to research teams to shape research requirements. The establishment of the first 4 nations data linkage research project. The widening of public involvement and engagement activities where the public, in addition to our citizen panel, sit on project approval boards and internal SAIL/ADR committees. It was discovered that a research group could quickly pivot its activities to focus on fast operational information requirements for government/NHS at a time of national emergency, this ability has been retained in the follow on investment. New approaches were discovered in the building of research ready datasets, these are data that have been fully documented and reviewed. Knowledge exchange activities to support researchers and other centres by sharing our knowledge around a range of subjects. The development of a new model to embed data science skills for undergraduates. A significant increase in reputation and userbase, especially in England An increase in the networks and investments we are now involved in, particularly as a result of the recognition achieved during the pandemic. One of the major factors that was discovered in the award is the benefits and robustness of our data research centres (SAIL Databank) operating model. On the 17th March 2020, all staff were required to work remotely due to the risks posed by Covid-19. The SAIL systems and research platform do not require staff on site and staff were able to easily operate systems from home and researchers continue their activity via our remote research gateway. This learning has now been shared with other research centres whose ability to operate during the pandemic was severely impacted as they required both staff and researchers to be physically on site to operate. The major achievement of the award however has been the response to Covid-19 which demonstrated the benefits of linked data research, skilled and dedicated staff and robust systems. The scale and pressures of the work required tested staff and systems as tasks that were previously weeks in development were now required within days to ensure information got to the various government and NHS groups. The group has been commended by the public during our engagements as well as senior government and NHS staff. |
Exploitation Route | The outcomes of the award are being taken forward as follows: - Lessons learnt and experience from the delivery of the 2018-2022 award have informed the structure of the newly commissioned 2022 - 2026 ADR UK award - Outputs delivered during the investment (Covid and the established social research thematic areas) are all being considered by the relevant policy area and the impact pathway is being managed. - The collaboration established under the ADR Wales AD|ARC programme has informed a new group that focusses on 4 Nation collaborations around shared data research that is policy impactful - ADR Wales is sharing knowledge derived during the investments and especially during the pandemic, and is sharing this knowledge with partners, specifically around data acquisition processes, remote access platforms, management information systems in a TRE and sharing of reusable code. - The work during the pandemic highlighted the strengths of a remote access TRE and both Welsh Government and the NI Honest Broker service has renewed their Serp TRE instances and discussions around adoption of - The fast response policy work on Covid led to an investment by Welsh Government in a dedicated Covid Evidence Centre to centralise activity around Covid research. |

Description | Since 2018, the ADR Wales portfolio of work has been constructed to directly align with the areas for priority action as outlined in the Welsh Government's manifesto of work. Since 2018 ADR Wales' work plan has been strategically aligned to address areas outlined in the national strategy Prosperity for All and the commitments underpinning the Well-being of Future Generations (Wales) Act 2015, and more recently the Programme for Government for Wales (2021-2026). As a result and following liaison with policy teams within government prior to commencing work, our programme directly aligns to inform policy requested analysis on the areas of mental health, early years, education, skills and employability, well-being, housing and homelessness, social care, climate change and social justice. Our programme of work pivoted substantially during the pandemic to also provide timely analysis to inform pandemic planning in Wales via the Welsh Government Technical Advisory Group (TAG) and to UK SAGE. This work will continue as part of a programme of work addressing the effect and ongoing recovery of the pandemic in Wales (PAN|DAR). Due to our unique construction and liaison with policy makers within government prior to commencing research analysis, we are confident that the requirements of both the research team and policy teams are met by all of the research undertaken and there is a significant opportunity to achieve impact. As a result of this policy and academic liason, impact can and has been quickly evident, with analysis directly informing policy decision making and future methodological and academic advancements. The ADR Wales programme of work is considerable but some examples of where impact has already been achieved include: • Evaluation of measures including the transmission of Covid-19 within schools • Analysis of the uptake of the Covid-19 vaccination among the school workforce which assisted the return to school strategy. This work informed policy by helping to identify areas of potential concern and enabling targeted intervention strategies. • Analysis of the warm homes schemes in Wales which resulted in a change to eligibility criteria for those who could access the schemes • The impact of and transmission of Covid-19 on care homes • Analysis of those placed on the Shielded Persons list • Analysis of Careers Wales careers guidance provision which found that young people from low-income households are more likely to lean towards careers that conform to traditional gender stereotypes. • Analysis of the Welsh Government Flying Start scheme which helped inform the Welsh Government Programme for Government commitment to continue support for Flying Start and the introduction of a new expanded provision for early years in Wales • Analysis of the prevalence of Covid-19 among the homeless population in Wales. These findings suggested that largescale policy changes early in the pandemic - which moved away from communal accommodation in favour of self-contained accommodation - had a positive impact on the homeless population in Wales. The fast response research undertaken to support the Welsh Government and UK SAGE pandemic response were generally in the format of short policy reports or papers that were tabled and reviewed contributing to the evidence base to allow Ministers to make decisions.. The range of questions was vast and covered many areas from geographic spread of the virus, shielding groups, educational impacts, research on testing, vaccine at risk groups and many other short fast response policy questions. Many of the questions asked of the research teams have now been written up as academic papers, though the impact was derived from the initial (non academic) policy papers. Findings during the pandemic have been used by Welsh Government, Scottish Government, Public Health Wales, UK SAGE in the pandemic response. Impact | The One Wales approach brought together partners from the Welsh Government, the NHS, academia and public health to share datasets and expertise. This strong analytical collaboration resulted in valuable, high-quality, coherent statistics during the pandemic. The publication recommends that taking this approach to other topics will help overcome existing and future problems. In addition, data sharing and linking increased significantly during the pandemic which allowed governments to develop policies and carry out rapid operational responses. An example from our team was the use of data linking to analyse the number of teachers and teaching assistants who were shielding, allowing the Welsh Government to understand the impact of the shielding policy on the provision of schooling during the pandemic. This publication recognises that sharing and linking data can have life-saving impacts and it recommends that this must be prioritised by governments beyond the pandemic. |

The Data & Connectivity arm of NCS has supported the acquisition of a host of new COVID-19-specific data, along with the increased cadence and availability of flows of existing data sources within SAIL Databank. Title | Data Platform for ZOE Covid-19 Symptom Study App data to be rapidly and securely analysed remotely across the UK |
Description | As part of the Covid-19 response work for UK and devolved government, in 2020, SAIL/ADR Wales developed an access platform within SAIL that hosted the Kings College London (KCL) Zoe Symptom Study App, which was developed by Prof Tim Spector (PI) The app was ingesting several million records a day at points and colleagues in KCL needed a dedicated TRE infrastructure that could collate, review and provision data quickly to support wider sharing and understanding of Covid-19. The platform within SAIL has its own governance model, data ingest ability was increased to manage daily extracts and approval and provisioning was very fast in comparison with standard TRE approval timeframes. The platform allowed secure and rapid access to the data by organisations across the UK including CMO England office, NHS trusts, local authorities, It is now linked with the ONS Secure Research Service to deposit the data. It was extremely successful tool especially in the early stages of the pandemic as the ZOE Symptom data was one of the only sources of community spread of the virus. Over the period of 2021, the platform is still used (notably when new variants have appeared) but as national knowledge bases have developed the need for the data has lessened. Despite this, the platform was a key tool for research in the early stages of the pandemic. The work was funded by existing UKRI centre grants (ADR and HDR grants) as the staff who developed and delivered the service are ADRUK and HDR UK funded. |
