Abstract

This research integrates comprehensive insights on migration into theories of transformation to sustainability. There is unprecedented concern over involuntary migration globally affecting insecurity and human rights. But both domestic and international migration has enormous transformative potential for individuals and societies. Transformation theories assume static populations and fail to recognize both positive and negative impacts of the movement of people. This gap limits explanations and intervention strategies for sustainability. The objective is therefore to use theory and rigorous empirical research to expand knowledge of transformations to sustainability by incorporating migration dynamics. These specifically include: the impact of aggregate flows of people on sustainability; the individual lifecourse dimensions of sustainability; and the governance of migration and sustainability. The research will develop a comprehensive migration-sustainability model, and develop insights on sustainability strategies at local, national and international scales. It will build global capacity of social science to explain and engage with migration dimensions of transformations to sustainability. The interdisciplinary social-science led consortium from Europe, North America, Asia and Africa builds on on-going methodological innovation and deep collaboration. The research design involves modelling, observations and action research at global scales and in research sites representing the full range of so-called migration transitions. The outcome will be co-designed advances in theory and salient and workable sustainability strategies reflecting real world migration dynamics.

Impact will be achieved through co-design of approaches and methods, workshops with policy makers and practitioners, development of creative science communication to engage with multiple community actors.

1 Migrant populations in localities researched New populations will benefit in the long term by having their life chances enhanced by changes that will recognise their contribution and potential for implementing sustainable development in the city. In the short-term they will benefit by having their perspectives recognised and be empowered through the participatory methods, such as photo elicitation, to engage with planners and policymakers. Migrant populations will be recruited into the research process in the six localities, including through photo elicitation techniques and will participate directly with urban planners in recognising the others' perspectives. Hence the activities will benefit migrant populations by building empathy between planners and migrant populations. Raising the issue of wellbeing of the migrants at the policy level could to enhance their integration into sustainability initiatives in urban locations.

2. City planners in six localities will benefit in the short term by having new information on critical social processes that are a potential resource for the implementation of sustainability and building resilience of the cities. The information will include mechanisms of social exclusion and marginalisation that city planners and health services may have some leverage over. They will benefit by co-designing and participating from the outset in activities that seek to build empathy and help them take perspectives of hidden populations. Through ensuring their participation in dissemination workshops, new knowledge generated will be transferred through academic as well as policy and practice routes. The research will uncover experiences of migrant populations through co-production between researchers, migrants and planners. The project will engage with city authorities who will be co-creating research over the course of the project and with knowledge brokers such as UN Habitat.

3 Government agencies engaged in research will benefit through the example of the six localities in their countries on the role and potential for migrant communities to engage and participate in planning for sustainability in all cities. They will benefit in the long term through increased social cohesion and security in urban centres and through exposure to national and global networks on urban resilience and human security. The project will produce policy recommendations for a better integration of migration in sustainability policies that will be of direct interest for local policy-makers.
4. International development stakeholders include the International Organization for Migration and organisations focussed on SDGs on urban areas and health. How will they benefit? The project results will be of direct interest for the work of the Platform on Disaster Displacement, a new international organisation tasked with the implementation of the Nansen Protection Agenda, which seeks to foster the protection of rights of people displaced by disasters. It will also feed into the work programme of the Task Forced on Displacement established within the framework of Warsaw International Mechanism of UNFCCC.

These stakeholders and agencies will benefit in the long term from new perspectives on the sustainability of cities through minimising social exclusion and conflict with migrant communities. These new insights will be communicated to key stakeholders through the planned policy briefs, and participation in key policy forums. The research team also seek to engage with civil society actors and advocates such as the Mary Robinson Climate Justice Foundation and seek ways to share the research and empathy building processes with their knowledge networks.
 
Description MISTY (Migration, Transformation and Sustainability) research seeks to explain how migration interacts with environmental and social sustainability focusing on global and local movement of people, shared practices and governance. This includes new empirical research on migrants in destination cities in Europe, North America, Africa and Asia. The research draws out substantial opportunities to strengthen safe, resilient and sustainable urban areas.

The objective is to generate new knowledge on the impact of aggregate flows of people on sustainability; the individual lifecourse dimensions of sustainability; and the governance of migration and sustainability.

Finding 1. International migration flows over the most recent decade have had significant impacts on social and environmental dimensions of sustainability. For many regions, net migration increases environmental burdens as migration facilitates economic growth. But net inward international migration to Europe in particular is associated with a decline in environmental burden through high-skilled migration, possibly through innovation in green economic activity

Finding 2. Migration plays an important role in the growth and diversity of cities and their economies worldwide. Migrants in destination cities have transformative potential to contribute to urban sustainability. Migrants understand and frame sustainability in distinctive ways that emphasize community and social cohesion as central to sustainability. Migration also represents a barrier to individuals adopting sustainability practices: prior practice is a predictor of current sustainability practices including proactive recycling, conservation activities and choice of mode of transportation in many cities. Open and growing cities attract communities and economic activity that may contribute to sustainability trajectories.

Finding 3 The Covid-19 pandemic has increased perceived risks of migration. The consequences of economic disruption and biosecurity dimensions of the pandemic have altered in migration aspirations and potential future movements. They have reduced ability participate and build community: experiences widely reported among diverse migrant populations. This precarity of place is particularly evident in low income marginalized populations.

Finding 4. The world is mobile, and increasingly mobile. This is not recognized in modes of governance for sustainability. The disjunction of migration and environmental governance is apparent in international, national, and local fora and are separated in governance structures and institutions. There are newly emerging regimes of migration and sustainability action at the city level, where actors perceive growing populations associated with migration to challenge sustainability planning norms. Yet there is persistence of silos that dominates sustainability and migration governance. Potential synergetic pathways towards transformational and more inclusive sustainability governance include recognizing mobility and migration as central to the achievement of urban and national level sustainability goals.
Exploitation Route These findings can be used to inform global governance of migration and sustainability, through international and UN institutions such as the Global Compact on Migration and Development and the UNFCCC discussions on Non-Economic Loss and Damage. They can further inform actions plans and policies on migration and climate change, such as through the Mayors Migration Council. And they represent important findings for the sustainability science community seeking to develop insights into the potential for transformational change, recognizing migration as a key demographic driver of change in society.

Description The research increases the effectiveness of public services and policy, focused in particular on Sustainable Development Goal 11 on Safe Resilient and Sustainable Cities. The research has, for example, built direct links with the Government of Bangladesh that recognizes displacement associated with climate risks and its implication for the rights and entitlements of individuals and communities. As a result, the Government of Bangladesh is planning for internal migration as well as involuntary displacement from climate change through a National Strategy on Internal Displacement. MISTY co-I Professor Tasneem Siddiqui was commissioned to help develop the National Strategy, a cross-government initiative led by Ministry for Disaster Management and Relief, and has been appointed to develop an Action Plan based on the National Strategy. The MISTY team convenes and participates in an International Advisory Group on the Action Plan for Implementation of the National Strategy, which includes development funders, key knowledge brokers and international scientists, and representation. The team participated in the international launch of the Action Plan at the COP26 event at the Bangladesh Pavilion in Glasgow, led by Professor Siddiqui, and including both Bangladesh's Minister for Disaster Management and Relief and the Minister for Environment and Climate Change. The launch brought attention to the issue of internal displacement as a key element of Non-Economic Loss and Damage in the UNFFCC negotiation process. Findings and evidence have been presented to UK Parliamentary Committees and shared through international initiatives on migration and sustainability, for example through the global Mayors Migration Council. The C40-MMC (Global Mayors Task Force on Climate and Migration) included input from MISTY at the first closed-door working session of the C40-MMC Task Force in July 2021. The C40 Cities and the Mayors Migration Council have partnered to establish the C40-MMC Global Mayors Task Force on Climate and Migration, building on and adapting the model of the C40 Global Mayors Task Force on Covid-19 Recovery. Over three working sessions, the Task Force will develop a mayor-led Action Agenda which was launched the United Nations Climate Change Conference (COP26), in November 2021, and which sets out the principles for MMC cities (Bristol, Dhaka, Freetown, Kampala and Los Angeles among others) to encompass migration and climate change challenges through specific actions on decarbonization as well as welcoming displaced populations (https://www.mayorsmigrationcouncil.org/c40-mmc-action-agenda).

Results and Impact MISTY Partner, Ricardo Safra de Campos, the University of Exeter, was identified as an expert in migration as a response to environmental risk and invited to give evidence as part of an initiative from the EU Select. Each Sub-Committee of EU Select was asked to to hold a single evidence session on climate change ahead of COP26. The EU Home Affairs Sub-Committee of the House of Lords looked at the implications of climate change on migration, including how it affects the movement of people into Europe and the UK.

The Committee asked for Dr Safra de Campos' views on the impact of climate change on human mobility and its implications for laws and institutions. This was a public evidence session; members of the public were welcome to attend and the session was recorded and broadcast live, and will be transcribed for publishing on Hansard. The evidence given in the session will inform the EU Select Committee's evidence session with the relevant minister regarding plans for COP26.

Results and Impact All members from the MISTY Consortium, representing seven partner institutions, met for three days to discuss the project progress and plan for the second and third year of the project. There were discussions and decisions about how best to maximise impact for the project and the responsibilities of each theme lead. The workshop was extremely successful in that knowledge and expertise were shared and plans were made for the future of the project. The Regional Institute of Population Studies at the University of Ghana, who hosted this workshop, added to the impact and usefulness of the meeting by inviting colleagues from their institution, Dr Faustina Frimpong-Aing and Dr Delali Dovie, to talk to the Consortium on their experiences of survey work with migrants.

Under the theme "Harnessing Africa's Population Dynamics for Sustainable Development: 25 Years After Cairo And Beyond," the conference aimed to assess how Africa, 25 years after the International Conference on Population and Development (ICPD) in Cairo, can harness its unique population dynamics for sustainable development, using rigorous evidence to establish roadmaps to respond to these critical development challenges.

Results and Impact After an initial review of potential linkages between migration and Sustainable Development Goals undertaken by MISTY Partner Professor Emily Boyd at Lund University, a workshop titled, "How does migration fit into the Sustainable Development Goals?" was held at the University of Exeter to conduct further scoping on migration governance in the light of SDGs.

This workshop took place at Dartington Hall, Totnes on 15th and 16th April 2019, and involved eight leading researchers including one researcher from outside the MISTY team, namely Dr Marjanneke Vijge from the Faculty of Geosciences, Utrecht University. The research team produced a commentary-style paper aimed at setting the agenda in this area. The paper, "Migration transforms the conditions for the achievement of the Sustainable Development Goals," was published in the Lancet Planetary Health in Nov 2019.
