The Illiberal Turn? News Consumption, Polarization and Democracy in Central and Eastern Europe

Abstract

Recent years have seen worrying political developments across both old and new democracies, ranging from the rise of populist leaders and dwindling support for democratic rule to the growing polarization of public opinion, evident in the stark divergence of political attitudes among both political elites and the general electorate. Many of these transformations have been linked to changes in information environments, and specifically to the growth of social media and digital platforms, which have given unprecedented visibility to populist rhetoric and hate speech, facilitated the spreading of misinformation, and allegedly encouraged the formation of ideological 'echo chambers'. According to many commentators, these developments contribute to the erosion of the public sphere, particularly in light of the gradual weakening of the role of professional, legacy news media organizations as primary providers of political information. With the proliferation of various "alternative", hyperpartisan online news sources whose content gets amplified via social media, unverified information, unchecked claims and fringe opinions spread virally and get exploited by populist actors and movements.
While these tendencies currently pose challenges to democracies across the world, their impact is particularly detrimental in countries that have a shorter history of democratic development and where democratic institutions are more fragile. This is the case in Central and Eastern Europe (CEE), a region that has recently experienced an unprecedented decline in the quality of democracy, a resurgence of illiberal nationalism, and a shift towards authoritarian forms of government. These troublesome developments are arguably threatening to reverse the process of post-1989 transition following the fall of communism. This makes the research into the relationship between media use, political attitudes and behaviour, and popular support for democracy in CEE particularly topical - especially given the fact that systematic research into these issues has so far been limited largely to the U.S. and Western Europe.
The ambition of this project is therefore to fill this gap, and to carry out the first-ever systematic, comparative study of news consumption and political polarization in Central and Eastern Europe, at a key point in time when the region is undergoing dramatic changes. This will be achieved by means of a comparative study of news consumption an political attitudes, using a novel multi-method analytical framework that combines survey data, digital tracking of media consumption, as well as media diaries and qualitative interviews with audiences in four CEE countries. While empirically focused on CEE, the project will also make a key contribution to general debates on political polarization, populism, nationalism and related phenomena (a) by clarifying the role of the changing media environment in these phenomena, and (b) by pioneering a new multi-method comparative framework that can be adapted for similar research elsewhere in the world.
Given the urgent nature of developments in CEE, the project will also include a significant impact component. We have developed plans for collaboration with several CEE-based and pan-European organizations and associations representing media regulators and journalists, dedicated to the promotion of media literacy, media pluralism and freedom. Through designated activities with these partners we will seek to influence both professional and public debate concerning the political impact of the changing news environment in CEE, and contribute to the development of regulatory frameworks, professional standards and civil society activities designed to counter the growth of media partisanship and the spreading of disinformation and "fake news" via online media channels.

Planned Impact

The project will be of benefit to three groups of non-academic stakeholders:
(1) Media policymakers and regulators: Project findings will be of direct relevance to debates on regulatory measures designed to manage the potential positive and negative impact of the changing information environment on the quality of public life in CEE. Given the focus on audiences, project findings will also inform media literacy initiatives, which are underdeveloped in CEE.
(2) Journalists will benefit from insights into patterns of news consumption when considering how best to respond to the fast-changing technological environment and how to produce and distribute news in a manner that is most conducive to an open public debate. This is particularly important in the context of growing political and economic pressures on the journalism profession in CEE.
(3) Civil society actors engaged in promoting civic values, media pluralism and democracy in the region will be able to use our findings to tailor their initiatives to the specific situation in each country.

To generate impact among these three groups of beneficiaries, three interrelated pathways to impact have been developed, each comprising dedicated activities including meetings with stakeholders, project report with targeted recommendations for each group of stakeholders, articles aimed at the general public, etc. These activities will be carried out in partnership with five key stakeholders, namely a) the Res Publica Foundation in Poland, b) the Centre for Media, Data and Society (CMDS, Central European University) in Budapest, c) the Centre for Media Pluralism and Media Freedom (European University Institute) in Florence, d) the European Platform of Regulatory Authorities (EPRA), and e) the European Federation of Journalists (EFJ). Letters of support have been obtained from all these partners; in addition, representatives of some of these organisations have also agreed to join the project's Advisory Board.

The first impact pathway will focus on facilitating media policy and regulatory developments, including media literacy initiatives. The main project partner for this pathway will be the European Platform of Regulatory Authorities (EPRA), comprising 52 regulatory authorities from 46 countries. EPRA agreed to help disseminate the project's final report with policy recommendations, as well as to help with reaching out to key policy media actors in the respective countries.
The second impact pathway will seek to inform journalistic practice by enhancing the knowledge of media practitioners about their audiences' news consumption habits, as well as by suggesting new opportunities and strategies for rebuilding trust and contribute to overcoming the adverse effects of polarization for democracy and the public sphere. This will be achieved via collaboration with the European Federation of Journalists (EFJ) as well with the Centre for Media Pluralism and Media Freedom (CMPF), European University in Florence. The EFJ has agreed to contribute to stakeholder meetings and to the development and dissemination of the Final Project Report, which will include best practice recommendations for journalists. The CMPF will include the project findings in its summer school for journalists in 2020 and 2021 and fill also facilitate the promotion of the project among other stakeholders.
Finally, the third impact pathway will support initiatives that strive to enhance the quality of democracy, media and civil society in the region. The project will team up with the Res Publica Foundation, to publish six articles in Visegrad Insight, the leading pan-regional magazine aimed at intellectuals, public officials and civil society actors. Furthermore, the CMPF as well as the Centre for Media, Data and Society, both of which have extensive range of contacts with civil society actors, have agreed to offer their newsletters and social media channels for publishing of content produced by the project.

Description Despite considerable challenges to the project brought by the pandemic, which led to adjustments to its schedule, we were ultimately able to carry out the planned research tasks and meet the original objectives. Drawing on original data and innovative analytical work, presented in over four dozen of outputs - conference and stakeholder presentations, research reports and journal articles - the project team has significantly enhanced the understanding of the role of news consumption in political polarization and the rise of illiberalism in the region. While the comprehensive summary of the project's results will be published as a monograph, selected key achievements can be highlighted here:
1. Polarization and the role of public service media
Utilising a combination of expert and population surveys, the project carried out the first-ever comparative mapping of polarization of the news media landscapes in the region. The data revealed that media in Hungary and Serbia - the two countries farthest down the illiberal path - are the most polarized, while the Czech media are more evenly spread across the ideological and political axes. The findings also underline the importance of an independent and impartial public service broadcaster, as it limits the polarization of the media system, and can even help nurture more liberal attitudes of the audiences, as we have confirmed with regards to attitudes to immigration in the Czech Republic, using a unique method of digital tracking of real-time exposure to television, radio and online sources in a quasi-experimental setting.
2. Selective exposure and news media repertoires
Advancing the state of research on selective news exposure, we have adopted a novel approach analysing people's news diets via five "media repertoires" - clusters of individual of media brands used as sources of news. The results suggest that while most people get their news from a relatively diverse spectrum of brands, there is also a considerable amount (29% in total) of those whose news diet consist of ideologically and politically homogeneous outlets, with the highest prevalence observed in Serbia (49%). In addition, while there is a high congruence between the repertoires and political attitudes, the results suggest that exposure to counter-attitudinal sources can reinforce existing attitudes, rather than weaken them.
3. Disinformation and the role of digital platforms
Our findings expand the scholarship on disinformation ecosystems, by pointing towards mainstream media which, under illiberal conditions (as seen in Hungary and Serbia), become the primary vessels of disinformation and propaganda, and are strongly associated with conspiracy beliefs and illiberal attitudes of their audiences. In these countries, digital platforms often attract the more liberal-minded public, and can serve as a counterbalance to the government-controlled part of the news media ecosystem.
4. The Illiberal Public Sphere
Aside from the empirical findings and methodological innovations, the project has made an important theoretical contribution, by coining the concept of the illiberal public sphere, defined as a communicative space comprising both traditional and digital media that promote and amplify illiberal actors, views, and attitudes. The concept is further elaborated on in the forthcoming monograph (Palgrave, 2024).
Exploitation Route Aside from the academic community - particularly specialists in the fields of political communication, journalism, illiberalism and populism studies, as well as East European studies - the outcomes of this research will be of high value to three groups of non-academic beneficiaries: media regulators and policy makers; media professionals; and civil society organisations promoting media literacy, countering disinformation and defending media freedom and independence. Throughout the project, we have collaborated and held multiple events with partners and stakeholders from each of these groups (on both national and EU-wide level, including e.g. Ofcom or the European Commission), and we have published a special report drawing on the project's empirical findings, with practical recommendations for media policies and journalistic practices, designed to overcome the negative consequences of polarization and populism, while also enhancing media pluralism and rebuilding trust in journalism within a rapidly changing information environment. We are planning to continue this impact work beyond the time frame of the project, based on existing partnerships which have been extended to a new but thematically related project (on pandemic communication in times of populism), particularly with the European Federation of Journalists and the European Platform of Regulatory Authorities.

Description Supplemental information files for article News consumption and immigration attitudes: a mixed methods approach Existing research has shown that the media can influence public attitudes to immigration. While existing research provides insight into both quantitative and qualitative patterns of media coverage of immigration, research that links such coverage with audience attitudes is almost exclusively quantitative, often focused on the west, and are often single-country studies. We argue that the adoption of a mixed-methods approach to audiences of immigration news, combined with a comparative design and a focus on Eastern Europe - a region scoring lowest in the world in terms of migrant acceptance - can bring significant advances to knowledge in this area, leading to a more rounded understanding of how media come to shape immigration attitudes. To demonstrate this, we draw on a comparative, mixed-methods data set comprising representative population surveys (N=4,092), an expert survey (N=60), and qualitative interviews (N=120) conducted in four Eastern European countries. In contrast to existing research on Western Europe, we found significant variation in the links between attitudes to immigration and use of Public Service Media (PSM), with PSM consumption linked with more negative attitudes to immigration in some countries, and with more positive attitudes in others. Second, our results confirm that different attitudes to immigration are embedded in different qualitative understandings of immigration: while participants with more positive attitudes often adopted a more inclusive understanding of immigration, those with more negative attitudes adopted a narrower understanding. Third, we demonstrated the importance of family and acquaintances as trusted sources of information.

Results and Impact The conference, titled "(Last) call for quality journalism" took place in Ljubljana on 28-29 November 2019. Co-organized by the Ministry of Culture of the Republic of Slovenia and the Council of Europe, the event brought together over 50 media practitioners, regulators, politicians, NGO and media industry representatives, as well as other stakeholders to discuss the present state and future of quality journalism, in the environment increasingly dominated by digital platforms, and in an age of proliferating disinformation, online and offline. The two-day event explored answers to the question of how to secure sustainability of quality journalism from the perspectives of changing economic conditions of media industries, ethical standards and accountability, artificial intelligence or public trust. The conference was live-streamed on Council of Europe's Facebook page, enabling virtual participation for audiences from around the world. The event was also attended by a number of local and international journalists who covered it in their reports.

Dr Vaclav Stetka was invited to chair the panel titled "How to win back public trust: ethics, quality, accountability"; as part of his opening speech, he briefly introduced "The Illiberal Turn" project and its aims, especially with regards to impact. Several participants asked for further information about the project subsequently, and a collaboration was agreed with David Friggieri, Policy and Legal Officer for DG Connect, European Commission; based on our discussion, Mr Friggieri has offered to facilitate a meeting with the Vice-Chair of European Commission and DG Justice Commissioner Vera Jourova, to explore opportunities to utilize data generated by The Illiberal Turn project in the Commission's effort to protect media pluralism and combat disinformation across the EU. Over the course of the conference, Dr Stetka also gave an interview to Slovenian Radio (public service station) as well as to Slovenian Television.

Results and Impact The roundtable "Erosion of the Freedom of Information in Hungary" took place in the Chamber of Deputies of the Parliament of the Czech Republic on 9 January 2023. A roundtable co-organized by the Deputy Speaker of the Czech Chamber of Deputies Olga Richterová and the European Values Center for Security Policy under the auspices of the Minister of Foreign Affairs Jan Lipavský and the honourable Speaker Markéta Pekarová Adamová addressed the alarming state of freedom of the Hungarian information space. Following an earlier roundtable organised by Mrs. Richterová in the Chamber of Deputies in June 2022, its main goal was to raise awareness about pressures on independent Journalism and the gradual creation of an information monopoly by the regime of Viktor Orbán. Media control fits within the context of polarisation and democratic backsliding in Hungary and the wider region. The list of attendees comprised ambassadors and diplomats (including Hungarian embassy representatives), MPs and Senators, directors from the Ministry of Foreign Affairs, NGO representatives, Czech and foreign journalists (including the New York Times and Bloomberg) and other experts in the field.
Vaclav Stetka gave a keynote speech in which he presented selected findings from the Illiberal Turn project. As a follow-up, he was asked for further information by several attendees, including the reporter for the New York Times.

Results and Impact The first stakeholder meeting for the Illiberal Turn project took place on 25 September 2019, hosted by the Centre for Media, Data and Society at the Central European University in Budapest. The meeting was attended by a distinguished panel comprised of representatives of media regulators, journalistic organizations and media NGOs from all four countries that are the focus of the research project (Czech Republic, Hungary, Poland and Serbia). In addition, members of several European-wide organisations were represented at the event, including the European Platform of Regulatory Authorities, European Centre for Press and Media Freedom, Centre for Media Pluralism and Media Freedom and the Ethical Journalism Network.

The main purpose of the meeting was to bring together representatives of key stakeholders from the region that are likely to benefit from the outcomes of the project, and to gather ideas that will shape both the project's research design as well as the its impact activities, especially the final project report that will contain recommendations for policy makers and regulators, media professionals and media-related NGOs. These objectives were successfully achieved during the full-day event, which saw some stimulating and lively debate on topics such as research-led and evidence-based media regulation, journalistic practices, media literacy and citizen empowerment.

Results and Impact The aim of this internal workshop, organised online on 12 July 2022, was to invite academic input to guide and challenge Ofcom's thinking on the future of media plurality. The focus of the discussion was on the challenges online intermediaries pose to media plurality. Vaclav Stetka was among the invitees to the event, and in his contribution he highlighted lessons from the Illiberal Turn project, particulary concerning the special role of digital platforms in the communciation ecosystem of countries with illiberal governments.

Results and Impact The second internal workshop organized by Ofcom (online) took place on 20 September 2022. Following up on the first workshop in July (which Vaclav Stetka took part in on behalf of the Illiberal Turn project}, the aim was again to gather a select group of experts to discuss issues pertinent to Ofcom's remit vis-à-vis the challenges stemming from contemporary challenges to pluralism in the high-choice media environment. This time, however, the debate focused on remedies, and particularly on regulatory/policy approaches with the potential to safeguard pluralism.
Sabina Mihelj took part in the discussion, with her contribution highlighting lessons from the Illiberal Turn project.

Results and Impact Václav Štetka contributed to a panel titled "Ensuring the Safety of Journalists: a constant battle" that took place on 6 December as part of the Online School for Journalists and Media Practitioners, organized by the Centre for Media Pluralism and Media Freedom, European University Institute in Florence. In his talk, Václav focused on the deteriorating situation of media in Central and Eastern Europe, and presented selected recommendations from the recently launched report that draws on the findings from the ESRC-funded project "The Illiberal Turn".

Results and Impact The internal roundtable "Regulating digital platforms and safeguarding media freedom: Policy lessons from Central and Eastern Europe" was organized on 17 June 2022 in Brussels, by the Illiberal Turn project in collaboration with the European Policy Centre and Central European University. About a dozen of invited participants took place in the event, including Daniel Braun, the Deputy Head of Cabinet of Vera Jourova (the Vice President of the European Commission and Commissioner for DG Justice). The roundtable focused on the presentation of the findings and recommendations stemming from the Illiberal Turn project, with the aim to provide feedback on and suggestions for the European Commission's recent media policy initiatives, especially the Digital Service Act, the Digital Market Act, and the Media Freedom Act. Following the event, we have received a written confirmation from Mr. Braun acknowledging the usefulness of the event and our research findings for the Commission's work.

Results and Impact On 19 and 20 April, the European Federation of Journalists (EFJ) hosted a series of two webinars as part of the project "Building independent media to counter political interference" funded by Open Society Foundations. Vaclav Stetka was among the speakers at this event, alongside with members of the European Parliament dealing with media freedom, the European Commission, the Center for Media Pluralism and Freedom, the OSCE, as well as journalists' organisation leaders speaking from their field experience and showcasing campaigns and resilience. Vaclav Stetka gave new insights into the project "Illiberal Turn".

Results and Impact Václav Štetka was a speaker at the UNESCO World Press Freedom Day Regional Forum for Europe on 29 April 2021. Hosted by the Centre for Media Pluralism and Media Freedom (European University Institute, Florence), the event was part of UNESCO's global conference "Information as a Public Good", celebrating World Press Freedom Day and commemorating 30 years from the Windhoek Declaration - an important milestone in the UN-led campaign to uphold principles of press freedom and pluralism across the world. Among the participants of the Regional Forum for Europe were European Commission's Vice-President Vera Jourova, Romanian MEP Ramona Strugariu, Director of the Information Society Council of Europe Jan Kleijssen, and the OSCE Representative on Freedom of the Media Teresa Ribeiro.

Results and Impact The second stakeholder meeting for the Illiberal Turn project took place on 18 June 2021, hosted online. The meeting was attended by a distinguished panel comprised of representatives of media regulators, journalistic organisations, and media NGOs from all four countries that are the focus of the research project (Czech Republic, Hungary, Poland, and Serbia) and beyond. In addition, members of several European-wide organisations were represented at the event, including the European Platform of Regulatory Authorities, European Federation of Journalists, European Centre for Press and Media Freedom, Centre for Media Pluralism and Media Freedom, and the European Broadcasting Union. The main purpose of the meeting was to discuss preliminary policy recommendations coming from the project, focusing on media policy, journalistic practice, and public health communication; these recommendations are intended for policy makers and regulators, media professionals, and media-related NGOs. The three-hour event saw stimulating and lively debate around these proposed recommendations, with excellent comments and suggestions from all involved.

Results and Impact On 8 March 2022, Sabina Mihelj and Vaclav Stetka participated in a workshop for journalists from several south European countries - Croatia, Slovenia, Bosnia and Herzegovina and Serbia. The workshop was organized by the Croatian Union of Journalists and was focused on providing the participants with feedback and advice on their research into the state of local journalism in their respective countries, and the challenges the local journalists are facing there. The advice that we provided drew explicitly on the lessons from the Illiberal Turn project.

Results and Impact Vaclav Stetka and Sabina Mihelj were interviewed for a podcast for Visegrad Insight (a magazine dealing with political and social issues related to Central Europe). The podcast (moderated by Wojciech Przybylski, editor-in-chief) was broadcast on 9 May 2022. The 30-min podcast focused on the illiberal turn in the region and the role of media, at a key point in time when the region is undergoing dramatic changes given populism, illiberalism, and democratic backsliding.

The Visegrad Summer School is aimed at postgraduate students and young professionals from Central and Eastern Europe, hosting 30-40 young people every year. In my presentation, I drew primarily on findings from the Illiberal Turn project.
