Abstract

The Centre for Climate Change Transformations (C3T) will be a global hub for understanding the profound changes required to address climate change. At its core, is a fundamental question of enormous social significance: how can we as a society live differently - and better - in ways that meet the urgent need for rapid and far-reaching emission reductions?

While there is now strong international momentum on action to tackle climate change, it is clear that critical targets (such as keeping global temperature rise to well within 2 degrees Celsius relative to pre-industrial levels) will be missed without fundamental transformations across all parts of society. C3T's aim is to advance society's understanding of how to transform lifestyles, organisations and social structures in order to achieve a low-carbon future, which is genuinely sustainable over the long-term.

Our Centre will focus on people as agents of transformation in four challenging areas of everyday life that impact directly on climate change but have proven stubbornly resistant to change: consumption of goods and physical products, food and diet, travel, and heating/cooling. We will work across multiple scales (individual, community, organisational, national and global) to identify and experiment with various routes to achieving lasting change in these challenging areas. In particular, we will test how far focussing on 'co-benefits' will accelerate the pace of change. Co-benefits are outcomes of value to individuals and society, over and above the benefits from reducing greenhouse gas emissions. These may include improved health and wellbeing, reduced waste, better air quality, greater social equality, security, and affordability, as well as increased ability to adapt and respond to future climate change. For example, low-carbon travel choices (such as cycling and car sharing) may bring health, social and financial benefits that are important for motivating behaviour and policy change. Likewise, aligning environmental and social with economic objectives is vital for behaviour and organisational change within businesses.

Our Research Themes recognise that transformative change requires: inspiring yet workable visions of the future (Theme 1); learning lessons from past and current societal shifts (Theme 2); experimenting with different models of social change (Theme 3); together with deep and sustained engagement with communities, business and governments, and a research culture that reflects our aims and promotes action (Theme 4).

Our Centre integrates academic knowledge from disciplines across the social and physical sciences with practical insights to generate widespread impact. Our team includes world-leading researchers with expertise in climate change behaviour, choices and governance. We will use a range of theories and research methods to fill key gaps in our understanding of transformation at different spatial and social scales, and show how to target interventions to impactful actions, groups and moments in time.

We will partner with practitioners (e.g., Climate Outreach, Greener-UK, China Centre for Climate Change Communication), policy-makers (e.g., Welsh Government) and companies (e.g., Anglian Water) to develop and test new ways of engaging with the public, governments and businesses in the UK and internationally. We will enhance citizens', organisations' and societal leaders' capacity to tackle climate change through various mechanisms, including secondments, citizens' panels, small-scale project funding, seminars, training, workshops, papers, blog posts and an interactive website. We will also experiment with transformations within academia itself, by trialling sustainable working practices (e.g., online workshops), being 'reflexive' (studying our own behaviour and its impacts on others), and making our outputs and data publically available.

Planned Impact

C3T has co-design and co-delivery at its core to ensure profound and wide-reaching impact. The Centre will engage with a range of relevant users from the private, public and third sectors, international bodies as well as citizens and communities. By working across scales, including rapidly developing countries whose emission trajectories are not yet fixed, the potential for impact on carbon outcomes will be maximised. Beneficiaries include individuals and organisations for whom climate change is already a key concern, and also for whom it is not yet significant but will become so as new policies are adopted. Indeed, a key focus for the Centre is on whether wider society can be engaged in climate change action through exploiting co-benefits (e.g., health, poverty alleviation). There are four non-academic groups of beneficiaries:

1. International and UK government departments (e.g. BEIS, Defra, DoH, DfT), devolved Welsh and Scottish administrations and local authorities (e.g. Manchester/Cardiff Councils) responsible for meeting climate change targets and SDGs via policies and engagement, especially those working on the challenging areas of consumption, diet, mobility and comfort. The UK Committee on Climate Change is another key stakeholder, responsible for providing analysis to guide policy-making. These actors will benefit from C3T's insights into how to achieve low-carbon, sustainable transformation through effective policies and interventions.
2. Third-sector organisations whose goals include addressing climate change in the challenging areas of consumption, diet, mobility and comfort (e.g. Greener-UK, WRAP). They will benefit from C3T findings on effective communication and intervention design to engage diverse societal groups.
3. Private-sector organisations (e.g. Anglian Water, Wates Group) who require decision-support tools and analysis to respond to climate change, where possible realising co-benefits (e.g., reducing energy consumption, developing markets for new services). C3T will directly test mechanisms for engaging employees, customers and stakeholders to reduce emissions and maximise economic and other co-benefits.
4. Communities and publics in the UK and beyond will benefit by being given new opportunities to share their values and visions for the future to achieve beneficial lifestyle changes and policies to reduce emissions.

C3T will deliver impact through ten pathways, further detailed in the Pathways to Impact document:
1. Practical interventions will draw on public engagement work and be co-produced with communities and organisations across sectors and scales.
2. Two-way secondments between the Centre and private, public and third-sector organisations will allow for knowledge exchange and co-production, and experience in transformative change.
3. Competitive seedcorn funding will allow stakeholders and Centre staff to work together to trial transformative initiatives in collaboration, enabling stakeholder capacity building and fostering innovation.
4. Accessible and tailored policy briefings will be produced for a range of stakeholder audiences, timed to coincide with key policy events such as the release of the next IPCC Assessment Report and the annual UNFCCC meetings.
5. C3T staff will feed Centre findings into policy decision-making through their advisory roles and responses to policy consultations.
6. Policy dissemination events will be convened in the UK, China and Brazil, and online, to help shape effective climate change policy-making at national and city levels.
7. Impact-oriented stakeholder workshops will be delivered on consumption, diet, mobility , comfort, and two cross-cutting themes.
8. Citizens' panels will be established to provide iterative critical feedback and reflection.
9. An interactive website will contain a data portal hosting Centre outputs in an accessible way.
10. A high-level, cross-sectoral Advisory Board will ensure two-way engagement and knowledge exchange.

Description We have conducted several public surveys tracking public response to the climate emergency, support for climate policies, and how COVID-19 has impacted climate change attitudes and low-carbon behaviours. This work shows growing public concern about climate change and support for ambitious climate policies, and adoption of various low-carbon (travel, food, leisure, consumption) behaviours during COVID-19 restrictions.

We have designed and evaluated several climate change citizens' assemblies, and identified how their design might be improved to support societal transformation on climate change.

We have identified, through novel systematic reviews, the drivers of and barriers to societal transformation. These include, for example, the key role of government/policy, but also of economic and wider societal factors.

We have also quantified the contribution of lifestyle changes to achieving a 1.5-degree future through downscaling global climate assessment models; and identified challenges and opportunities for organisations taking action on climate change (see Narrative Impact).
Exploitation Route Findings are being used in our ongoing research, but will also support decision-makers in policy, industry and civic society to develop ambitious net zero proposals and interventions.

Description Our findings are being used by various stakeholder groups. First, we are engaging with local authorities and have developed a climate co-benefits assessment tool and associated training, which is being used to advance Greater Manchester Combined Authority's climate change work. Our work with Cornwall Council to reduce the Council's carbon emissions includes co-creation of a Council climate change engagement strategy. Ongoing work with Bath, Bristol, and Cardiff Councils is focusing on citizen engagement and low-carbon behaviour change. Second, we are designing, delivering, and evaluating a range of emission reduction behaviour change interventions with companies such as Northumbrian Water, Anglian Water, and Greener Beans, and with communities through our partnership with Possible. For example, we helped design and evaluate Possible's 'Stride & Ride' active travel campaign. Third, our work on public engagement with and policy support for net zero includes design and evaluation of citizens assemblies, deliberative workshops, representative surveys, and creation of an interactive Data Portal, which are helping inform climate change policy and practice. For example, we are shaping Scottish Government's car reduction policy through development of a public communication toolkit. We are also contributing to UK, devolved, and local government policy through high level advisory roles (e.g., DfT, Defra, BEIS, NRW, CCAG), policy secondments (e.g. House of Lords, BEIS, Welsh Government, POST), and responses to government inquiries. We had a strong presence at COP26, organising several Green and Blue Zone events, and have seen our briefing papers widely cited and our media coverage continue to grow.

Impact Our article in the British Medical Journal argues we need health warnings on fuel pumps, energy bills and airline tickets because of the air quality and climate change impacts of fossil fuels. This recommendation has now been taken up by leaders in Cambridge, Massachusetts, who have just passed a law requiring that any fossil fuel pumps carry 'a clear warning label explaining that burning gasoline, diesel and ethanol has major consequences on human health and on the environment, including contributing to climate change.' Welsh Government is also considering this.

Title Co-production of an assessment toolkit for designing and prioritising city level climate actions 
Description Local authorities are a key site for decision making on transitions to a low carbon society, and particularly given the increasing number climate emergency declarations, many are targeting rapid decarbonisation in their own operations and across their communities. The aim of this project is to work closely with the Greater Manchester Combined Authority (GMCA) to co-design a toolkit for evaluating the climate change mitigation and co-benefits potential of proposed authority led projects. The ability to adequately evaluate project proposals at the Executive Committee deliberation stage is identified by GMCA as a key barrier to delivery of their transformative Environment Plan. The toolkit will be co-designed with users and support both the design stage of proposed projects to enhance carbon reduction and co-benefits and give decision-makers a consistent way of comparing and evaluating projects. This project will compliment (though is not contingent upon) a PCAN fund proposal (currently shortlisted) on linking together project evaluation practices with authorities throughout the UK. Where the compatibility with proposed PCAN work can further leverage this work, this is indicated in the proposal.

Whilst the final content of the toolkit will be shaped through stakeholder collaboration, we anticipate it will consist of a step by step guide, a simple form linked to an excel sheet to estimate potential carbon impacts, and a short video tutorial. The carbon element (which is the focus of this proposal) will ultimately sit within a wider package of toolkit elements that support embedding co-benefits in project design and evaluation (an output from the CAST cities project 3.4). Projects proposed as part of delivering the Greater Manchester Environment Plan will be our case study, but the toolkit will have general applicability to support better consideration of carbon impacts at key stages of local authority executive decision making. The toolkit will be co-developed with the Research & Evaluation and Sustainability teams in GMCA and CAST researchers (Carly McLachlan and Angela Mae Minas). The trial with a wider representation of GMCA officers outside the Sustainability team will allow us to refine the toolkit for wider usage. The target user for this output is LA officers working across all briefs to ensure that carbon impact and co-benefits are considered across all areas of local authority decision-making. CAST working paper and blog on next steps for improving the evaluation of carbon and co-benefits in Local Authorities. The applicant will be the lead author of these outputs with CAST researchers and GMCA co-authors to further build collaboration. Workshop with local authority practitioners. Subject to complimentary PCAN funding will we extend the impact of this further through workshops with LA practitioners across the UK to iterate toolkit for wider application in different local authority settings, following an approach used to develop a carbon budget setting toolkit for local authorities - (www.carbonbudget.manchester.ac.uk). This will be led by the applicant with support from CAST researchers experienced in stakeholder engagement.

Description This proposal is for the development of a stakeholder toolkit to support effective climate change communication and public engagement in the context of covid-19. There is a significant appetite amongst UK stakeholders (policy, civil society and campaigns) for evidence-based engagement tools and resources at this unprecedented moment, and a need (flagged by the CASt Advisory Board) to ensure that CAST effectively pivots its work towards an understanding of the covid/climate interface across its Themes.

Impact When: The results and toolkit will be ready for dissemination by the end of 2020, to support climate communications in the lead up to COP26 in November 2021. A knowledge exchange online workshop (webinar) will be held in November/December 2020. The academic paper will be published in summer 2021. How: Results from a rapid updating of the evidence base will be disseminated through a toolkit and one webinar to key influencers and communicators. The connections and profile of both Climate Outreach and CAST staff will ensure reach and visibility. There is a high demand for evidence based guidance on climate communication (a Climate Outreach webinars detailing what the existing evidence base can tell us about communicating climate change engaged over 1000 participants). For whom: Climate communicators and decision makers from national and devolved governments (e.g BEIS, the Cabinet Office, Scottish Government, Welsh Government), third sector organisations (WWF, Extinction Rebellion, Greenpeace, Climate Coalition) and institutional stakeholders (E3G, UN, ECF, as well as a range of foundations). Results and Impact COP26 - 11 delegates from CAST attended COP26 with the aim of building awareness about the importance of public engagement on climate change and lifestyle change. We hosted three events, reaching nearly 10,000 people in person and online. These included one of the first events of the conference Catalysing our Net Zero Future: working with people to take action on climate change | #COP26 - YouTube (watch from 28 minutes). The event looked at the ways citizens must be engaged and have access to information that can support them to take action in order to effectively and fairly tackle climate change. Another of our events, Tackling climate change needs civil society: insights on public engagement for climate action - YouTube, saw a discussion on how governments and citizens can co-create movements for transformative change, considering how citizens and other stakeholders can contribute to decision-making and drive change in their communities.

Following the conference we shared our thoughts on the place of people and public engagement at COP26 and our reflections on what the international negotiations mean for our work.

Results and Impact Two weeks prior to the general election, students from Cardiff Extinction Rebellion organised a hustings. Candidates from Labour, Lib Dems, Greens and Plaid Cymru and a student from the Conservative society spoke about their party's commitments on climate change and the environment. A panel of six academic staff then gave their appraisal of the party's manifestos, followed by Q&A from the audience. Issues discussed included the scale of ambition of policy proposals, the extent to which parties recognised the need for transformative approaches, and the role for public participation in future changes.

Climate Debate event in Germany organised by Mehr Demokratie e.V..
In total, according to the organisers, 600 people viewed the debate online. Main points I made during my position talk and during the debate were:
Climate change is a complex topic and we have to include both facts and human stories when we are discussing questions about how we want to live as a society in a low-carbon future
Climate change is a topic that is relevant for everyone; hence we need a conversation about climate change that is diverse and reflects all voices
For a successful debate we need to have a deep understanding of public values and attitudes that influence the debate and, in the case of a citizens' assembly, the outcome of the CA
A lot of these points mirror the points we are making in the CA UK report, that Stuart, Catherine, and a few others are currently working on.
Attendees of the debate were mostly the general public. Other panel members were a former green party politician who wrote a handbook on climate change in Germany and an activist who works on democracy and climate change. The debate was streamed live on YouTube and can be accessed here: https://www.youtube.com/watch?v=6SlDz74hJRQ
Impact: People requesting the Citizens Assembly report, which may have influenced how the CA in Germany was organised.

The co-benefits framing resonated with attendees, evidenced by the questions and discussion which arose. Results and Impact The Centre took part in a theatre production called ZOH created by Enlightenment Café, a theatre company that 'combines the beauty of science with the power of performance.'

The show used the UN's Millennium Ecosystem Assessment and the Independent Futures Forum's World Game, providing audiences with a glimpse into the lives of climate witnesses in 2019 and 2050. In the second half of the production, the future of humanity was placed in the hands of the audience as they joined a team responsible for one of twelve research topics such as habitat, governance, water, and trade. Each team was supported by an expert, with Dr Stuart Capstick leading the climate team and organisations including Greenpeace, UCL, Buglife, and the Francis Crick Institute leading other research groups.

The performance took place twice; once for GCSE students and once for a general public audience.
