Abstract
The Centre for Climate Change Transformations (C3T) will be a global hub for understanding the profound changes required to address climate change. At its core, is a fundamental question of enormous social significance: how can we as a society live differently - and better - in ways that meet the urgent need for rapid and far-reaching emission reductions?
While there is now strong international momentum on action to tackle climate change, it is clear that critical targets (such as keeping global temperature rise to well within 2 degrees Celsius relative to pre-industrial levels) will be missed without fundamental transformations across all parts of society. C3T's aim is to advance society's understanding of how to transform lifestyles, organisations and social structures in order to achieve a low-carbon future, which is genuinely sustainable over the long-term.
Our Centre will focus on people as agents of transformation in four challenging areas of everyday life that impact directly on climate change but have proven stubbornly resistant to change: consumption of goods and physical products, food and diet, travel, and heating/cooling. We will work across multiple scales (individual, community, organisational, national and global) to identify and experiment with various routes to achieving lasting change in these challenging areas. In particular, we will test how far focussing on 'co-benefits' will accelerate the pace of change. Co-benefits are outcomes of value to individuals and society, over and above the benefits from reducing greenhouse gas emissions. These may include improved health and wellbeing, reduced waste, better air quality, greater social equality, security, and affordability, as well as increased ability to adapt and respond to future climate change. For example, low-carbon travel choices (such as cycling and car sharing) may bring health, social and financial benefits that are important for motivating behaviour and policy change. Likewise, aligning environmental and social with economic objectives is vital for behaviour and organisational change within businesses.
Our Research Themes recognise that transformative change requires: inspiring yet workable visions of the future (Theme 1); learning lessons from past and current societal shifts (Theme 2); experimenting with different models of social change (Theme 3); together with deep and sustained engagement with communities, business and governments, and a research culture that reflects our aims and promotes action (Theme 4).
Our Centre integrates academic knowledge from disciplines across the social and physical sciences with practical insights to generate widespread impact. Our team includes world-leading researchers with expertise in climate change behaviour, choices and governance. We will use a range of theories and research methods to fill key gaps in our understanding of transformation at different spatial and social scales, and show how to target interventions to impactful actions, groups and moments in time.
We will partner with practitioners (e.g., Climate Outreach, Greener-UK, China Centre for Climate Change Communication), policy-makers (e.g., Welsh Government) and companies (e.g., Anglian Water) to develop and test new ways of engaging with the public, governments and businesses in the UK and internationally. We will enhance citizens', organisations' and societal leaders' capacity to tackle climate change through various mechanisms, including secondments, citizens' panels, small-scale project funding, seminars, training, workshops, papers, blog posts and an interactive website. We will also experiment with transformations within academia itself, by trialling sustainable working practices (e.g., online workshops), being 'reflexive' (studying our own behaviour and its impacts on others), and making our outputs and data publically available.

Planned Impact
C3T has co-design and co-delivery at its core to ensure profound and wide-reaching impact. The Centre will engage with a range of relevant users from the private, public and third sectors, international bodies as well as citizens and communities. By working across scales, including rapidly developing countries whose emission trajectories are not yet fixed, the potential for impact on carbon outcomes will be maximised. Beneficiaries include individuals and organisations for whom climate change is already a key concern, and also for whom it is not yet significant but will become so as new policies are adopted. Indeed, a key focus for the Centre is on whether wider society can be engaged in climate change action through exploiting co-benefits (e.g., health, poverty alleviation). There are four non-academic groups of beneficiaries:
1. International and UK government departments (e.g. BEIS, Defra, DoH, DfT), devolved Welsh and Scottish administrations and local authorities (e.g. Manchester/Cardiff Councils) responsible for meeting climate change targets and SDGs via policies and engagement, especially those working on the challenging areas of consumption, diet, mobility and comfort. The UK Committee on Climate Change is another key stakeholder, responsible for providing analysis to guide policy-making. These actors will benefit from C3T's insights into how to achieve low-carbon, sustainable transformation through effective policies and interventions.
2. Third-sector organisations whose goals include addressing climate change in the challenging areas of consumption, diet, mobility and comfort (e.g. Greener-UK, WRAP). They will benefit from C3T findings on effective communication and intervention design to engage diverse societal groups.
3. Private-sector organisations (e.g. Anglian Water, Wates Group) who require decision-support tools and analysis to respond to climate change, where possible realising co-benefits (e.g., reducing energy consumption, developing markets for new services). C3T will directly test mechanisms for engaging employees, customers and stakeholders to reduce emissions and maximise economic and other co-benefits.
4. Communities and publics in the UK and beyond will benefit by being given new opportunities to share their values and visions for the future to achieve beneficial lifestyle changes and policies to reduce emissions.
C3T will deliver impact through ten pathways, further detailed in the Pathways to Impact document:
1. Practical interventions will draw on public engagement work and be co-produced with communities and organisations across sectors and scales.

9. An interactive website will contain a data portal hosting Centre outputs in an accessible way.

| Description | Key insights from the first five years of CAST include: - People have multiple roles to play, across scales, in accelerating climate action. Transformative change can only be achieved if undertaken with the support and involvement of the people that will be affected by this change. Policy and media discourse on climate solutions tends to frame people as merely 'consumers'. But people have various roles to play in accelerating climate action (e.g., as consumers, citizens, professionals, parents, community members, policy-makers), changing both lifestyles and wider societal structures. - There is conditional public support for decisive action on climate change. Public support for climate action is more likely when it is fair, achieves co-benefits, retains freedom of choice, and has sustained government support. An absence of leadership and discourses of delay can promote climate inaction and undermine public belief that low-carbon futures are possible. - Transformative change should embrace diverse perspectives and act on systemic barriers. Transformative change requires bringing together different groups, and designing measures that remove diverse barriers to action. Effective interventions make climate action easier, more affordable, and more normal for people - and are timed to key decision points and when routines are disrupted. |

| Description | Our findings have supported various stakeholder groups and delivered impact across scales. First, we engaged with local authorities and developed a climate co-benefits assessment tool and associated training. This is being used by the Greater Manchester Combined Authority, Greater London Authority and Welsh local authorities. Our work with Cornwall Council to reduce the Council's carbon emissions included co-creation of a Council climate change engagement strategy and travel behaviour change intervention. Second, we have engaged with a range of organisations to test out social and behavioural interventions to deliver the societal change needed to reach net zero. This included a collaboration with Julie's Bicycle to decarbonise live music events, working with community groups in Manchester advocating for sustainable travel, evaluating the impact of Possible's 'climate perks' workplace scheme, exploring the impact of a novel community-supported agriculture scheme in Wales, and working with Anglian Water to deliver a behaviour change intervention to reduce water use amongst households. We also collaborate with Ipsos as part of our climate engagement partnership, co-authoring reports on Net Zero Living. Third, our work on public engagement with and policy support for net zero included design and evaluation of citizens assemblies, deliberative workshops, representative surveys, and creation of an interactive Data Portal, which have informed climate change policy and practice. We have helped to shape the Scottish Government's car reduction policy through development of a public communication toolkit, and provided advice and support to Scottish, Welsh and Northern Irish devolved administrations on public engagement with climate change. We provide advice and ongoing engagement across a range of UK devolved, and local government policy forums. This includes high level advisory roles (e.g., No 10, DfT, Defra, DESNZ, NRW, SG, WG, GO-Science, CCC), policy secondments and responses to government inquiries and consultations. CAST has also delivered masterclasses on behaviour change for net zero to civil servants, policy-makers, and public-sector operational staff at UK, devolved and local levels. We engage with media at both a strategic level (through consultancy to UK broadcasters on embedding climate in creative content) and routinely via media interviews and active social media presence. We contributed significantly to the House of Lords Environment and Climate Change Committee (2022) inquiry "Mobilising action on climate change and environment: behaviour change"; the Independent Review of Net Zero (led by Rt Hon Chris Skidmore MP), and the Climate Change Committee's sixth and seventh carbon budget advice to government. Our recommendation for a UK public engagement strategy on climate change is being taken up by the UK government. |

Claire's contribution highlighted the connections between climate, energy, housing and water policy, calling for more ambitious and imaginative approaches to address not only water efficiency, but also water use in homes. This talk occurs as the UK government consult on changes to building regulations, planning policy and water quality standards designed to reduce water demand for public water supplies across England and Wales. She flagged gaps in the skills, values and business models as well regulatory changes needed to enable water reuse. And reminded attendees that the water sector has been successfully driving water efficiency for a long time, but the gains have slowed as societal trends like hyper-cleanliness, personal grooming and luxury bathrooms are driving demand up, even as the efficiency of fixtures and fittings efficiency improves. Achieving the pace and scale of change needed will require not only a pace change in the delivery of water efficiency, but also a vast extension of the scope of activity to reduce demand |

| Results and Impact | The Committee on Climate Change predicts that the demand for water in England will exceed supply by between 1.1 and 3.1 bn litres per day by the 2050s. New sustainable housing designs will need to incorporate water-saving measures such as low-flush plumbing and water recycling. Reuse of greywater and even the treatment of wastewater in reed beds or other natural filtration systems could also be recommended as a water saving measure. The Government commissioned a public consultation to make water efficiency labelling mandatory by 2025, with the aim to echo energy efficiency labels, with a category rating from A to F on household goods. The majority of respondents (74%) agreed that the proposal will help to reduce water consumption by 2038. However, there continues to be uncertainty around the accuracy of EPC ratings which could affect this proposal. As consumers and industry strive to increase the energy efficiency of their homes what can the Government do to support this transition? And reminded attendees that the water sector has been successfully driving water efficiency for a long time, but the gains have slowed as societal trends like hyper-cleanliness, personal grooming and luxury bathrooms are driving demand up, even as the efficiency of fixtures and fittings efficiency improves. Achieving the pace and scale of change needed will require not only a pace change in the delivery of water efficiency, but also a vast extension of the scope of activity to reduce demand. |

| Results and Impact | The Role of Behavioural Change and Communication in Tackling Climate Change This free 2-hour webinar focused on behavioural change and communication and the crucial role they play in tackling climate change. Lorraine Whitmarsh, Professor of Environmental Psychology and Director of the Centre for Climate Change and Social Transformations, explained the importance of behavioural change in reducing greenhouse gas emissions, explore the barriers that exist for changing behaviours and how we can overcome these. Saffron O'Neill, Professor in Climate & Society at the University of Exeter, then covered the complexities and challenges of communicating climate change effectively, some barriers that hinder understanding/action, how we can effectively communicate climate change and the role of digital communication. Helen Roberts, Socio-Meteorologist at the Met Office chaired the event. Each talk lasted approximately 45 minutes, followed by 10-15 minutes for questions and discussion with the expert. |
