Abstract

What can prosperity possibly mean on a finite planet? Conventional models assume that being better off means a continual expansion of material wants and needs. That vision has defined the last one hundred and fifty years of human progress. But it has also led to unsustainable impacts on the earth's biosphere: climate change, the loss of biodiversity, the degradation of soils, rivers and oceans. Further development is clearly essential in the poorest countries in the world, where basic needs still go unmet. But the idea that prosperity can only be achieved through continued expansion, even in the richest countries, is no longer credible. As the damage becomes more and more obvious, it is clear that we need a better vision for a fairer, more inclusive, more sustainable prosperity. That is the challenge that the Centre for the Understanding of Sustainable Prosperity (CUSP) was set up in January 2016 to address.

During our first five years, we have explored how living within limits can offer people better and more fulfilling lives. But we have also discovered that the potential for this to happen depends crucially on how society is organised. We have examined the implications of these findings for households, for business, and for government and we have worked closely with each of these sectors to understand their needs. We have developed our ideas in the form of academic papers and reports for government and we have also reached out to wider audiences through photographic exhibitions, essay writing competitions and professional theatre productions. Our Nature of Prosperity dialogue, hosted by the former Archbishop of Canterbury Dr Rowan Williams, has involved hundreds of people in rigorous debates about key challenges of our time. Our website and social media platforms reach over 150,000 people every month across more than 150 countries.

As our first phase of funding comes to an end, this proposal sets out an ambitious and exciting programme of work for our next four years. During this 'transition phase', we want to pursue our ground-breaking research further and maximise our societal impact by delivering six related work-streams.

Three of these work-streams will expand our pioneering research portfolio. We will delve more deeply into the social and psychological dimensions of living within limits: we will explore how changes in our business models can facilitate this shift; and we will examine what these changes mean for the economy at the national and international level. What is that people need in order to achieve their full potential in the most sustainable way? How can we meet the investment needs of green start-up companies and social enterprises? What is the best way to organise work, finance and the provision of welfare in this new, sustainable, wellbeing economy? These are some of the research questions that we will address.

At the same time, we want to consolidate the economic and social impacts that flow from our research. Three further work-streams will help us to communicate our findings to a wider audience and engage them actively in these vital debates. We will continue our vital work with policy-makers and parliamentarians, offering them radical and pragmatic proposals for achieving sustainable prosperity. We will develop new partnerships with the arts, working closely with a theatrical production company, for example, to experiment with different ways in which creativity can help us find a path towards sustainable prosperity. Finally, we will expand our highly effective communications strategy to reach even wider and more diverse audiences, through our events, our publications, our website, our popular and vibrant blog series, and our social media platforms.

By January 2025, CUSP will either have moved on to another fully-funded phase of research or else consolidated its research outputs, established its legacy, and safely archived its outputs for the benefit of future generations.

Planned Impact

The challenge of achieving sustainable and equitable forms of prosperity has enormous economic, social and political significance. Faced with imminent climate and biodiversity crises, persistent inequalities, rising social and political unrest, financial insecurities associated with secular stagnation and lingering uncertainties in global markets, there is an urgent need for creative, open dialogue to inform society's visions for social progress. Research cannot be conceived in isolation from this challenge but must interact closely with it to promote a deeper understanding of the issues and to deliver viable proposals for change.

Our stakeholders include businesses, social enterprises, central and local government, policy-makers, NGOs, religious and ethnic groups and the media. Our existing close links with these sectors informs our work programme for the transition phase of CUSP which aims to bring both our legacy work and our new research to as wide an audience as possible.
In particular our work programme will deliver:

Impacts on and benefits to non-academic partners: via engagement with the Aldersgate Group, Artsadmin, kultur.work (WPs 4 to 6) as coinvestigators in the Centre and through the opportunities provided by CUSP Fellowships and the Nature of Prosperity dialogue, which all offer roles as co-producers of research issues and intermediaries between research, policy and practice.

Impact on enterprise and social enterprise: through the development of briefings, the taking of advisory positions, the establishment of dissemination events and the co-production of projects on new business models, on social investment and on business ethics.

Impact in the financial sector: via our numerous links to financial institutions such as the Institute and Faculty of Actuaries, the Bank of England, the Green Finance Institute, the EU High-Level Group on Sustainable Finance and the UNEP Finance Initiative.

Impact on governance and policy: through our role as secretariat for the APPG on the Limits to Growth and through our existing strong links (WP 4) with government departments (DECC, Defra, Cabinet Office, DCMS and BEIS), with devolved administrations local authorities and government think-tanks, and with intergovernmental agencies (EESC, UNEP, UN DESA, UN CSD).

Impact on international debates and overseas institutions: via our online communications strategy, through the direct involvement of international collaborators and through the continuation of our international Nature of Prosperity dialogue.

Impact on regional debates within the UK: we will continue to locate our public events across the country and to engage actively in the devolved regions.

Impact on civil society: through participation in our high-profile Nature of Prosperity dialogue; through the release of accessible, public-facing online and print briefings; and through our media strategy (WP 6). We will maintain and further develop a range of online resources to allow interested users to engage directly with our macroeconomic research (WP 3).

Impacts in the media: via extensive new and existing media connections brought to the project by our senior academic and non-academic partners. We will benefit from numerous existing connections with specific cultural sector organisations, media outlets and charitable trusts, including the BBC, the Guardian and SFCT and aim to develop more through our collaboration with Artsadmin (WP 5).
 
Description The early stages of this grant have focused on financial and monetary policy in the transition to net zero, on emission pathways to net zero, on psychological flow and on the financialisation of social care. Our work on the latter was reported by BBC's Panorama Programme in December 2021.
Exploitation Route We are exploring future research funding with the Laudes Foundation. Numerous civil society organisations, businesses, government departments and intergovernmental organisations have used or cited our work.

Description The work has contributed to UK policy through our role as Secretariat of the All Party Parliamentary Group on Limits to Growth. We held three parliamentary seminars and contributed inputs to the Health and Care legislation passing through Parliament. We also contributed to the Environmental Audit Committee on reconciling economic progress and environmental sustainability. We continue to work with Government Departments through the Aldersgate Group and contributed to numerous activities during COP 26 in Glasgow in November. Our work is often cited in media publications and we have given numerous keynote lectures, podcast interviews and media appearances.

Results and Impact During this half-day workshop event, we explored the implications of degrowth for organisations and their role in manoeuvring change processes, how to organise for a postgrowth economy and society, and the emerging scholarship in the field.

Bringing together practitioners and academics, we aimed to co-create an improved understanding of the role of post growth and degrowth for business and society, what it means for organisations, and what the challenges are for welfare provision. We will also explore how organisations can contribute to the functioning of society, independent of economic growth.

We had 191 participants spanning 17 countries: Austria, Brazil, Canada, Denmark, Finland, France, Germany, Hungary, India, the Netherlands, Norway, Poland, South Africa, Spain, Sweden, the UK, and the USA.

The feedback was overwhelmingly positive. Participants expressed appreciation for the scholarly contributions, insights from companies, delectable fika, and impeccable support from both the IIIEE and LU Conference.

Results and Impact Many today realise that neoliberal capitalism has become a disaster. Some believe the only realistic alternative is social democratic capitalism. Others believe market socialism is possible, and even better. While others believe that democratic socialist planning is both possible and what is needed if humans are to survive and thrive during the 21st century.

There is now an active debate among those in this 'third camp' over how democratic socialist planning might be organised and operate. The model that has come to be known as 'a participatory economy' is one answer to this question. It is a concrete proposal for how to organize and coordinate annual participatory planning, investment planning, and several kinds of long-run development planning in ways that are fair, efficient, and environmentally sustainable.

In this talk, Robin Hahnel will highlight its main features, and also point out how it differs from others' proposals for how to organise democratic economic planning.

Results and Impact On 15-17 May 2023, scientists, politicians, and policymakers are gathering in Brussels for the second EU Post-Growth Conference. This three-days major event is a cross-party initiative of 20 Members of the European Parliament, supported by a wide-range of partner organisations, which follows the success of the Post-Growth 2018 conference. A landmark opportunity for discussion across institutional boundaries and with European citizens, the conference involves stakeholders from EU and national policymaking, academia, social partners and civil society organisations. Set out to challenge conventional policy-making in the European Union, the aim of the multi-stakeholder symposium is to redefine societal goals across the board, in order to move away from GDP growth as the main political goal-as the basis of our development model. The conference is putting into practice the idea of a post-growth future-fit EU that combines social wellbeing and viable economic development with the respect of planetary boundaries. Participants include the heads of the European Commission, Council and Parliament. CUSP director Prof Tim Jackson, a co-developer of the conference, is amongst the expert speakers joining the discussions.

Results and Impact The Green Technical Advisory Group (GTAG) has published its final advisory paper for the UK Government on the 'institutional home' of the UK Green Taxonomy. Alongside this, GTAG has published a Final Statement from the Chair marking the end of its official remit and work. The Aldersgate Group has been a member of GTAG since it was established by HMT in June 2021 and has contributed to 16 advice papers (summarised into our nine published papers), 10 full-day ~quarterly plenary meetings, working group and market testing meetings. We look forward to responding to the UK Government's consultation on the UK Green Taxonomy, expected later this year.

He has a particular interest in sustainable and transformative consumption and in questions of de- and post-growth. Furthermore, Patrick conducts research in the fields of degrowth and post-growth, sustainable finance ecosystems in Brazil, ethical entrepreneurship, sustainable food systems, the Circular Economy and self-transcendent experiences.

Results and Impact PERC/CUSP Seminar with Milena Buchs - The postgrowth perspective argues it is unlikely that the current climate and ecological emergencies can be tackled effectively without a transformation towards a postgrowth economy. The establishment of postgrowth economies would require fundamental changes, for instance of the capitalist economic system and associated policies, social practices and mentalities. However, how such a transformation can be accomplished remains unclear. This talk will discuss the strategies and challenges associated with such fundamental transformation.

First, this talk will review the strategies for change that the postgrowth movement and literature are advocating. Erik Olin Wright's framework of symbiotic, interstitial and ruptural change is often referred to in these debates. The analysis of advocated strategies raises important questions regarding the roles of different actors such as the state, businesses and civil society in postgrowth transformation, and it demonstrates that further engagement with concepts such as power and hegemony are required.

Second, this talk will analyse main drivers and barriers to postgrowth transformation experienced by some emerging 'postgrowth initiatives' in the global north, including wellbeing economy governments and doughnut economics initiatives. This analysis will build on previous and ongoing empirical research, including in our Horizon Europe project "Towards an economy for sustainable wellbeing". This talk will close by summarising key open questions for ongoing postgrowth research, strategy and practice.

Results and Impact With support from CUSP, the Season for Change festival continues with its programme this autumn as artists and partners creatively engage with the life-changing impact of climate breakdown in communities across the UK, building up to the UN's climate negotiations (COP26) hosted by the UK in November 2021.

Season for Change showcases the creativity and leadership of the UK's cultural sector on the most important issue of our time-the climate crisis-through artistic commissions and an open programme where all artists and arts organisations are invited to host events, artworks and actions across the UK to declare their commitment to the environment and inspire urgent and inclusive action on climate change.

Season for Change aims to mobilise creatives and cultural organisations to put climate action at the heart of their practice and programming, and platform voices that are historically excluded from the climate conversation.

Sufficiency lifestyles are defined as creating the social, infrastructural, and regulatory conditions

reduced and at the same time to societal well-being is increased.

The event will be co-hosted by Malaika Cunningham, CUSP Practice Researcher at Artsadmin, whose work explores participatory performance & democracy, and artist Jennie Moran, as part of her residency Say Yes To Who or What Turns Up, which explores themes of hospitality and reciprocity in the Artsadmin Canteen. The potluck will bring together their overlapping interest in the role of food and performance in creating commonly owned spaces. This is the latest in a series of potlucks Malaika has been hosting with Artsadmin.

About the event
Harking back to old North American traditions of the potluck each guest will suggest an ingredient to add to 'the pot', rather than bringing a dish each. We will come from a range of different perspectives and disciplines, each with an interest in the themes of food, rest and slowness. So, alongside a meal, we will also share ideas, perhaps some of our work, games and experiences.

Results and Impact The photographs in this exhibition have been created by youth from seven cities around the world: Christchurch (New Zealand), Dhaka (Bangladesh), London (United Kingdom), New Delhi (India), Sao Paulo (Brazil), Yokohama (Japan), and Makhanda (South Africa).

CYCLES is about listening to young people around the world talking about their everyday lives, including what they like about where they live, and what they might like to change. The research project under the direction of Bronwyn Hayward and Kate Burningham is exploring challenges and possibilities for young people to live flourishing urban lives in sustainable ways.

The exhibition also includes two short films, directed by Amanda Blue: Postcards to Makhanda and Postcards to Christchurch will be shown as part of the Walkabouts.

Having first showed in London, UK and in Christchurch, New Zealand, the exhibition has now been brought to Makhanda. Amazwi, the South African Museum of Literature, where the exhibition is on display, has drawn on its extensive collections to curate a selection of South African literature that roots this iteration of 'cycles' in the lives of the South African youth.

Results and Impact The event will explore diverse education and learning environments and the role that adult leadership plays in these contexts. Topics explored will include nature experiences for young people and how these might-or should-differ from the experiences of younger children, how the characteristics of green space might impact young people's experience (i.e. urban, wild or community gardens for example), and how teaching practice can engage and motivate young people in environmental action.

Following an overview of the Environmental Citizenship project based at the University of Surrey, attendees will be encouraged to think about and discuss the significance of green spaces and the potential for improving connections with nature, as well as the difficulties faced in providing high quality environmental learning for young people. The event will include guest speakers, video clips and a hands-on creative activity to inspire discussion. The aim of the session is to bring different perspectives together and to connect attendees to a wider network of people interested in environmental understanding for young people.
