Carrying the work burden of the Covid-19 pandemic: working class women in the UK

Abstract

Working class women are carrying the burden of the extra physical and emotional labour being generated by the COVID-19 pandemic. These women care for children, sick and frail elderly, clean buildings, cook and serve food, administer institutions and staff shops, while retaining major responsibility for domestic work and caring at home. The Women's Budget Group (WBG) highlighted that 2.5 million of the 3.2 million workers employed in the highest risk roles during the pandemic are women, many in low-paid roles. There is little detailed attention to their experiences and needs and how to urgently support them in their essential work.

The pandemic has created job loss, work instability, financial hardship and great insecurity. Working class women are heavily impacted (WBG 2020; Fawcett Society 2020). There has been time squeeze and work intensification for some, a desperate search for new jobs for others, alongside more unpaid care with school and nursery closures. What is not yet known is how working class women are responding in real time to the various, and as yet potentially unknown, pressures imposed by the virus. If they are unable to manage the existing and additional pressures placed upon them, workplaces, child and elder care will all be severely affected.

The project is in collaboration with the WBG, the leading independent organisation that deals with the impact of policy on women's lives.

We will analyse data from the ESRC's flagship 'UK Household Longitudinal Study', including vital new information being gathered on the impact of COVID-19. This will be a large nationally-representative study as the pandemic effects roll out over the next year.

This project will deliver a significant contribution to the understanding of, and response to, the pandemic. It will rapidly fill an urgent need by identifying and responding to difficulties experienced by working class women in real time. With WBG, it will start to disseminate early findings and urgent policy solutions to employers, unions, government, key charities and lobby groups within two months of starting. This is crucial if working class women are to continue to carry the additional strain of increased work and home demands during the pandemic.
 
Description 1. Significant new knowledge was generated.
The project's major achievement was new knowledge: it showed the ways in which the COVID-19 pandemic changed the way we work. It showed the deep problems facing many of the working population in the UK but also how the pandemic impacted in starkly different ways on different social groups. We focused in particular on the experiences of working class women: how they fared compared with middle class women and with men overall. Our outputs looked at: patterns of employment and mental health; housework and child-care. On employment and mental health: the first national lockdown brought a big increase in the numbers of people who were still employed but doing no work at all in their jobs. Working class women and men were more likely to be furloughed than workers in middle class jobs. Keyworking was highest among working class women. Very few working class women could work from home. More women than men, and slightly more working class than middle class women, were experiencing psychological distress. On housework and child-care: Employed women were doing much more housework, more childcare and more home-schooling than men during the pandemic. Women's share of housework and child-care grew after the pandemic hit. Mothers were far more likely than fathers to have main responsibility for childcare and home-schooling. Working class women did the least childcare and home-schooling hours among employed women and they were the women least likely to reduce their hours or change their work schedules because of the time they were spending on childcare or home-schooling. They fared poorly in terms of access to flexible working arrangements more generally to allow them to better manage multiple demands (Briefing Note 1 showed only 9% of women in Routine and Semi-routine jobs were always working from home in June). In order to manage additional housework, childcare and home-schooling responsibilities, parents need access to good quality flexible work arrangements; unfortunately, this is not the case for many working class women and men.

2. Dissemination of findings to stakeholders and the general public
Via briefing notes, webinars, media engagement, updates to policy makers and a final project event (211 registered participants), all with project partner the UK Women's Budget Group.

3. Important new research questions opened up:
Such as inequalities in which workers have good quality flexible working arrangements in the workplace to help support them manage intensive caring demands during the pandemic.
Exploitation Route Via the non-academic route, with project partner the UK Women's Budget Group, we disseminated our findings so that policy makers and employers will recognise the extra burden that working class women have been carrying during the pandemic. It is essential to devise strategies and policies to better support them. Our project made specific recommendations: to policy makers around building a caring economy and to employers to provide good quality flexible working arrangements to all employers and not just those in higher level roles.

Via the academic route, our findings on the importance of class for working lives are shaping knowledge on the unequal outcomes of the pandemic. We are still presenting our results to academic audiences and writing articles for academic journals.

Results and Impact Living with Covid-19 at work - Evidence and theory from psychology, economics, and sociology for International Women's Day
In spring 2020 the Work Inclusivity Research Centre hosted a series of three online research and policy workshops, showcasing the earliest social science research on the pandemic's effects on work and workplaces. Evidence and theory have both developed significantly since that moment; in spring 2022, we seem to be moving into a post-Covid world of work, with all of the complications that brings. This short seminar addresses that complexity, revisiting the research of three of our original contributors - Professor Alexandra Beauregard/Birkbeck, London, Dr Christopher Rauh/Cambridge, and Tracey Warren/Nottingham - to summarise evidence and theory development over the two years of the pandemic, with a focus on the differential gendered effects of the pandemic. The presentations and discussion will provide insights for academics, policymakers, policy advisers, and activists.

The Equality Trust is a registered charity that works to improve the quality of life in the UK by reducing economic and social inequality. Through the #EqualPay50 campaign, The Equality Trust is working to increase the pressure on employers to meet their legal obligations towards equal pay and to persuade the Government to take immediate action to finally end unlawful gender pay inequality.
