EXperimenting with city streets to TRAnsform urban mobility (EX-TRA)

Abstract
Across Europe, cities are attempting to radically reduce their reliance on car-based mobility in order to address a full range of sustainability challenges. Two major shortcomings, however, are hindering these efforts towards a 'post-car' city: first, they lack proactive vision towards cities that are not only sustainable but also accessible without cars, and second, they lack effective strategies to deal with strong, built-in systemic resistance to a change of the status quo. This project will generate knowledge addressing these shortcomings. Central to EX-TRA's approach are transition experiments in city streets, or 'intentional, temporary changes in street use, regulation and/or form, aimed at exploring systemic change towards a 'post-car' city'. By way of urban living labs in Amsterdam, Bologna, Milan, Ghent, Munich and London, we will generate insights into: (1) possible combinations of physical design and regulation that increase the types of usage and inclusivity amongst users of city streets; (2) transport and land use conditions for the purpose of enabling and improving walking and cycling accessibility in city districts; (3) shared mobility platforms and micro-mobility and freight delivery options which complement attractive streets and accessible districts; and (4) strategies of change that can accelerate the transition towards a 'post-car' city.

| Impact | Islington Living Streets, is a registered charity and a registered company limited by guarantee working to improve walking conditions. The Islington Living Streets Group was the first to successfully lobby for 20 mph speed limits on all residential roads. Islington, therefore, became the first London borough to achieve this victory. The group is regularly consulted by the council on a variety of issues, including traffic management schemes, controlled parking zones and planning policy and proposals. The group also consult local supporters living around an area where there is a proposed development. |

| Impact | London's 32 boroughs and the City of London are taking action to be the solution to climate change. Many boroughs have declared a climate emergency, and all will be making changes in their own local areas through climate action plans. They are also working together in our seven collaborative climate programmes to share best practices, join up activity, and grasp economies of scale. From tackling carbon emissions from motor vehicles to building local green economies, and sourcing and creating sustainable energy, local government is an essential partner in delivering the transition to net-zero. Councils have a unique understanding of their local context and strong local relationships, allowing them to deliver this work effectively. This is important work. We have already seen the growing impact of extreme weather events in London. From our annual polling, we know that Londoners across the city and in all demographic groups are motivated to tackle climate change and want to see action. The purpose of this action plan is to set a pathway to achieve the ambition set out in London Councils' Joint Statement on Climate Change. The Low Carbon Transport ambition is to halve road journeys made by petrol and diesel from 2019 to 2030 via combined measures that can restrict polluting journeys and incentivise sustainable and active travel options. The ambition provides the opportunity to deliver and quantify actions that help record performance of greenhouse gas emissions for individual boroughs' Climate Emergency Action Plans and to promote strategies, schemes and projects to this end. The action plan has been developed collaboratively by London boroughs, with support from London Councils, the London Technical Advisers Group (LOTAG), Transport for London (TfL), the London Environment Directors' Network (LEDNet), the Greater London Authority (GLA), and other key stakeholders. The Low Carbon Transport Programme (LCTP) Steering Group, led jointly by Royal Borough of Kingston Council and Westminster City Council, has adopted this plan, and progress will be reported back to London Councils' Transport and Environment Committee (TEC) on at least a six-monthly basis. This plan is designed to support all boroughs to achieve the headline ambition, whilst recognising that requirements and resourcing will vary from borough to borough. |

| PI Contribution | The EX-TRA project team collaborated with the London team of Living Streets, the UK charity for promoting everyday walking. Living Streets had been offered a contract by the London Borough of Redbridge to conduct public engagement surrounding street space transformations. EX-TRA was already working with the Borough. EX-TRA and Living Streets thus formed a partnership to deliver digital, on-street and workshop engagement with members of the public in the South Woodford and Wanstead areas of the Borough. The partnership included practical recommendations provided to Council staff over several calls, and design and delivery on temporary signage to improve the legibility of the new street spaces. |

| Results and Impact | Enrica Papa co-authored a short paper on the topic Our future London: A walking London, for Centre for London, a capital's dedicated think tank. The centre's mission is to develop new solutions to London's critical challenges and advocate for a fair and prosperous global city. Centre fo London build relationships with policymakers across national and local government. They influenced government thinking on the West End's recovery, community power and submitted evidence to policy consultations including the Planning White Paper. They worked with individual London boroughs on issues close to their communities, sending representatives to regular meetings including the Brent Poverty Commission and Hounslow's Green Recovery Board. And the Greater London Authority implemented many findings and recommendations from our Public London report, in their Draft Public London Charter. The article is part of a publication on their website with different contributors giving their take on how a different travel mode or idea would work in London in the future. |

EX-TRA worked with Sustrans staff to identify and contact suitable primary schools regarding School Street interventions, interviewed them regarding the challenges and opportunities of their professional role, accompanied them on school visits, and invited them to attend a workshop with local parents/community members in June 2021 (which one staff member did attend). |

| Results and Impact | Through a dedicated Facebook profile, the EX-TRA project engaged with individuals who were members of more than 20 different Facebook public and private groups focusing on local community matters, health and active transport in the London Borough of Lambeth and Redbridge. Posts included information about the EX-TRA project's research, the street space interventions being studied, and encouraged participation in the surveys on the project's Commonplace platform. However local community members were also invited to share their views directly on Facebook and this resulted in lively debate between group members. Other non-recruitment posts focused on communication project updates, for example about new street signage designed and installed by the EX-TRA team. Direct engagement with the posts through likes and comments exceeded 150, while more than 500 group members will have seen the information. |

| Results and Impact | BSc Designing Cities student Marie Kaune at the University of Westminster conducted her final year project under the supervision of Enrica Papa and Emilia Smeds, and an internship with the EX-TRA project made possible with UKRI Participatory Research funding. Marie engaged with teachers and 100 pupils from Van Gogh Primary School in Lambeth, exploring the impacts of a School Street experimental street closure outside the school. An in-class workshop with a short survey and "cognitive mapping" exercise prompting children to draw the School Street in the context of their journey to schools. As one of the case study street experiments that the EX-TRA project is focusing on, the insights from this research help us to understand the impact that this street experiment has on primary school-aged children, whose voices are often overlooked and not considered in decision-making processes. Marie's dissertation project was awarded the JC Decaux grant for best Research Report. |

| Results and Impact | Tom Cohen led and organised the workshop in the context of the Transport Practitioners Meeting TPM in June 2022. The workshop will begin with a presentation by Tom Cohen, which provides a comparative survey of relevant regulation, engagement techniques and experience to date across the EX-TRA case-study cities: Amsterdam, Bologna, Milan, Ghent, Munich and London. This provided a unique insight into the connection between the available tools, methods used, and outcomes seen in various settings. This was followed by a structured discussion involving experts on UK transport legislation, the law of consultation, current transport-planning practice, and methods of engagement to work towards well-defined conclusions. |
