Top flight? Behaviour and impacts of top earners

Abstract
This research is fundamentally concerned with understanding:
1. How many top earners would leave the country if the top rate of income tax were increased?
2. Do the companies that top earners work for help them reduce their tax bills?
3. What costs and benefits do top earners have for the rest of society: how many jobs and how much investment do they create? how much do they drive up house prices by buying additional homes?
To answer these questions I will use data from HMRC, the UK tax agency. I have access to anonymised versions of the tax records of all top earners for more than twenty years, so I can track how people responded to past tax changes. Looking at how many more people leave when top tax rates increase in the UK, and how many more arrive from other countries when those countries' top tax rates rise, I can measure how responsive people are to tax changes. I can also look at what types of people are most likely to respond. Understanding this is crucial for knowing how much money the government will actually get in tax if they increase the top rate of income tax.
By linking individual tax records to the records of their employers, I can see if top earning employees working for the same firm are likely to adopt the same kinds of tax avoidance strategies. As new opportunities for avoidance become available, and old ones are shut down, I can study if people working at the same firm are more likely to use the same kinds of 'loopholes'. I can also see if these effects are more common in particular industries and in certain types of companies e.g. multinationals. This all matters because if companies are involved in planning for their employees, it suggests a new avenue for HMRC to target interventions to shut down the use of these behaviours: talk to employers.
Using these same data I can also look for the effects of top employees on the hiring and investment of the companies they work for or own. The difficulty of studying this normally would be that, for example, a company that is doing badly might have to let go of some top earning management, and soon after might make redundant lots of people on regular incomes. But in this case seeing top earners leave and then lots of other job losses does not tell us that losing top earners causes the other job losses. To get around this, I will make use of information on how people respond to tax reforms, learned in answering question 1. Since I learned there what types of individuals respond to tax increases, I can compare what happens to similar companies but where one employs more people who are likely to respond to the tax change than other. I expect to see no difference before the tax reform, and any subsequent differences in employment and investment are driven by the reform and impact it had on driving some top earners away. A similar idea can be used to look at the effect on local area house prices.

| Description | Our research project provides an examination of the United Kingdom's wealthy and globally connected population, with a special focus on non-doms and migrants, and its implications on the country's economic and taxation landscape. The collection of academic papers collectively shed light on the demographics, economic contributions, and tax behaviours of this population. Overall, our project provides valuable insights into the socio-economic characteristics and tax behaviours of the UK's wealthy non-dom and migrant populations, offering evidence-based guidance for policymaking and contributing to the broader understanding of global economic migration and taxation. The studies reveal that the UK's non-dom population is predominantly born abroad, with over 93% originating from Western Europe, India, and the US, and primarily residing in London's wealthiest districts. This population plays a considerable role in the UK's financial landscape, with a significant portion of top earners and those in the finance sector claiming non-dom status. Non-doms tend to form national enclaves within London, highlighting their substantial presence in the city's financial and affluent areas. On the taxation front, our findings indicate that non-doms possess at least £10.9 billion in offshore income and gains not reported to the UK's HM Revenue and Customs (HMRC), pointing to a substantial potential tax revenue. Despite concerns over potential emigration and loss of tax revenue if the non-dom regime were abolished, empirical evidence from past reforms suggests minimal emigration among non-doms, with the possibility of raising at least £3.2 billion in additional tax revenue by abolishing the regime. Further, the research demonstrates the significant contribution of migrants to the UK's top income brackets, with migrants being twice as likely to be found in the top 0.01% of earners compared to the bottom 97%. The majority of their high incomes derive from labour, especially in the finance industry. This underlines the pivotal role of migrants in the growth of the UK's top 1% income share over the last two decades, as migrants account for nearly all (90%) of the growth observed in the UK's top 1% income share over the last two decades. An examination of the impact of a 2017 UK tax reform on the migration of the super-rich reveals modest emigration responses to and a significant increase in the income reported and taxes paid in the UK, indicating the reform's effectiveness in enhancing tax contributions from the wealthiest without driving them away. Despite reducing the net-of-tax rate by 18% for long-term, tax-resident non-doms, emigration responses were modest, with an increase of just 0.26 percentage points for every 1% decline in the net-of-tax rate. Finally, the transformation of the British economic elite from traditional, aristocratic roots to a more global, finance-driven orientation is highlighted. Non-doms, a small fraction of UK residents, represent a significant portion of the country's top earners, are highly international, and are involved in key industries beyond finance, such as oil refining, sports, and research. They tend to be younger, more likely to be female, and are concentrated in affluent London areas, underscoring the complex interplay between global economic trends and local socio-economic landscapes in the UK. |

| Description | Our research into the financial behaviours of the UK's wealthy individuals, particularly focusing on non-domiciled residents, have garnered significant attention in both academic and policy spheres. The attention that our research has garnered in the public policy discussion regarding the taxation of this specific income group speaks to the importance of balanced and nonpartisan analysis as a foundation for informed debate. The most significant impact of our work thus far has been its instrumental role in bringing about the newly announced abolition of the British non-doms regime. In the summer of 2023, the Labour party announced its intentions to abolish the non-doms regime (first reported in the Guardian, attributed to a Labour spokesperson). The party quoted our project's previously published revenue estimates of £3.2bn in reference to these plans, before revising their own projections slightly downward to allow for a four-year grace period. In the lead up to the Spring Budget of 2024, reports surfaced that Chancellor of the Exchequer Jeremy Hunt was considering similar policies, as first reported by The Telegraph. In light of this, our work was cited frequently in the British media, including our revenue estimates for abolishing the current non-doms regime. After the abolition of the non-doms regime was eventually announced during the Spring Budget speech on March 6, 2024, the number of news media references to our work increased even further. Mentions of the research appeared in BBC, Guardian, The Telegraph, The Independent, The Times, The Daily Mail, Financial Times, The Mirror, The Sun, Bloomberg UK, Reuters, The I, Yahoo News, Huffington Post, The Express, Metro, and Money Marketing UK. It also appeared in international news media such as CNN and The National. Even before the lead-up to the Spring Budget, our work had featured as a basis for discussion in the political process as early as 2022. The researched regarding non-doms was mentioned in both national and local political settings in response to the scrutiny that the non-doms regime came under after it was publicly revealed that the wife of Prime Minister Rishi Sunak was claiming non-dom status. Labour leader Keir Starmer quoted our revenue estimate when speaking on the issue of non-doms in the UK Parliament; Shadow Financial Secretary and Labour MP James Murray cited the research during a debate in the UK Parliament on Non-domicile Tax States; and it was even addressed locally during the Mayor's Question Time by Zack Polanski, London Assembly Member and Deputy leader of the Green Party of England and Wales. Engagement with the wider community is a key part of our project's success. We have actively participated in debates and discussions with the Chartered Institute of Taxation (CIOT), the Institute for Fiscal Studies (IFS), and policymakers, including HM Revenue and Customs (HMRC) and HM Treasury. Our presence at both the Labour and Conservative Party conferences ensured that the question of the non-doms regime's viability remained on the political agenda across the political spectrum. Through blog posts and briefings with government departments, the team has remained an asset for policy makers to increase their understanding regarding relevant tax policy and the potential for reform. In the field of economics, our contributions to respected journals such as the Review of Economics and Statistics have shed light on the interplay between immigration and economic elites, as well as the tax contributions and migration patterns of the super-rich with a special focus on non-doms. This work was notably recognized with the International Institute of Public Finance (IIPF) Young Economist Award in 2023. A policy-focused piece in 2022 proposed reforms to the non-dom regime, coupled with revenue estimates, underscoring the practical implications of our findings. The team's publications in sociology journals offered a detailed examination of non-doms, providing a clearer picture of their characteristics, activities, and residencies. Further, we expanded the scope of class analysis on a European level and addressed the contentious issue of tax flight, questioning the assumption that the wealthy are quick to relocate in response to tax changes. Ultimately, the significant impact of our work has allowed us to secure crucial grants to continue working on related policy relevant research. This includes funding from the Nuffield Foundation, the Founders for Good, and the Economic and Social Research Council. These grants, exceeding one million pounds, allows us to further expand the impact of our work. |

His tax affairs have come under scrutiny following a report that he'd paid £4.8 million ($5.4 million) in taxes to His Majesty's Revenue & Customs, including a 30% penalty for not paying on time in the first place. Zahawi's excuse was that he'd been "careless," and so far he's been allowed to stay in his post. But pressure is mounting. In this week's In the City, reporter Alex Wickham joins to assess the damage being done to the Tory party's popularity as a result of the scandal. As Wickham puts it, the incident "feeds into the narrative that the Tories just don't get it during a cost of living crisis." It's an impression that arguably goes over poorly with voters. EMBED If you ask Arun Advani, the interesting part of the story is less about why Zahawi paid the wrong amount, and more how small it was when compared with the earnings he generated. Advani, an associate professor in economics at the University of Warwick and a Research Fellow at the Institute for Fiscal Studies, explains the UK's current tax structure and where there's room for improvement. "Think about it less as pursuing the wealthy and more as pursuing wealth," Advani says. "The distinction there is it's not about trying to tax people because they're rich, it's about trying to tax money that comes from owning assets and getting return on that relative to taxing labor." |
