Abstract

For the first time in 50 years the UK has 'sovereignty' over its trade policy. It must now decide, for example, how to configure its free trade agreements, its regulations for imported food and digital trade and its trade and climate policies. Simultaneously, income distribution has become highly sensitive in the UK, policy-making power is devolved over several UK entities and the world trading system is beset by a range of tensions such as digitisation and Chinese growth. How UK policies respond to this, and who is involved in making and scrutinising them, will shape economic outcomes for generations and affect all parts of society and all regions of the UK.

The Centre for Inclusive Trade Policy (CITP) will undertake INNOVATIVE, INTERDISCIPLINARY research at the frontier of knowledge, to help understand these challenges and opportunities and contribute to providing the UK with a modern trade policy. As well as being INTERNATIONAL in its approach, the CITP is designed to deliver IMPACT through targeted communications and sustained engagement with a wide range of non-academic stakeholders. Above all, our research responds to the view that trade policy should be INCLUSIVE in OUTCOMES for the people and regions of the UK, and in the FORMULATION OF POLICY by considering the views of all those affected. These five "I's" are core to the work of the CITP.

Trade involves exchange and agreement between sovereign states and is thus at the interface of economics and international law; these disciplines form the core of the CITP, together with political science, international relations and business.

CITP research is organised into three interrelated themes:

1. People, Firms and Places: focusses on the differential impact of trade (policy) across locations, firms and individuals (as consumers and workers) in the four nations of the UK. In this theme we will address how changes in trade barriers have differential impacts on productivity, the structure of supply chains, local labour markets and regions, and how knowledge of this can make trade policy more efficient and inclusive.

2. Digitisation and Technical Change: addresses the drivers and consequences of digitisation on geographical boundaries transforming what is produced and traded, how, where and by whom. Key here is how this impacts on trade practices and the rules governing them and the interaction between technical change, regulatory autonomy and international cooperation.

3. Negotiating a Turbulent World: considers the way that challenges to the trading system are testing the cooperation and trust that underpins open trade. CITP addresses these issues as well as regulatory coherence in trade agreements and how this may impact on domestic regulation. It will also focus closely on the stresses that trade policymaking is inducing between national and devolved administrations in the UK.

Through the themes run genuine interdisciplinarity, the development of innovative methods (including in the economic modelling of trade, especially intra-UK trade), the creation of new data (e.g. on jobs in trade), major stakeholder and public engagement (citizens' juries) to identify what the UK as a whole seeks from trade policy, an Innovation Fund to encourage earlier career researchers to propose new trade research, and a commitment to communication and engagement to achieve impact and ultimately generate change.

The CITP builds on the proven research and impact successes of its component Universities - Sussex, Nottingham, Strathclyde, Queens (Belfast), Cardiff, Cambridge, the European University Institute, Berkeley, Tel Aviv and Georgetown (USA). Each partner brings a distinct and complementary element to the CITP, extending its research expertise and its geographical reach and creating new synergies to establish an international centre of excellence for trade policy research.

Impact • The report helped influence a change in how the CCC evaluates the UK's responsibility for emissions reduction. It was commissioned to inform the CCC's 2022 Progress Report to Parliament, which, for the first time, included a substantial section on international trade with a summary of the UKTPO/CITP report and recommendations (p. 501). • The UKTPO/CITP Report was peer reviewed by teams within UK business and trade Departments, and by the Treasury. This helped it to shape thinking in Government about the impact of trade and trade policy on emissions. • The UK Government has now launched a formal consultation on introducing a UK-CBAM identifying many of the issues raised by the report. • The results are influencing current discourse on trade policy more broadly. They were presented at the Summit of the Americas in June 2022 (L. Alan Winters) and were reflected in the recent Trade and Business Commission report based on evidence provided by Lydgate. • The findings are likely to impact on UK trade policy and will inform international policy through the lens of climate change and carbon emissions during the critical period leading up to Net Zero.

Description Ingo Borchert's Contribution (as part of a team) to a major update (Release 2). The database contains consistent data on international and domestic trade at the industry level covering agriculture, mining, energy, manufacturing, and services. Results and Impact Prof. Sam Roscoe developed a supply chain capability development programme in collaboration with the UK's Department of International Trade. This was a foundation level training course in supply chain management, and a practitioner (next level up) training course on the interrelationship between government policy and supply chain management. The course taught members of the DIT's Global Supply Chains Directorate how to identify the early warning signs of supply chain disruptions and develop strategies for overcoming disruptions through diversification and building resilience. I delivered the course to 150 members of the DIT's supply chain strategy division as well as the Department for Transport and Department for Health and Social Care.

Results and Impact Sam Roscoe - On July 19th, the US Department of State hosted the 2022 Supply Chain Ministerial Forum, with high-level participation from industry, community and political representatives from the European Union, UK, Australia, Canada, Japan, India and Indonesia, amongst others. The forum sought to address the urgent global challenge of strengthening supply chain resilience post-pandemic and in the wake of the Russia-Ukraine conflict and ongoing climate disasters. I chaired the breakout session on Transportation and Logistics, where I facilitated a discussion with industry and community leaders on issues affecting ports, infrastructure and logistical hubs and solutions to rectify these issues.

Results and Impact Based on insights from recent research, this webinar discusses gender inclusivity in the knowledge production professions with a focus on the role of implicit stereotyping and potential institutional discrimination. The researchers analysed reference letters written in support of more than 3,700 applicants applying for academic positions and uncovered a pervasive disparity in the way male and female candidates are recommended. They found that women are frequently lauded for their hard work and determination, and at times less likely to be praised for their natural talent and show that this perversely affects their career progression. Michael Gasiorek chaired this webinar. Event reached a total of 28 people with 14 as live-webinar attendees and 14 YouTube views as at 22nd Jan 2024.

Whilst the GJW paper raises some legitimate questions, Professor Winters shows that the authors cherry-pick evidence, a criticism they make of others, and that the paper is diffused with their pro-Brexit ideology. They have not made their case and nor can they find any evidence that Brexit is helping the UK economy.

Results and Impact This workshop by Queen's University Belfast focused on the impact of the Windsor Framework reform on Northern Ireland's post-Brexit trade regime. The workshop brought together leading experts in the areas of trade and customs, state aid and taxation. These include: Dr Anna Jerzewska (Trade & Borders), Professor Michael Gasioerek (University of Sussex), Professor Rita de La Feria (University of Leeds), Professor Andrea Biondi (King's College, London), Professor David Phinnemore (QUB), Professor Katy Hayward (QUB), Dr. Lisa Claire Whitten (QUB) and Professor Billy Melo Araujo (QUB). This is a workshop funded by the ESRC Governance for 'a place between': the multilevel dynamics of implementing the Protocol on Northern Ireland' project. The project seeks to examine the significant challenges for policy-making and for governance in and of NI, as well as for the UK and the EU. It also examines important questions about de legitimacy of NI's post-Brexit governance regime. Outcome: This event led to media coverage.

It is three years since the UK left the EU, and two years since the introduction of the UK-EU Trade and Cooperation Agreement; and the EU remains, by far, the UK's principal trading partner for both goods and services. Recent opinion polls suggest a rise in dissatisfaction either with the decision to leave the EU and/or with how Brexit has been implemented, and there are growing discussions in the media regarding how to improve those economic relations. The aim of this webinar is to assess the state of play on UK-EU economic relations and to consider the realistic options going forward, with a view also to the review of the TCA due to occur in 2025. Results and Impact Despite initiating the largest change in trade policy in 50 years - leaving the European Union - the UK government still has no trade strategy. The United Kingdom's budding relationship with Asia is essentially a matter of grand rhetoric and tactics, writes L. Alan Winters. The big tactical plays now are accession to the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) and the FTA negotiations with India. The striking thing about the 'tilt towards Asia' is that it entirely misses China, furthermore, Asia will struggle to replace the flexible and just-in-time supply chains that characterised trade between the European Union and the United Kingdom.

Results and Impact Over January and February, NatCen and CITP cooperated on a series of citizens' juries in which small groups of the public discussed a series of trade policy topics designed to draw out how they navigated the trade-offs that are inevitably involved in designing trade policies. The juries, which were held in Belfast, Bridgend, Doncaster, Paisley, and Reading were representative of their local areas and each met five times. This webinar describes the process and discusses a few of the preliminary results. This event has a total of 60 participants with 31 as the live event attendees and 29 YouTube views as at 22nd Jan 2024.

Results and Impact This blog looks at whether the UK-EU Trade and Cooperation Agreement (TCA) would act as a check against weakening existing EU-derived laws on environmental protection which the Retained EU Law (Revocation and Reform) Bill risks enabling ministers to do easily. The TCA includes the commitment not to weaken existing EU-derived laws on environmental protection. Whilst this only applies to deregulation that affects trade and investment between the UK and EU, regression could lead to trade sanctions. The authors analyse both the UK and EU perspectives and the strength of this external check on the UK's regulatory baseline on environmental protection.
