Abstract

The Administrative Data Research Centre for Northern Ireland (ADRC NI) comprises Queen's University Belfast and Ulster University, and, along with the National Statistical Agency (NISRA), forms ADR Northern Ireland (ADR NI). Our aims are to maintain the confidence of the different publics in the use of administrative data for research and to maximise the use of administrative data as a rich resource for evidence-based policy making and evaluation. Collectively, ADRC NI and NISRA, with their separate but overlapping roles and functions will support the ADR UK's four areas of focus (Trust and sustainability; Research for public good; Researcher access & support; and Available data for research) set out in the Full Business Case for Administrative Data Research UK.

Trust & sustainability: ADRC NI has an exemplary track record of engaging with the different publics to demonstrate the utility and benefits of research based on administrative data. Our current approach will be progressed moving from engagement to involvement to create in-built pathways-to-impact, ensuring that our work will be placed throughout government departments, service providers, local authority councils, and the work of voluntary, community and social enterprise sector groups. We also will lead on the development of the Northern Ireland Public Data Panel, to act as a public engagement service within the NI data landscape.

Research for public good. ADRC NI will continue to deliver academically excellent policy-relevant research led by field experts. However, the co-production by stakeholders ensures that outputs are aligned with the priorities and needs of Departments and the wider society. The health and wider societal effects of the pandemic still feature in our proposed portfolio of research, but we will also continue to build on new linked datasets within the arena of children known to social services, prisoners and those who are homeless but will add three additional goals: (i) in collaboration with stakeholders, to build NI expert hubs in these areas, (ii) to bring the separate strands together using the linked data and a life-course approach as a bridge between providers perhaps confirming the benefits of interagency collaboration; and (iii) finally, to seek collaborations across ADR UK to build thematic networks around areas of common interest where sharing, learning and exploitation of natural experiments arising from devolution can occur.

Researcher access & support: Our ambition is to increase the capacity within the Social Sciences to manipulate and analyze large and complex datasets, especially of early career researchers. Remote access to NI-specific datasets for the research community throughout the UK is now possible through the establishment of the SeRP infrastructure at BSO, mirroring the SAIL capabilities in NI, and the adoption of the ONS Secure Researcher Service for access to NISRA datasets. Our HSC Research and Development Office-funded Statistical and Methodological Support Officers continue to assist academic and other researchers both through the labyrinthine applications and governance processes and the technical aspects of research.

Available data for research: ADRC NI has successfully undertaken policy-related research incorporating data from a wide array of government departments and, in partnership with NISRA, we will jointly develop the NI themed datasets and a new Data Acquisition Programme. ADRC NI, through our HDR UK links have improved resources for linkage and remote access through SeRP infrastructure. ADRC NI is also now closely integrated with other UKRI (HDR UK) investments to deliver data connectivity for the use of health and social care data for research, and is working with the Chief Scientific Advisor, Department of Health to expedite the introduction of the 'Secondary Uses' legislation that will facilitate the wider access to and use of health and social services data in Northern Ireland.

Description Findings from this Award, and data made available due to the efforts of researchers and collaborators in this award, have been discussed in many fora across Northern Ireland, raising awareness of administrative data research and the immense potential held in existing administrative data to better inform policy and practice. Awareness of the Administrative Data Research NI brand and the work carried out by the ADRC NI is evidenced in increased engagement across a range of government departments and the VCSE sector, as well as an increase in queries and academic researchers approaching ADRC NI to become involved in research in this area. The combination of high quality publications, engagement activities and the development of an All Party Group has certainly contributed towards this expansion in interest and shift towards a greater understanding of the potential of administrative data research.

Description Impact Case Study: Informing policy and practice around prevention of self-harm, suicide ideation and death by suicide

Impact Findings from this study are informing an internal Department of Health review into the Protect Life 2 Suicide Prevention Strategy. The research has provided recommendations not only for service intervention to reduce rates of death by suicide, but for investment in the NIRSH itself. The researchers presented to the All-Party Group on Suicide Prevention at the Northern Ireland Assembly in January 2024. Following this presentation, a letter was written by Members of the Legislative Assembly to the Minister for Health, regarding investing in and making use of the NIRSH in understanding and preventing suicide and self-harm. Findings have also highlighted a gap in national clinical guidelines on how to respond to self-harm/suicide ideation in hospital emergency departments

Impact Evaluations of both years deemed the internship programme valuable for ADRC NI, the interns, and VOYPIC: all aims and objectives were met and resulted in high-quality, accessible outputs for ADRC NI, as well as for the interns Both interns reported they had developed personally and professionally, including boosting their confidence, improving their communication and teamwork skills, developing ideas for future career paths, and enhancing their CV with demonstrable achievements. They also reported a sense of personal achievement for securing and completing the internship For ADRC NI, the internship developed its work with experts by experience, and provided valuable insights on research, involvement, and communications activities ADR Scotland's advisory group wrote Rhianna Brown, the first year intern, a letter recognising her young person's version of a research paper on children's mental health and contact with social services as "fantastic" and "inspiring" ADR UK and ADR Scotland have adopted the "young person's version of" publication model, embedding youth engagement in research Paul Jackson, Transformation Lead at Research Data Scotland and an ADR UK Ambassador, praised the initiative as a "microcosm of what the whole of social research should be doing" ADRC NI, VOYPIC, and the Queen's University Belfast Widening Participation Unit have strengthened their relationships, allowing for further collaboration Former interns are helping to recruit and provide peer support for the next cohort of DRAG members The internship demonstrated the need for further co-produced resources and guidance relevant to administrative data - a project therefore successfully bid for an Economic and Social Research Council Impact Acceleration Award to fill this gap The interns and the programme were recognised with various award nominations and presentations (see below).

Title SOSCARE 
Description This is the UK's first longitudinal database of children known to social services in the UK. It contains data from Social Services records (SOSCARE records) from 1985-2015 linked to primary care registration data, mortality records, prescription medication data and hospital data. This data set was created in collaboration with the Administrative Data Research Centre - Northern Ireland.

Collaborator Contribution Ms. Kelly (NI Healthcare in Prison) is part of the project steering group. Ms. Kelly and her team have undertaken the task of data extraction for 16 variables (by electronic/manual modes) from prison health records (2012-2021). Ms. Kelly attended the ADR UK 2023 Conference to support the work programme and answered questions about the project during an oral presentation. Ms. Kelly was invited to become an ADR UK ambassador in December 2023.

PI Contribution I established the relationship with VOYPIC in early 2020; plans for involvement workshops were subsequently paused for the pandemic. We then re-started in 2022. I coordinated the relationship between VOYPIC and our relevant research team, including providing budgetary support and guidance around engagement and involvement, as well as organising a series of workshops. I continue to support the research team. We are now moving into a phase where we are developing an internship specifically for care experienced young people from VOYPIC within our team at ADRC NI, the first of its kind as far as we are aware. I also provide strategic oversight and direction in terms of our work both with VOYPIC and other potential partners.
Collaborator Contribution VOYPIC bring unparalleled expertise in working with care experienced young people, as well as bringing onboard the young people themselves. They guide us as to the appropriate level of content, how to reach out to young people and keep them involved, and what their needs are moving forward, as well as being present and supporting every workshop and assisting with organisation.
Impact Four workshops with care experienced young people both sharing results of and getting their input and guidance into administrative data research relating to their lives. Feedback on research priorities, shaping of research questions. We have now secured further funding from the Widening Participation Unit at QUB to support an internship for one of the young people, which we hope will be offered on a rolling basis after successful completion of a pilot.

PI Contribution Myself and my team have developed the concept of an internship in administrative data research for a care experienced young person, coming out of the workshops we have been delivering in partnership with VOYPIC since May 2022. The internship will begin in May 2023. We are in charge of coordinating, delivering and evaluating the initiative.

Title Air Pollution Dashboard for Northern Ireland 
Description The dashboard maps air pollution data by Super Output Area in Northern Ireland between 2002 and 2019. It is freely available to the public, providing users with information about air quality in their area via a postcode search function as well as information about the health impacts of air pollution. It was produced using data from the Northern Ireland Longitudinal Study and was updated, improved and re-launched in February 2023.

This event flipped the approach and instead heard directly from a range of VCSE groups providing support to those living in poverty in Northern Ireland. The session sparked discussion around information and data needs by this group and future plans to work together in research utilising administrative data. The Roundtable group is a expert panel for the true co-production of poverty related research combining VCSE, academics, data custodians and government organisations.

Results and Impact Two research presentations of findings were given on Severe Mental Illness (SMI) by Rachel McCarter and Finola Ferry. R. McCarter gave a broad overview of findings based on analyses of SMI and its association with both life-limiting conditions and mortality. A brief discussion followed: R. Barr asked for clarification on the non-SMI group and whether these individuals had no identified mental illness. She also queried the inclusion of individuals with personality disorders in the SMI group. R McCarter and G Leavey explained that these were being analysed as a separate group. In terms of follow-up research, A Bunting indicated the potential link between certain prescriptions such as Clozapine in treating people with SMI and life limiting conditions. R Barr similarly suggested examining the correlation between use of opioid-based analgesics and suicide.

F. Ferry continued with a presentation entitled 'Mind the gap: an administrative data analysis of dental treatment outcomes and severe mental illness', based on a paper recently accepted for publication by the Journal of Mental Health. The paper examined disparities in dental service engagement and dental health between those with and without SMI.
G. Leavey began the follow-up discussion by asking committee members about who's responsibility it is to monitor dental care of people with SMI. A. Bunting referred to the New Client Management System and the possibility of including reminders in care plans. He suggested the potential benefits of organizing a psychoeducational workshop on SMI and general hygiene related issues. A. Thampi stressed the importance of preventative action. She referred to the annual physical health checks that are carried out by the Early Intervention Team, which include some basic questions relating to most recent dental visit. R. Barr suggested that Key Workers within Community Mental Health Teams have a key role to play in promoting preventative dental care. R. Barr also asked about geographical trends in dental service use and outcomes form our analysis. F. Ferry explained that given the restrictive nature of the data, we can conduct analysis in terms of urban-rural differences but can't undertake any further detailed analyses of the geographical spread.
Next steps:
G. Leavey asked the group about suggestions on next steps in terms of dissemination and further analysis. As well as a peer review paper, the research team can produce policy briefs, data insights documents and tailored presentations for key stakeholders.

Results and Impact Approximately 10 care experienced young people have attended four workshops on administrative data research looking specifically at issues relating to young people in care. They learned about and gave feedback on findings and analysis from their own lived experiences, help to shape further research priorities and questions, and have developed how they want to continue to work with us in future. These were developed and delivered in partnership with Voices of Young People in CAre (VOYPIC) who anecdotally have noted an increase in the young people's confidence and interest in the area since working with us.

Results and Impact Meeting with a range of stakeholders including, departmental representatives, community and voluntary sectors representatives and the Equality Commission. A the meeting I presented (as Principal Investigator) initial plans for a funding proposal for a study examining occupational gender composition and productivity. The event was designed to engage with stakeholders at project design stage to encourage co-development and engagement the initial stages. Department for Economy representative alerted the team to an alternative funding call. An application was developed and submitted in response and the study has been shortlisted for potential future funding.
