Experimenting with robotics as a new urban infrastructure

Abstract
It is becoming clear that robotics will be an integral part of the design, planning and operation of future cities and urban infrastructure. This is most evident in the development of driverless cars and drones, but there is potential for a much broader application of robotics in the delivery of goods and the management of people.
The use of robots in the public realm of cities has previously been constrained by technological limitations and concerns about human safety. However, that is changing rapidly as technology develops and governments recognize the potential social and environment benefits. Interest in urban robotics has certainly increased because of COVID-19 and the potential of robotics to provide essential goods and services with reduced human contact.
There could be significant public benefits from using robotics in the public realm but also social and ethical concerns about employment impacts and extended surveillance and social control, especially when robotics is combined with facial recognition and profiling. There is growing interest in urban robotics but so far the research on wider urban impacts has been limited. The aim of the proposed project is to fill that research gap by undertaking new research on the unfolding development of urban robotics in the UK and internationally.
The proposal is therefore for an internationally leading 30 month research project to help understand the potential impacts of urban robotics and provide the knowledge needed to inform public policy and academic research on urban robotics at this critical phase in its development. That includes supporting the development of urban robotic technology and services in the UK by linking social science and robotic engineering and understanding how innovation is shaped by opportunities for real world testing.
The research will include (i) a review of international urban robotic research and development; (ii) detailed analysis of the context for urban robotic innovation in the UK, (iii) case-studies of urban robotic experiments in the USA (San Francisco), Australia (Brisbane) and Japan (Yokohama); and (iv) a structured programme of policy support and awareness-raising. The research will lead to a landmark book and other publications that will help define and develop this new and important field of interdisciplinary study.

| Results and Impact | This workshop provided a critical view of the emerging neurotechnical urban landscape focusing on, for example, the cognitively enabled workplace, smart home, and military operations. It examined the novel neural interfaces inserting humans directly ('in the loop') into socio-technical systems, the different types of cognitively augmented or enhanced cyborg humans that are being produced, and the differential capacities of the neurotechnically enabled geo-technical milieu. It concluded by considering how urbanists might work with neurotechnology in a way that can transcend both dystopic warnings of mind control and utopian visions of superhumans |

| Results and Impact | Professor Simon Marvin gave a keynote lecture at the Urban Institute's 10th Anniversary drawing on his work on urban infrastructures and controlled environments in the context of the changing dynamics of urban inhabitation and the urban technical. This talk reflected on three decades of research into urban infrastructure as we reach a quarter-century into the 21st century. Splintering Urbanism emphasised network fragmentation and uneven access; this paper argues that the modern urban condition is characterised by thick mediation, from climate-controlled interiors to cognitive health platforms, where technical systems actively constitute life itself. Drawing on recent research across media studies, cultural theory, fieldwork, and interviews, it identifies three key shifts in the contemporary urban condition. First, infrastructures now extend beyond traditional networks of provision to include systems of elements, care, climate control, cyber-symbiosis, and even cognition. Second, there is evidence of a shift from the socio-technical city, where humans and technologies co-construct urban life, to the techno-social city, where technology plays a primary role in shaping the urban condition. Third, these transformations are producing new spatial forms, including atmospheric environments, highly technified interiors and cognitively enabled milieu. The paper argues that today's cities are defined by dense, pervasive layers of technical mediation, requiring new ways of understanding how urban life is shaped, governed, and imagined. |

| Results and Impact | This was organised by the University of Sheffield, the Open University and Milton Keynes City Council. The half day workshop brought together practitioners, policymakers and researchers to think about the strengths and challenges of the emerging context for public realm robotics in the UK. The workshop objectives were: To explore the current state and future potential of robotics in UK public spaces within an international context. To identify regulatory, infrastructural, and ethical challenges to supporting urban robotics in the UK. To foster dialogue between key stakeholders and policymakers and share experience across initiatives and localities. To develop policy recommendations for inclusive, safe, and sustainable urban robotic futures in the public interest. The workshop covered all aspects of public realm robotics, focusing particularly on robot and drone delivery systems, autonomous vehicle services, autonomous passenger travel (including EVTOL as a first stage in that that process), and delivery, maintenance and health robots. |
