Abstract
ADR Wales was funded from 2018-2022. During this period, SAIL and ADR Wales were tasked by the Chief Medical Officer and Ministers to focus efforts on providing policy informing outputs to inform the Covid-19 pandemic response. ADR Wales together with HDR UK, NHS and Government researchers collaborated under one umbrella team termed 'One Wales'. The team was highly successful, but as this activity was undertaken other objectives in the 2018-2022 award were not delivered. Through a change request ADR UK agreed to provision underspend funds from that period for the initial objectives to be achieved, but also to resource the provisioning of Census 2021 data to as UK research base. The funding return will be used to focus on providing and managing Census 2021 (at no cost) to researchers across the UK and also with a special focus on the needs of ADR England. In addition funds will be returned to Welsh Government and Cardiff University as these ADR Wales partners had activity that could not be undertaken during the pandemic.

| Description | The funding for this award was not additional funds with specific outcomes, but was underspend that was generated in the period of the ES/W012227/1 Administrative Data Research Centre Wales (Part of ADR UK) award and its predecessor. During 2020-2022, SAIL/ADR Wales were a key component in the Covid-19 pandemic response to devolved and UK Government. Covid specific funding negated the need to utilise the existing ADR funds, hence the development of the underspend. A business case was put to ADRUK for the repurposing of the underspend with the intention of using it to secure and provision the Census 2021 dataset to researchers. All of the outcomes of this activity have been reported in the ES/W012227/1 Administrative Data Research Centre Wales (Part of ADR UK) ResearchFish award section. The key outcome of this funding has been the enablement of the following: - Acquisition of ONS Census 2021 (UK highest standard dataset) - Provisioning to researchers (academic and Government) - Adding to the body of knowledge around Census linkage - Multiple linkages of the Census 2021 creating new research capabilities examples include the following datasets: Wales NHS primary care linked to Census 2021 Wales NHS secondary care linked to Census 2021 Ministry of Justice Crown Court Linked to Census 2021 Ministry of Justice Family Court - Cafcass England - Census 2021 linkages. Census 2011 to Census 2021 linkage There are multiple permutations as Census is now onward linkable to the majority of the 88 health and admin datasets held by SAIL The successful acquisition and provisioning has enabled a step change in the breadth of research that ADRUK and other investments can undertake. Initial projects using Census 2021 are nearing completion and their outputs will have significant value that would not have been enabled without Census 2021. |
| Exploitation Route | The linkages made available by the acquisition and linkage of Census data to earlier versions as well as a vast array of other datasets are now enabling a vast array of research by health and administrative data researchers. The Census 2021 is a huge enabler of research as its linkage to multiple thematic datasets (health, education, employment, housing, demographic, social care) the outputs are providing both an increase in the knowledgebase as well as key policy impacts. ADRUK has awarded Fellowships and studentships that are also using the Census data. |

| Description | By utilising the secure networks SAIL is a part of (SafePod, Serp) the Census 2021 is now remotely accessible by researchers across the UK. These include government as well as academia. In addition, the experience, recognition and relationships developed during the acquisition of the Census 2021 has also enabled the acquisition of other key high value datasets, most recently from HMRC. A key outcome has been an increase in visibility of SAIL and an enhanced level of recognition and increase in trust from data owners as a result of this work. Census 2021 is now being utilised in many projects that are aligned with a government policy team and aim to enhance the effectiveness of public services. |
