Abstract

The Rural Wales Local Policy and Innovation Partnership (RWLPIP) will connect researchers, stakeholders and communities in generating, sharing and applying evidence to enhance local policy and innovation for inclusive, sustainable growth in Rural Wales. It aims to:

Expand and enrich the evidence base, address data gaps and improve accessibility through an Online Integrated Evidence Hub.
Amplify the voices of diverse communities in the region and increase their effective engagement in policy-making and implementation by supporting community action research to build evidence on self-defined priority issues.
Strengthen the capacities of local and regional institutions to devise and deliver innovative, evidence-based solutions to policy problems tailored to the distinctive context of Rural Wales.
Identify and promote scalable lessons and outcomes that are transferable to other rural and non-rural regions.
The central challenge is to understand how growth can be achieved in a rural region, without a dominant urban centre and with typically small sized businesses, limited endogenous capital, and a dispersed labour force. Inclusive and sustainable growth must additionally encompass ideas of social and environmental justice, with an economy based on unlocking the region's natural capital for the Net Zero transition that delivers equitable benefits between and within places, including supporting Welsh language communities. Yet, obstacles to realising these goals are presented by inadequate infrastructure, uneven public services, and concerns around cultural and landscape impacts, as well as by constraints on institutional capacity and by gaps in evidence for policy-making.

Accordingly, RWLPIP focuses on four priority themes: 'Building a Regenerative Economy'; 'Supporting the Net Zero Transition'; 'Empowering Communities for Cultural Recovery'; and 'Enhancing Wellbeing in Place'. An overarching framework of the 'wellbeing economy', connects with the policy context shaped by the Wellbeing of Future Generations Act in Wales.

To address its objectives, RWLPIP brings together a team of experts from Aberystwyth University, Bangor University, Cardiff University, the Countryside and Community Research Institute, the Centre for Alternative Technology, Together for Change, Antur Cymru, DEG, Rural Health and Care Wales, Sgema and Represent Us Rural.

The RWLPIP programme, co-designed in consultation with stakeholders and communities, is structured around seven key activities:

Innovation Labs to identify barriers to change and develop and test innovative solutions;
Community Action Research, supporting communities in carrying out their own research on local issues to gather evidence and explore responses;
Data Synergy, Analysis and Mapping, constructing an Online Integrated Evidence Hub as a single portal for data on Rural Wales;
Surveys to address data gaps;
Responsive Research, with quick turn-around, targeted studies on emerging issues and problems;
Public Engagement, Knowledge Exchange and Capacity Building, including 'Dialogues' engaging stakeholders in discussion of 'wicked issues' informed by RWLPIP evidence;
Evaluation and Learning.
The detailed work plan will be determined on a rolling basis by recommendations from four Thematic Groups linked to the RWLPIP priority themes, comprised by researchers, stakeholders and community representatives. An Equalities and Inclusivity Mainstreaming Action will additionally encourage participation from under-represented groups and ensure that their interests are reflected in the research programme.

RWLPIP will produce diverse outputs aimed at policy-makers and practitioners, businesses, third sector organisations and public audiences. It will deliver benefits through expanded and updated evidence, strengthened resources and capacities for knowledge exchange and analysis, new innovative solutions, and empowered communities engaged in supporting inclusive, sustainable growth in Rural Wales.

Results and Impact It aimed to engage participants from rural businesses, advocacy groups, and local government in exploring questions such as 'What does a growing economy in rural Wales look like?', 'How should we measure growth in the rural economy?', 'How should growth be balanced against environmental and cultural sustainability?', 'What are the limits to growth in rural Wales?', 'How do individual businesses plan for growth?', 'Should we be considering de-growth and what would it mean in rural Wales?'. The workshop involved a short introduction drawing on preliminary LPIP research to outline the problem, followed by a structured, interactive discussion in small groups."

Purpose: to identify potential alternative version of growth and challenges of growth to be further explored in our research considering how growth, in terms of business and community development, is perceived by those living and working in rural towns in Wales.

Media Coverage: The event was promoted by Aberystwyth University Communications team.

The outcome of this discussion was used in the main body of research and contributed towards a report produced on the view on the Foundational Economy for the Economy, Trade and Rural Affairs Committee (September 2024).

Description 'Cawl a Sgwrs' local community event in North Wales

Results and Impact 12 people turned up to an event in a community village hall in North Wales where we are introducing the opportunity to take part in Community-led action research as part of LPIP Rural Wales. This included people from the county council and another local community project which is complimentary to LPIP. Having a social event with food and chat and to hear about a success in the community was recommended by people in the community as a way to reach out to a wider group of people to hear about LPIP and perhaps then decide to take part. People were in groups talking about what places and spaces they care about in their community and what information could be gathered to help them understand more about these. Attendees shared their email addresses for the purpose of finding out the next steps for the project and we are currently planning a follow up meeting.

Results and Impact "This activity was intended to help design a survey. Town and community council clerks were invited to participate and discuss issues concerning them and what data would e most useful for local community and town councils, e.g. about other councils, communities and their services. We asked how much time they would have to fill out a survey and what kind of questions they would be able to answer. We asked how to promote the survey to maximize survey responses. This information was then used to cater survey questions to the needs of the prospective respondents.

The workshop also raised awareness with prospective respondents that the survey would be sent to them and about the topics being investigated. Participants were also interested in getting the information and the results. "

Results and Impact 15 stakeholders of issues relating to community services and assets participated in an online half day workshop to influence what questions and themes would be covered in the survey. This included practitioners, public sector representatives and academics. The purpose was to make sure that information collected in the survey would be relevant to stakeholders and make sure it had not already been collected.

The workshop greatly influenced what issues were covered in the survey and resulted in collaborations with organisations to distribute the survey and an interest in the survey results. It also allowed stakeholders to discuss with each other what topics were important and find out about data and information held by other organisations that they could potentially collaborate around.

Results and Impact Professor Mike Woods was invited to represent the Wales Innovation Network (WIN) at an event at Westminster organised by the organisation Sense About Science, during their Evidence Week (January 2025). The aim of this week is to learn more about how policy-makers use evidence, research and data to influence decisions around policy-making, and to make them aware of organisations who can also support them in obtaining this evidence.

Cymru Wledig LPIP Rural Wales used this event as an opportunity to present the project to members of the House of Commons, House of Lords, parliamentary staff and the media. We met with individuals predominantly from Wales, but a few from England and Scotland who are interested in rural challenges. We also made European connections with other visiting representatives, which may lead to further research collaboration.

As a result of this event, we have arranged follow-up meetings with several policy-makers, shared literature about the project, and offered support.

We have also received media mentions by some of the MPs met, with one MP mentioning the research in a House of Commons debate, one MP discussing it during an interview on TV, and one MP referencing it on his social media.

Results and Impact The LPIP Hub wished to feature stories of the regional LPIP's engagement activities in its blog and newsletter. Following the success of the Cymru Wledig LPIP Rural Wales engagement event with policymakers at Westminster, the Hub wished to use this as an example of best practice and share information with colleagues across the other Local Innovation Partnerships in Yorkshire, Northern Ireland and Scotland, via the Hub. Results and Impact The Rural Wales LPIP held its formal launch in the Senedd building in Cardiff on 10 July 2024. The event involved addresses by the Senedd Llywydd (Speaker) Elin Jones MS, UKRI representative Alice Taylor, and Rural Wales LPIP Director Michael Woods, followed by opportunities for participants to talk to Rural Wales LPIP CoIs about the research and work streams. Participants included Senedd Members and staff, civil servants, professional practitioners from Welsh and national agencies, third sector organisations and businesses, senior university officials, and academic researchers. The event promoted awareness of the Rural Wales LPIP and led to outcomes including requests for further information, plans for engagement and collaboration, and recruitment of members to the Rural Wales LPIP Thematic Groups.

Results and Impact Dr Lucy Baker wrote a press release, which was picked up by the Cambrian News, and published on their online site. As of January 2010, the Cambrian News was the second largest newspaper in Wales, claiming a circulation of 24,000 copies in six regional editorial versions, and 60,000 weekly readers. The circulation area of mid, west and north Wales covered 3,000 square miles (to provide context as to potential readership and 'reach' of the press release.

The press release noted the work of the LPIP and this survey in engaging with the Clerks of councils across Wales, to discover how resilient and adaptive Welsh communities are.The website noted how the study would consider key influences in people's lives on a day-to-day basis and in times of crises - such as infrastructure, democracy, community services, local buildings and support for culture and Welsh language.

There was only one comment left by a member of the public on the article, and this was a negative comment, doubting that any action would be taken as a result of the survey.
