Evaluating the Health Effects of Social Interventions

Abstract
Policy makers, such as politicians and civil servants, make decisions on a daily basis which affect our lives and possibly our health. These include decisions about whether and where to build new roads, how much to spend on building new housing, and how best to improve the public's health. To help with this decision-making process they need continual access to good quality health research. This programme contributes by carrying out new studies, for example, studies of the effects of housing on health. It also brings together existing research and publishes it in summary form, as systematic literature reviews. Our overall aim is to ensure that policy decisions which may affect our health can be informed by the most reliable research evidence - rather than on poor evidence, anecdote, conventional wisdom, or "what has been done in the past".
Technical Summary
This programme, funded by the Chief Scientist Office (CSO) of the Scottish Executive Health Department, aims to produce evidence to support public health decision-making by evaluating the health impacts of social interventions. Our research involves evaluations of the health effects of housing, regeneration, transport, employment, tobacco control and other policies, and their effects on health inequalities. To do this we undertake new controlled studies, mainly using quasi-experimental methods; qualitative research, and systematic reviews. The main objectives of the programme are to:
Undertake systematic reviews of the effectiveness of social or health interventions (policies, programmes and projects) in improving health,
and
Carry out primary studies evaluating the health impacts of social and health policies and interventions. The focus of our current research is examining the effects on health and health inequalities of housing and regeneration, employment and welfare, and school contexts, inequalities and health. We also participate in projects aimed at developing new methodologies for evaluation and evidence synthesis.

Results and Impact | We jointly developed a Theory of Change which formed the basis for a fully-developed evaluability assessment of free school meals. We have completed an evaluability assessment of free school meals, following two further meetings with Scottish Government policy-makers which will be published on the NHS Health Scotland website. Our research recommendations have been accepted by the Scottish Government, a project manager has been appointed by Health Scotland, and a working group involving researchers, SG policy makers and NHS Health Scotland has been convened to take forward the evaluation. We have also had an amended module of questions of free school meal uptake and impact on family eating habits included in the next wave of the SG-funded Growing Up in Scotland survey which will take place in 2015 |

We will jointly develop a proposal for an evaluability assessment of the Thriving Places initiative with participants in the meeting. |
