Newton001 - A collaboration Brazil UK on e health preparing a virtual cohort of 80 million Brazilians

Abstract

An MoU was signed between LSHTM, Universidade Federal da Bahia-ISC and FIOCRUZ in 2014; a delegation from UFBA and FIOCRUZ visited the LSHTM in 2014. Mauricio Barreto (the Brazilian PI) has a LSHTM PhD, and 3 other LSHTM PhDs hold academic positions at ISC; 3 students from ISC are split or full PhD current students at LSHTM. Mauricio was LSHTM "Heath Clarke Lecturer" in 2013 and now hold an Honorary Professorship there. Laura Rodrigues, the UK co-PI holds a Science Without Borders Visiting Professorship ("PVE") at ISC. Professors Laura and Mauricio had two major joint research projects: "BCG REVAC, a large trial of efficacy of BCG revaccination, co funded by DfID and the Ministry of Health/Tuberculosis Control Programme in Brazil and "SCAALA", a Wellcome Trust funded "Centre of Excellence in Latin America" dedicated to Social Change, Allergy and Asthma in Latin America and now co-funded by the Brazilian National Research Council-CNPq and FAPESB.. This collaboration resulted so far in 89 papers published in peer review journals; Several PhDs (8) and Masters (7) theses were developed as part of these projects.
Liam Smeeth is a deputy director of the London Farr Institute, has visited ISC to present on the Farr Institute and use of routine electronic data and is a scientific advisor for the development of the 80 million Brazilians Virtual cohort.

Planned Impact

The Farr Institute of Health Informatics Research comprises four nodes distributed across the UK and led from the University College London (Farr Institute @ London), University of Manchester (Farr Institute @ HeRC N8), Swansea University (Farr Institute @ CIPHER), and the University of Dundee (Farr Institute @ Scotland). With a £17.5m-research award from a 10-funder consortium (including the MRC, ESRC and EPSRC), plus additional £20m-capital funds from the MRC, the Farr Institute aims to deliver high-quality, cutting-edge research linking electronic health data with other forms of research and routinely collected data. Capacity Building activities across Farr will train a new cadre of health informaticians and related methodologists, providing the academic and professional underpinning of world-leading e-Health innovation from the UK. International collaboration is central to the mission of the Farr Institute, but to date has been relatively limited. The UK-Brazil collaboration proposed here will bring together UK expertise and experience in e-health with the unique data resources and public health research excellence offered by Brazil.
Brazil has a national health system (SUS) based on its constitutional principle of health as citizen right and a State duty. As part of the effort to improve the health the health information systems has improved and now there is several reliable national databases covering different aspects (i.e., use of services, morbidity and mortality). It is clearly understood that the possibility to link these different databases will create a unique opportunity to improve research and management of the health system. The existing legal framework and ethical regulations are clear supportive of such uses given there is capability to protect confidentiality and the results are used for the public good. To transfer to Brazil experience already accumulated in the UK will speed this process.
