Abstract

Nitrogen compounds are essential for life. They are needed to make many biological compounds including proteins, amino acids, DNA and ATP (the 'fuel source' of cells), without which no living organism could survive. Nitrogen is particularly important because it often limits food production, while high levels of N compounds in the environment lead to serious pollution problems. By supplying N fertilizers, farmers greatly improve their yields. This has been essential to feed the growing world population over the last century, with N fertilizers estimated to sustain ~3.5 billion people, almost half of humanity.

While the increased manufacture and mobilization of reactive N sources can be seen as a great feat of 'geoengineering', there have been many unintended consequences. A growing human population needs more food, so more fertilizers, especially as we now eat more animal products per person. The result is a complex web of pollution issues, threatening water, air and soil quality, altering climate balance and impacting on ecosystems and human health. In addition to the loss of N from farms, other sources cannot be forgotten. These include air emissions from burning, and losses to water from sewage systems. Overall, human alteration of the global N cycle makes for a multi-issue problem that ranks alongside climate change as one of the great challenges of the 21st century. The European Nitrogen Assessment has estimated that N pollution alone causes 70-320 billion Euro per year of damage across the EU (Nature, 14 April 2011,472,159).

Given the wide diversity of nitrogen loss pathways into the environment, there are many potential solutions. In a recent report 'Our Nutrient World' led by CEH for the United Nations Environment Programme (UNEP, launched Feb 2013), 10 key actions were identified which would contribute to better nutrient management, simultaneously helping to meet food security goals while reducing the pollution of air, land and water, with multiple benefits for ecosystems, climate and human health. However, 'Our Nutrient World' also identified that there is currently no global international agreement that links the many benefits and threats of nitrogen. As a result, there is also no coordinated scientific assessment and support process to quantify and demonstrate these linkages.

This gap is now being addressed by the International Opportunities Fund (IOF) of the NERC through its support for a new endeavour "Pump priming to towards the International Nitrogen Management System" - or 'INMSpp' for short.

The central idea is that a scientific support system is needed that can provide the evidence needed to show how joined-up management of the global nitrogen cycle will deliver multiple benefits, and to be able to evaluate options that policy makers may wish to consider. Already there is a developing ambition for INMS as reflected by the invitation from the UN Global Environment Facility (GEF) for the NERC Centre for Ecology and Hydrology (CEH) to work with UNEP to develop a concept to establish a future INMS approach. Ultimately this would be a major endeavour, linking indicators, models and datasets to allow evaluation of possible international agreements.

The INMS pump priming project provides a key step towards this eventual goal. As one of the key challenges to establish model chains from source to impact to mitigation and adaptation the INMSpp project has taken on the task of working out how integrated global modelling of the nitrogen cycle should be developed. The project will bring together a global consortium to examine how models can be joined up to demonstrate the net benefits of better nitrogen management. This will be a key resource as the INMS approach is developed. The outcome is the prospect to show how linking up different international environmental agreements can build common ground, simultaneously supporting food and energy security and a cleaner environment.

Planned Impact

a. Integrating research perspectives

The INMSpp project will benefit UK competitiveness by bringing together UK scientists with leading international partners allowing UK to lead the agenda on global nitrogen research in relation to environmental challenges. By going the 'extra mile' in integrating air, land and marine flows with impacts assessment and economic modelling, the project will provide key training for the team members, while improving UK competitiveness in the future global market for N management expertise. This can be expected to develop strongly as a response to increased awareness of N impacts as a result of the INMSpp and eventual INMS endeavours (impact: 3-20 years).

b. Cost savings for environmentally sensitive farming and environmental regulation

Agricultural activities, especially livestock, have major impacts on the environment leading to large societal costs. Improved understanding of N cycling will underpin advice on improved management techniques, both for farmers and conservation managers. By decreasing losses of nitrogen from the farming system, environmental measures can help farmers reduce their fertilizer bill. For example, a 30% reduction in agricultural N losses equates to a saving of 5 bn Euro per year to EU farmers (based on ENA). Environmental regulation can also entail costs to farmers, depending on the nature of best available techniques (BAT) and ambition of the commitments. Unit costs of abatement measures are substantially reduced where multiple benefits can be shown. (impact 5-10 yrs).

c. Evidence underpinning future European air quality, climate and other environmental policy

The ongoing negotiations to the EU National Emissions Ceilings Directive (NECD) highlight the importance of supporting European air policy with scientific evidence. In particular, the societal costs of particulate matter and N deposition to ecosystems highlight the need to understand the atmospheric and climate controls. The current analysis (see CLRTAP Long-term strategy, ECE/EB.AIR/2010/4) recognizes the challenge to increasingly link up between such policy domains to quantify the co-benefits between air pollution, climate, water and biodiversity policies, and to develop a holistic approach to N management. The INMSpp project will help take this to the next stage (linking air, climate and nutrients) by developing the basis for establishing future coupled modelling chains, allowing these links, and the economic consequences to be quantified. d. Supporting a global perspective on nitrogen management

At present there is no multilateral environmental agreement (MEA) to handle nitrogen management problems at a global scale as for climate and biodiversity. The INMSpp project will make a major impact in this direction by contributing the scientific capacity-building and data needed to underpin such a future MEA or more effective partnership between existing MEAs. The project will provide international scientific leadership to support these developments through involvement in the UNEP Global Partnership on Nutrient Management and the INI feeding directly into the GPA and UNEP agenda development (impact: 3-10 yrs).

e. Quality of life in a cleaner world.

Together, these activities will play a key role in improving quality of life. Until recently, the 'nitrogen challenge' facing humanity has received rather little publicity compared with issues such as climate change. Yet the recent ENA estimates of 70-320 billion Euro per year worth of N damage to human health, ecosystems and climate show that a cleaner management of nitrogen has a huge potential to benefit citizens. By improving integration across the nitrogen cycle, the benefit-cost ratios of mitigation measures will further increase, providing scientific evidence to support decision makers and citizens at local, national and international levels (impact: 2-20 yrs).

Description The INMS Pump Priming project was a International Opportunities Fund project designed to prepare the way to establish the International Nitrogen Management System (INMS). As such its main purpose was network development and upscaling of a community of shared ideas, including the organisation of meetings that bring INMS into being. As part of this process, the INMS Pump Priming workshop in Edinburgh (April 2015) brought scientists together to address key threats and identify the priorities for further action. It was agreed that there are Five Key Threats of nitrogen pollution, plus two major benefits that need to be addressed within the scope of INMS: Water quality, Air quality, Greenhouse Gas balance, Ecosystems & Biodiversity, and Soil Quality, with the key benefits of nitrogen being for Food and Energy production. (Together making the acronym WAGES-FE). The developed consensus building has now fed into the further development of INMS, which was successful in the award of a 6 M USD grant from the Global Environment Facility (GEF) through the UN Environment Programme, with 54 M USD contributions in kind from a network of 80 partner organisations globally.
Exploitation Route The results are now being used by the GEF/UNEP INNS process to develop a global science support system for international nitrogen policy. This is being conducted in partnership with regional intergovernmental bodies, such as the South Asia Cooperative Environment Programme (SACEP), the Lake Victoria Basin Commission, the Black Sea Commission, the La Plata River Basin Commission, the Partnership for Environmental Management in the Seas of East Asia (PEMSEA) and others, together contributing to key conventions across the nitrogen policy arena. These include the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA), the UNECE Convention on Long-range transboundary air pollution (LRTAP), the UN Framework Convention on Climate Change, the UN Convention on Biological Diversity, and the UN Vienna Convention on protection of the ozone layer. Coordinating action is being developed in partnership with UNEP including through the United Nations Environment Assembly.

Description INMS Pump Priming is an NERC International Opportunities Fund project with the central goal to prepare the foundations to establish an eventual science support process for international policy development on nitrogen. In developing this pump priming approach, the project is thereby acting catalytically to stimulate global network development and stakeholder engagement as a foundation to establishing a future "International Nitrogen Management System (INMS)". The nitrogen cycle crosses multiple environmental, food and energy security concerns, so that human alternation of the nitrogen cycle is having systemic affects across the Earth system, that affect air pollution, water pollution, climate change, ecosystems and biodiversity, soils and stratospheric ozone depletion, while at the same time creating benefits through fertilizers and biological nitrogen fixation for world food supply. The problem is that the huge breadth of impact of the nitrogen cycle alteration means that specialisation among scientists and policymakers is typically failing to grasp the bigger picture. The core hypothesis of the INMS approach is therefore that a joined up approach to the nitrogen cycle can provide the foundation for a more coherent scientific understanding that will inform a more coherent set of future policies. With major barriers to change in achieving a cleaner and more sustainable world, it can be expected that such a joined up approach will consolidate the benefits of taking action, maximize synergies, reduce trade-offs and in the end, help overcome these barriers to change. The INMS Pump Priming project has already been making major progress in contributing to these necessary international developments. Specifically, it is taking the lead in developing the vision for what it would mean to develop global and regional integrated assessment modelling capability for the nitrogen cycle, by bringing different modelling experts together and identifying the linkages, priority connections and modelling plus data needs. More broadly, it INMS Pump Priming is supporting the wider process of INMS development. Key outcomes of this catalytic approach include the awarding of several additional projects that amplify the global critical mass in this area, including winning a project preparation grant to develop a full scale proposal with the United Nations Environment Program (UNEP) and the Global Environment Facility (GEF) for a full scale project "Towards INMS". This project preparation phase is currently running, demonstrating the effectiveness of the "Pump Priming" approach to stimulate these key international collaborations. Though INMS Pump Priming, a strong level of science policy engagement is being supported, developing the necessary engagement between the global science community under UK leadership and the key international policy forums and frameworks. This is showing outcomes both through the emerging development of national initiatives, where bilateral engagement with INMS Pump Priming is supporting countries in developing their own national nitrogen strategies (e.g. Canada, European Union, Germany, India, Portugal and UK), as well as in the global and regional context, utilizing existing policy frameworks. Through this approach a more coordinated basis is being developed to design a suitable approach for science evidence provision for international policy development (developing the INMS architecture in partnership with a wide range of global stakeholders) and to develop the 'nitrogen policy arena' to show how existing international policy frameworks can work more effectively together. Such a transformation of the current policy landscape for nitrogen, stimulated by an international scientific process, is anticipated to be critical in overcoming the barriers to better management of the World's nitrogen cycle. The outcome in the end, will be to show how nitrogen science can support policy makers and practitioners in improving multiple sustainability indicators simultaneously, where better nitrogen management leads to cleaner air, cleaner water, reduced greenhouse gas emissions, reduced adverse effects on biodiversity and ecosystems, and more sustainable soils. Together with an anticipated improvement in "global nitrogen use efficiency", the aim will be to demonstrate in 20 years' time, how the INMS science has simultaneously helped underpin delivery of a cleaner environment with improved food and energy provision for the world.

Impact The written and oral evidence to the House of Commons EFRA Select Committee focused on the opportunities for innovation and cost saving by implementing low emission techniques for ammonia in farming. This will have influenced both the Select Committee, emphasizing the high degree of feasibility of such approaches, while the written evidence is now available on line, while the hearing is on Parliament TV. Among the findings I reported was that nitrogen pollution emissions in Europe amount to around €15 billion per year as lost fertilizer value and between €70 to €320 billion per year in terms of social and environmental costs. This emphasizes the strong green economy and circular economy case for taking actions to reduce these losses, keeping nitrogen in the farming system and while simultaneously reducing environmental pollution. PI Contribution • A strengthened global network of nitrogen researchers working at the interface of nitrogen science and policy development (contributions from over 150 experts from over 30 countries) • Establishment of a modelling advisory group for development of integrated assessment modelling approaches for reactive nitrogen, and preparation this to evolve into the eventual International Nitrogen Management System. • Strategic support to build partnership between NERC (CEH) and the United Nations Environment Programme (UNEP) and the Global Environment Facility (GEF). • Building of the science policy interface between the international science community, implemented through the International Nitrogen Initiative (INI) and the UNECE Task Force on Reactive Nitrogen (TFRN), in contribution to the UNECE Convention on Long-range Transboundary Air Pollution and the UNECE Transboundary Waters Convention. • In parallel the action is building partnerships with the Organisation for Economic Cooperation and Development (OECD), with the UN Convention on Biological Diversity (CBD), the Global Partnership on Nutrient Management (GPNM), preparing support for the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities, as well as with the UN Food and Agriculture Organization, the World Meteorological Organization (WMO) and the World Health Organization (WHO). • Developing the basis for a full-scale project proposal with UNEP through the GEF for a project "Towards the establishment of the International Nitrogen Management System" ("Towards INMS"). This preparatory activity is currently continuing, with the hope that INMS Pump Priming can support the establishment of this full project to run from later in 2016 to 2020.

Results and Impact ResearchFish can itself be an important engagement activity. With a huge potential readership, there is opportunity for raising issues and increasing public awareness. It remains open question, however, whether the approach is effective at reaching the target audiences. Are users actually reading the ResearchFish reports?

We here foster direct engagement in ResearchFish and the nitrogen cycle by posing three key questions. Prizes are available for the first person to answer each question correctly.

Question 1: Which biogeochemical Proteus is responsible for feeding nearly half the world's population?

Question 2: Which nitrogen vapour has secured a spiritual home for 70% of humanity, and why?

Question 3: What is the optimal configuration for science to support policies on the global nitrogen cycle?

The prize for the first correct answer to Question 1 is a bottle of whisky. For the first correct answer to Question 2, the prize is a cup of aqua vitae. It may be that Question 3 does not have a single correct answer. For the best answer, the prize is the opportunity to see it become reality.

Results and Impact Finalizing agreement with countries and stakeholders of the UNECE Framework Code of Good Agricultural Practice for reduction of ammonia emissions. This was a TFRN Special Workshop organized jointly with the European Commission and Pracis, Edinburgh. Role as conference chair and presentation of The Revised UNECE Framework Code on Ammonia Emissions (see http://www.ceh.ac.uk/news/press/ammonia-framework-code-edinburgh-workshop-press-release.asp )

Based on the agreement of this workshop the final document was presented to the Executive Body (Conference of Parties) of the UNECE Convention on Long-range Transboundary Air Pollution (LRTAP), Geneva and adopted by a decision of the parties. This document is now being used by the LRTAP Parties to implement their National Ammonia Codes as required under the Gothenburg Protocol.

Following on from the First Plenary Meeting of INMS, held in April 2015 (INMS-1, Lisbon), which focused on introducing the different partners and stakeholders, the focus of the Second Plenary Meeting (INMS-2, Melbourne) is on building the teams needed to start the work of INMS. It includes the launch of the 'Towards INMS' project funded with support rom the Global Environment Facility (GEF), the United Nations Environment Programme (formerly UNEP, now 'UN Environment') and all the other project partners.

Results and Impact Following the circulation of an initial background document on the planned modelling activities within Towards INMS, 29 participants attended a 1.5 day meeting to outline the workplan of both Activities 1.5 and 2.1 (as they are closely linked). A number of participants with active models and modelling networks presented on their activities and how these could engage with the Towards INMS project. The outcomes of the project were discussed at length and a call for interest (along with budget requests) was sent out shortly after the meeting in order to further the details of the workplan for these activities. The workshop was financially supported by the UK funded INMS Pump Priming project, which facilitated the attendance of many of the participants, along with support from several partners also interested to engage in the work.
