Abstract
Feeding the rapidly growing global population in a sustainable way is one of the greatest challenges facing humanity. Addressing this will require a flexible mix of strategies, including minimising wasteful losses of food, reducing the amount of animal products in diets, together with increasing the productivity and efficiency of the existing farmed area whilst maintaining natural capital on which it and other ecosystem services depend. The latter concept of 'sustainable intensification' (SI) of agriculture is considered central to ensuring food security and a healthy environment for future generations. However, how best to achieve this is the subject of vigorous debate. Testing fully the concept of SI will require world-leading research into agro-ecosystems, which integrates environmental, agricultural and social sciences, and is applied across a range of scales. To support the research community in achieving this goal we will build a long-term (10 year+) national capability between BBSRC and NERC institutes, Rothamsted Research (RRes), Centre for Ecology and Hydrology (CEH) and British Geological Survey (BGS). This will require a critical and stable mass of expertise from a number of disciplines, together with capacity building by training and developing early career researchers. Only by bringing together expertise in management of natural resources (CEH, BGS) with that of crop production (RRes) will we be able to examine fully the impacts of intensification on the wider environment, and develop synergistic farming systems that contribute towards environmental sustainability.
The ASSIST programme - Achieving Sustainable Agricultural Systems - will develop innovative farming systems that maintain or increase productivity and resilience to future perturbations, while reducing the environmental and ecological footprint of agriculture. It will advance knowledge in five core areas: 1) identifying current and future biophysical limitations on crop productivity; 2) predicting the impacts of changes in agricultural management the wider environment, 3) understanding and enhancing the ecological processes underpinning food production; 4) developing innovative farming systems which minimise inputs while maximising yield, and build resilience to future environmental change; and 5) providing tools and data for planning future multi-functional land use that optimises benefits to food production whilst minimising trade-offs and conflicts with other ecosystem services.
SI is currently an area of considerable research investment. However, current initiatives are justifiably short-term and have a narrow focus on existing policies and practice (Defra), or on single components of the agro-ecosystem, such as soil processes (RCUK). While they form an invaluable starting point and provide detailed understanding of critical processes, we will complement and go beyond these initiatives through consideration of the longer-term (10 year+), large-scale effectiveness, impacts and robustness of novel mid- and far-horizon agricultural systems and technologies.
This national capability will provide the community with validated biophysical models and data at the field and national scale, a UK-wide research infrastructure using commercial farms, and tools to explore and synthesise the data generated. It will provide opportunities for new partnerships between the wider academic community and industry to address critical knowledge gaps, including the socio-economic barriers to uptake and implementation of these new farming systems, and the integration of advances in crop breeding. Together these activities will support the agricultural industry in assessing the potential to meet ambitious goals for environmental sustainability whilst remaining competitive in the global market.

Description | The Achieving Sustainable Agricultural Systems (ASSIST) programme brings together the complementary expertise of UKCEH, BGS and Rothamsted Research (RRes). It is funded by NERC and BBSRC, and aims to investigate novel farming systems to increase the efficiency and sustainability of food production, and improve their resilience to environmental change. It seeks to embed impact through engagement of working farms, the farming industry and Defra. To date it has provided the following outcomes: Outcome 1: Improved knowledge of the biophysical limitations on crop yields from field to national scales, and new models to forecast limitations under future environmental change. This includes the provision a new national crop yield monitoring network and the analysis of temporal and spatial patterns of crop yield. We have shown the resilience of crop yields to extreme weather events is positively associated with the amount of semi-natural habitat in the landscape. Outcome 2: Enhanced measurements and prediction of the impacts of agriculture on the wider environment. This includes the provision of the first national maps estimating pesticide and fertilise applications for GB. We have also established a national network of flux towers on arable and livestock farms to provide real-time measurements of greenhouse gas fluxes. Finally, we have developed a detailed national model to predict how changes in agricultural management impacts on water quality. Outcome 3: A commercial study farm network to test combinations of nature-based and agri-tech solutions that reduce environmental impacts and enhance agricultural production. In partnership with industry, we have established a network of commercial study farms (10 grassland; 20 arable) across England. We are undertaking detailed monitoring on these farms and conducting common, multi-site experiments to test sustainable farming systems. Outcome 4: A synthesising framework for planning future land use that optimises food production while minimising trade-offs with other ecosystem services. We have developed a web-based decision support tool called ASSET to enable the community to explore our data and the implications of different land-use policy scenarios on environmental and economic indicators. Outcome 5: Provide the community with improved access to new national data, models and tools to support the development of sustainable agricultural systems. We have developed a searchable data catalogue with meta-data of key data sets generated by ASSIST. Associated with this, we have produced a comprehensive data management plan that clearly defines the mechanism for data curation and sharing with the community. |
Exploitation Route | ASSIST is providing the farming industry with access to data, tools, models and instrumented demonstration platforms to enable the transition to sustainable and efficiency farming systems. The programme is providing the research community with access to sensor networks and a network of commercial study farms providing data on agroecosystems, and the pressures and threats to these. |

Description | Effectiveness of agri-environmental policies: ASSIST provided some of the research evidence base to formulate new Environmental Land Management agri-environment policy (https://www.gov.uk/government/publications/environmental-land-management-update-how-government-will-pay-for-land-based-environment-and-climate-goods-and-services). The in-field wildflower strips co-designed and tested in ASSIST are listed as one of the key measures implemented by the policy. ASSIST has established a network of 18 arable and 10 grassland commercial study farms for training farmers in sustainable land management. This training and knowledge transfer increases the effectiveness of agri-environmental policies in the UK. The ASSIST team has undertaken more than 300 stakeholder engagement activities, including external events, meetings with industry partners, online and printed articles and blogposts. These will also significantly benefit agri-environmental policies. ASSIST has produced a land use scenario explorer tool (ASSET) (http://assist.ceh.ac.uk/content/asset-assist-scenario-exploration-tool). This tool is being widely used by Defra policy teams to explore the impacts of land management scenarios on a wide range of socio-economic and environmental indicators, together with a range of ecosystem services. Economic performance: ASSIST outputs have provided important economic benefits to farmers, the farming industry and related commercial sectors, such as utilities and property management companies. ASSIST has developed automated routines for cleaning and analysing large volumes of precision crop yield (3.4 million data points annually for over 100 commercial farms and >7,000 fields across the UK). This has supported improved resource use efficiency and economic performance on these farms. This yield network has provided the farming industry and policy makers (Defra, AHDB) with early warning of the impacts of extreme weather on crop yields and elated commodity prices. We provided free hydro-met services for the farming industry via a mobile app. Our 50m scale relative estimates of soil moisture informs farming decision (e.g. when a soil is dry enough to travel) and improves their effectiveness. ASSIST has undertaken national surveys of soil quality of farmland (800 fields). This has proved farmers and the farming industry with information on carbon stocks, texture and microbial communities present in arable and grassland soils. This will provide farms with information on the potential for carbon trading on their land. It has also led to more consistent and robust ways of sampling and measuring soil carbon stocks in the future. Annual publication of the national crop map (LCM Plus: Crops) and associated production of national maps of pesticide and fertiliser use has supported the water industry in targeting mitigation measures to ensure clean water supplies. We have issued 77 licences issued to the water, electricity and academic sectors for the Crop Map and 13 licences to academia and the water industry for the pesticide and fertiliser maps. The National Honey Monitoring Scheme (https://honey-monitoring.ac.uk/) is supporting over 800 beekeepers in the UK and overseas territories by providing information on the floral content of their honey and presence of pesticide residues. This adds significant value to the retail value of their honey. Societal benefits: ASSIST has produced a freely available digital tool called the e-planner (https://e-planner.ceh.ac.uk/About) to provide every farm in the country with detailed information the best location to create habitats to provide wider societal benefit, namely carbon capture by tree planting, protection of water resources from pollution, creation of habitat for crop pollinators and farmland birds, and natural flood management. This tool has been widely adopted by farmers and the farming industry, including inclusion in industry digital platforms. Alongside this, we have released a free mobile phone app (e-surveyor - https://www.ceh.ac.uk/e-surveyor) that uses image recognition to identify plant species and track the success of habitat restoration. |

Title | Bird and butterfly abundance from consistently surveyed agri-environmental monitoring transects at Hillesden, UK, 2006-2017 |
Description | This dataset contains bird and butterfly abundance data from field-surveyed transects at Hillesden, UK (2006-2017). Over this time period, Hillesden hosted two five-year experimental manipulations of agri-environmental habitats, alongside monitoring of their impacts on biodiversity and agronomic indicators. This dataset contains data suitable for analysis of ten-year interannual population trends across both 5-year phases of experimental work at Hillesden, and subsequent comparison with equivalent trends derived from equivalent national recording schemes (Breeding Bird Survey (BBS) for birds, Wider Countryside Butterfly Monitoring Scheme (WCBMS) for butterflies). The data thus relate only to transects which were recorded consistently (nine for birds, seven for butterflies), and to species that were present on the majority of transects. This dataset thus represents a subset from the whole Hillesden biological survey dataset for these two groups, and contains maximum annual counts per transect, across monthly visits (April-August) within the permitted time frame from equivalent national recording schemes (BBS for birds, WCBMS for butterflies). Data were collected as part of a project led by the UK Centre for Ecology and Hydrology, funded by Defra, with analytical work funded by the Natural Environment Research Council (NERC) under research programme NE/N018125/1 ASSIST. ASSIST is an initiative jointly supported by NERC and the Biotechnology and Biological Sciences Research Council (BBSRC). |

Title | CEH Land Cover plus: Fertilisers 2010-2015 (England) |
Description | This product consists of maps of predicted average annual application rates of three different inorganic chemical fertilisers - nitrogen (N), phosphorus (P) and potassium (K) - in England across a six-year period (2010-2015). The estimates, along with their respective estimates of uncertainty, are provided at a 1 km x 1 km resolution. These data were modelled from Defra British Survey of Fertiliser Practice (BSFP) data using a spatial interpolation procedure. Different uses and potential applications of the produced maps, including the following: 1) Modelling nutrient fate to predict impacts of changes in farming practices (intensification/extensification) on nutrient runoff to water; 2) Estimating greenhouse gases (GHG) emissions due to fertiliser application to crops and grassland (linked with air quality impacts); 3) Quantifying past and future impacts of eutrophication and/or agricultural management on agricultural ecosystems and indicators such as arable plants, farmland birds, pollinators; 4) Linking crop growth models to predict areas where better nutrient management may improve yields; 5) Improving policies aimed at mitigating negative impacts of fertiliser use (e.g. catchment sensitive farming to reduce pollution and/or improve water quality). This data product was funded by the Natural Environment Research Council (NERC) under research programme NE/N018125/1 Achieving Sustainable Agricultural Systems (ASSIST). Title | Input to Yield Ratio (IYR) maps for wheat farming in England, 2010-2017 |
Description | These maps show the Input to Yield Ratio (IYR) of wheat farming in England, calculated as the ratio of agrochemical inputs to agricultural reward as yield. We assess the IYR at a 1km resolution for wheat grown in England over the period the period 2010-2017, considering the different agrochemicals used and their differing forms of environmental impact. We provide four mapped products: IYR for Nitrogen fertilisers, IYR for Phosphorus fertilisers, IYR for pesticide risk to earthworms, and IYR for pesticide risk to honeybees. The IYR is calculated using scaled rather than absolute values, with the maximum value in each yield and inputs dataset set as 1, so that all inputs and rewards are expressed proportionally to each other. The research was funded under research programme NE/N018125/1 ASSIST and NE/W005050/1 AgZero+. |

Title | UKCEH Land Cover Plus: Hedgerows 2016-2021 (England) |
Description | This dataset contains a model of the extent and height class of woody linear features on field boundaries in England, including hedgerows, tree lines and semi-natural thickets of shrubs and trees. The model was derived from processing of the Environment Agency lidar product (National Lidar Programme), captured in 2016-2021, and the linework is consistent with the polygon boundaries used in the UK Centre for Ecology & Hydrology (UKCEH) Land Cover Map (LCM). Due to expected low densities of woody linear features, and potential uncertainty, areas excluded from the coverage include LCM classes of mountain/moor/heath, open water and the coastal zone, urban/suburban areas and woodlands (i.e., areas of continuous non-linear woody cover). |

Title | Wheat yield resilience metrics for sample 10km x 10km grid cells in England, 2008-2017 |
Description | Data on resilience of wheat yields in England, derived from the annual Defra Cereals and Oilseeds production survey of commercial farms. The data presented here are summarised over a ten-year time-series (2008-2017) at 10km x10km grid cell (hectad) resolution. The data give the mean yield, relative yield, yield stability and resistance to an extreme event (the poor weather of 2012), for all hectads with at least one sampled farm holding in each year of the time-series (i.e. the minimum data required to calculate the resilience metrics). These metrics were calculated to explore the impact of landscape structure on yield resilience. The data also give the number of samples per year per hectad, so that sampling biases can be explored and filtering applied. No hectads are included that contain data from <9 holdings across the time series (the minimum level required by Defra to maintain anonymity is <5). The data were created under the ASSIST (Achieving Sustainable Agricultural Systems) project by staff at the UK Centre for Ecology & Hydrology to enable exploration of the impacts of agriculture on the environment and vice versa, enabling farmers and policymakers to implement better, more sustainable agricultural practices. |

Results and Impact | The Agricultural Universities Council UK represents universities that both teach and research agriculture. Alongside strategic research institutes (including UKCEH), we deliver the lion's share of agricultural research in the UK.1 But, while groups of universities team up on projects all the time, we have not worked before as a whole sector. This shared strategy sets out, for the first time, steps that we have agreed to take together to make our research as effective and efficient as possible. |

Results and Impact | A range of stakeholders were consulted to help produce a semi-quantitative assessment of the effectiveness, evidence base and feasibility of different agricultural management practices to identify the key farming solutions needed to achieve greater efficiency and sustainability. Just over a hundred stakeholders comprising mostly farmers, agronomists, scientists and conservation practitioners were asked to complete a questionnaire and we received 38 full responses. Of these respondents, a selected, cross sectional group of 21 attended the follow-up workshop to review the findings of the questionnaire and identify key areas of consensus & conflict and potential areas for future development. The workshop was hosted jointly between the ASSIST team and RSPB. |
