Using bee models to support decision-making in the implementation of the National Pollinator Strategy in Cornwall

Abstract

Recent pollinator declines raise serious concerns about the future of pollination ecosystem services for wild flowers and some crops in agricultural landscapes. In response, the UKs National Pollinator Strategy (NPS) has catalysed landscape scale conservation projects aimed at protecting pollinating insects that support biodiversity and sustainable food production. Cornwall Area of Outstanding Natural Beauty (CAONB) has initiated new work to help deliver the NPS aims, and this Innovation Internship will create a partnership between the University of Exeter (UoE) and CAONB to advise, support and extend this. The intern, Dr Grace Twiston-Davies (GTD), will utilise the cutting-edge suite of pollinator computer models, developed at UoE (with Research Council UK funding), to provide robust scientific evidence that can inform the strategic implementation of wild pollinator conservation at CAONB. GTD will share her extensive biodiversity and pollinator ecology expertise to further CAONB's initiative to improve the Cornish landscape for pollinators. In return, CAONB partners, will share invaluable expertise in how best to work with land stewards and owners to benefit the environment; and will give vital feedback on how we can integrate our models to fit the needs of beneficiaries. This collaboration will provide a sustainable relationship with multiple benefits for both partners that extend beyond the duration of the Internship, since both plan to further their work to effectively improve landscape management for pollinators.

Agricultural landscapes cover 2/3 of the CAONB, providing an opportunity to make a significant contribution to pollinator conservation. However, there is poor uptake of the pollinator targeted management options (e.g. Countryside Stewardship options) like nectar flower mixes and grassland floral diversity enhancement. It is unclear as to what scale and density these options need to be administered at in order to maximise their ecological benefits and there is currently no mechanism for comparing the relative effects of different options to aid decision-making. This Internship will enable management recommendations to be made based on the predictions of relative bumblebee colony success to assist CAONB in implementing pollinator management most effective to the specific option and landscape. By potentially targeting grassland under agricultural use, this project covers two of the NERC Innovation priority areas; Sustainable Food Production, by increasing the sustainability of the beef and dairy industry through the enhancement of grassland sward diversity and Natural Resources, by managing natural resources of biodiversity and pollination services at CAONB.

CAONB have recently published their 2016-2021 management plan which includes "Investing in Nature" policies specifically involving supporting land managers to increase ecosystem services and biodiversity. Now is the opportune time to strategically implement pollinator friendly management options. CAONB have invested in a Project Development Officer; Richard Hardy to help implement key objectives of the National Pollinator Strategy within the AONB and to launch new pollinator focused projects. They are keen to capitalise on the ecological expertise available in the pollinator research team at the UoE to maximise the impact of the project. GTD will therefore, bridge the knowledge gap between the partners, and share her expertise in landscape-scale grassland ecology and pollinator models. This will be transformative to the organisation in informing evidence-based decision making in order to enhance the Cornish landscape for pollinators.

This project will provide a high profile impact case-study resulting from Research Council UK funded ecological modelling research (BBSRC, NERC), and will result in on-going and long-lasting impact for both partners, providing the opportunity for partners to develop further funding bids and projects together.
 
Title 6000 flowers art exhibition, 20th March- 12th May 2017 
Description We collaborated on a creative interpretation of Farms for AONBees entitled "6000 flowers" with an exhibition and local and social media coverage shown from 20th March - 12th May. 6000 flowers collaborated with local artist Josie Purcell to highlight the huge number of flowers bumblebee queens may visit in the spring to collect enough nectar and pollen to establish their nests and to showcase how we are working with farmers to try and increase floral resources across Cornwall's landscapes. The results were an exhibition that showcased 12 original landscape prints .

Description In collaboration with Cornwall AONB, we launched the Farms for AONBees project to enhance Cornwall's finest landscapes for nature and business based on the Environment and Sustainability Institutes' cutting edge bee computer models. The internship refined the future direction and legacy for Farms for AONBees, highlighting 3 key recommendations for future work that could be transferrable to other landscapes: (1) Even small changes in management could make a big difference to the number of Bumblebees; (2) farm-scale management could increase landscape-scale Bumblebee survival; (3) by planting the right flowers in the right place we could benefit bees and business. Additionally (4), there was huge support and potential for this sort of project to strategically enhance landscape scale pollinator conservation and pollination working in collaboration with a range of stakeholders.
Exploitation Route Using the models (BEEHAVE, BEESCOUT, Bumble-BEEHAVE, BEE-STEWARD) in land management decision making could provide a UK competitive advantage for farmers by predicting what options could have the biggest returns in terms of pollination for crop production and/or providing a unique selling point for their produce, thus improving UK business performance. Additionally, using these tools to predict pollinator conservation and resilience could transform UK public services by providing a secure and sustainable supply of food. We aim to continue utilising the models as decision support tools for land management and continue the Farms for AONBees project through future projects and collaborations including the current BEE-STEWARD project. These findings are proposed to be taken forward by Cornwall AONB in a new Defra Test Trial across the Lizard in Cornwall.

Description 1. Farms for AONBees was launched: In partnership, we have launched a project aimed at enhancing Cornwall's finest landscapes for bees and business- Farms for AONBees, with Cornwall AONB aiming to continue with the project past the end of the internship. As well as the impact and engagement activities detailed, there has also been substantial promotion through the Cornwall AONB Facebook page (500 likes) and Twitter feed (>2.2K followers) with a dedicated twitter hashtag #FarmsforAONBees. 2. Partnerships were secured: We have worked successfully in partnership so that Cornwall AONB are committed to the project and its importance, potentially beginning to transform UK public services by proving an innovative mechanism to secure a sustainable supply of food; "If we don't have our pollinators that makes it very, very difficult for us to produce food. The objectives for farmers and the objectives for conservationists are absolutely aligned on this issue. Farmers need bees, farmers need pollinators and we want to see bees conserved in the landscape. It's a win, win - there are no downsides to this, so the more farmers and land managers that can get involved with Farms for AONBees the better really"- Colette Beckham, Cornwall AONB Partnership Manager. 3. Farmers have been engaged: We have successfully engaged with 5 key stakeholders from food and farming in Cornwall; Natural England, National Trust, National Farmers Union, Farm and Wildlife Advisory Group and Cornwall Agri-food Council. We have also engaged with 5 high-profile and up and coming farmers including Young Dairy Farmer of the Year 2016 and the NFU Cornwall County Chairman, with one of our farming couples being nominated for West Country Farmer of the Year 2017 as a direct consequence of being involved in the project. These stakeholders are currently on board to help us direct and deliver impact from the Farms for AONBees project in the future. 4. Farmland has been strategically mapped: A total of 125km2 of Cornwall has been mapped, and the effect of different pollinator-friendly management options over 2.52 km2 (252 ha) of agricultural land on pollinator conservation, pollination potential and pollinator resilience has been predicted using the ESIs Bee models (BEESCOUT and Bumble-BEEHAVE). The results presented to farmers are tailor-made to their farm maps, their interests and their preferences. We have evidence that the project could transform UK public services by providing a secure food supply through supporting pollinator resilience and that the project could improve UK business performance by increasing the environmental sustainability of businesses because we have helped land managers consider pollinators in their farm management decision making and to make the most of their land for pollinators in their Countryside Stewardship applications and beyond: "Subsidies might not be the same in a few years, so we have to look at utilising our ground as effectively as possible. We really just want to see a healthier environment on our farm, so 'Farms for AONBees' is helping us now choose what seeds we're going to put in where, choose which options we can use for the Countryside Stewardship and really make an informed choice as to what we're going to do". - Farms for AONBees participant, Cornwall 5. In 2018 Cornwall AONB applied to run a Defra Test trial across the Lizard area explicitly stating that they could build upon the 'Farms for AONBees' project and utilise the BEE-STEWARD software for landscape scale objective setting. 6. From Jan 2020- June 2021 Cornwall AONB are running a Defra Test as part of a set of tests with the National Association of Areas of Outstanding Natural Beauty "Farming for the Nation". This includes building on our Farms for AONBees project by predicting and comparing changes in environmental and farm business measures (e.g. biodiversity/profit) arising from changes in land management to benefit ecosystem services. This uses the BEE-STEWARD tool to predict the impacts of farm management on bumblebees as a proxy for biodiversity.

PI Contribution We have been collaborating with the Bumblebee Conservation Trust (BBCT) through a series of 4 face to face and skype meetings with the aim of facilitating the BBCT to use the BEE-STEWARD software in their landscape scale conservation projects.

Project awarded by the Prince of Wales Charitable Foundation and Kellys Ice-cream for a 3 year 3 month project starting Jan 2020 to look at using BEE-STEWARD to target pollinator friendly management and help refine the model. In collaboration with Duchy of Cornwall Estates, Duchy of Cornwall Nursery, Trewithen Dairy, Lanhydrock Estate Co. National Trust, Lanhydrock Estate. Project paid for a 0.5FTE project manager for the duration of the project and some technical consultancy work for the University of Exeter.

We had a 500 word blog on the Cornwall AONB news page (1.6K views a year to the news page), a radio interview for BBC Radio Cornwall news (140K listeners per week), a 500-word article with photos in the local Newspaper (West Britain, readership 21K) and in Cornwall Today Magazine (readership 34K per issue). Altogether this potentially reached an audience of over 100K and providing substantial exposure for the Farms for AONBees project and the 6000 flowers artist.

Results and Impact This was a dedicated Farms for AONBees presence at the annual Cornwall AONB conference and facilitation of a workshop on the Farms for AONBees project and its applications with key stakeholders. The purpose was to share the Farms for AONBees project with a wider audience of partners and potential beneficiaries and gather feedback on the potential to develop the project further and increase its impact for the future. Results were that we premiered a 4 minute video on the Farms for AONBees project, 120 delegates all received flyers on the project. In the workshop 20 influential delegates attended, collaborated and received a project summary. We recruited land owners to partake in farm surveys for student research projects. Main impact was that we collated a mailing list of ~30 key stakeholders interested in being kept up to date with Farms for AONBees developments.

Results and Impact This was a Cornwall AONB stand on the theme of the Farms for AONBees project over 3 days at the annual Royal Cornwall Show. The purpose of this was to share information about the Farms for AONBees project, recruit new farmers and partners to the project and reinforce the relationship between existing partners who are supporting bee conservation. Results were a successful stand with >100 direct interactions and our partners including the Farming and Wildlife Advisory Group, National Farmers Union, the National Trust sharing flyers on the Farms for AONBees project. Impact was that we recruited 2 influential farmers to the project and fostered a connection with Cornish Mutual, distributed 100 flyers and 100 badges through our stand and our partners stand.

Results and Impact Presentation and meeting on using the BEE-STEWARD model with the Bumblebee Conservation Trust and Trewithen Dairy across the Fowey valley. 12th April 2018. Collaboration with their neighbours- Duchy of Cornwall Estates, Duchy of Cornwall Nursery, and Lanhydrock National Trust Estate. 8 attendees from the different businesses. Plans were made to put in a project using BEE-STEWARD to target pollinator-friendly actions across the valley.

Results and Impact The Farms for AONBees project and the follow on with the BEE-STEWARD project, in collaboration with Cornwall AONB and South Devon AONB was nominated for a National Association of Areas of Outstanding Natural Beauty Bowland Award in 2018. This project was presented at the National Association for AONBs national Conference in front over <100 delegates representing the AONBs. Although not the overall winner there was a lot of interest in the potential of the project going forward with other AONBs. 24th-26th July 2018. We have held follow up meeting to discuss the best steps forward to roll Farms for AONBees out across the SW with partners AONB units.

Results and Impact This was a Cornwall AONB stand where we continued to promote the Farms for AONBees and BEE-STEWARD projects over 3 days at the annual Royal Cornwall Show. 7-10th June 2018. The purpose of this was to share information about the projects, and reinforce the relationship between existing partners who are supporting bee conservation. Results were a successful stand with >100 direct interactions and our partners including the Farming and Wildlife Advisory Group, National Farmers Union, Duchy of Cornwall Estates and Natural England. This event solidified our existing relationship with important stakeholders in the county who we have continued to work with on future projects.
