BEE-STEWARD: A decision-support tool for land owners, managers and advisors to support pollinator populations on farmland

Abstract

Bees are important pollinators of crops and wild flowers and, because they are totally reliant on nectar and pollen, they provide a proxy for the wider community of insect flower visitors that pollinate plants. There are many current initiatives aimed at improving the landscape to promote pollinator biodiversity, a key aim of the National Pollinator Strategy, but how do land managers predict which initiatives are likely to be most successful and thus make best use of often limited resources? In a collaborative project between Prof Juliet Osborne's team at the Environment and Sustainability Institute (Univ. Exeter in Cornwall) and partners [Natural England, the NFU (National Farmers Union), South Devon AONB (Area of Outstanding Natural Beauty) and Cornwall AONB] who are professionals in farming and environmentally sensitive land management, we will transform our latest systems models of bee colony dynamics into a decision-support software tool called BEE-STEWARD. It can be used to visualise how pollinator-friendly land management options might affect bee survival in any chosen landscape, thus aiding effective decision-making and resource allocation, and increasing the likelihood of land being managed to boost pollinators.

WHY IS IT NEEDED? Studies have shown that increasing flower-rich habitats increases foraging bee numbers: Countryside Stewardship options have been developed with this foundation. However, practitioners have highlighted that there is a still a notable gap in understanding how these initiatives affect bee populations, and a lack of tools to inform where to best place resources.

HOW WILL WE DO IT? To address the gap, we will develop the BEE-STEWARD tool to predict the relative value of adding forage to a mapped landscape by simulating bee colonies, and providing a comparison of population survival before and after implementation of changes. First, our partners will explain what they want from the tool to ensure the end product is fit for purpose and has a wide reach. With this blueprint, BEE-STEWARD will be created by integrating our current models: BEEHAVE (honeybees), BUMBLE-BEEHAVE (bumblebees) and BEE-SCOUT (landscape mapping model) with an interface that enables users to test land management scenarios. The user would upload their own maps which are then converted into maps of estimated nectar and pollen availability. The model then simulates how successful bees are likely to be in the mapped landscape, and simulates the effect of changes, such as planting flower mixtures or changing crops. We will work with the sectors below to disseminate the tool and ensure legacy.

WHO WILL USE IT? Whilst based on complex models of bee biology, BEE-STEWARD itself will be designed for users with no modelling experience. It will be freely available on the web, with a step-by-step guide for:

1) Individual farmers & landowners: it will provide a clear explanatory visualisation of how management scenarios may impact bees, over a range of time- and spatial scales. By building a community of Bee Stewards i.e. individuals prepared to test their ideas of environmental management in a virtual arena before putting into practice, then this will increase knowledge in the community, enable them to weigh up different options before spending money, and spread best practice, encouraging greater uptake of bee-friendly management options.

2) Land managers, advisors and policy makers: BEE-STEWARD will allow them to explore what pollinator options are likely to be most successful in the landscape, and where. A key aim is to integrate this with Natural England's advice to farmers on how to implement the Wild Pollinator and Farm Wildlife Package of the Countryside Stewardship Scheme.

3) The food retail sector: will be encouraged to devise incentives to encourage their suppliers to use the BEE-STEWARD tool, to boost market value of products based on their use of environmentally smart decision-making in favour of pollinators

Planned Impact

OUTCOMES
By making BEE-STEWARD freely available and promoting it widely, the following outcomes are expected:
1) A "Bee-Steward" community: At least 30 key end-users who have used the BEE-STEWARD tool and will share their experience with others, stimulating the creation of a network of "bee-stewards" i.e. those using the tool to make informed choices, and boost the publicity campaign; ultimately resulting in improved environments for pollinators.
2) Enhancing policy and practice: BEE-STEWARD is considered a useful and workable decision-support tool by policy-makers & practitioners advising farmers on where and how to target resources for pollinator management, and it is made available via their websites and pollinator campaign material.
3) Embedding and scaling for farm-food-supply chain: At least 1 (ideally more) national or global company involved in supplying or selling farm produce across the UK are engaged in promoting the BEE-STEWARD tool to signify that their food has been produced with due consideration of farmland management options in support of pollinators.

BENEFITS/IMPACT:
The partners have been chosen to ensure we have broad and deep reach across those actually managing the land in the UK (NFU) through to those implementing environmental policy (Natural England). The longer term impact of BEE-STEWARD, beyond the project lifetime, will be that the use of BEE-STEWARD becomes integrated into future UK environmental management plans over next 5 years, and results in an increased rate of uptake of pollinator-friendly options by farmers, ultimately resulting in the UK farmed landscape having an increased carrying capacity for bees. This will improve crop and wild flower pollination. To achieve this we expect impact in four areas:

SOCIAL: Farmers and landowners who use the tool will have increased awareness of pollinators, and the management options that are likely to be beneficial to bees on their land. This awareness will result in greater confidence to make decisions on cropped and non-cropped land that could boost not only bee numbers, but also subsequent crop pollination bringing economic benefits through increased crop yields.

ENVIRONMENTAL: Agencies advising farmers will be able to make predictions on how to manage land over a larger scale to benefit wild bee populations, targeting resources to areas that are most likely to result in a positive impact, and spreading best practice. The S Devon AONB Letter of Support indicates how the tool will be sustained: "Spreading learning through our active farming, landowner and advisory projects should give the research great reach and a lasting legacy beyond the initial research"

POLICY: those making decision on how to implement the National Pollinator Strategy and develop policy on land management will be able to identify 'recipes for success' that provide the best possible environment for bee populations to thrive, using an evidence based approach to define what interventions provide the greatest gains, and in which areas. A key measure of successful impact will be Natural England using BEE-STEWARD in conjunction with their Wild Pollinator and Farm Wildlife Package calculator that aids farmers in the design of Countryside Stewardship Scheme applications.

ECONOMIC: Farmers and food suppliers can add market value or saleability of their produce by using the BEE-STEWARD tool to confirm the predicted relative pollinator-friendliness of their farm - possibly using a BeeSteward label which is recognised by the food retail sector. The likelihood of this impact target being achieved depends on stakeholder discussions during the project to confirm whether this scheme is a workable option.

The tool will be in our portfolio of bee models, strengthening the practical use of systems models to underpin environmental policy, practice & stewardship. We thus share NERC's vision "To place environmental science at the heart of responsible management of our planet".
 
Description The BEE-STEWARD project aims to use our systems bee models to create a decision-support tool for landowners and agencies managing farmland for the enhancement of pollinators. The farming community and their advisors have welcomed the project and worked closely with us to ensure the tool is suitable for users who do not have a modelling background. Of most interest to the farmers is that they can upload maps of their own farms into the BeeSteward tool, and look at how changes to management could affect the bumblebee populations on their land. The BEE-STEWARD software has the potential to enable landscape scale objective setting where multiple land owners/land managers can work together. We have also been able to engage with key SME businesses in Cornwall in the food and drink sector and we have trailed the use of this tool for pollinator management recommendations.
Exploitation Route We have engagement from Natural England, FWAG, Cornwall and South Devon AONB, and also the NFU to trial the tool. Cornwall AONB have been awarded a Defra Test trial of the New Environmental Management scheme and aim to use BEE-STEWARD for landscape scale objective setting. Additionally the BEE-STEWARD software is being used in other impact focussed projects such as NERC funded SWEEP project and ERDF funded Tevi project. The BEE-STEWARD software is also fundamental to a new grant won by the Bumblebee Conservation Trust to improve an area of SW Cornwall for pollinators

Description The Bee-steward project aims to create a user-friendly computer software tool to help farmers, land managers and land advisors in deciding on their pollinator-friendly management. We have conducted focus groups (5) and meetings (6) of intended end users gaining insight and feedback on the BEE-STEWARD model and its applications and creating a decision support tool designed with farmers for farmers. We have been meeting with organisations that have the potential to utilise BEE-STEWARD as part of their landscape-scale advice, conservation and strategy including Cornwall Wildlife Trust, Farming and Wildlife Advisory Group, Bumblebee Conservation Trust, the National Trust, Cornwall Council and Devon County Farms. Additionally we have been scoping for potential routes to business engagement funded through an Open Innovation Platform Impact Fund project (£10K). We have been working with our partners; Cornwall and South Devon Area of Outstanding Natural Beauty Units, Natural England and the National Farmers Union, to ensure that BEE-STEWARD can be used by land advisers and land managers and potentially businesses at the landscape and policy levels and therefore there is great potential impact of this project. Our main impact is that we have a Bee-Steward Community: The BEE-STEWARD model is being used by farmers, including the largest private estate in Cornwall. Thus enhancing management for pollinators in SW. Cornwall AONB has received funding for a pilot Natural Capital based land management scheme across the Lizard peninsula, explicitly stating that they would want to use BEE-STEWARD to aid targeting of pollinator-friendly options. Several research groups are collaborating with us to use the model for their research questions (e.g. University of British Columbia, Canada; Thuenen Institute, Germany; Lund University, Sweden.) Our partners Cornwall AONB have been awarded a Defra Test Trial of the New Environmental Land management Scheme across the Lizard in Cornwall with the aim of utilising the BEE-STEWARD software for landscape scale objective setting for pollinator conservation. This test trial will provide guidance and evidence to Defra for a new Agri-Environment Scheme and the BEE-STEWARD tool will form a significant part of this. The work has enabled the delivery of pollinator-friendly land management plans for stakeholders responsible for >900km2 of the South West of the UK. As a direct result the stakeholders have pledged to create 545ha of new pollinator habitat (flowering cover crops, perennial wildflower meadows, trees and hedgerows), and enhance 391ha by seeding or management.

Title BEE-STEWARD: a research and decision support software for effective land management to promote bumblebee populations 
Description The demand for agent-based models to explore the effects of environmental change on pollinator population dynamics is growing. However, models need a simple yet flexible interface to enable adoption by a wide range of stakeholders. We introduce BEE-STEWARD: a research and decision-support software tool, enabling researchers, policy-makers, land management advisors, and practitioners to predict and compare the effects of bee-friendly management interventions on bumblebee populations over several years. BEE-STEWARD integrates the BEESCOUT and Bumble-BEEHAVE agent-based models of bumblebee behaviour, colony growth and landscape exploration into a user-friendly interface, with reconstructed code, and expanded functionality. Bespoke automatic reports can be created to illustrate how different land management interventions can affect the densities of bumblebees and their colonies over time. BEE-STEWARD could be an important virtual test-bed for scientists exploring the impacts of different stressors on bumblebees and used by those with little or no modelling experience, enabling a shared methodology between research, policy, and practice.

PI Contribution We have been collaborating with the Bumblebee Conservation Trust (BBCT) through a series of 4 face to face and skype meetings with the aim of facilitating the BBCT to use the BEE-STEWARD software in their landscape scale conservation projects.

PI Contribution I have successfully instigated and managed a working partnership with Cornwall Area of Outstanding Natural Beauty partnership. We created the Innovation Internship application in partnership sharing research and policy objectives, we have worked successfully together during the project, launched a collaborative campaign "Farms for AONBees" and plan to continue working together.
Collaborator Contribution Cornwall AONB contributed £6,550 in kind to the project, hosting me at their office for 4 days a week for the duration of the project and providing Partnership Manager and Project Development Manager time. Cornwall AONB hosted a workshop on our collaborative project at their annual conference, and contributed an additions £3,000 in marketing events and materials to engage a wider audience in our "Farms for AONBees" project (detailed in engagement activities). Cornwall AONB have also been a partner on the NERC BEE-STEWARD project (May 2017-May 2018) and we continue to collaborate with them to date.
Impact Cornwall AONB hosted our workshop at their 2018 annual conference and at the 2018 Royal Cornwall Show. We continue to work together and they have dedicated a webpage on their website to the "Farms for AONBees" project that we launched together piloting the BEE-STEWARD software. From Jan 2020 Cornwall AONB are running a Defra Test as part of a set of tests with the National Association of Areas of Outstanding Natural Beauty "Farming for the Nation". This includes building on our Farms for AONBees project by predicting and comparing changes in environmental and farm business measures (e.g. biodiversity/profit) arising from changes in land management to benefit ecosystem services.

Views from all over the world. The most important impact is that since September 2016 we have nearly doubled our users and page views which have increased by 2,457 and 4,773 respectively.

Results and Impact The Farms for AONBees project and the follow on with the BEE-STEWARD project, in collaboration with Cornwall AONB and South Devon AONB was nominated for a National Association of Areas of Outstanding Natural Beauty Bowland Award in 2018. This project was presented at the National Association for AONBs national Conference in front over <100 delegates representing the AONBs. Although not the overall winner there was a lot of interest in the potential of the project going forward with other AONBs. 24th-26th July 2018. We have held follow up meeting to discuss the best steps forward to roll Farms for AONBees out across the SW with partners AONB units.

Results and Impact This was a Cornwall AONB stand where we continued to promote the Farms for AONBees and BEE-STEWARD projects over 3 days at the annual Royal Cornwall Show. 7-10th June 2018. The purpose of this was to share information about the projects, and reinforce the relationship between existing partners who are supporting bee conservation. Results were a successful stand with >100 direct interactions and our partners including the Farming and Wildlife Advisory Group, National Farmers Union, Duchy of Cornwall Estates and Natural England. This event solidified our existing relationship with important stakeholders in the county who we have continued to work with on future projects.
