Abstract

COMET delivers Earth Observation (EO) research that helps us to understand volcanic and tectonic processes and hazards. We use a combination of EO data, ground-based measurements, and geophysical models focusing on three key areas:

- Earth Observation Data and Services;
- Tectonics and Seismic Hazard; and
- Magmatism and Volcanic Hazard.

These activities support world-leading research within COMET and in the wider community, as well as helping society to respond to natural disasters.

Our research is long-term because developing successful EO methods can take decades, whilst we observe natural phenomena whose durations outlast single research grants. For example, our 20+ years of research using and developing satellite radar interferometry (InSAR) for measuring ground deformation has enabled us to develop a real-time
service delivering deformation data to the scientific community. By combining this data with our expertise, during a seismic or volcanic crisis, we can provide reliable, rapid advice to government, the scientific community, and local partners. This collaborative work also leads to new insights into earthquake or volcanic processes, and helps us to develop hte next generation of technologies, datasets and services.

Our long-term collaborations with partners across the globe worldwide also make us uniquely placed to develop partnerships with and between developing nations (many on the DAC list) that help to identify and address natural hazard. Damaging earthquakes strike suddenly and without warning, but their spatial distribution is not random. To make progress in reducing the impact of earthquakes, we need to understand the distribution of seismic hazard in space and time. This has often relied on catalogues of previous earthquakes, but this approach is inaccurate in regions, including much of the continental tectonic belts, where earthquakes are infrequent.

COMET scientists instead use crustal strain measurements to indicate future earthquake hazard. Over tens of years, measurements of the subtle warping of Earth's surface around faults can be used to the estimate rates at which stresses are accumulating. On a longer timescale, fault movements modify the landscape - geomorphology combined with field studies and Quaternary dating can be used to estimate rates of tectonic activity, even for faults that are too slow to be identified by satellite measurements.

COMET's interdisciplinary approach is improving these measurements by using higher-resolution, more accurate measurements of short-term strain rates from satellites, improved surface elevation data for geomorphology, field studies in key areas, and improved physical models that link these observations to past and future seismic hazard.

In contrast to earthquakes, volcanic eruptions often enter periods of unrest that may or may not result in eruption. However, with >1400 volcanoes above sea level, many
in developing countries or remote regions, global ground-based monitoring is not feasible and at the moment only 20% of these volcanoes are monitored adequately. But ever- increasing quantities of satellite data are providing new insights into volcanic and magmatic systems, and COMET has developed the capability to observe volcanic deformation and degassing on global scales at regular short intervals using satellite data, alongside tools for modelling deformation, combining a range of techniques.

Further work is required on automatic production of our key data sets and on developing response protocols in collaboration with key national and international partners. However, our record of providing rapid advice to UK and overseas authorities and decision makers, and our influence on long-term hazard strategies, for example in Iran, Kazakhstan and Ethiopia, highlight the impact of our work in this area and represents a considerable reputational benefit to UK science.

Planned Impact

Outside of academia, beneficiaries include the authorities and organisations who can apply our science in the management of natural hazard. For example, BGS uses COMET outputs when providing weekly advice on volcanic hazards/impacts to DfID, GO Science and other UK Government departments. Similar multi-hazard weekly advice is also provided at a European level to the Emergency Response and Coordination Centre.

COMET and BGS also have long-standing relationships with partners in countries at risk from geohazards, many of which are on the DAC list of countries eligible for ODA assistance, where our long-term collaboration and support has been influential in setting national agendas and long-term plans for geohazards. We also have particularly close collaborations with earthquake scientists and civil defence organisations across the Alpine Himalayan Belt, and we partner with
volcano observatories and monitoring organisations in the Caribbean, Latin America, and East Africa.

COMET scientists also play an important role in the space industry, for example advising the European Space Agency (ESA) on Sentinel-1's acquisition strategy as well as proposing and developing new EO missions: we are members of the mission advisory groups for two of the three missions chosen to compete as ESA's 10th Earth Explorer.

In addition, COMET scientists frequently discuss their work in the media where they are very active in promoting UK environmental science, and we have a programme of outreach/engagement that includes regular webinars, a YouTube channel and a strong presence on twitter.

Within the scientific community, COMET has continually increased its engagement with the UK and international scientific community. In the UK, we have expanded our membership through an associate scientist scheme and now have COMET scientists or associates in 15 UK universities and the BGS. We also maintain a close relationship with NCEO and the UK Space Agency, attending regular coordination meetings and providing input on national consultations as required. COMET is also a core partner of the UK Alliance for Disaster Research.

Internationally, COMET provides a focus point for the UK scientific community in EO for geohazards, giving us influence at ESA, where, for example, COMET scientists designed Sentinel-1's acquisition strategy for tectonics and volcanism and are in the process of providing operational Sentinel-1 orbital models. COMET scientists work with other space agencies through the CEOS Working Group on Disasters, where leadership roles within Pilot and Demonstrator projects ensure we have access to key data sets when responding to events.

Our InSAR results are also being linked to complementary data and made available via the European Plate Observing System (EPOS). We are a member of the Copernicus Academy, linking COMET to European universities, research institutions and other organisations to enhance collaboration and training, and have links to the Deep
Carbon Observatory. We are also developing a partnership with the Global Earthquake Model, who are end users of COMET data sets on faulting and strain, and also add value through enabling us to move beyond hazard into risk. We are meanwhile developing links to the USGS in volcano and seismic hazard; they hope to
ingest COMET's results into their models for earthquake shaking and damage. COMET scientists also represent the international community for the USGS Powell Centre Working Groups on volcano and seismic hazard.

We also provide annual or biennial training events in the use of and production of key EO data streams including InSAR, GNSS and topography, aimed at Early Career Researchers.

EO Data and Services:
- Further progress has been made on automating the production of time series, improving our atmospheric correction service, to enable rapid response following volcanic or seismic events using data from multiple satellites. The Earthquake InSAR Data Provider (EIDP) system checks for earthquake events of at least Mw5.5 from USGS database every 30 minutes, and performs several operations leading to the generation and sharing of co-seismic and post-seismic interferograms within the first few hours after a new relevant Sentinel-1 acquisition is offered to the public. The outputs are accessible on a dedicated EIDP web page within the COMET LiCS-Portal. Upon the completion of InSAR processing for each frame, the LiCSBAS open-source InSAR time series analysis package, integrated with the LiCSAR processing system, is used to derive InSAR LOS displacement time series and velocities.
- COMET researchers at the University of Bristol have developed near real-time tools for monitoring volcanic unrest, using machine learning approaches for analysing large volumes of satellite data. The LiCSAR dataset is composed of half of millions of Sentinel-1 interferograms over 1300 volcanoes for the period 2015-2020. This enables us to test our Machine Learning (ML) algorithms at a global scale to identify anomalous behaviour at active volcanoes. Our techniques have shown the potential of machine learning to detect ground deformation in InSAR data. Currently we have started the implementation of our machine learning tools on CEMS to work routinely and flag interferograms on the COMET Volcano Database. This work has been conducted under the COMET co-funding project "Making Satellite Volcano Deformation Analysis Accessible", NE/S013970/1.
- PGR Graduand Chris Moore (University of Leeds) developed a surface velocity map covering the entire Afar rift, highlighting active volcanic deformation and the accommodation of extension over rift segments. The Afar region of Ethiopia provides a unique example of a sub-aerial volcanic dominated rift in a transitional phase between continental and oceanic style rifting. Our results show the long-term motion of the Danakil micro-plate with rift-perpendicular velocities of up to 25 ± 5 mm/yr, with negligible motions in the rift-parallel direction. From cross-rift profiles, we find that extension in northern Afar is largely focussed to within ± 15-30 km of the rift-axis on the active magmatic segments. We also observe rapid surface uplift and rift-perpendicular extension at the Dabbahu-Manda-Hararo (DMH) segment with velocities of 33 ± 4 mm/yr and 37 ± 4 mm/yr respectively (Figure 2I). These are higher than the background extension rate of 18-20 mm/yr, but have decreased by 55-70% since 2006-10. Continued long-term observations of surface deformation provide key constraints on tectono-magmatic processes in Afar.

Tectonics
- Research by two PhD students based in Cambridge investigated two aspects of continental cratons: how they manage to survive for such geologically long periods, and what effect they have on the ground-shaking due to earthquakes on the edges of mountain belts. Andrew Whyte and colleagues investigated the first of these aspects by examining a two-billion-year old mountain belt in Arctic Canada, where we can see exposed at the surface the remains of what was the middle-crust when the mountains were being built. Aisling O'Kane studied the implications of the strength of the plates bounding mountain belts (e.g., whether they are made of strong cratons or weaker crustal blocks) on the characteristics of earthquake-induced ground shaking (O'Kane and Copley, 2021). When taken together, these studies show the connections between the strength of cratons, the grain-scale diffusion of water, and the ground-shaking produced by earthquakes.
- COMET Scientist Tim Craig (University of Leeds) led on work to bring together a suite of observational data that help to constrain the geological, geodynamic, and thermal structure of southern Tibet over the last 30+ Myrs, including geophysical (earthquake thermobarometry, seismic tomography, shear wave splitting, head-wave propagation) and geochemical/petrological (xenolith thermobarometry, volcanic geochemistry) data in order to construct a thermal model of the collision zone.
- COMET researchers at the University of Oxford and the University of Leeds assessed temporal variations in strain across distributed fault networks, in Central Asia, Turkey and Italy. COMET researchers have published work on faults in Italy exploring dense geological data on individual faults (Goodall et al. 2021), and in Iran combining geological and remote-sensing strain-rate data (Mousavi et al. 2021). These studies both quantify and compare long-term geological slip- rate variations to address questions of temporal variation on individual and networks of faults.

Volcanism
- COMET Associate Evgenia Ilyinskaya undertook rapid-response eruption fieldwork at Fagradalsfjall, Iceland to investigate the dispersion and deposition of volcanic metals. The field team discovered that metals with the highest potential toxicity appear to be deposited from the plume very rapidly after emission. First results showed that Fagradalsfjall eruption was emitting volatile metals at a similar rate to Holuhraun. Although Holuhraun was a much larger eruption, Fagradalsfjall's emissions were relatively more concentrated in these pollutants. The emission rate of heavy metals was comparable to total anthropogenic emissions from the UK.
Exploitation Route Our data sets, products and services regarding volcanoes, earthquakes and tectonics, made widely available via a range of data portals and services, are being put to use in both academia, e.g. developing a better understanding of tectonic and volcanic events, and wider society, e.g. emergency response and risk management through volcano observatories and other end users. Working with BGS and other agencies, we have a strong track record of providing advice on geohazards to UK and overseas authorities.

Description COMET has continued to work closely with governments, Non-Governmental Organisations (NGOs) and other partners to deliver real-world impact, shape policy decisions and improve how we manage natural hazards. Through our partnership with BGS, we provide emergency advice for the Scientific Advisory Group in Emergencies (SAGE) and Cabinet Office Briefing Room (COBR). COMET also feeds into the weekly advice on volcanic hazards and impacts that BGS provides to the Foreign Commonwealth and Development Office (FCDO) and other UK Government departments, and to the European Emergency Response and Coordination Centre. We have also developed close links with the Global Earthquake Model (GEM) and Global Volcano Model (GVM) as well as the US Geological Survey (USGS) and their Powell Centre Working Group. We sit on the Committee on Earth Observation Satellites (CEOS) Working Group on Disasters (leading the Pilot and Demonstrator projects) and Deep Carbon Observatory, and make our data available via the European Plate Observing System (EPOS). Finally, we work with the space agencies, advising ESA on Sentinel-1's acquisition strategy and helping to develop new EO missions, including two of the three missions chosen to compete as ESA's 10th Earth Explorer: Stereoid and G-Class. COMET researchers have supported the Tomorrow's Cities project (UKRI GCRF Urban Disaster Risk Hub), which aims to reduce disaster risk in future urban developments for Quito, Kathmandu, Istanbul, and Nairobi. High-resolution (2 m) digital elevation models were produced for Kathmandu and Quito using Pleiades satellite data acquired through the Committee on Earth Observation Satellites (CEOS) Seismic Hazard Demonstrator. Additionally, interactive data visualisations were developed to help communicate elements of disaster risk and embed this knowledge within a digital platform, which will form part of a school teaching curriculum in Quito, Ecuador.

Title Filter pack and cascade impactor samples of gas and aerosol particulate matter on the Island of Hawai'i (2018, 2019) 
Description This dataset reports chemical speciation of airborne gas and aerosol particulate matter (PM) sampled in various locations on the Island of Hawai'i in 2018 and 2019. The 2018 samples were collected during a large eruption of Kilauea volcano. The 2019 samples were collected during a period of very low volcanic activity. Samples were collected in several locations on the Island of Hawai'i, Hawaii, USA. Time-series samples were collected at -Leilani Estates -Volcano village -Pahala, Ocean View -Kailua-Kona -Mauna Loa Observatory in 2018 and 2019. Point-source samples were collected at the following locations -The main erupting vent 'Fissure 8' on the Kilauea Volcano in 2018, and repeated in its vicinity post-eruption in 2019 - The lava ocean entry point in 2018 and repeated in its vicinity post-eruption in 2019. The samples were collected using filter packs (FP) and Sioutas cascade impactors (SKC). The instruments were used at ground-level in all cases except for samples FP_08_1, FP_ 09_1, FP_09_2, SKC_08 and SKC_09 which were attached to an Unoccupied Aircraft System (UAS) in order to safely access the erupting vent and the lava ocean entry. The samples were then analysed using inductively-coupled plasma mass spectroscopy (ICP-MS), inductively-coupled plasma optical emission spectroscopy (ICP-OES) and ion chromatography (IC). Sample analysis was done at the University of Leeds, United Kingdom (2018 samples) and the University of Leeds and Open University, United Kingdom (2019 samples). The results are reported as concentration per volume of air sampled (µg/m^3) to 2 significant figures. This was done to - assess the dispersion of major and trace elements in a volcanic plume, and quantify their depletion rates from the source into the far-field (up to ~240 km downwind) - assess the impact of volcanic emissions on the composition of the local atmosphere. The data were produced as a result of a collaborative project between the Universities of Leeds, Cambridge, Oxford (UK), Hawaiian Volcano Observatory of the United States Geological Survey, and the University of Hawai'i at Manoa (USA).

Title Generic Atmospheric Correction Online Service for InSAR (GACOS, Version 1.5) 
Description GACOS utilises the Iterative Tropospheric Decomposition (ITD) model (Yu et al., 2017) to separate stratified and turbulent signals from tropospheric total delays, and generate high spatial resolution zenith total delay maps to be used for correcting InSAR measurements and other applications. GACOS was upgraded to Version 1.5 in February 2020 with the following two new functions: (i) API available to order GACOS products in an automatic way; and (ii) indicators available to inform the users how the model performs and whether the correction is recommended.

Description SatSense algorithms extract usable and reliable measurements of ground motion from satellite radar images. The investment comes from NPIF - Mercia Equity Finance which is part of the Northern Powerhouse Investment Fund, Unipart Rail and the University of Leeds, and will allow the pair to bring the technology to market and recruit a managing director for the business, as well as to expand the development team. The SatSense approach can precisely measure changes in ground movement down to as little as 1mm per year. These changes can be used to establish the cause of subsidence - for example, tree roots, shallow landslides or pumping of water from the ground. The SatSense results are more accurate, compared to other systems currently on the market, and can provide updates within hours, instead of days or months. Subsidence data is relied upon by home buyers, surveyors, mortgage lenders and insurers. Satsense results could also have a much wider use in the continuous monitoring of critical infrastructure such as bridges, railways, dams, as well as oil and gas production sites.

Modern geophysical research is revealing increasingly complex and spatially variable fault zone behaviours. The properties and deformation of the ductile crust and mantle are controversial, as is their influence on the overlying faults. Current models indicate a close coupling between metamorphism, rheology and deformation, but remain poorly constrained by geological observations.

The meeting will unite international experts in geodesy, seismology, metamorphism and rheology to characterise and understand the geological controls on fault behaviour, guiding future studies and advancing our understanding of earthquake hazard

Results and Impact 30 minute lecture on volcanoes and volcanic activity, followed by 1 hour interactive and hands-on workshop led by students and researchers, which was run for local school groups (Year 9). The audience was 150. The activity was used to provide training for three undergraduate volunteers who had no previous public engagement experience; and opportunities for more senior researchers (PhD students and post-docs) to develop their engagement skills, and to lead on a set of different activities. The level of engagement was impressive, given the concerns around COVID. We expect to get more complete evaluation data in the next few weeks.

Results and Impact We held a stakeholder workshop in Bristol in November 2019 to discuss the findings of this project with InSAR providers and users, academic representatives, industry representatives, and other interested parties

The main goal of this meeting was to explore how existing satellite networks (i.e. InSAR) could be used to address environmental challenges posed by ground motion in the UK due to range of sources.

Participants of this stakeholder meeting included members of the project from the University of Leeds and University of Bristol, as well as representatives of companies from the UK and Europe delivering InSAR related products. The deliverables of this stakeholder engagement was to determine the needs/wish list of a range of industries to understand whether a resource is required and what type of data/tools are needed.

We had two lightning talks to discuss the sources of deformations in the UK, assessment of InSAR capability and our strategy/needs to develop a fair and robust methodology for assessment of different InSAR processing chains. We also presented three posters based on our results up to that stage. We were also involved in some discussion groups with relevant topics to our research e.g. What is the requirement of the stakeholders and current capabilities? how InSAR providers demonstrate the reliability of their data? Organised and supported by our Indian academic collaborators, the Jammu and Kashmir State Disaster Management Authority, and ourselves. Attendees from Disaster Management authorities and/or the Civil Service from 3 Indian States, the Indian National Disaster Management Agency, delegates from Nepal and Iran, plus multiple local stakeholders (e.g. the Shri Mata Vaishno Devi Shrine Board). Discussion on the science of earthquake hazard and the approaches to increasing public safety. Resulted in invitations to provide advice and training for a range of institutions, and an increased prioritisation of earthquake hazard within the Disaster Management Authorities.

In this talk, volcanologist Professor Tamsin Mather will explore some of the different types of volcanic activity that we see on Earth today and have seen over its geological history. Volcanism is intimately linked with our planet's geological carbon cycle and therefore its long-term climate.

This talk will reveal how studying volcanic gases and rocks today can give us fundamental insights on some of the drivers of long-term global climate evolution and some of the most profound environmental changes in geological history including mass extinction events.
