Abstract
Humans have massively altered flows of nitrogen on our planet, leading to both benefits for food production and multiple threats to the environment. There are few places on Earth more affected than South Asia, with levels of nitrogen pollution rapidly increasing. The result is a web of interlinked problems, as nitrogen losses from agriculture and from fossil fuel combustion cause air and water pollution. This damages human health, threatens biodiversity of forests and rivers, and leads to coastal and marine pollution that exacerbates the effects of climate change, such as by predisposing reefs to coral bleaching. Altogether, it is clear that nitrogen pollution is something we should be taking very seriously.
The amazing thing is that so few people have heard of the problem. Everyone knows about climate change and carbon footprints, but how many people are aware that nitrogen pollution is just as significant? One reason for this is that scientists and policy makers have traditionally specialised. Different experts have focused on different parts of the nitrogen story, and few have the expertise to see how all the issues fit together.
This challenge is taken up by a major new research hub established under the UK Global Challenge Research Fund. The "GCRF South Asian Nitrogen Hub" is a partnership that brings together 32 leading research organisations with project engagement partners from the UK and South Asia. All eight countries of the South Asia Co-operative Environment Programme (SACEP) are included. The hub includes research on how to improve nitrogen management in agriculture, saving money on fertilizers and making better use of manure, urine and natural nitrogen fixation processes. It highlights options for more profitable and cleaner farming for India, Pakistan, Bangladesh, Nepal, Afghanistan, Sri Lanka, Bhutan and the Maldives. At the same time, the hub considers how nitrogen pollution could be turned back to fertilizer, for example by capturing nitrogen oxide gas from factories and converting it into nitrate.
The fact that all the SACEP countries are included is really important. It means that lessons can be shared on good experiences as well as on whether there are cultural, economic and environmental differences that prevent better management practices from being adopted. It is also important from the perspective of international diplomacy, and provides an example to demonstrate how working together on a common problem is in everyone's interest. It puts the focus on future cooperation for a healthier planet, rather than on the past.

One of the big expectations is that the economic value of nitrogen will help. India alone spends around £6 billion per year subsidising fertilizer supply. It means that South Asian governments are strongly motivated to use nitrogen better. At which point research from the South Asian hub can provide guidance on where they might start.

Planned Impact
The GCRF South Asian Nitrogen Hub connects four key sectors to ensure long-term impact: a) It engages with POLICYMAKERS through the intergovernmental South Asia Co-operative Environment Programme (SACEP); b) It brings together a network of VILLAGE engagement across South Asia; c) It promotes wider CIVIL SOCIETY engagement by "twinning" NGO nitrogen forums; d) It builds on existing partnerships with key BUSINESS forums. Multi-actor feedback will stimulate further impact initiatives, supported by workshops, while a substantial flexibility budget will facilitate research innovation.
HUB CO-DESIGN: The hub adopts a theory-of-change that starts with the nature of the problem, uses co-design with key stakeholders to identify the research needs, and works with the actors and mobilization platforms needed to effect change. At its heart is the challenge of overcoming fragmentation across policies, practice, science and communication about the nitrogen cycle. The co-design process started with workshops between the International Nitrogen Initiative (INI) chair, the INI South Asian Nitrogen Centre and SACEP in 2013, 2015 and 2016. The joint workshop of SACEP governments and the International Nitrogen Management System (INMS) in Malé (Sept. 2017) was a key step which identified the major goals and research priorities. These were refined at the UN Environment Assembly (UNEA-3), with the recent SACEP Governing Council (March 2018) confirming a draft 'Nitrogen Resolution' from Malé to be submitted to UNEA-4.
INTERGOVERNMENTAL PARTNERSHIPS: Pathways to impact and long-term durability are underpinned by embedding the GCRF Hub within INMS, which has recently been established by UN Environment and INI, with 5-year financing through the Global Environment Facility (GEF).
There are three scales with mutual feedback:
A) INMS will be a key receiving body for the hub research results, enabling the results to be embedded into the first International Nitrogen Assessment (2022), into INMS guidance documentation and into support for policy.
B) The SACEP / INMS / UN Environment link will enable the hub to reach global partners, including the Task Force on Reactive Nitrogen of the UNECE Geneva Air Convention, the UNEP-led GPA on land-marine environmental protection, the Convention on Biological Diversity, the UNFCCC (e.g. Koronivia Joint Work), the Vienna Convention on Stratospheric Ozone (relevant for N2O), OECD and UN Agenda 2030 on the Sustainable Development Goals.
C) The consensus building through SACEP will allow South Asia to champion hub outcomes to UNEA and globally (e.g., World Environment Day, New Delhi 2018; proposed 2020 Nitrogen Summit, Berlin; concept for the Inter-convention Nitrogen Coordination Mechanism - 'UN Nitrogen').
FARMER, CIVIL SOCIETY & BUSINESS: The co-design process draws on piloting experience from the NEWS India-UK centre, providing key pathways-for-impact with local communities and wider civil society. An IARI-led pilot in Mumtazur, Haryana provides a basis to co-design manure and urine approaches. It links farmer priorities and concerns with scientific evidence, and considering social, cultural and religious factors. This approach will be replicated across the hub, allowing lessons to be shared with SACEP, business and wider-civil society. Civil society "twinning" will focus on multi-actor engagement at a city/regional scale, piloted by "Nourish Scotland" and the "Sustainable India Trust", with lessons informing extension to other South Asian contexts. Business engagement will be facilitated through INMS partners (inc. Fertilizer Association of India, International Fertilizer Association, BASF) and the 'Cool Farm Alliance' (esp. food-system companies) and the KITT Business Incubator. Activities will inform priority setting, and better understanding of how contrasting aspirations of citizens (e.g. dietary choice) may reciprocally influence the developed world and South Asia in future trajectories.

Description | • Significant new knowledge generated during 2022-2023; The hub continues to increase science policy understanding between the research community and governments (despite the challenges from COVID-19), building capacity across South Asia and in the UK. Key examples include: RP1 (Research Programme 1): Building on analysis of over nitrogen-related policies across South Asia. Within the last year we have focused on developing national nitrogen policy reports in partnership with South Asian governments and starting a process of estimating the effectiveness of existing policies by 2030; National reports for Maldives and Bangladesh were launch at Presidential/Ministerial level. Following up the collaboration between SANH and Sri Lanka, which led to adoption of the UNEA-5.2 resolution in March 2022, this was published within the period by UNEP as UNEP/EA.5/Res.2), thereby building on the UNEA-4 Nitrogen Resolution (UNEP/EA.4/Res.14), implementing a key commitment of the Colombo Declaration. RP2: The work on nitrogen flux measurements in crop trials is now seeing preparation of publications of individual experimental studies, preparing the way to prepare multi-site synthesis across the SANH network. Several papers on genetic relationships for improved nitrogen performance are now in press or published. Experimental studies continue on the assessment of Zero Budget Natural Farming in partnership with RySS of India; The characterization of novel NOx adsorbent materials has extended to also consider potential for recovery of NH3 in the industrial context. RP3: The South Asian network on nitrogen impact on lichens is now well established, and extended to include new experts from Pakistan. A specific training course was held in Sri Lanka (Feb 2023), for South Asian and UK partners, which also allowed engagement at the new ammonia experiment on forests, which is unique outside the UK and now collecting data. Development of literature reviews concerning nitrogen impacts on coral reefs have been followed up, together with experimental data on nitrogen effects on coral reefs in relation to climate bleaching of coral, and recovery. In addition to the Nitrogen MOOCs now in the national languages of the partner nations, an additional course has been developed and launched on nitrogen flux measurement methods with more in the pipeline. RP4: New maps have been developed of nitrogen emissions, atmospheric concentrations, and deposition for South Asia, focusing on a baseline scenario, which are now being disseminated with other RPs and policy partners. This is now being extended to develop policy scenarios of how emission in 2030 would look according to current policies. Covid-19 significantly disrupted field observations for nitrogen air quality, and the year has seen the establishment of a new South Asian Network, deploying equipment at sites, including for gases, aerosols and wet deposition of nitrogen. A new peer review paper (Pawar et al., 2022) has shown how ammonium chloride chemistry is critical in South Asian nitrogen air quality (in juxtaposition to Europe where this is unimportant). Hydrological models have been largely completed to assess N in river and base flows, as input to marine hydrological models. Extra simulations were conducted (compared with the original plan) to assess the impact of the Xpress Pearl shipwreck on water quality off of Sri Lanka, and to consider alternative risks according to season. OVERVIEW: Overall, the GCRF South Asian Nitrogen hub is continuing to spearhead research and policy development for nitrogen, where the regional approach is catalysing global action for the Sustainable Development Goals. This is illustrated by the global leadership on the two UNEA resolutions on sustainable nitrogen management (UNEP/EA.4/Res.14; UNEP/EA.5/Res.2), including mobilizing the ambition to 'halve nitrogen waste' by 2030 adopted by 14 countries in the Colombo Declaration. The continued mobilisation this year, is illustrated by how these agreements prepared the way for the UN Convention of Biological Diversity (CBD) COP15 agreed the Kunming-Montreal Global Biodiversity Framework, including Target 7 to reduce pollution from excess nutrients by at least 50% by 2030 (CBD/COP/15/L.25). It is evident that this major high level global agreement would never have been possible without the catalytic leadership of the South Asian Nitrogen Hub working in partnership with South Asian governments as global champions. In parallel the work at the field, village scale continues also examining the barriers to adoption of identified measures for better nitrogen management. An illustration is the practice of urea deep placement as a means to reduce both emissions to air and water. Field scale research of SANH has shown that this reduces wasteful emissions substantially, so that the same yield can be achieved with around 60-70% fertilizer input. However, survey in Bangladesh showed that only 2% of farmers adopt this approach. However, the approach is more work for farmers. Analysis shows that fertilizer subsidies mean that the money saving is not sufficient for farmers to adopt the practice. Changes to future fertilizer subsidy approaches in a high nitrogen price world (Ukraine effect and future ammonia as an energy vector) may change this balance (leading to more acceptability of urea deep placement), while ongoing technological advances are also expected help (e.g. combined automated planter, fertilizer injector equipment under development). Such examples as this demonstrate how the scientific, social, technological and policy dimensions are intimately linked in understanding issues and catalysing change. |
Exploitation Route | Co-development for the hub over the last five years has established a strong multi-actor network, which simultaneously provides the key to achieving lasting impact. This applies both to the hub's role in catalysing transformational change toward the SDGs and to its transforming academic impact. The primary enabling platforms and actor groups are A) the nitrogen research community, B) governmental and intergovernmental actors (policy, politics and diplomatic perspective), C) wider civil society (inc. city perspective), D) villages (small scale - rural perspective) and E) business (multi-scale international perspective). The starting point for durable impact is the role of the nitrogen research community as a broker of technical knowledge. This is focused on stimulating a better-informed dialogue between the actor groups, as a basis to improve mutual understanding and develop shared goals. The outcomes of the hub mobilization activity are already being taken up by others as demonstrated by the adoption of the UN Environment Assembly Resolutions on Sustainable Nitrogen Management (UNEP/EA.4/Res.14, UNEP/EA.5/Res.2), the Colombo Declaration and Target 7 of the recent Kungming-Montreal Global Biodiversity Framework (CBD/COP/15/L.25). The ambition to halve nitrogen waste by 2030 of the Colombo Declaration goal continues to be embraced by the European Commission through its Biodiversity Strategy and Farm to Fork strategy. With Covid-19 passing, this has allowed increased engagement at a farm and village level to complement these high-level activities. The SANH study villages are thus providing a nucleus to demonstrate how high-level goals can be translated into supportive policies at national level that can themselves mobilize change at the farm scale. Most recently this work is feeding back again to the South Asia scale, as the hub has been commissioned by the Director General of the South Asia Cooperative Environment Programme (SACEP, an SANH partner) to start developing a road map and framework policy on nitrogen for the region, the "South Asia Roadmap for Sustainable Nitrogen Management" for submission to the next SACEP Governing Council (national environment ministers of South Asia). |

Description | • ECONOMIC AND SOCIETAL IMPACT ON DAC LIST COUNTRIES. Our results are being used both within South Asia and globally as the GCRF South Asian Nitrogen Hub catalyzes a global approach to sustainable nitrogen management as a new theme within the UN system. Our research has shown how nitrogen losses account globally for a resource saving worth c. 200 billion USD annually (Sutton et al., 2021, One Earth: The Nitrogen Decade) as of 2020. This value has now tripled as a result of the Ukraine war and the gas / fertilizer price crisis, which is strongly accelerating interest in our work. The pathway has seen the following use by others: a) Embracing of core ideas developed by SANH in the Resolution on Sustainable Nitrogen Management in partnership with India and SACEP countries, leading to UNEA Resolution 4/14. b) Acceleration of action leading to launching of UN Campaign on Sustainable Nitrogen Management and Colombo Declaration, in partnership with Sri Lanka c) Mobilizing of nitrogen for climate, in partnership with British High Commission and Government of Sri Lanka, with E-conference with SACEP governments and at Glasgow Climate Conference, COP26. d) Following up of Colombo Declaration with Sri Lanka leading to embedding of the concept of 'nitrogen waste' in UNEA Resolution 5/2 and introduction of national nitrogen action plans. e) Strengthening of the UNEP Nitrogen Working Group with official government co-chairs following up on National Nitrogen Action Plans globally (with leadership from South Asia) f) Adoption of the UN CBD Global Biodiversity Framework (CBD/COP/15/L.25) Target 7, to halve pollution from excess nutrients by 2030 (following up Colombo Declaration and UNEA 5/2 resolution. The use of our results in mobilizing this global policy process now feeds back to the development of the 'South Asia Roadmap for Sustainable Nitrogen Management' a framework on nitrogen for South Asia currently under development with SACEP, which will provide a basis for South Asian governments to go the next step in their national policies. This international approach of SANH thus starts to localize the outcomes of SANH research, which will provide the levers to up-scale best practices being developed at a farm, village, and technological scale within the project. These will represent the next stages of uptake as the hub develops. This can be well illustrated by the launch of the National Nitrogen Policy Report of SANH by the Vice President of the Maldives during the Full SANH meeting in November 2022. Such high-level engagement will accelerate awareness and policy actions to accelerate change. • UK LEVEL IMPACT. The UK is already a lead country for global innovation on the nitrogen cycle. The hub is mixing researchers across disciplines building new ideas and connections enabling UK to push forward on its leading edge. This has been followed up by seeing national nitrogen budgets now included as mandatory in the Scottish Climate Act, with further discussion now proceeding for England and other devolved regions. • SUSTAINABLE DEVELOPMENT GOALS (SDGS). For information on nitrogen and SDGs, see the Summary Report "Nitrogen: Grasping the Challenge", prepared for the Colombo 'Nitrogen for Life' event launching the UN Global Nitrogen Campaign) and the Research Fish Report for 2022 which gives further details. • GENDER A detailed statement on progress in gender related aspects has been provided in the 2022 annual statement to Research Fish. The hub management structure has taken careful note to ensure a healthy gender contribution (both male and female co-leads) as well as to promote opportunities according to merit, while avoiding gender bias for young researchers. The SANH Gender Equality Working Group has continued to meet and in 2022 has prepared a Gender Action Plan for the Hub https://sanh.inms.international/sites/default/files/2022-11/gender_equality_action_plan.pdf. The action plan covers 5 sections of the report: 1. Importance of Gender Equality to provide a basis of understanding on what gender equality in research looks like and why it is important 2. Gender Equality Awareness raising outlines SANH's plan for raising awareness on the importance of Gender Equality in Science and becoming a champion for women in science. 3. Gender Equality in SANH outlines SANH's plan for ensuring gender equality and increasing opportunities for our SANH members, research participants and research benefactors. 4. Research on Gender and Nitrogen outlines SANH's research on Gender equality and how the impacts of nitrogen pollution impact different genders. This section also outlines how SANH is ensuring that nitrogen mitigation solutions and policy recommendations promote gender equality. 5. Knowledge Sharing on Gender Equality outlines SANH's plans to share our research findings and best research best practice to help other organisations and projects continue to champion and promote gender equality in their work. This section also outlines how this action plan will be monitored and evaluated. The last section covers Success Criteria, Measurement of success and Impact. • OTHER EQUALITY, DIVERSITY AND INCLUSION RELATED IMPACTS The hub has established an ethical policy and Ethical Advisory Committee considers ethical issues including equality and diversity throughout the hub, while paying attention to take account of any shortfalls of the where they may occur. The Hub has been designed with co-leads from South Asia, to engage in co-design and co-delivery of the work. Further policies were collected mostly from online sources: such as international policy databases: FAOLEX and national government and ministry websites. A protocol for policy collection and classification was established and followed to ensure consistent and thorough collections across the eight countries. Policies were classified according to a variety of parameters including the sink (air, water etc.) and sector (agriculture, industry etc.) they address and by type of policy. Policies were clustered if they had a central node policy in place and if a 'subordinate policy' (including amendments) did not offer anything new in terms of content related to Nitrogen management. This data was collected as part of a collective partnership that brings together leading organisations from across South Asia and the UK to reduce the adverse global impacts of nitrogen pollution on the environment, health, and wellbeing. More specifically providing a resource for both SANH partners and the wider scientific and policy community to understand the nitrogen policy landscape in the south Asian region. Furthermore, this research contributes to efforts in building a nitrogen policy arena promoting sustainable management of nitrogen, mitigating adverse effects. The dataset provides a thorough overview of available nitrogen related policies in South Asia but does not provide a complete set of all the nitrogen relevant policies available in each country. In some cases, this was due to our dependency on policy availability online, and some websites were not maintained. In addition, we excluded policies established post 2020 to avoid policy responses to COVID19 and to align more closely with the original global study. Results and Impact | On 17-18 November, IFA hosted virtually its second High- Level Forum on sustainable plant nutrition; a successful event that drew an audience of over 750 registered attendees from 70 countries and 350 companies. Building on the success of the landmark High-Level Forum in Versailles in 2019, the event dug deeper into the topics the topics of sustainable plant nutrition and the resilience of agricultural systems facing the Covid-19 crisis.
