Exploring Local Implementation of DEFRA's 25 Year Plan: Learning lessons from embedding the Natural Capital Approach in a Northern Coastal City Region

Abstract
Embedding natural capital approach into policy interventions key to economic development at a local level such as spatial planning frameworks, introducing a net gain environment policy as well as creating local natural capital investment plans has been suggested as key to maintaining the environment while driving growth. Such approaches will aim to achieve economic growth which considers local needs and values, but is also resilient due to being underpinned by the benefits of well managed/maintained natural capital. However such an approach is still being tested
The unique natural assets of the Liverpool City Region (LCR) and its opportunities for growth (i.e. a natural coastline and estuary of international conservation importance alongside large scale wind generation, high potential for tidal energy and major commercial and maritime development provides a unique and interesting testbed for the natural capital approach. Its rich natural assets and nationally renowned environmental leadership and knowledge means the city region can provide a significant contribution to the national debate on the natural capital approach.
This placement hosted by Nature Connected (the govt. approved Local Nature Partnership for the LCR) to support them in their ambition to embed a natural capital approach in the Liverpool City Region. It will make recommendations for the implementation of the 25 Year Plan for the Environment at a local level by contributing to and learning from the development of a natural capital approach in LCR. Nature Connected will support the placement through its board and various member organisation. Organisation will play a lead role in support of different aspects of the project, based on their expertise. Nature Connected Membership of key environmental and business organisations and the six local councils provides a key network to support the placement.
The overall method will combine existing research around the Natural Capital approach, information on relevant policies for its implementation and local knowledge and perceptions through 3 actions:
Action 1: A review of existing research knowledge, policies and how they are relevant to Natural Capital Approach in the Liverpool City Region. This will draw on outputs from research programmes and initiatives around Natural Capital and Ecosystem Services, (i.e. NEA, VNN and BESS) as well as more recent projects which are now testing the implementation of the Natural Capital approach such as the NERC funded SWEEP. This information will be considered in the context of the Liverpool City Region and be used to inform the workshops and interviews as well as the case study approach.
Action 2: Workshops and Interviews with key stakeholders and decision makers (i.e. planners, Combined Authority staff etc.) from the Liverpool City Region. around the natural capital approach. These are aimed at both increasing the awareness of the natural capital approach through knowledge transfer as well as gathering information on local knowledge and perceptions.
Action 3: Applying a natural capital approach to development case studies, including full social cost accounting the for different decision scenarios/outcomes and Consideration policy inventions, which may impact on decisions and may provide/facilitate funding mechanisms for investment in natural capital
This will result in a transfer of knowledge to key Liverpool City Region Stakeholders on the natural capital approach and allow an exploration of the barriers and opportunities to aligning and integrating a natural capital policy approach. It should also provide recommendation to feed into the national debate on devolution and local implementation of the 25 year for the environment. All of which should support Nature Connected in it ambition to embed natural capital with key policies within the city region such as the spatial plan, develop a net gain environment policy alongside a natural capital investment plan

Natural Capital Working Group and Liverpool City Region Spatial Natural Capital Account Two key outcomes of this work were; • the establishment of the Liverpool City Region Natural Capital Working Group • the creation of a spatial natural capital account for the Liverpool City Region - the Liverpool City Region Natural Capital Baseline a. The Natural Capital Working Group is a group of like-minded stakeholders taking a collaborative approach with the aim of supporting the combined authority and local authorities in developing and implementing a natural capital approach. This group builds on previous natural capital related work within the LCR, academic research and expertise and ongoing projects and activities carried out by its members. The working group is a subgroup to the Local Nature Partnership (Nature Connected). The group reports to Nature Connected and the Combined Authority. The group was established and is chaired by the PI of this project (Dr Colm Bowe). The group meets once a month, hosted by Liverpool John Moores University. Group members include: Liverpool John Moores University (Chair and host), The LCR Combined Authority, Natural England, Environment Agency, Merseyside Environmental Advisory Trust, The Mersey Forest, Peel L&P, United Utilities, Merseyside Flood and Coastal Erosion Risk Management Group, Groundwork, University of Liverpool, the land trust, Lancashire, Manchester and North Merseyside Wildlife Trust and the Mersey Rivers Trust. Through the group the project has achieved: • The development of the Liverpool City Region Natural Capital Baseline: The group funded the consultancy contribution to the Liverpool City Region Natural Capital Baseline. The work was completed by Natural Capital Solutions supported by the project PI (Dr Colm Bowe) with data access provided by other members of the working group. The baseline was commissioned by the Liverpool City Region Combined Authority. As chair of the working group the project PI (Dr Colm Bowe) lead the development of the baseline. • Promotion of the Natural Capital Approach in the Liverpool City Region: The group's links to the combined authority and Nature Connected allowed the project PI (Dr Colm Bowe) to present the LCR Natural Capital baseline work during the plenary session at the First Liverpool City Region Environment Summit held a Liverpool John Moores University in November 2019. A breakout workshop was also held by the project PI at this event entitled "A Natural Capital Approach for the Liverpool City Region" • Knowledge Transfer and policy influence for the Natural Capital Approach: By attending working group meetings members have increased their knowledge of Natural Capital Approach. Since early 2019, the project PI has spent time embedded within the Liverpool City Region Combined Authority offices. This has allowed discussions between the PI and policy leads about the links between natural capital and policy. Discussions have been held about the baseline providing evidence for the Spatial Development Strategy, zero carbon targets, air quality and the Local Industrial Strategy. Members of the working group (i.e. Natural England, Environment Agency, Mersey Forest, Peel, Merseyside Environmental Advisory Service and United Utilities) have also been supporting this message in communications with the combined authority. The project PI has recently been invited to be a member of the LCR Climate Partnership which aims to support the LCR in achieving its zero carbon targets. This is believed to due to their role leading the Natural Capital work. b. The Liverpool City Region Natural Capital Baseline is a high-resolution natural capital spatial account for the Liverpool City Region (LCR). It includes a natural capital asset map and maps of the level of ecosystem services at 10m resolution (inc. climate regulation, flood regulation, water quality, air quality and noise regulation). The asset map and ecosystem service maps were produced using an eco-serv approach. Map of ecosystem service demand have also been created. Using the asset map biophysical measures and economic values for a range of ecosystem services have been derived including recreational access, physical health benefits, carbon sequestration and air quality regulation. This approach was taken with the aim to produce a dataset that was aligned to natural capital related policy as set out in the 25 Year Environment Plan i.e. (net gain principle and ELMS). The approach allows the effect of interventions (i.e. developments) on ecosystem service provision gain or loss to be measured at different extents. This means the baseline can be used to measure the impact of an intervention on environmental net gain at various extents (i.e. site, local authority, or city region). Using QR funds from LJMU and some further funding from the working group the project PI is creating examples which show change in ecosystem service provision and demand from real life examples (development projects) and regional scale scenarios (see section c below). The baseline will be formally launched in spring 2020. Initial findings from the baseline include: • The asset register shows the habitats of the LCR to be predominantly urban (urban buildings and infrastructure (roads, pavements), and urban habitats such as amenity grassland and residential gardens), but with a reasonably diverse mosaic of other habitats including woodland and intertidal. • There is a spatial mismatch between supply and demand of ecosystem services in the LCR, with provision tending to be higher outside of the urban centres. • The provision of carbon storage, sequestration, air pollution and noise regulation is relatively is largely dependent on the trees and woodland habitat within the LCR, the majority of which occurs outside of the urban centres. • The region's woodland sequesters 32,560 tonnes of carbon every year, with an annual value of £2.22M (present value (PV) 127.6M over 50 years). The woodland and grassland captures 213 tonnes of PM2.5 with an annual value of £29.96M (PV 1.05Bn). • The River Mersey, the Mersey Estuary and the coastal areas are also important for local climate regulation, providing an important cooling service. • The provision of water flow and quality regulation in the LCR is reasonably good, with the woodland and saltmarsh habitats playing an important role. • Access to nature is also reasonable, with the LCR supporting nearly 66 million visits per year at an annual value of £236 million (PV 6.02Bn). • Access to greenspace in the LCR also provides an opportunity for maintaining physical health, supporting an estimated 144,586 active visits per year, at a cost saving to the NHS of 98.64M per year (PV 3.65Bn). Further work: The Liverpool City Natural Capital Working Group: The group continues to seek funding from further activities. The group has been in discussions on this with the Environment Agency and Natural England. The group intends to • continue to advise policy development and decision making in the LCR • continue to support the development of the Liverpool City Region Natural Capital baseline and promote its use in decision making and policy development • support development of the governance structures to support a natural capital approach in the Liverpool City Region • support the development of a Natural Capital Investment Plan for the city region Development of the Liverpool City Region Natural Capital Baseline and increasing accessibility: Utilising LJMU QR funds and some further funding from the working group, LJMU are carrying out a number of activities to further develop and improve access to the baseline. This work is supported by members of the working group: • Developing a protocol for use of the baseline (this will consider it use for a strategic approach to biodiversity and environmental net gain). • Using the baseline to measure the change from real life examples of interventions (developments) across the city region (one in each local authority). • Running landscape scale scenarios for Biodiversity net gain and environmental net gain. • Collating habitat condition data to be applied to the baseline. c. Key Learning: Through developing the Spatial Natural Capital Account for the Liverpool City Region Natural Capital Baseline and the working alongside partners through the Liverpool City Region Natural Capital working group we have identified some key findings through a learning by doing approach: Key Learning from engagement and capacity development for the Natural Capital Approach within the LCR • It has taken time to embed knowledge of the approach with key policy makers, this has involved continuous engagement over the period of around 1 year. • Collaborative action has been key in creating an aligned message from key stakeholders to decision makers • This have been enhanced by legislative drivers and steer from Government departments and agencies (i.e. DEFRA and BEIS). Key Learning from the development of Liverpool City Region Natural Capital Baseline The Liverpool City Region Natural Capital Baseline was produced as a result of this Data management and governance: o Data sharing and use: We took the approach to develop our baseline account (and asset map) based on data that was nationally available. Data type - Source/available through OS Mastermap topography layer - Public Sector Mapping Agreement OS VerctorMap District data - Public Sector Mapping Agreement OS Mastermap Greenspace - Public Sector Mapping Agreement CORINE European land cover data - Free to download Priority habitat - Local Authorities 5/10m Digital Terrain Model - Public Sector access Bluesky Public Rights of Way data - Local Authorities/Combined Authorities LCR Core Biodiversity areas - Ecological Unit Habitat data (Phase 1/National Vegetation Classification)- Local Record Centre/Ecological unit All data except the habitat data was available through Public Sector Mapping Agreement. However this has raised the question about how the baseline could be engaged with by non public sector users (i.e. developers, utility companies etc.) We suggest that wider uptake a natural capital approach would be undertaken if such data was to be made publically available and to the same standard to that available under a PSMA. o Managements and governance: Governance of the baseline will be key to optimise its use in decision and policy making. This is also key for it maintenance and development. Through the natural capital working group we have been discussing where should be "home" for the database and the need for business model to be developed to fund its maintenance and management. o Data gaps: Habitat data was used in the production of the baseline where available (Phase 1 habitat data). This data was made available by Merseyside Environmental Advisory Service and Mersey Biobank (the local biodiversity record centre). However this data was patchy across the Liverpool City Region. More widely available habitat data may have improved the quality of the basemap. Habitat condition data condition data was not used in the creation of the baseline. Alongside MEAS we have begun to explore collation of habitat quality data across the City Region. This will be key to utilising the base line for biodiversity and environmental net gain. Interviews were conducted with 19 key stakeholders across the Liverpool City Region. Stakeholders interviewed include: Sector Organisation types Business Business members groups, utility and development companies and Universities Government Regional and Local Government, Government Agencies Environment Conservation charities, environment charities Health Hospital Trust Energy Business support organisation Semi structured interviews face to face were conducted between January and August 2019. Interviewees were asked to comment on 1. The extent of their understanding of the Natural Capital approach. 2. How the approach is applicable to their sector. 3. The interrelation linking natural capital and policy interventions. 4. The potential use of natural capital in decision-making. 5. Identifying potential opportunities and barriers to implementing the Natural Capital Approach. They were asked to consider these aspects in the context of the Liverpool City Region. Transcripts have been transcribed, however full thematic analysis has yet to carried out on the data. |
Exploitation Route | Through establishing the Liverpool City Region Natural Capital Working Group and the creation of the Natural Capital Baseline this project has established a framework and initial evidence base to take forward the Natural Capital Approach within the Liverpool City Region. A commissioners of the baseline the combined authority has started the process of engaging with the Natural Capital Approach. This project has led to capacity building within this organisation. Work has begun in relation to how Natural Capital can be embedded with policy and decision making. The Natural Capital Working Group will continue beyond the end of this project. This group will continue to: • advise policy development and decision making in the LCR • support the development of the Liverpool City Region Natural Capital baseline and promote its use in decision making and policy development • support development of the governance structures to support a natural capital approach in the Liverpool City Region • support the development of a Natural Capital Investment Plan for the city region Working with the Liverpool City Region Natural Capital Working Group the LCR Combined Authority have begun to embed Natural Capital in policy and strategies within the LCR. This includes Embedding of Natural Capital and the Natural Capital Baseline in the Liverpool City Region Spatial Development Strategy Consultation. This includes a policy to "Embed the 'natural capital approach' into plan and decision making, securing lasting benefits offered by the natural environment. This would utilise the LCR Natural Capital Baseline to prioritise and identify strategic opportunities for Green Infrastructure and habitat provision or improvement, and act as a consistent measure for achieving environmental net gain from new development." Embedding of the baseline and natural capital in the SDS has been recognised through being named as a finalist in the Planning Excellence for the Natural Environment category of the Royal Town Planning Institute (RTPI) Planning Excellence Awards Inclusion of Natural Capital the Draft Liverpool City Region Local Industrial Strategy. This highlighted the need to protect and enhance natural capital. Informed by the pioneering Natural Capital Baseline Assessment and Natural Capital Working Group. This was highlighted as a strategic imperative for climate emergency, air quality, health outcomes and living environments. The Natural Capital baseline in currently informing the Liverpool City Region Climate Action Plan development. It is also starting to be used across various activities at the local authority within the region. |
