Low Carbon Transitions of Fleet Operations in Metropolitan Sites (LC TRANSFORMS)

Abstract
The rapid urbanisation and increase in vehicle use in East Asia has created substantial environmental and social problems. In the UK, urban transport systems face similar issues, but generally at a smaller scale and at a much lower pace. However, a strong built-in inertia within physical, regulatory and societal infrastructure in western urban systems makes this challenging to tackle. Low carbon vehicle fleets for personal mobility and freight have the potential to contribute to reduction of the climate impact from urban transport as well as to improve local traffic and air quality conditions. The extent of this potential is however still unclear. Ample uncertainties remain regarding both the demand for fleet services and the most effective way to organise fleet operations, especially in the case of electric vehicles where interaction with the power grid becomes a critical issue. At the same time, a range of new business models for the operation urban freights and fleet services are emerging, enabled by pervasive ICT.
Against this background, the overall aim of the LC TRANSFORMS project is to provide an integrated planning and deployment strategy for multi-purpose low carbon fleets and enabling urban infrastructure and to devise operational business models ensuring economic viability and environmental effectiveness.
This aim will be attained by addressing 4 key research challenges:
1) Transport demand and network modelling tools for low carbon transport planning in urban areas have been outpaced by practical innovation in real-world urban transport and need to be brought up to speed. In particular, better integration is needed between urban mobility and freight modelling on the demand side (e.g. to capture substitution of shopping trips by home deliveries) and on the operations side (e.g. accounting for electric passenger and freight vehicles sharing a common charging infrastructure). Further improvement areas include representation of kerb space as a scarce and constrained resource affecting parking and loading operations of vehicle fleets, and better characterisation of fleet service customer heterogeneity (necessary for demand flexibility exploitation);
2) The new business models in urban fleet operation, in particular those operating in "demand responsive" modes and exploiting demand flexibility require the development of new operational management algorithms that ensure high quality of service, economic and environmental performances. This is particularly challenging in electric fleet operation where patterns of consumption of fleet services (freight and personal mobility), need to accommodate electric vehicle charging operations, when time-dependent prices of electricity and grid emissions factors are low.
3) The large scale deployment of electric fleets will pose challenges for the intelligent management of networked infrastructure for optimal operation of commercial fleets is largely understudied. This is true for intelligent transport infrastructure to optimise traffic management as well as the requirements of charging infrastructure and of smart charging algorithms to optimise environmental and economic benefits which have not been studied in detail for commercial for commercial fleets.
4) For scale investments to flow into low carbon transport, there is also a need for a new generation of policy appraisal tools that can deal with the interdependencies among networked urban infrastructures, (transport, power and IT). Such tools must take account not only of technical and functional interdependencies but also of the existence of multiple institutional stakeholders and of the substantial uncertainties affecting the flow of costs and benefits to different stakeholder over different time horizons. Consolidation of isolated initiatives to extend existing appraisal techniques, e.g. by the integration of ideas from Real Options Theory are required.

Planned Impact
LC TRANSFORMS will provide a strategic direction for the decarbonisation of fleets in cites and deliver methodologies and techniques for enabling multi-stakeholder decision making and business models to facilitate this transition in a cost effective way. LC TRANSFORMS research will have broad benefit for industry, public authorities and citizens. Specific beneficiaries and why they would benefit from this research are detailed as follows.
Urban transport industry: the urban logistics companies, urban transit operators, tax and car-sharing operators will benefit from the new tools that will be developed in LC TRANSFORMS to improve the economical and environmental performance of their operations.
Manufacturing industry: Original Equipment Manufacturers (OEMs) who have interest in electric and low carbon vehicles markets in the UK and China will benefit from the new markets opportunities that will open in from low carbon fleets deployment that will be enabled by the successful deployment strategies that LC TRANSFORMS aim to achieve.
Power industry: e.g. charging infrastructure developers, electricity network operators. The power and charging infrastructure industries need to know the likely demands on their infrastructures and the business cases and business models to inform on investment in new infrastructure. In a sense this is the key to sustainable roll-out as if the infrastructure is not in place and adequate the purchasing of electric fleet vehicles will be hindered.
Cities' government agencies: e.g. the Greater London Authorities, Transport for London, Beijing, Wuxi City Authority and the North East Combined Authority. Cities in UK and China are at the forefront to address the global challenge of carbon reduction, while they have obvious interests in solutions for better quality of urban transport services, local pollution and traffic.
Central government agencies: e.g. DECC, DfT, BIS, OLEV (UK) and Ministry of Science and Technology (China). Low Carbon Cities is on the strategic agenda of many government departments.
Citizens: will benefit from the generation of roadmaps to scale-up low carbon fleet to larger city-wide deployments making an effective impact on local pollution, traffic and quality of the public transit and urban logistic services.

Description | We have been providing significant data and advice to OLEV (Office for Low Emission Vehicles) to hone the policy response and activities associated with the national uptake of ultra Low Emission Vehicles. Informing policy, informing roadmap, informing ministerial group and assisting OLEV in their preparation for spending review pitch to Treasury To date we have found that the opportunity of decarbonising fleets is a clear objective in both the UK and China. Approaches to achieving this are very different however the potential benefits are high. A series of Journal papers are being written to explain these outputs. Challenges with manufacturing to deliver the numbers of EV's and ULEVs is a real barrier to LC Fleet Transitions Few academics are delivering the practical evidence of the benefits of this transition Research initiated by LC Transform was also was commissioned and extended by EU to inform on the business case for investment in rapid EV Charging Infrastructure in concert with Nissan, Renault, BMW and VW. Analysis informed UK strategy on 'Road to Zero' HMG's OLEV (Office for Low Emissions Vehicles). Findings were presented to overseas governments at the UK's Zero Emissions Summit (Birmingham, May 2018) hosted by the Prime Minister Theresa May, and form part of the Birmingham Declaration (Sept 2018). Evidence was presented to officials and ministers through DfT's Chief Scientific Adviser and underpinned Policy document 'Government vision for the rapid chargepoint network in England' (May 2020) - see URL below based on me bringing this work to the DfT as Chief Scientific Adviser. |

Road to Zero strategy has become the first 'mission' of the Future of Mobility Grand Challenge. Evidence from the LC transforms and other projects have clearly influenced this. The skills gained by the project members are being used to help deliver a roadmap of what is needed to actually realize the 2040 objective of Road to Zero (i.e. all new cars and small vans purchased by 2040 will be Ultra Low Emission vehicles (ULEV) The LC Transform team have spent time informing OZEV of their findings and providing evidence that supported the policy decision to move forward the date when only zero emission vehicles can be purchased from 2040 to 2030. As Chef Scientific Adviser of DfT continually using evidence generated by LC Transform to inform and challenge OZEV and the need for further research on uptake of EV' and strategic locationing of of charging infrastructure Updating this in March 2022. Findings from the project have been used to advise OLEV (now OZEV) on strategies and policies regarding the 2030 and 2035 targets for zero emission road vehicles. Fincding from LC TRansform adapted in my role of CSA have influenced this. It also led me to become an advocate for hydrogen and to clearly change the DfT's thinking on the role hydrogen could play in the decarbonisation of raod fleets and other hard to decarbonise transport modes. This contributed both to the DfT Science Plan and the DfT Transport Decarbonisation Strategy - both published in 2021. |

Impact | The DfT Science Plan sets the vision for research, development, engineering, innovation, and natural, social and behavioural sciences in the Department for Transport (DfT) (the term 'science' will be used as shorthand to cover all these activities). Placing science at the heart of DfT decision-making, it sets out our future ambition for the role of science in DfT strategy, policy and delivery. It highlights the role DfT is playing in the Government's ambitious vision for science and outlines how DfT will provide leadership and coordination across the transport R&D landscape, so we can realise the unique opportunities science brings and address the challenges we face together. There is ongoing rapid change in the transport system, driven by technological development, changes in user expectations and behaviours, demographic change, and new business models that respond to and exploit the potential that data can offer (see Future of Mobility and the forthcoming Transport Data Strategy). Alongside these ongoing changes are three generation-defining events which require urgent action. First, the UK's exit from the EU, which gives us greater freedom and control to define our strengths on the world's stage. Second, a global pandemic which is changing how we live, work, and travel, the choices available to us, and public attitudes and behaviours towards travel. Third, the imperative for urgent climate action to tackle climate change and reduce the environmental impacts of transport as quickly as possible. All three events present a set of circumstances that offer new opportunities and require new ways of working across Government and the wider transport sector. It will not be possible to successfully navigate these challenges without a strong science system aligned with DfT's priorities. In this context the UK Government has committed to significant investment in R&D: increasing spend to £22 billion by 2024/25 and spending 2.4% of GDP on R&D by 2027. This is the foundation on which we will cement the UK's position as a 'science superpower'. This Science Plan sets out for the transport R&D community how DfT will work in partnership with them to deliver against these ambitions. While financial investment will be critical to enable the scale of science and innovation necessary to meet these challenges and sustain long-term investment and growth, it is not sufficient to drive the changes we need. This Science Plan sets out how DfT will continue to strengthen our People, Partnerships and Purpose, to support the development and delivery of the UK transport system of the future, both within DfT and across the whole transport sector. |

Results and Impact | International EV Policy Council Co-ordinated by the Plug-in Hybrid & Electric Vehicle Research Center, UC Davis The International EV Policy Council is a group of 25 experts from around the world committed to developing effective policies to promote EV market growth. The experts are all researchers and academics working at universities, laboratories, institutes, and research centres that focus on gathering empirical evidence on battery electric and plug-in hybrid electric vehicles. The council meets in workshops where they bring together their research findings to build an in-depth understanding of global EV market developments. This research is assimilated into systematic literature reviews that contain this research and research from other academics around the world. Once all empirical evidence on an area has been gathered the council develop policy guides that are backed up by a large body of empirical evidence. This means that the project will provide policy makers with the most holistic and robust policy guides to date allowing them to make informed policy decisions. |
