Abstract
Modern slavery traps 40 million people worldwide, costs the UK economy between £3.3-£4.3bn a year and is described by the Prime Minister as "the great human rights issue of our time" . Despite the UK's world leading Modern Slavery Act, there are still between 10,000-13,000 people enslaved in the UK, often hidden in plain sight.
A Policy and Evidence Centre (PEC) will provide independent, impartial and authoritative insight and analysis of practical utility to Government, Parliament, business, NGOs, and international organisations. It will undertake policy-focussed research, respond to strategic challenges, advance understanding and stimulate innovative and effective solutions.

Description | The Modern Slavery and Human Rights Policy and Evidence Centre (the Centre) was created by the investment of public funding to enhance understanding of modern slavery and transform the effectiveness of law and policies designed to address it. The Centre commissions and co-creates high quality research with a focus on policy impact, and brings together academics, policymakers, businesses, civil society, survivors and the public on a scale not seen before in the UK to collaborate on solving this global challenge. The Centre is a consortium of six academic organisations led by the Bingham Centre for the Rule of Law. In April 2021 the Centre published its strategy which outlined its five strategic objectives and how these would be achieved over the period to March 2024. The strategy also set out the Centre's core values (inclusive, transparent, rigorous, collaborative) which are fundamental commitments that guide the way the organisation works. The Centre is a source of independent and impartial expertise on modern slavery grounded in high quality research. The Centre commissions and carries out new research and amplifies the existing evidence base. Four research priorities were identified as a result of a wide-ranging consultation, co-designed by a working group that included academics, policymakers and other actors from the sector. These are: 1. Prevention 2. Survivor identification and support 3. Supply chains 4. Effectiveness of legal enforcement In 2021 we introduced a new research area to enable us to respond to cross-cutting issues, such as the impact of Covid-19 and the scale and nature of modern slavery. The Centre has funded 50 research projects across these areas and built collaborations between researchers and policymakers to influence the laws and policies that address modern slavery. Other research and outputs have been produced through partners within the Centre's consortium model. Throughout these projects, the Centre has facilitated innovative collaborations between researchers and partner organisations working to address modern slavery. By bringing together organisations and individuals that may have different knowledge, experiences and perspectives, we aim to help new thinking about modern slavery to emerge, giving rise to new solutions. Overall, the 50 funded teams have comprised over 180 team members, including at least 117 academic researchers from 44 different universities and research institutes, 38 individuals from 25 NGOs, 5 private sector organisations and a number of other governmental and international organisations, and independent parties. 21 of these projects were or are being delivered through open research calls funded and administered directly by the Arts and Humanities Research Council (AHRC). Twenty-two of these are funded directly by the Modern Slavery PEC via our responsive research and commissioned research mechanisms, where the Centre funds researchers to fill evidence gaps via specific questions in collaboration with the team at the Centre. Seven are projects that have been delivered by the consortium partners. In 2022, the Centre brought much of their research funding in house, allowing a suite of new and innovative mechanisms to be developed, bespoke, for the needs of particular pieces of research. These include: responsive research, to target specific evidence gaps, including NGO-led research (16 projects, 2 led by NGOs); fellowships to allow for embedded research within a partner organisation (1 project); longer, methods-led pieces of research (1 project); and short-term, policy-responsive pieces of commissioned research (5 projects). Most recently we have funded two synthesis reviews looking across all Centre-funded projects to identify cross-cutting findings and recommendations, as well as identifying priority areas for future research. Additionally, the collaboration of the six partner organisations is built into the Centre's model. Our partner-led workstrands utilise the existing expertise within the PEC partner institutions and allow both agile and longer-term approaches to meet the needs of policymakers. Partner-led workstrands include a variety of types of work, such as evidence reviews and rapid response policy briefs, developed in close collaboration with the Centre's core team. All research projects have been guided by the Centre's research principles of: • Effectiveness: the aim that research should address evidence gaps relevant to policy and improve understanding of what works. • Equity: the aim that research should address structural inequalities, root causes and wider issues of social justice alongside a more equitable approach to allocation of research funding. • Survivor involvement: the aim that research should involve people affected by modern slavery at all stages, from selection, through design, production and implementation. The Centre has engaged with a number of organisations and individuals to ensure the effective involvement of people with lived experience in its work. The Centre recruited a Lived Experience Engagement Manager and Lived Experience Engagement Coordinator in 2022, who then led the establishment of a Lived Experience Advisory Panel in 2023, which provides expert input across all areas of the Centre's work. Several funded projects have engaged with people with lived experience in different ways, and some have directly investigated good practices in doing so. Further details can be found in the Narrative Impact section. The Centre seeks to improve the law and policy responses to modern slavery by promoting evidence and insight produced by the Centre's research in an accessible way. Since the beginning of 2023, the Centre has undertaken over 80 engagements with the UK government and Devolved Administrations, including facilitating 23 meetings between policymakers and research teams. During 2023, the Centre also submitted evidence to consultations run by the UK Home Affairs Select Committee and the UK Joint Committee on Human Rights, as well as the Scottish Government Human Trafficking & Exploitation Strategy Review. The Centre has used various means to share its work and research with stakeholders across the modern slavery sector, including policymakers, businesses and practitioner organisations. This has taken the form of collaborating with funded research teams to develop and publish 32 Modern Slavery PEC Research Summaries, which provide an accessible overview of key findings and policy recommendations from research projects, 7 policy briefs which synthesise evidence to address key questions for policymakers, 50 blogs (authored by a mixture of researchers and Centre staff) and 11 podcasts and recordings to promote research findings or share learnings from our experiences. Since March 2023, the Centre has also hosted 11 online events and roundtables to disseminate research findings, discuss their implications and provide opportunities for connection and collaboration. |

Description | The Modern Slavery and Human Rights Policy and Evidence Centre (Modern Slavery PEC) aims to enhance understanding of modern slavery across the globe and transform the effectiveness of laws and policies designed to overcome it. The Centre has a unique role in the sector, as a research funder, knowledge broker, convenor of stakeholders and producer of analysis, with policy impact at its core. As a new initiative, the Centre has had the opportunity and scope to work in a different way to established practices and formalised institutional structures, improving its approach based on feedback and learnings, and substantial and meaningful engagement with a wide range of stakeholders including those with lived experience. The Centre's work is guided by its Theory of Change, and the achievement of activities focused on five outcomes. Outcome 1: Policymakers, businesses and organisations increasingly know about, access, understand and use evidence in decision-making Since its inception, the Modern Slavery PEC has impacted policymaking in the UK in a variety of ways. The Centre consults with policymakers to understand research priorities and has held meetings to brief policymakers on upcoming research projects, and on interim or final findings from the Centre's portfolio. The Centre secured agreement from officials in a range of Government departments to dedicate Single Points of Contact (SPOC) for individual PEC research projects. SPOCs are policy officials who engage throughout a specific research project for example by attending meetings to discuss objectives, interim and final findings, and emerging policy recommendations. The majority of policymakers consulted within the Home Office, FCDO, and the Devolved Administrations report using PEC-funded research in areas of their work. Policymaker respondents to a feedback survey conducted in 2022 felt the Centre's work had contributed to their understanding of the evidence on modern slavery, with one policymaker interviewee stating that the Centre's research had increased knowledge and upskilled in modern slavery topics, both their own and that of their wider team, including on survivor engagement. The Modern Slavery PEC has developed and sustained deep, trusting and consistent relationships with a number and variety of policy stakeholders, the strength of which has been demonstrated by requests from policymakers to continually support policy activity. The organisation has also facilitated cross-government engagement by bringing together different departments to engage on priority evidence gaps and upcoming research calls, outputs, and recommendations. The Centre also aims to foster and support relationships between policymakers and researchers in order to further encourage the use of evidence in decision-making. Since March 2023, the Centre has facilitated or participated in 23 engagements between research teams and policymakers on research findings. There are several examples of where research funded by the Centre has directly impacted policies, laws, governmental ways of working and statutory guidance related to modern slavery. During 2023, the Centre submitted to 3 parliamentary calls for evidence and to the Scotland Human Trafficking & Exploitation Strategy Review, providing evidence directly to support the development and scrutiny of modern slavery laws and policies. The work of the Centre has also been cited in a number of published policy documents and debates, including the United Kingdom Labour Market Enforcement Strategy 2022/23, the Joint Committee on Human Rights' legislative scrutiny of the Illegal Migration Bill, and a report by the former OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Valiant Richey, following his country visit to the United Kingdom in November 2022, where he said: "The work of the Modern Slavery Policy and Evidence Centre serves as a good practice for the OSCE States to develop evidential research, including with the engagement of survivors to inform anti-trafficking policies." Reflecting Centre recommendations, the government published new data on modern slavery and small boats, enabling more informed parliamentary and media debates about alleged 'abuse' of support systems. To support policymakers to access evidence, the Centre ensures the development of policy-relevant outputs. To date, the Centre has published 8 policy briefs, which were highlighted by policymakers as an appropriate means of drawing together research and framing in policy-relevant terms, bringing 'coherence' and 'clarity' to the recommendations. The Centre has also funded and supported research project teams to produce 32 Modern Slavery PEC Research Summaries, which have increased policymaker access to evidence, and promoted their understanding of individual research projects. In addition to policymakers, the Modern Slavery PEC seeks to influence and collaborate with businesses and other organisations, including non-governmental organisations, charities, and the wider policy-engaged academic sector. The Centre's partnerships work has focused on building relationships with these organisations. During 2023, the Centre had a particular focus on engaging with the finance sector, holding discussions with CCLA Investment Management and Finance Against Slavery and Trafficking (FAST) that led to a jointly hosted roundtable on 'The use of machine learning to identify and analyse business modern slavery data for investors'. The roundtable brought together a diverse group of 48 investors, business executives, policymakers, tech firms, civil society organizations, and researchers. The Centre also collaborated with CCLA and FAST on a project ('Accelerating Change: The Potential of Capital Market Actors in Addressing Modern Slavery') co-funded by the Foreign and Commonwealth Development Office and the Centre. The Centre has continued regular outreach to a range of stakeholders from different sectors, in order to raise the profile of the Centre, share research outputs and findings, learn from others' expertise and good practices, collate ideas on evidence gaps and research priorities, and lay the groundwork for future collaboration. The Modern Slavery PEC has also engaged with wider stakeholders through events and the publication of blogs, podcasts, media articles and social media. Over 2,500 stakeholders receive the Centre's monthly newsletter, with high levels of engagement. The Centre has nearly 3,000 followers on Twitter and nearly 8,000 followers on LinkedIn. The Centre's website has received 48,000 unique visitors over the past 12 months. Outcome 2: Portfolio of high quality, more diverse funded research informs on evidence gaps The Centre uses its extensive network and significant internal resource to incorporate stakeholder views that help shape research calls. A diverse range of stakeholders are also closely involved in funding application review processes, including people with lived experience of modern slavery, policymakers and other specialists. The Centre established a Peer Review College comprising 50 experts from the wider anti-slavery sector, including NGOs, academics (including Early Career Researchers) and people with lived experience of modern slavery. The Centre has supported 50 research teams since its inception on a range of modern slavery research projects. These research areas align with the research priorities identified by a wide-ranging consultation process in 2020 that engaged with academics, policymakers, people with lived experience of modern slavery and other actors from the anti-slavery sector. To support the quality and policy impact of research, the Centre provides ongoing and tailored support to research teams, operating much more 'hands-on' than other funding bodies and working with research teams throughout their projects to ensure research achieves the objectives set out in research calls while creating and amplifying opportunities for research impact. Areas of the Centre's support most highly rated by research team survey respondents relate to policy impact activities, review of draft reports, research summaries and policy recommendations. The Modern Slavery PEC has sought to distribute research funding equitably to a diverse group of organisations and institutions. The majority of research projects have included non-academic partners, a requirement of all ongoing and future projects. Overall, the 50 funded teams have comprised over 180 team members, including at least 117 academic researchers from 44 different universities and research institutes, 38 individuals from 25 NGOs, 5 private sector organisations and a number of other governmental and international organisations, and independent parties. The Centre has funded research team members from a diverse range of disciplines, including modern slavery, politics, data science, management, law and public health. Projects have been funded that cover different types of modern slavery and different geographies as well as the experiences of children, young people and adults. The Centre is aware of 10 cases where Modern Slavery PEC-funded projects have received further funding for work relating to the projects they have undertaken, including from the AHRC, individual universities and other national and international bodies. Outcome 3: Improved understanding of needs and perspectives of survivors is built into research, policies and laws Recognising the importance of sufficient resource and expertise dedicated to this agenda, in 2022 the Centre recruited a Lived Experience Engagement Manager and Lived Experience Engagement Coordinator to lead on the development of the Centre's survivor engagement work. People with lived experience have participated in the Centre's research call development, application processes and the development of other outputs including strategies and policy briefs. Feedback from those with lived experience who have worked with the Centre has been very positive, highlighting the innovative approach, commending the PEC's strong commitment to meaningful inclusion and appreciating the skill and knowledge development opportunities. In 2022 the Centre hosted a workshop bringing together nine Modern Slavery PEC funded projects to discuss the work they have done to engage with people who have lived experience of modern slavery in their research. A blog was published, summarising the discussion and sharing the learnings from the event with the wider sector, and the recording of this event is publicly available. In early 2023, the Centre established a Working Group which consists of eleven survivor-engaged civil society organisations from across the anti-slavery sector who collaborate to identify, discuss and consolidate good practice in the inclusion of people who have lived experience of modern slavery in work that directly affects them (with a particular focus on their inclusion in research), to build agreement around that good practice, and to ensure that the Modern Slavery PEC's own work reflects that good practice. The Working Group has supported the creation of a toolkit summarising good practice standards for compensating people with lived experience of modern slavery for professional work. In summer 2023, the Centre established its Lived Experience Advisory Panel (LEAP). The group consists of 6 members who hold lived experience of modern slavery or human trafficking, who meet 2 times per month on a fortnightly basis. The LEAP collaboratively feed their expertise into all areas of the PEC's work, including driving forward work on the survivor payment standards toolkit mentioned above. In June 2023, the Centre co-convened an international conference with Freedom Fund and GFEMS called 'Equity in Evidence'. The event was attended by 93 participants from 30 countries, representing 58 different organisations. The event was informed by an Advisory Group of people with lived experience and/or from particularly affected communities, an initiative which was led by the Centre. A full report can be found here: https://modernslaverypec.org/resources/equity-in-evidence-conference-final-report Many of the research projects the Centre has funded have a strong focus on survivor involvement, for example the portfolio of five research projects on the theme of long-term outcomes and indicators of well-being and recovery for survivors. These projects have explored different approaches to survivor inclusion in research, including engaging survivors in project design, advisory roles, co-creation through participatory group work and as peer researchers. The Centre has also prioritised sharing learnings from these projects with other stakeholders working on modern slavery research. In November 2023 the Centre published a policy brief summarising the key findings and recommendations from those projects. The Centre has continued to publish blogposts and podcasts on the topic of survivor engagement in order to provide a platform for experts to share their work and disseminate key learnings for the wider anti-slavery sector. The Centre shares research guidance with all funded project teams on good practices in the meaningful involvement of people with lived experience. The Centre has produced a number of outputs that support best practice including a bespoke Safeguarding Policy that has been iteratively informed by our learnings and experience and shared with research teams, and meeting rules to ensure that meetings are safe spaces for participants to engage in discussions. These meeting rules have been shared with, and used by, research teams including in public facing events which policymakers have attended. Outcome 4: Improved and greater collaboration and information sharing to address modern slavery Collaboration is one of the fundamental values that guide the work of the Modern Slavery PEC. Dedicated partnerships resource has enabled the Modern Slavery PEC to focus on building collaborations, particularly through the development and implementation of a partnerships strategy. The Modern Slavery PEC has over 2,900 stakeholders in its contact database across academia, businesses, NGOs and government, and regularly seeks to increase this diversity. The Centre's research guided the establishment of a new Global Commission on Modern Slavery and Human Trafficking, launched in October 2023 and chaired by former UK Prime Minister Theresa May MP. The Centre conducted a Scoping Study, 'Assessing the Case for a Global Commission', which ensured that the need for a Global Commission was rigorously tested, and then played an instrumental role in getting the Commission up and running, including ensuring that its work will be grounded in robust and independent research. The Commission plans to provide high level political leadership, mobilise the evidence and knowledge base, and facilitate international collaborations and partnerships. In July 2023, the Centre hosted visiting researcher Dr Fiona McGaughey from the University of Western Australia, supporting connections between UK and Australian modern slavery research. This recognises the similar legislative and policy frameworks each country has adopted on modern slavery and therefore the opportunities for further mutual learning and collaboration that exist. In Autumn 2023, the Centre began a monthly series of lunchtime seminars, providing a platform for modern slavery researchers to share their findings with a diverse audience of researchers, policymakers, practitioners and people with lived experience. The seminars focus on highlighting practical implications of research and recommendations for action. The Centre has also set up a shared mailing list to which any member can contribute. It has over 330 members, enabling people working on modern slavery to connect with their peers. The group has been used by stakeholders to introduce themselves, share event invitations, funding calls and opportunities and to make requests for research partners on Modern Slavery PEC and other projects. All research projects funded by the Centre must involve academic and non-academic partners. The Centre has regularly hosted workshops to bring research teams together and provide opportunities for them to exchange learnings and collaboratively discuss key thematic issues, such as research methods and their importance for policy impact. There have also been instances where teams continue to work together following completion of projects, for example in future applications to Modern Slavery PEC research calls, on work relating to their initial projects. Outcome 5: The Modern Slavery and Human Rights Policy and Evidence Centre is an exemplar of good practice within the modern slavery research sector As set out in previous sections, the Centre has used its role and convening power to trial approaches, seek views from a wide range of stakeholders to inform activities, and share learnings. The Centre has particularly focused on sharing good practices in lived experience engagement, through events, reports, podcasts and blogposts, both from its own work and by providing a platform for other experts to share their knowledge. Since its establishment, the Centre has held more than 30 events (not including many more organised separately by Centre-funded projects), as well as publishing more than 50 blogs and 11 podcasts. The Modern Slavery PEC's reputation is demonstrated by invitations to speak at events across the sector in both national and international contexts. For example: • Professor Balch presented on the potential for research in improving international anti-trafficking efforts on a panel at the ECOWAS conference held in Freetown, Sierra Leone, in May 2023 (Panel title: 'The role of data in strengthening the response to Trafficking in Persons: Opportunities for replicating and scaling in West Africa'). • Professor Balch was also invited to give oral evidence on 11th March 2024 for the Modern Slavery Act 2015 Committee in the House of Lords for a panel focussing on the impact of recent immigration legislation on the Modern Slavery Act. • Olivia Hesketh and Dr Victoria Tecca were invited to speak at a 2023 Anti-Slavery Day event hosted by three London local authorities (Kensington and Chelsea, Hammersmith and Fulham, and Westminster City Council) in order to help local authorities and practitioners to better understand how the Illegal Migration Act 2023 will influence their work and local survivors. Title | Innovative workshops to help frontline workers respond to cases of modern slavery |
Description | Although the general awareness of modern slavery has risen in recent years in the UK, it's often hard for frontline practitioners to be able to respond to different and often very complex individual cases of people trapped and exploited. These workshops, developed by Dr Alicia Heys at the Wilberforce Institute, University of Hull, in close collaboration with the Gangmasters and Labour Abuse Authority (GLAA), the Rights Lab at the University of Nottingham, the Humber Modern Slavery Partnership and Fresca Group, were designed to change that. They aimed to provide innovative solutions for local authorities and partners to develop their own practical responses. The workshops were based on simulated realistic scenarios, taking into account complex individual factors for the people affected, as well as limitations in the capacity of those required to intervene. The training was designed specifically to support regional Modern Slavery Partnerships, local initiatives that bring together key partners from their regions to collaboratively improve the prevention of modern slavery and the support provided to people affected. The authors recommend using the workshops only through the regional Modern Slavery Partnerships, which can guide and coordinate local partners to a cohesive practical response. |

Results and Impact | We marked our first Anti-Slavery Day by hosting a virtual networking event, entitled "Building new collaborations in modern slavery research", to create a platform for researchers and non-academics to facilitate new collaborations in modern slavery research. The UK Independent Anti-Slavery Commissioner Dame Sara Thornton headlined the event, with the participants also hearing from researchers running the current PEC projects, presenting their own ideas for research and networking directly with other colleagues. The event proved to be very popular and we will aim to build on it and continue providing platforms for people to come together against modern slavery. |

Results and Impact | The New Thinking Podcast produced jointly by BBC and AHRC, hosted by Naomi Paxton, featured two researchers working on the PEC projects, Katarina Schwartz from the Rights Lab on the analysis of the main source countries of trafficking into the UK and Alicia Kidd from the Wilberfoce Institute on the interactive training for frontline practitioners.
