Inequality and Governance in Unstable Democracies: The Mediating Role of Trust

Abstract

Understanding how global rises in economic inequality are affecting governance regimes across the world is a critical question to the social sciences today. Historically, sharp increases in inequality have generated drastic changes in political and social order (Gurr 1970, Skocpol 1979, 1994). However, existing knowledge about the causal effects of inequality on governance is surprisingly limited. At the macro-level, studies show in general a negative association between economic inequality and the quality of governance institutions (Acemoglu and Robinson 2006, Rothstein 2011), but have not reached a consensus about the causal mechanisms that may explain this relationship. At the micro-level, the evidence so far reveals mixed effects of inequality on a number of factors that shape governance institutions, including voting behaviour, attitudes towards democracy and the rule of law, civic participation, collective mobilisation and political violence (Alesina and La Ferrara 2005, Bardhan 2005, Solt 2008). These mixed effects are not surprising because the ways in which citizens participate in the political arena and mobilise collectively to drive change are moulded by inequality itself. One case in point - which we currently observe in many parts of the world - is when rises in inequality allow the capture of political decision-making processes by those that benefit from them, eroding social relations between groups and trust in institutions (Piketty 2013, Stiglitz 2013). However, despite the enormous consequences of these complex relationships for global stability and democratic values, there is to date limited knowledge about the factors that may mediate the relationship between rising inequalities and governance outcomes. When this evidence exists, it is restricted to a handful of countries. The main aim of this project is to explore how one key factor -trust- mediates the relationship between inequality and governance in settings where democratic institutions may be unstable or under threat.

The project is organised around three thematic areas: (i) how trust within and between social groups and towards governance institutions emerges and evolves in contexts of rising inequality; (ii) how trust in unequal societies shapes governance outcomes through two intervening factors - political behaviour and social mobilisation; and (iii) the pathways through which changes in such intervening factors may sometimes result in inclusive governance outcomes, but in the breakdown of governance at other times. Each of these areas will incorporate detailed theoretical and empirical analyses at the subnational level in four countries -Colombia, Ethiopia, Pakistan and Spain- affected by rising inequalities and characterised by unstable or strained democratic institutions.

The absence of systematic qualitative, quantitative and behavioural data has hindered progress in understanding the links between inequality, trust and governance in countries outside North America and Western Europe. The project seeks to compile a number of unexplored data sources and collect new data comparatively across these other countries in order to fulfil this critical gap. This data collection will involve: (i) comparative individual-level surveys to understand contemporaneous levels of trust, and attitudes towards formal and non-formal local governing institutions, (ii) behavioural experiments under different inequality and political contexts to better understand the formation of trust under different scenarios, (iii) indepth interviews with key political actors in government, members of social movements and citizen organisations to understand how inequalities affect perceptions of governance and strategies of political mobilisation, and (iv)detailed compilation of archival data that will allow us to better understand how inequalities and attitudes have evolved across time and how different historical junctures may shape the governance outcomes we observe today.

Planned Impact

This project aims to generate evidence that will support grassroots and international organisations and governments to work in contexts of rising inequalities and where democratic structures may be unstable or under threat. Impact will be achieved by building and maintaining networks to ensure that research findings influence agendas and policies at local, national and international levels. At the local and national levels, we will engage with civil society organisations (CSOs), practitioners and policy-makers working to build inclusive governance institutions and social trust and cohesion. Internationally, we will work with organisations and donors, such as DFID, USAID, the UN, the World Bank and international NGOs, by influencing long-term international agendas around good governance and institutional solutions to unstable democracies.

We will achieve these impact goals in a number of ways. First, we will build on long-term collaborations between the research team and NGOs and CSOs in Colombia, Ethiopia, Pakistan and Spain (details provided in the Pathways to Impact section). NGOs and CSOs play important roles in supporting and shaping individual perceptions and attitudes and the emergence and evolution of social movements, as well as acting as intermediaries between government institutions and different social groups. A key area of impact of this project will be to share knowledge to better align the goals of NGOs, CSOs and associated social movements with the latest research findings on how inequality interacts with trust to shape governance outcomes in unstable democracies. Collaborative arrangements will include planning and designing the research, sharing data and evidence, feeding project findings into planned interventions, and jointly influencing key national and local policy processes. These arrangements will also provide opportunities for shared learning and capacity building within the NGOs and CSOs involved in the project. Knowledge exchange activities will begin at the initial workshop at IDS, where we will map the network of existing and planned collaborations with NGO and CSOs, as well as other stakeholders. This network map will allow us to identify relevant policy landscapes in all case studies to better understand opportunities for influence. In particular, we intend to make use of the project and its findings to support local civic initiatives around social trust and inclusive governance. To this purpose, we will work with local citizen movements (directly and through local NGOs and CSOs) in the case studies to discuss and co-design the project.

Second, building on the partnerships above, we intend to explore evidence sharing mechanisms and additional collaborations in the course of the project with relevant government ministries and departments in the four case studies (details provided in the Pathways to Impact section). Representatives of these agencies will be invited to the annual project workshops, and to other project events (see Pathways to Impact section). Meetings will be also arranged at the start of the project with these institutions to introduce and discuss the project and solicit input into the overall research design and the specific subprojects pertaining to each case study.

Third, we will make use of the research team's longstanding collaboration with the World Bank, United Nations agencies and other international actors shaping governance agendas worldwide to influence debates at the international level. We will share the project design and findings, collaborate in relevant events, and bring relevant staff to participate in project events. Notably, the World Bank will provide support for this engagement via their influential 'Pathways for Peace' agenda, with its director Alexandre Marc joining the project as part of the Advisory Board.

Description The Colombia case study generated significant new knowledge on the challenges in implementing a successful reincorporation process, specifically on the following topics:
• The possibilities and obstacles to building trust, a sense of security, and optimism concerning reconciliation among former combatants;
• Third-party guarantors' (limited) role in reassuring former combatants about parties' commitments;
• The crucial role of on-the-ground facilitators to effectively implement the reincorporation process and build the relationship between former combatants, society, and the state.
We established a new and fruitful partnership with the Colombian agency for reincorporation, paving the way for continued analysis of the reincorporation process. Together, we identified new research sources exploiting rich administrative data and developed a helpful relationship to help inform critical policies.

The Mozambique case study examined the long-term effects of forced labour laws enacted during the colonial period on present-day outcomes. Specifically, we focused on a policy of coercive cotton cultivation enforced in colonial Mozambique between 1926 and 1961. By combining archival information about the boundaries of historical cotton concessions with survey and experimental data collected specifically for this study, we analysed individuals living in areas both inside and outside these historical concessions. Our findings revealed that women whose ancestors experienced forced labour through cotton cultivation exhibit more positive gender norms and higher participation in civil society. Additionally, we documented significant disparities in risk aversion and development outcomes between these communities. This project engaged closely with the Inclusive Growth in Mozambique programme managed by UNU-WIDER in Mozambique and was used in discussions with partners in the Ministry of Economy and Finance in Mozambique.

The Spain case study examined different dimensions of the long-term legacies of the 1930s civil war and the Francoist dictatorship. With both local-level data and surveys with embedded experiments, we have analysed how memories of this traumatic past affect current politics in Spain, including support for the far-right. We have also studied the determinants of affective polarisation in Spanish society, and examined the role of the media in promoting polarisation around historical memory issues. We have also been able to examine the determinants of repression during the civil war and the dictatorship, specifically against schoolteachers, and unveiled the role of nationalism in such repression. Relatedly, we have examined, with survey experimental data, contemporary territorial conflict in Spain, which is connected to past repression.

The Life with Corona (LwC) survey project is a collaborative effort involving multiple researchers from different institutions, including the International Development and Security Center (ISDC), UNU-WIDER, and the Leibniz Institute of Vegetable and Ornamental Crops (IGZ). The study of the LwC data in Germany revealed a pronounced negative relationship between the stringency of COVID-19 counter-measures and trust in German institutions. These findings open new research questions into how different stages of a crisis influence institutional trust differently. The study emphasises the importance of considering the long-term impact of stringent crisis management policies on institutional trust, which is crucial for effective governance and societal resilience.

Despite significant progress, the Pakistan case study is still ongoing due to delays amidst political turmoil, low citizen trust, and aversion to discussing taxes during an economic crisis. Key partnerships were established with the Excise and Taxation Department of Punjab, Pakistan. The project pioneered innovative methodologies to measure complex interactions between inequality, trust, and governance outcomes. These methods included administrative data and behavioural experiments. We combined qualitative interviews with extensive survey data to capture nuanced perspectives from diverse social groups. Videos were developed to complement these methods, enhancing participant understanding and engagement. Furthermore, staff skills were significantly updated in disseminating such innovative data collection methods and treatment information amidst an environment where citizen trust is low.
Exploitation Route For the Colombia case study, the datasets generated and data sources identified can be fruitfully used by others to advance our academic understanding of trust and state-building efforts in post-conflict society. These sources and our analyses can also be a useful source for agencies and policymakers devising more effective strategies.

The Mozambique case study provides a deeper understanding of the long-term effects of historical events in Mozambique. Additionally, it clearly identifies areas of Mozambique that, due to historical reasons, are at a disadvantage. This insight is particularly important for local governments when defining priority areas for implementing rural development strategies. Furthermore, academic institutions can build on these findings to conduct further research on the impacts of colonial policies, enhancing the broader understanding of their long-term effects. Community leaders and advocacy groups can use this information to raise awareness and mobilise support for initiatives aimed at improving the livelihoods of affected populations. By incorporating these findings into their strategies, various stakeholders can contribute to a more inclusive and sustainable development process in Mozambique.

For the Spanish case study, the several datasets generated and data sources identified can be productively used by others to advance our academic understanding of the long-term legacies of civil wars and authoritarianism, as well as the consequences of Transitional Justice policies. These sources and our analyses can also be a useful source for agencies and policymakers devising more effective strategies to increase trust and reduce affective polarisation in post-conflict societies.

The outcomes of the research studying the impact of COVID-19 policy stringency on institutional trust can be leveraged by various stakeholders in both academic and non-academic contexts. Academically, the findings provide a basis for further studies on the dynamics between crisis management policies and institutional trust, as documented by over 55 citations on Google Scholar for the working papers. Researchers have built on this work to explore similar impacts in different crises or regions, enhancing generalisability and applicability of the conclusions made in this study. Policymakers and practitioners can utilise these insights to craft balanced and informed responses in future crises, ensuring that measures to safeguard public health do not erode public trust. They can also apply these findings to advocate for more transparent measures during crises, promoting societal resilience and cohesion. Overall, these outcomes can enhance more effective and trust-sustaining crisis management globally and uncover current mismanagement.

The datasets being generated by the Pakistan case study will be extremely useful to better understand the challenges of establishing social contracts amidst politically sensitive environments, as well as conducting primary data collection in areas of political instability.

Description 1) COLOMBIA CASE STUDY: We generated significant new insights into the challenges of implementing an effective reincorporation process, focusing on: • The possibilities and barriers to fostering trust, security and optimism about reconciliation among former combatants. • The (limited) role of third-party guarantors in reassuring former combatants of political commitments. • The essential role of on-the-ground facilitators in implementing reincorporation efforts and strengthening ties between former combatants, society and the state. Through our work, we built a strong partnership with Colombia's reincorporation agency, enabling sustained analysis of the process. Together, we identified new research opportunities using rich administrative data and established a collaborative framework to inform critical policy decisions. Beyond the reincorporation agenda, our case study opened two new lines of research, securing additional funding and fostering new academic collaborations. The first explores how trust forms between citizens in highly unequal societies, particularly the cultural gaps that emerge in segregated environments. Initial findings reveal that class-based accents significantly shape social and economic interactions. An experiment with 6,000 participants in Colombia demonstrated that individuals with high-class accents receive preferential treatment in both work-related and social settings, even after controlling for income and education. This premium is strongest among high-SES respondents, highlighting in-group bias. Notably, the effect disappears for high-class foreign accents, underscoring the role of local cultural markers in reinforcing social barriers. These results have broad implications for policies aimed at reducing inequality and fostering social mobility. The second line of research examines the relationship between private and public corruption. While prior studies have shown that public-sector corruption can incentivise corrupt behaviour in private transactions, our research explores how private-sector corruption shapes attitudes and behaviours toward the state. We are currently designing an experimental intervention to test whether exposure to private-sector corruption influences individuals' expectations of governance, compliance with regulations, and participation in collective action. This work aims to deepen our understanding of how norms of dishonesty spread across institutional boundaries. By expanding our research agenda, we have not only advanced knowledge on reincorporation but also contributed to broader discussions on inequality, trust and corruption - key challenges for stable and inclusive societies. 2) LIFE WITH CORONA PROJECT: We have made publicly available three articles that came out of this work, which in combination, have 108 current citations (February 2025), according to Google Scholar. Our work produced as a part of this project, therefore, demonstrates notable academic impact. In particular, this work looked at the impact of the Coronavirus and measures to counter the spread of the virus on trust, between people and in institutions. Key lessons are learned from this, including that there can be precipitous drops in trust when restrictions move beyond a particular "threshold" of strenuousness. These have, as shown by the citations, contributed to key academic debates that have developed out of the COVID-19 pandemic. They also note the potential for trade-offs in public policy - not least that, beyond these thresholds, adherence to and trust in counter-measures during crises might reduce as a result of increased restrictions. This suggests a need to balance the aims of policy and its outcomes in order to set optimal policies. The work leading to these results and some of the results themselves have featured prominently in media publications, in particular in newspapers in both national and international press. This includes at least 20 articles. This ensured that key results were disseminated into the public consciousness, increasing the potential for impact on individual decision-making, as well as decision-making at more collective levels. These results generated on-going work, looking at similar outcomes (as well as broader ones, capturing well-being and mental health) in the Life with Corona Africa survey. This work collected a unique record of survey data, via telephone interviews, in places that became very difficult to reach during the pandemic, affording a unique insight into the experiences and outcomes of these communities during and after the pandemic. 3) SPAIN CASE STUDY: The research on the Spanish case study has illuminated several ways by which the legacies of authoritarianism and past conflict affect politics today. We have investigated how the legacies of the past can be mobilised by different political parties aiming to achieve different goals, including far right parties. We have also examined the sources of far right normalisation and stigmatisation. In addition, we have examined how the legacies of past victimisation can affect attitudes towards minorities (i.e. Muslims, Jews, members of the LGTBQ community) today.

PI Contribution In October of 2021, the Colombia team at Universidad de los Andes set up an agreement with the Agency for Reincorporation and Normalisation (ARN) to exchange information about ex-combatants in the process of reincorporation or reintegration. The agreement set the protocols for receiving and handling the information necessary to conduct remote (telephone) surveys to the universe of FARC former combatants, to receive ARN's support in implementing the survey on the ground, as well as to share the resulting (anonymised) data with the ARN. The survey successfully contacted over 4,400 former FARC members. This agreement is part of the team's ongoing collaboration with both the ARN and former FARC organisations to design and implement the project's surveys. UPDATE: After having received support from the Agency for contacting ex combatants in our remote survey, Universidad de los Andres renewed the partnership from November of 2023 to November of 2025. The agency will continue to facilitate access to administrative information for analysis and their functionaries will provide feedback and suggestions to the research team's research output. The main contribution is our expertise and intellectual input by analysing the data from both our surveys and the ARN's sources. The research team will share the findings of the research with the Agency to help inform policy. We also contribute with our platforms to disseminate the results and spark a debate involving the key actors.
Collaborator Contribution The ARN has collaborated to support Universidad de lo Andes in implementing the survey on the ground, and allowing for both sides to exchange information about ex-combatants in the process of reincorporation or reintegration. The Agency provided support for contacting excombatants in our remote survey, administrative information to be merged with the results of our remote survey, support and feedback on the design of the questionnaire, and feedback on the resulting analysis of the data. Without access to the contact information of the former combatants, the survey would have been impossible. UPDATE: The ARN implements policies of reincorporation in Colombia. Thus, apart from invaluable administrative information, its functionaries offer tremendously useful perspectives to inform the research team's hypotheses and analyses.

Results and Impact The first day started with private workshops for invitees from academia, civil society and formerly armed actors to set the tone of the summit and develop proposals to be discussed during the public debates of the same day. There were three breakout rooms covering the topics "Trust, Violence and Peace", "Trust and Security" and "Trust and (Re)integration".

Participants in the "Trust, Violence and Peace" group shared their diverse experiences and perceptions of violence, ranging from personal, familial, gender-based, structural, and societal violence. They examined the normalisation of violence, its impact on individuals and communities, and the role of state institutions like security forces and criminal/transitional justice systems in perpetuating or comprehensively addressing the issue. A special focus was laid on social vulnerabilities, incarceration dynamics and drug trafficking as perpetuators of violent structures as well as the utility of negotiations with armed actors.

In the "Trust and Security" breakout room, participants discussed multidimensional security and trust. Concerns over reluctance to negotiate with drug trafficking amid ongoing Colombian violence were noted, alongside the corrosive impact of corruption on institutional trust. Discussions explored how authoritarian approaches provide quick results but may compromise democratic values while non-authoritarian solutions lack immediacy and might lead to a return to repressive measures. Strategies developed included using education and civil society to consolidate human rights-oriented security measures and to de-ideologise policymaking in this field.

The "Trust and (Re)integration" session explored the need to consider occupational alternatives, community security and a whole-of-society approach for the successful (re)integration of formerly armed actors (FAAs). The participants debated on the complexities of trust-building, the role of religious institutions, the significance of justice restoration, and the importance of recognising and utilising practical skills gained from armed group experiences in the reintegration process.

The workshop's outcomes encompassed pivotal questions for further deliberation, encompassing topics such as the interplay between economic achievement and (re)integration and the efficacy of different pedagogies engaging FAAs and communities.

Results and Impact This presentation was made at the "Local Government Forum" event on 25 August 2023. The main aim of the activity was to facilitate dialogues in different provinces between members of civil society, political representatives, policy makers, academics, and the judiciary on reforms needed to strengthen the institutional design and administrative capacity of local governments, unlock their fiscal potential, and to make local governance inclusive and accountable. Strengthening local governments is not only important for the health of Pakistan's federalism and governance, but it has become critical in light of emerging challenges associated with urbanisation, climate change and Pakistan's economic stagnancy.

This was a mega-event on advocacy around local government operationalisation in Pakistan. Dr. Cheema (Project Co-Investigator for Pakistan) was one of the panelist and discussed the need to reform tax policy.

Results and Impact On October 13th and 14th, Trust After Betrayal hosted the first annual "Out of War" conference called "Global Insights on Reintegration to Support Strategies for Ukraine's Frontline Returnees" at The London School of Economics and Political Science (LSE), which convened academics, practitioners, policymakers and formerly armed actors (FAAs) from 18 countries working with and advancing research on the subject of FAA reintegration in a broad range of local settings.The purpose was to have a global collective of academics, policymakers and practitioners elaborate on a plan of action for the sustainable reintegration of FAAs returning from the frontlines in Ukraine and contribute to advancements in the scientific field of former armed actor reintegration on a broader scale. Participants identified policy, practice, and research priorities, encompassing crucial organisational aspects such as sustainable funding, innovative measurement and evaluation, and the application of bottom-up and participatory methodologies.

Results and Impact Project members from the Pakistan case study gave a presentation on findings about the current property taxation system in Punjab: This presentation was given to Government of Punjab's Resource Mobilisation Committee (RMC), chaired by Punjab's Finance Minister. The intended purpose was to share our findings about the current property taxation system with policymakers. The project team provided evidence for regressivity and inequity in the system, which lowers citizen trust in the local public finance system and results in low tax utilisation. Since this session was chaired by Punjab's Finance Minister, this led to support of the reform direction that we proposed.

Results and Impact Project members from the Pakistan case study gave a presentation on property tax policy harmonisation in Punjab: This presentation was given at a conference, organised by E&T, titled "Inter-Provincial Conference on Tax Policy Harmonisation". It was attended by government officials from E&T and Federal Board of Revenue. The intended purpose was to highlight benefits of property tax policy harmonisation and push for a reform of the property tax valuation system in Punjab, Pakistan.
