Transform Suspicious Activity Reports (SARs); UK's First Technology Line of Defence

Abstract

Formed in 2018, SYNALOGiK Innovative Solutions Limited is a UK based technology company, founded by experts in data science, intelligence, security and investigation. Alpha-versions of the company's cloud-based software, SCOUT, have been developed and successfully deployed within public and private organisations.

This project, in collaboration with the University of West England (UWE), University of Reading and a number of private and public sector ecosystem partners, seeks to transform the Suspicious Activity Report (SAR) regime.

The UK is vulnerable to a wide range of economic crime and terrorist activity with an estimated cost of £137bn per-year, with threats and risks becoming more complex as criminals adapt to Security, Intelligence and Law-enforcement responses, and exploit technology advancements to avoid detection.

The National Crime Agency (NCA) Suspicious Activity Reporting (SAR) regime is the UK's first line-of-defence, but regrettably the current complicated manual-driven system is considered deficient. An absence of significant functionality including classification of urgency, risk-assessment and threat levels, dissemination processes and evidential gathering procedures means there is growing inability for organisations to cope with the increasing volumes of SARs; 20% Year-on-Year growth in submitted SARs.

This project will see the development of an advanced technology Platform, capable of transforming current investigation processes from manual data repository searching formats into automated data analytics processes and flow control functionality. This will be applied throughout all SAR stages incorporating automatic prioritising, categorisation, and dissemination functionality to rapidly evaluate criminal activity and distribute to the most relevant private/public authorities.Through the development of ML/AI-based analysis and automation capabilities, Synalogik will create an enriched intelligence picture for authorities, supporting instant critical decision-making for operational commanders to safeguard the public.
