Efficiency and productivity in the English and Welsh Water and Sewerage Industry
Lead Research Organisation:
CARDIFF UNIVERSITY
Department Name: Cardiff Business School
Abstract
It has been shown that the source of inefficiencies in a publicly owned or NFP utility will be different from
privately owned utilities (Pointon & Matthews, 2016). The collaborative nature of the project is to work in
partnership with Cardiff University to objectively evaluate the relative state of cost efficiency in the water
utilities and to identify their sources. While the maintained hypothesis is that NFP or public-sector utilities
are no less cost inefficient than privately owned utilities, the ethos of an NFP firm is different and has a
stronger community focus. Experience shows that even profit oriented utility firms have cost inefficiencies.
WW offers itself as a case study of efficiency analysis of an NFP natural monopoly.
