Abstract
The aim of this research is to explore the existence and influence of diverse sets of value-perceptions among and between stakeholder groups involved with urban domestic water supply governance arrangements in Addis Ababa and Cali.
The study will determine whether strong divergences in value-perceptions by actors at various levels of power in water's production process affect the strength and progressive nature of water allocation outcomes in underserved areas.
Policy options will be explored with a view to providing recommendations for constructing future governance models.
