Abstract
In recognition of the growing availability of data in key areas of policy, the PEC will introduce set piece UK-wide 'State of the Nation' reporting in each of four high-level priority thematic areas led by the four organisations that will make up the research consortium: 1. R&D, Innovation and Clusters (Sussex University); 2. Creative Education, Skills, Talent (Work Advance); 3. Internationalisation (Newcastle University), and 4. the Arts, Cultural & Heritage sectors (University of Sheffield) respectively. These reports will be specified in consultation with industry and policymakers, launched at regular biannual frequencies drawing on the RSA's events capacity and scheduled well in advance to facilitate planned engagement activities. We envisage the reports to include systematic tabular and chart-based sections on official and other publicly available economic and relevant social indicators as well as deep dives on issues of topical interest where more analysis is needed.
The four thematic priority areas for regular reporting are partly informed by the need to avoid duplication of work covered within existing UK centres of excellence, such as the CREATe research centre at Glasgow University which specialises in intellectual property, regulation and competition issues, and areas like public sector broadcasting (PSB) where regular reporting is already available, such as through the media and communications reports from Ofcom. However, the PEC will still conduct primary research in such areas where important gaps in the evidence base are identified.
As well as drawing on official and open data sources, the State of the Nation reports will extract insights from a new flagship longitudinal business panel that the PEC proposes to develop. This will involve collecting survey data from a panel of UK-based creative industries firms and firms in selected comparator sectors.
In addition to the analytical deep dives in the State of the Nation reports, we intend that the PEC will make important original research contributions to the evidence base including from a large, multi-disciplinary network of PEC Research Fellows recruited from UK and overseas academic and private sector institutions. Fellows will be encouraged to bid for targeted calls for (co-)commissioned research.
As well as being made aware of PEC research calls, the benefits of being a PEC Research Fellow will include: professional recognition and visibility; access to other PEC Research Fellows; the chance to shape the PEC's thematic priorities; opportunities to participate in policymaker engagement activities; opportunities to peer review PEC work, and invitations to present at PEC seminars and conferences. We will also fund a limited number of time-limited 'Small Networks' grants, focused on bringing together a group of PEC Research Fellows to interrogate a particular policy-relevant research area, promoting collaboration and knowledge sharing.
The PEC's website will also serve as a platform for excellent policy-relevant research undertaken outside of the PEC. This will take the form of blogs, podcasts and Discussion Papers. We will also use our virtual and in-person events to bring to policymakers' attention important contributions from the wider academic literature in the UK and beyond.
What differentiates the Creative Industries PEC from other policy-focused research centres is our embedded approach to knowledge exchange. That is, we embed PEC researchers and our Policy Unit personnel as much as possible in the policy planning, design and delivery processes of our key stakeholders. This embeddedness will continue to be a defining feature of our work: it will unlock the opportunity to help more researchers become more policy-literate, and to support policymakers to become more adept at using data and research evidence.

| Impact | Following the announcement of the Northern Creative Corridor Charter signatories in September 2023, the Creative PEC has been supporting the RSA on policy engagement and analysis to develop a proposition for the NCC. Creative PEC secured inclusion of the NCC in the SoS's speech and in a panel discussion with Hasan Bakhshi at the DCMS's conference on 13 November in Manchester. The Head of Policy was also invited to speak at a closed roundtable in Westminster on the PEC's work on clusters and corridors. The Creative PEC also shared NCC ideas at the Conservative and Labour party conference fringes. Since then, Creative PEC has supported the delivery of a series of 7 workshops with RSA and Arts Council England to gain qualitative insights into the potential of 'creative corridors' and to co-design policy interventions. These were presented to an NCC Summit of signatories hosted by NUBS on 22 February. |

| Results and Impact | The presentation aims to understand the concept of "digital labour" within China's cultural and creative industries. By examining recent market data amidst the economic downturn, I argue that the mainstream market of digital platforms has reached a bottleneck in terms of profit and revenue expansion. To sustain content production and market revenues, these digital platforms must seek lower-cost production methods and adopt a blue ocean strategy. In the name of content and market convergence, digital platforms that once relied heavily on professionally generated content (PGC) are now turning to the user-generated content (UGC) market for profitability. Examples of this shift include the incubation of indie musicians on QQ Music, the expansion of spaces for the AGC (Anime, Comics, and Games) market, and the rise of micro-celebrities and micro-dramas supported by Multi-Channel Networks (MCNs). The rise of this UGC-driven cultural economy not only aligns with national interests by absorbing the oversupply of young labour force and university graduates, but it also caters to the more flexible and "slash" lifestyle preferred by the new generation. This shift towards individually platform-contracted jobs reflects a broader trend towards flexibility and diversification in the labour market. |

Nonpecuniary benefits are the intangible rewards that workers receive, such as intrinsic satisfaction from work, that are hard to measure, but can play a vital role in the labour market. The artistic workforce and creative occupations are often associated with characteristics of job satisfaction, flexibility, and creative freedom, directly implicated in these nonpecuniary benefits or "psychic income" from labour. Yet, labour supply models tend to not feature these non-monetary benefits of creative work. Further, empirical measures of job satisfaction, or "psychic income" for artists are hard to find. In this study, we use panel data on artists switching in and out of artistic occupations to estimate psychic income. For comparison, we apply the same method to other sorts of workers such as academics, drivers, and accountants. We also discuss the implications of these results for several current debates in the creative sector, for example gig work, non-wage compensation, and basic income. |

| Results and Impact | Are women helped or harmed by being evaluated by other women? The evidence remains inconclusive and varies by time and place. We address this debate from a global and historical perspective by analysing confidential data on the universe of international piano competitions held between 1890 and 2023 across approximately 100 countries. Using multiple identification strategies that leverage the repeated nature of these events, we find robust evidence that female competitors are less successful when judged by juries with a higher proportion of women. We estimate that replacing an all-male jury with an all-female jury reduces the likelihood that a female pianist reaches the finals by over 20 percent, reaches the podium by over 30 percent, or wins by over 40 percent. Analysis of individual juror scoring records from a major competition reveals that female jurors are stricter than their male counterparts in their relative assessments of female versus male competitors. We also find that the bias against female competitors is driven by prime-age female jurors who were previous winners in less prestigious competitions. This suggests that the gender bias of female jurors may be related to the threat that emerging female talent poses in a segmented labour market. |

Using once in a decade 2021 Census data for the first time, this report will provide a new map of creative practitioners across England and Wales. The granular findings are likely to be extremely valuable to anyone/everyone responsible for making decisions on allocating limited resources at a local level. While the report confirms ingrained inequality across several demographics in terms of workforce and cultural participation, it also points to pockets of positive change, and the ways in which arts, culture and heritage could be considered more inclusive than other sectors. Following a presentation from research lead Mark Taylor (Sheffield University), a panel of guests will explore these new findings and take questions from the online audience. |

| Results and Impact | Research on the effects of the UK's exit from the EU's Single Market and Customs Union in 2021 on specific industries is still scanty. In this paper, we examine the consequences of withdrawing from the EU membership on UK firms operating in the textile and apparel (T&A) industry, highly sensitive to value chain disruption. The analysis relies on unique firm-level information collected through an original survey conducted between May and September 2022 with 1,008 respondent firms. With the (re)introduction of trade barriers, Brexit has brought back many of the difficulties that were affecting firms before the completion of the Single Market: the "cost of undoing Europe" is in line with what predicted then for the "cost of non-Europe", amplified by modes of production now entrenched in international - and particularly continental - networks and value chains. Our findings show that the UK's formal departure from the EU has severely affected T&A firms and their upstream and downstream linkages, with dramatic implications for structure and geography of the value chain and, ultimately, firm survival. |

| Results and Impact | Professor Trine Bille will be discussing a proposal that suggests that cultural policy should take inspiration from the economics of education in terms of further understanding the private and public value of cultural assets such as theatres, libraries, exhibitions, and concerts. Why cultural policy should take inspiration from the economics of education to understand the private and public value of cultural assets. Cultural economics has largely looked towards environmental economics and used non-market valuation techniques such as contingent valuation to estimate the total economic value of cultural goods. These methods are well suited to the valuation of cultural heritage goods, where the benefits are mostly related to the level of supply and mainly take the form of existence and bequest values. This stands in contrast to cultural institutions such as theatres, libraries, exhibitions, and concerts, where the value is produced, when the goods are consumed. For this type of cultural good, the research suggests that cultural economics rather turn to find inspiration in the economics of education. The value of schooling can be divided into private returns and social returns (human capital externalities). Likewise, the value of cultural consumption, from theatre performances, to live music gigs, and museum exhibitions, can have a private and a public component. This study suggests labelling the public component cultural capital externalities. The idea is that when private consumption of arts and culture is taking place, the individual will accumulate cultural capital. This accumulated cultural capital can impact other people (e.g. for example, through changed behavior, future decisions or interactions,) and creates externalities, i.e. the cultural capital externalities. The size of the externalities is expected to increase (or decrease) with the level of consumption. Without the consumption by the users, no externalities are produced. While this is one of the most fundamental arguments for cultural policy, it has not yet been extensively studied within cultural economics. |
