UK FIRES: Locating Resource Efficiency at the heart of Future Industrial Strategy in the UK

Abstract
Resource Efficiency is essential for reducing the environmental impact of manufacturing. Progress in achieving it has been slow, but a rapidly changing international context, including Brexit, is giving new emphasis to Industrial Strategy in the UK which creates a unique window of opportunity. This transformational Programme aims to locate resource efficiency at the heart of a visionary industrial strategy; it will create new world-leading competitive advantage for UK manufacturing by addressing four fundamental barriers to progress:
- to break out of lock-in to resource inefficiency, novel methods and tools will be developed to enumerate and characterise all today's options to design and manufacture material goods;
- to create clarity about the environmental impact of new manufacturing strategies, a ground-breaking Physical Resources Observatory will be developed to access and interpret more and better global resource data;
- to target manufacturing innovations for Resource Efficiency and accelerate their implementation, the features of an effective Innovation Pipeline will be characterised, tested and deployed with a portfolio of promising emerging manufacturing technologies;
- to give new priority to Resource Efficiency in Industrial Strategy, new metrics and decision-framing will be developed and tested in the Living Lab of the Programme's industrial consortium.
The Programme brings together nine internationally-leading academic groups and a consortium of subscribing industrial partners. The management strategy, designed for flexibility, aims to integrate existing methods from diverse disciplines to address the application of Resource Efficiency while stimulating exploration of new methodological opportunities where existing approaches are inadequate. The value of the investment in the Programme will be maximised through an International Advisory Panel to support connections and awareness, a consortium executive committee to determine priorities for strategic analysis, and a supervisory board to ensure financial and legal compliance. The programme will deliver impact via quarterly strategic analysis reports on resource issues, a programme of policy influence led by an experienced Policy Champion, technological innovations, an annual UK Forum on Resource Efficiency, commercial and open-access software tools, researcher training and multi-channel communications.

Planned Impact
The key scientific drive of this proposal is the delivery of impact. The academic research programme has been designed around a Living Lab comprising a consortium of subscribing industrial partners, the research team and other relevant stakeholders. The Living Lab will create an evolving dialogue between the methods and applications of the Programme to give clear direction research needs and to maximise the impact of the work. In order to deliver impact in practice:
- The Programme team will deliver professionally written and designed quarterly strategic reports on current priority topics identified by consortium partners, for their use in addressing immediate strategic decisions and to gain feedback on priorities for research development
- Consortium subscriptions will be used entirely to fund project PhD students to apply methods developed in the research to specific contexts, to validate the methods and drive new developments.
- An annual one-day UK Forum on Resource Efficiency will be organised to engage the full stakeholder community in Resource Efficiency across the UK in order to foster new connections, share emerging research ideas, and create new connections.
- A highly qualified "Policy Champion" employed by the Programme will design and lead delivery of focused policy workshops based on Programme outputs to carefully targeted Resource-related audiences across Whitehall and Westminster.
- Publications designed for industrial audiences, deriving from the Programme's academic output, will be disseminated through networks activated by consortium partners to influence future research and development agendas.
- Software implementing a Physical Resources Observatory, the core activity of Challenge 2, will be developed and released as open-access code and data to allow a broad community of resource analysts to experience, apply and enhance the outputs of the Programme directly.

Contextual semantic embeddings for ontology subsumption prediction

Description | This award began in April 2019, and in June 2019 outgoing Prime Minister Theresa May initiated a change in the Climate Change Act, in response to social protests, mandating that the UK should cut its emissions by 100% by 2050. This is scientifically and socially absolutely right, and passed unanimously through both Houses of Parliament - but possibly without anyone really understanding its consequences. As a result, at a first technical retreat of the UK FIRES academic team, we decided to develop a major public-facing report at the end of November 2019 exploring the reality of this zero emissions target. The report "Absolute Zero" has had widespread impact, in policy and the media and on 6th February 2020 was the subject of a full debate in the House of Lords. The report explored the realities of delivering zero emissions largely with today's technologies, as a pragmatic to over-optimism about new technologies which currently dominates discussion of climate policy. It has led to extensive media and public discussion, both positive and negative, and an enormous number of speaker invitations which Professor Allwood and other members of the team are trying to fulfil. The report was discussed by the CEOs and CTOs of the UK's Catapult network, who asked UK FIRES to follow-up the main report with sectorally focused reports on the innovation opportunity for UK businesses revealed by the strict target. During 2020 we ran three major industry-facing workshops to examine these innovation opportunities with with further workshops in 2021 - typically with around 40 companies participating in each report. Each workshop has provided the basis for an innovation report, which are now nearing release. The report on Manufacturing and Materials was released in March 2022 with the others to follow over the next year. THe crucial contribution we are making is to reveal a raft of business growth opportunities that are hidden to others because of their (implausible) belief that novel energy technologies will take away the problem of climate change. Subsequent reports on the Construction Sector, the Energy Sector, and Transport have confirmed the huge range of innovation opportunity revealed by taking a realistic view of climate mitigation - and following an open Forum, our report "Entrepreneurs not Emissions" reviewed 140 opportunities for entrepreneurial growth out of the reality that supply-side climate solutions cannot deliver in time. Within the four challenges of the work programme several new contributions have begun to emerge. In Challenge 1, the software PANDA partially developed in this grant, is now being commercialised as the first ever means to evaluate the cost and carbon impact of the earliest stage design decisions in commercial construction. The team are now expanding this approach to enumeration to other products and to the use phase of construction. In Challenge 2, our work on the probabilistic resource observatory PROBS is focused on creating the first physically derived map of the material sourcing required to deliver all UK purchasing of goods. THis work provided the analytical basis for several of the sector innovation reports and will be made publicaly available over the next year. In Challenge 3 we have taken forwards the novel shearing-folding process described in the proposal and are developing several novel processes in the context of an innovation roadmap. The new process, now called "DeepForm" is being developed by Cleaver as a spin-out company, which has a board of advisors and a list of pilot customers. During 2022 Dunant with support from Allwood and Horton invented the world's first truly zero-emissions cement. UK FIRES funding was used for early experiments on this novel process, for which a patent applicaton has been submitted, and new funding has been awarded both from EPSRC and Innovate UK. In Challenge 4, as well as the industry-facing workshops, we have developed a new proposal for "ZERPAs" - a form of tradeable procurement agreement to improve share valuations and support capital allocation through a futures market for non-emitting electricity, biomass and negative emissions. In 2022 new EPSRC and Innovate UK funding was awarded to develop "Cambridge Electric Cement" as invented by Dunant and described above. The focus of our outreach has shifted towards promoting enterpreneurship comaptible with Absolute Zero - and our sequence of sector innovation reports continues. Strikingly, in the past year, the International Energy Agency has anticipated that 30% of industrial mitigation will be delivered by Material efficiency - largely as a result of our earlier work - and the UK governmnet has, in its new DESNZ department, begun to promote resource efficiency as an area for growth. |
Exploitation Route | Absolute Zero is of fundamental importance to the UK's approach to designing its plans for climate mitigation, and as the promises of breakthrough technologies fail to deliver, is likely to be seen as a pioneering manual for pragmatic change. A second edition of the report, "Minus 45" to explore the reality of the Prime Minister's December 2020 commitment to cut UK emissions by 45% from 2020 to 2030 was published ahead of the COP26 meeting in October 2022, and is the basis for ongoing challenge to the techno-optimistic assumptions behind current government climate policy. Absolute Zero and Minus 45 have given a sharp focus to our research agenda: relative reductions in emissions are no longer relevant when within 28 years we are obliged to be operating with zero emissions. This is strongly directing the choices we make about our research priorities - and two years into the programme, was the basis of our second technical retreat planned in Sept 2021, when we explored career-defining research programmes, particularly for Early Career Researchers. A key activity during 2022 is to complete the development of a "Calculator" we are working on, linked to two summary papers, revealing how shortages of zero-emissions electricity, biomass and carbon storage will prevent delivery of current climate policy but will create other opportunities for new profitable business growth. During 2022 we launched www.tickzero.com - delivering a short course in 6 10 -minute films, for the public, to introduce climate mitigation. It has been written up in teh Guardian and user numbers are building. |

Description | Because UK FIRES aims at delivering an industrial strategy compatible with the UK's recently revised Climate Change Act, it is very difficult to separate its academic and non-academic impacts - so pease see the summary of findings which address this question as much as the academic one. During 2022 we launched three spin-out companies related to the work of UK FIRES and a public-facing educational website www.tickzero.com. UK FIRES has created several high-impact reports focusing on the opportunity created by the journey to zero emissions, when we face the reality that supply-side technologies (CCS, hydrogen etc.) are not going to scale at anything like the rate that governments would want. Our first major report "Absolute Zero" has now become the University of Cambridge's most accessed resource ever, with over 100,000 downloads, and a full-debate in the HOuse of Lords. It has set a benchmark for reality about climate mitigation - a standing challenge to the false belief that new technologies will allow existing patterns of consumption to continue and grow without consumers noticing any difference. Out of Absolute Zero, we have written a stream of major reports about innovation opportuniteis in different sectors, and slowly these are beginning to transform political and corporate dialogue about zero emissions. During 2022-23 the Government has for the first time created a division focusing on Resource Efficiency within DESNZ, and Innovate UK are now actively exploring the alternative forms of innovation support they could provide to accelerate innovations that reduce overall demand. In parallel, reality about the need for restraint is penetrating into the construction sector, and more widely into societal groups, for example through the campaign "Flight Free UK" or various other socially motivated commitments to reducing emissions more rapidly. A key feature of UK FIRES has been the career progress of many post-docs who after some period funded by the programme have moved onto permanent academic positions in which they are now also championing the reality of demand reduction as the core element of resource efficiency. |

Description | A process is disclosed for the combined manufacture of steel and cement clinker. Steel scrap is loaded in an electric arc furnace for forming molten steel. Cement paste derived from construction and demolition waste is loaded in the electric arc furnace to act as a flux for the steel to assist in the removal of impurities from the molten steel and forming an electric arc furnace slag. The heat of the molten steel promotes clinkering of the electric arc furnace slag to form clinkered electric arc furnace slag. Abstract: Despite the rhetoric about innovation and the many high-profile figures claiming that "innovation is the answer", and the frequent comparisons between climate mitigation and the Apollo programme, it's now too late for new energy-scale technologies to deliver zero emissions. The two problems are scalability (no country has ever introduced a new energy technology faster than 2% of total supply per year) and aggregation (everyone is claiming priority on the same CCS projects, and hydrogen increases energy demand.) Accordingly planning for energy-scale innovations to take away the problem of climate change has become extremely risky. This talk will explore the options for a lower risk plan. |

The objective of this gathering is to bring together a select group of companies and individuals who share a common interest in initiatives to optimise the use of our planet's finite resources. A lot of our work this year at WMBC has been focussed on decarbonization and accelerating clean technology transitions. At the same time, with a growing population, already living beyond our planetary boundaries, it will not be enough to simply decarbonise the economic system we have today, we will also have to think much more carefully about how we optimise the use of constrained resources, including energy. The topic of course is heavily linked to the issue of circularity but also extends beyond that. As an expert in this area, we would highly value your input, including how you see the policy landscape in this area and what the opportunities there are to improve the incentive structure business operates within. Results and Impact | Niobium, steel and the trajectory to zero global emissions, a presentation to CBMM Board of Directors in Brazil via Zoom Outline: Starting from global mass-flow analyses of Niobium and Steel, this presentation will explore the options for reaching zero global emission at the rates currently being set into international law. Although climate policy discussions are largely focused on new energy infrastructure technologies, such as Carbon Capture and Storage or the use of Hydrogen and other synthetic fuels for energy transfer, in reality energy transitions are always slow. It is therefore very unlikely that these new technologies will have reached global market saturation by the period around 2050-2060 which is the focus of zero emissions targets. Therefore this talk will focus primarily on the opportunities for the steel industry to grow new configurations to meed demand with zero emissions. Primarily, this must involve a switch to electric recycling as the main production route for steel, as has already happened in the USA. However, recycling will not be able to deliver current levels of blast furnace production, so zero emissions inevitably depends on a short-term significant reduction in total steel production with new profit opportunities from the conservation of material value. The talk will conclude with suggestions about how the Niobium industry can expand its value proposition in this future. |

Results and Impact | A presentation given by Dr Cyrille Dunant as part of this event: Reduce and reuse are priorities good Circular Economy practice and there are a growing number of examples of new developments benefiting from the reuse of an existing concrete frame. But what is best practice when concrete is eventually demolished? Recent data indicates that in the UK 97.5% of all concrete construction and demolition waste is recycled, used primarily as unbound sub-base for roads and buildings. But is this the best use of this secondary resource? What other opportunities exist or are in development? Research undertaken at the university of Cambridge, has established that cement paste recovered from construction demolition waste can be used in the manufacture of a new cementitious material Cambridge Electric Cement. Other potential uses include carbon capture use and storage, the manufacture of new concrete as recycled aggregate or recycled concrete paste as a cement replacement. This joint event between Cambridge University and MPA The Concrete Centre, brings together a broad community of representatives from industry to explore the opportunities, challenges, and potential for alternative uses of concrete demolition waste. It will include an explanation of some of the new uses that are being developed and their potential production and separation processes, as well as examples of live projects in progress. |

Results and Impact | Overview UK FIRES is researching options for decarbonisation of UK materials and manufacturing companies, particularly those in the foundational industries. Join-in to put your company's decarbonization programme in perspective and get new ideas to develop it. We will explore: Planning and target setting for decarbonisation Technology choices for eliminating emissions Readiness for decarbonisation opportunities and constraints What are the main sources of scope 3 emissions that manufacturing companies should be focusing upon? What are the options for their abatement? What new business opportunities for materials and manufacturing companies might arise on the race to zero? In preparation for the workshop we will conduct a short survey on plans and progress for decarbonisation. Bringing together our research and the views of industry, we will design and facilitate an innovation workshop for industry participants with the aim of exploring pathways to net zero 2050 and key strategic choices on the way. The workshop will be held by Zoom on 1st December 0930h-1200h. There is no cost, other than your time. Results will be reported March 2021 and available for download from the UK FIRES project website. Analyzing their intricate relationship as energy-materials nexus, however, is a new approach.
