Abstract
Quantum technologies (QT) are new, disruptive information technologies that can outperform their conventional counterparts, in communications, sensing, imaging and computing. The UK has already invested significantly in a national programme for QT, to develop and exploit these technologies, and is now investing further to stimulate new UK industry and generate a supply of appropriately skilled technologists across the range of QT sectors.
All QT exploit the various quantum properties of light or matter in some way. Our work is in the communications sector, and is based on the fundamental effect that measuring or detecting quantum light signals irreversibly disturbs them. This effect is built into Nature, and will not go away even when technologies (quantum or conventional) are improved in the future. The fundamental disturbance of transmitted quantum light signals enables secure communications, as folk intercepting signals when they are not supposed to (so-called eavesdroppers) will always get caught. This means Alice and Bob can use quantum light signals to set up secure shared data, or keys, which they can then use for a range of secure communications and transactions - this is quantum key distribution (QKD). The irreversible disturbance of light can also be used to generate random numbers - another very important ingredient for secure communications, cryptology, simulation and modelling.
In the modern world where communications are so ubiquitous and important, there is increasing demand for new secure methods. Technologies and methods widely used today will be vulnerable to emergent quantum computing technologies, so encrypted information being sent around today which has a long security shelf-life will be at risk in the future. New "quantum safe" methods that are not vulnerable to any future QT have to be developed. So QKD and new mathematical encryption must be made practical and cost effective, and soon.
The grand vision of the Quantum Communications Hub is therefore to pursue quantum communications at all distance scales, to offer a range of applications and services and the potential for integration with existing infrastructure. Very short distance communications require free space connections for flexibility. Examples include between a phone or other handheld device and a terminal, or between numerous devices and a fixed receiver in a room. The Hub will be engineering these "many-to-one" technologies to enhance practicality and real-world operation. Longer distance conventional communications - at city, metropolitan and inter-city scales - already use optical fibres, and quantum communications have to leverage and complement this. The Hub has already established the UK's first quantum network, the UKQN. We will be extending and enhancing the UKQN, adding function and capability, and introducing new QKD technologies - using quantum light analogous to that used in conventional communications, or using entanglement working towards even longer distance fibre communications. The very longest distance communications - intercontinental and across oceans - require satellites. The Hub will therefore work on a new programme developing ground to satellite QKD links.
Commercial QKD technologies for all distance scales will require miniaturisation, for size, weight and power savings, and to enable mass manufacture. The Hub will therefore address key engineering for on-chip operation and integration.
Although widely applicable, key-sharing does not provide a solution for all secure communication scenarios. The Hub will therefore research other new quantum protocols, and the incorporation of QKD into wider security solutions.

Planned Impact
As the mission of the Hub is research-led development of quantum communications technologies and their widespread adoption, this should lead to new industries, new applications and new services for new markets. We expect the benefits and therefore the impacts of these to become pervasive, affecting all from government and UK PLC to consumers. To ensure maximum impact of the Hub's work, we will work with a wide range of partners in the public and private sectors, and the different mechanisms they provide for effecting impact. For example:
1. Regular consultation with our Hub Advisory Board, which will include industry leaders with extensive experience in development for market and effective translation of prototype systems into products.
2. Standards, plus active promotion of IP generation, protection and exploitation, directly or through licensing. We will encourage university spin-outs and pre-revenue start-ups. Examples of each from Phase 1 are the highly successful KETS Quantum Security Ltd (commercialisation of chip-based quantum communication technologies), and Arqit (commercialisation of satellite QKD).
3. Direct involvement of industry within the expanding Quantum Technologies (QT) sector to ensure effective translation of research-led systems to market-led products. For example, we will continue working with the main QKD systems manufacturers -ID Quantique and Toshiba - to demonstrate systems and their integration on our UK Quantum Network, for eventual deployment in commercial networks provided by operators including in the UK, BT.
4. Working with industry and commerce to promote commercialisation of technologies stimulated by Hub research ("tech transfer"). For example through demonstration, but also through consortia put together explicitly for the purpose of commercialisation or prototype development - either through private finance, or co-financed with the public sector. The Hub has played a leading part in recent IUK/ISCF competitions to this end, and will continue to do so.
5. Consultation and collaboration with industrial and commercial stakeholders new to QT who are ready to exploit the technology themselves, as well as in a position to lead or promote exploitation in their own sectors. Examples include Energy and Finance where even marginal improvements have disproportionate commercial benefits.
6. Identification of new areas of QT research with potentially very high impact for the UK - for example satellite quantum communications. We have been instrumental in bringing together public stake-holders (e.g. the UK Space Agency, RAL Space, InnovateUK/KTN), relevant UK research strengths (in terrestrial quantum communications) and commercial interests (Arqit, BT). This has resulted in momentum for research-led development of new UK industries with potentially global impact.
7. Promotion, demonstration and engagement, notably on Science/Innovation parks. These provide (often sector-specific) concentrations of industry and commerce, responsive to targeted approaches.
8. Active networking and training to produce skilled scientists through our own support for PhDs / PDRAs; working with the QT CDTs to support turning scientific interest into entrepreneurial endeavour and injection of both into companies and markets.
9. Further expand our extensive public engagement activities and continue the Quantum Ambassadors programme, for impact with the general public and in school education.
Our aim across all fronts will be to maximise impact by the most effective means. Our experience to date indicates that what works best depends upon multiple factors. We will therefore put together bespoke programmes determined by the specifics of the requirement and opportunity, and using the appropriate means selected from a wide array of options--from large events tailored to demonstrate value to focused sessions with leaders of particular industries; from media interviews and articles, to dynamic promotion via social media.

Impact | Applications of SatQuMA have enabled an estimate of key generation capacities for different system properties and optical ground station locations. This supported in the decision-making for where the UK Quantum Communications Hub OGS should be. The user interface (UI) for SatQuMA, though in its early stages, provides an easier way to interact with the code. This is expected to invite more collaborative efforts in interacting with SatQuMA, which will improve its development. A recent study (see below) showed it is possible to obtain improved finite secret keys for three different small-satellite-based QKD projects CQT-Sat, UK-QUARC-ROKS, and QEYSSat under typical very high loss conditions. Insights derived from SatQuMA can help guide experimental and engineering efforts aiming to develop QKD systems. Its open-source nature means it is possible to contribute to its development and we are actively looking for researchers across the Quantum Communications Hub and abroad for collaborative efforts to extend the development of SatQuMA. |

Results and Impact | The Photonics Leadership Group and the All-Party Parliamentary Group in Photonics and Quantum have released a report on the 'Future Horizons for Photonics Research 2030 and beyond' which aims to outline what will be possible in photonics in the next decade and beyond, and the substantial opportunities for the photonics industry in the UK. Numerous Quantum Communications Hub investigators and advisory board members were among the 26 leading photonics academics in the UK that were invited to participate in the horizon scanning exercise, which required them to consider what the focus of photonics research will be, a decade and more from now. The report defines 70 research topics that will be the focus of photonics research, including established research topics and new research fields, organised into four broad categories: materials, optical and physical phenomenon, future manufacturing processes and devices and systems. Also identified within the report are the nine 'great challenges' representing major societal trends and concerns which will influence and motivate future photonics innovation: data, health and ageing, physical pollution, mobility and transport, climate change, defence and security, economic patriotism, scale and food production photon. The report recognises that the photonics industry is well established and is fundamental to many advanced technologies and industries, however, it also highlights that photonics innovation needs to undergo a 'step change' in order to combat the challenges indentified to be facing photonics in the future. Finally, the report makes seven recommendations which include researchers, research agencies, funding agencies, policy makers and Industrial Strategy Challenge Fund (ISCF) Directors taking action in order to enable the identified topics to become research activity within the UK and for the potential benefits of photonics to be realised. |

Results and Impact | The annual UK National Quantum Technologies Showcase, organised by the Knowledge Transfer Network (KTN) and Innovate UK, took place virtually for the first time, on Friday 6 November 2020. The event, which is usually held in London and attended by over 700 people from industry, government and media, was held online with a record 1200 delegates registered to attend. The virtual nature of the event meant that the expertise, capabilities and advances of quantum technologies in the UK and its real-world impact, along with the progress made so far in the second phase of the UK National Quantum Technologies Programme, could be shared with a global audience. The Quantum Communications Hub had three virtual stands at the Showcase and two virtual booths, through which, investigators gave technical demonstrations of our work, including some of our core technologies and technologies created through funded collaborations and partnerships. Across the two booths, the Hub showcased five demonstrations including: Consumer Quantum Key Distribution; Quantum Networking; Quantum Random Number Generators; Satellite QKD Ground-Based Receivers; and Quantum Communication with CubeSats. The Hub's virtual stands, which include a plethora of resources including leaflets and videos, are still available on the exhibitor section of the event website and will remain there for three months. Delegates were able to book one-to-one meetings with Hub colleagues to discuss our technologies and potential collaborations further. |

Adrian gave the talks "Quan-tum Money and Secure Tokens on Relativistic Networks" and "Quantum Position Authentication". Damián gave the talk "Quantum Money and Secure Tokens: Implementations and Trade-Offs". The aim of the workshop was to initiate a dialogue between the quantum cryptography and classical cryptography communities. |

Results and Impact | The Quantum Communications Hub organised and participated in the Quantum City exhibition stand at the first ever New Scientist Live North science festival outreach event in Manchester (11-14 March 2022). Alongside partners NPL and the University of Nottingham, Hub researchers from the University of Sheffield took part showcasing three exhibits explaining how light is used in quantum mechanics to carry secure information. Friday was a School only day and the Hub team engaged with 100s of school children. In total more than 2000 people visited the Quantum City stand. |

The event is the flagship engagement event organised by the UK National Quantum technologies Showase, aimed at professional practioners, government officials, and industry representatives. The 2022 event was attended by more than 1000 delegates from the UK and abroad (US, Canada, Singapore, Australia, Japan, EU countries). The Hub teams had the opportunity to showcase progress across many of their deliverables and engage with parties interested in potential collaborations |

Results and Impact | The Quantum Communications Hub organised a series of online secondary schools assemblies in collaboration with the South East England STEM Learning Partnership. The assemblies were aimed at highlighting career pathways in the area of quantum technologies with different sessions dedicated on quantum communications, computing, sensing, metrology, imaging, PhDs etc. The Hub invited the other UK QT Hubs to take part alongside also NPL and the UCL Quantum CDT. The quantum comms session took place on 18 May 2022 and the Hub researchers involved were: Dr Catherine Phillips at the UNiversity of Sheffield, Dr Ross Donaldson of Heriot-Watt University and Dr Jasminder Sidhu of the University of Strathclyde. Over 50 schools registered to attend the event and the online assembly was recorded and uploaded to YouTube to allow more students an opportunity to see it. The researchers' presentations (on what being a quantum researcher meant on a day-to-day basis) were followed by a live Q&A session. |

Results and Impact | Hub Director Tim Spiller was personally invited to take part in the 'Quantum Symposium' in collaboration with the Digital Regulation Cooperation Forum and the National Quantum Computing Centre (NQCC) on Tuesday 28 February 2023. The event brought together industry players, academics and other professionals into conversation with the UK's digital regulators (Ofcom, Financial Conduct Authority, Competition and Markets Authority, and the Information Commissioner's Office) to understand how quantum technologies are evolving and to unpack some of the regulatory opportunities and challenges facing both firms and public authorities. The Symposium featured a number of sessions across a full day. The morning was opened by senior staff from DRCF regulators, followed by a keynote speech from the National Quantum Computing Centre and panels staffed by quantum technology firms and industry experts to unpack quantum technologies, their opportunities and risks, and what activities regulators should consider in more detail. This was an opportunity to contribute to the discussion around Quantum Technologies and be part of some of the UK's leading digital regulators efforts to understand the ecosystem, allowing us to implement responsive policy and ensure the UK is one the best destinations to innovate responsibly and scale in. |

Results and Impact | Spiller took part in the latest Innovate UK Global Expert Mission for Quantum Technologies to the US. Between the 18th and 22nd of November, a delegation of all four Hub Directors, senior industrialists from BT, Teledyne/e2v, Riverlane and the National Physical Laboratory, along with representatives from the UK National Quantum Technologies Programme, visited a number of sites discussing opportunities for collaboration. Washington DC, Boulder and the University of Colorado, Santa Barbara, the University of California and CalTech, San Francisco, Stanford and National Laboratories as well as Google, were all key destinations for the group, whose main mission objective was to inform the UK's international strategy for quantum technologies by providing a deeper understanding of the opportunities and barriers to building collaborations and partnerships with US organisations. The mission sought to achieve this objective by providing an evidence base as to a) the existing US landscape for quantum science and technologies; and b) the priorities for US policy and investment in this area. |

Results and Impact | Spiller T. contributed to the Emerging Technologies report published by Ofcom (published Jan. 2021), the UK's independent regulator of communications services. Ofcom's regulatory responsibilities encompass the monitoring of broadband and mobile services; TV; radio; video-on-demand services; post; and the airwaves used by wireless devices. It's imperative that Ofcom keeps abreast with technologies emerging within the field of communications and the impacts that they could have, so as to ensure that, when these technologies arrive, people benefit from them and are protected from any potential risks. An 'Emerging Technologies Programme' has been set up by Ofcom to investigate how the way people communicate and connect with each other is evolving across fixed and wireless networks for broadcast, broadband, mobile and satellite services and the report was produced as part of this. For each of the sectors, the report considers 'where we are now' and 'where we are going next', along with, in some cases, any barriers to adoption. Quantum technologies and their applications, on which Hub Director, Professor Tim Spiller, was consulted, are highlighted within the fixed and optical communications chapter of the report, however, it is recognised that quantum technologies will have implications for connectivity too. The potential risks posed to secure communications by quantum computers is briefly discussed, along with the possibility for the deployment of Quantum Key Distribution to secure commercial networks and of quantum random number generators for use in encryption. |
