Abstract
The Circular Economy (CE) is a revolutionary alternative to a traditional linear, make-use-dispose economy. It is based on the central principle of maintaining continuous flows of resources at their highest value for the longest period and then recovering, cascading and regenerating products and materials at the end of each life cycle. Metals are ideal flows for a circular economy. With careful stewardship and good technology, metals mined from the Earth can be reused indefinitely.
Technology metals (techmetals) are an essential, distinct, subset of specialist metals. Although they are used in much smaller quantities than industrial metals such as iron and aluminium, each techmetal has its own specific and special properties that give it essential functions in devices ranging from smart phones, batteries, wind turbines and solar cells to electric vehicles. Techmetals are thus essential enablers of a future circular, low carbon economy and demand for many is increasing rapidly. E.g., to meet the UK's 2050 ambition for offshore wind turbines will require 10 years' worth of global neodymium production. To replace all UK-based vehicles with electric vehicles would require 200% of cobalt and 75% of lithium currently produced globally each year. The UK is 100% reliant on imports of techmetals including from countries that represent geopolitical risks. Some techmetals are therefore called Critical Raw Materials (high economic importance and high risk of supply disruption). Only four of the 27 raw materials considered critical by the EU have an end-of-life recycling input rate higher than 10%.
Our UKRI TechMet CE Centre brings together for the first time world-leading researchers to maximise opportunities around the provision of techmetals from primary and secondary sources, and lead materials stewardship, creating a National Techmetals Circular Economy Roadmap to accelerate us towards a circular economy. This will help the UK meet its Industrial Strategy Clean Growth agenda and its ambitious UK 2050 climate change targets with secure and environmentally-acceptable supplies of techmetals.

The TechMet consortium brings together the Universities of Exeter, Birmingham, Leicester, Manchester and the British Geological Survey who are already working on how to improve the raw materials cycle, manufacture goods to be re-used and recycled, recycle complex goods such as batteries and use and re-use equipment for as long as possible before it needs recycling. One of our first tasks is to track the current flows of techmetals through the UK economy, which although fundamental, is poorly known. The Centre will conduct new interdisciplinary research on interventions to improve each stage in the cycle and join up the value chain - raw materials can be newly mined and recycled, and manufacturing technology can be linked directly to re-use and recycling. Business, regulatory and social experts will recommend how the UK can best put all these stages together to make a new techmetals circular economy and produce a strategy for its implementation.

Deep eutectic solvents and their application in electrochemistry

Description | Researchers have established as far as available data allow, the UK stocks and flows models for lithium and REE, which provide a fundamental understanding of the status of the UK supply chain, supply dependencies and the circular economy. We have chosen these metals so that this work is in alignment with the UK critical minerals strategy. A prototype and 'beta' portal for the UK National Virtual Tech Metals Observatory has been devised, ready for further testing and use by external stakeholders. The Environment and LCA teams have estimated the stocks and flow of technology metals embedded in electrical and electronic equipment in UK households. A case study illustrating a circular economy 'Geo-mode' for the granite associated resources in Cornwall has been extended to demonstrate the new draft UN Resource Management System and presented to the Third United Nations Resource Management System (UNRMS) Workshop. Bioleaching experiments using three methylotroph bacterial strains on monazite and lamp phosphor which resulted in successful bioleaching of REE. Interrogation and statistical analysis of the Ore Samples Normalised to Average Crustal Abundance (OSNACA) database has resulted in a preliminary classification of specific ore minerals that host technology metals. The chemistry team is developing a range of catalytic lixiviants aimed at selective oxidation and reduction of metals and are also investigating deep eutectic solvents as sustainable solvents for e-waste recycling. The results published in the Journal of Cleaner Production received extensive media coverage. |

Description | The Met4Tech researchers are collaborating closely with our industry partners on new case studies and projects, as outlined in the Annual report (April 2022) and Biannual reporting (October 2022). The Met4Tech Co-Investigators are meeting with industry groups and the academic community to present and discuss the project studies and potential new (strategic) collaborations with the Centre. There are many new papers and publications (see Annex H, and list on website). Technology metals are strategic elements, and there is much interest in Met4Tech in Policy circles and UK government departments (Defra, Cabinet Office, BEIS, Ministry of Defence, Environment Agency, Dept of International Trade). The Met4Tech researchers participate to national and international forums concerned with critical materials (minerals and metals) for strategic applications, including the ISO Committee for critical minerals, the BSI Committees for Lithium and REEs, and the UK's new Expert Committee on Critical Minerals. Met4Tech researchers meet regularly with policy groups to discuss specific topics (batteries, WTO rules, sustainable mining, product passports, etc.) and international initiatives (critical mineral, Centres of Excellence, etc.). Met4Tech researchers are providing views and recommendations to the UK Policy partners in several key areas (see Annex I and Biannual reports). There have been a wide range of media engagements, including filming with the BBC news (recycling of REPMs, etc.), Sky News (UK critical minerals), IOM3 documentary (Material Change: Resourcing Net Zero), and broadcast events (see Research fish 2022; and next Research fish submission in 2023). |

Met4Tech Thematic Area 2 is developing a detailed case study of technology metals (tin and tungsten) production networks in Cornwall. The wealth of real world information that ITA can access will benefit the Met4Tech project greatly. The ITA is now working closely with the project team at British Geological Society on Thematic Area 1, describing material flows and value chains for the National Virtual Data Observatory. This transfer of key data, knowledge and skills through working collaboratively has ensured all parties gain from the connection. |

Results and Impact | The UK decarbonisation targets as set in the UK net zero agenda would require critical technology metals, such as lithium to become available for the success of the low-carbon energy transition. The transition is likely to have important technological, geopolitical and socio-environmental consequences as profound as those observed during the shift to fossil fuels more than a hundred years ago. This workshop sought to provide a platform to present up-to date research and promote a dialogue among different stakeholders of the lithium supply chain about the following topics: • the challenges associated with its supply and use in key technologies such as the lithium-ion batteries (LIBs), • knowledge gaps in research, regulations, data gaps across the whole supply chain, • routes for strengthening collaboration and identification of opportunities for the UK. |

Results and Impact | Most people immediately think electric vehicles are green, but sadly that is not always true as they often use materials and designs that are less than sustainable. With over 128 million electric vehicles to be sold annually by 2041 this could create a huge problem, unless there is another way. Over the past four years, Advanced Electric Machines (AEM) has been working with world-class academics, global vehicle manufacturers and leading industrial partners to deliver the most sustainable and highest performing solutions for electric vehicles, from passenger cars and trucks to tractors and aerospace. AEM has manufactured a range of electric motors for these sectors that allow our customers to go faster and travel further, whilst remaining much greener than other technologies due to our elimination of environmentally damaging primary rare earth materials. We also remove copper, which means our motors are fully recyclable at end-of-life. However, we haven't stopped there. AEM brings together partners from across the UK to collaborate on government-funded projects to develop this technology even further. From creating high-power, e-axle systems with Bentley Motors for their world-renowned luxury cars, to delivering breakthrough integrated solutions for the next-generation of electrified commercial vehicles with Tevva. AEM is even working alongside Hypromag to extract, recycle and reuse rare earth magnets that have already been disposed of to power our world record-holding aerospace technology. In our session, AEM and our partners will introduce these exciting projects and the cutting-edge technologies they are creating that will lead the way for the electric vehicle market. Results and Impact | The UK's Climate Change Committee (CCC), chaired by Lord Deben visited Tyseley Energy Park (TEP) to see a demonstration of Birmingham City Council's Hydrogen Bus fleet. The demonstration took place at TEP's low and zero carbon refuelling station, home to the UK's largest green hydrogen refuelling facility. Speaking about the visit David Horsfall, Director at Tyseley Energy Park said: "It was an honour to host the CCC today and share the history and future ambitions of the site. The potential of this site is huge and by working in collaboration with world class partners like those in attendance today TEP will accelerate the delivery of low and zero carbon power, transport, heat, waste, and recycling solutions for a greener, cleaner, healthier Birmingham." The delegation then received a tour of the University of Birmingham's Energy Innovation Centre (BEIC). Funded by the Greater Birmingham & Solihull Local Enterprise Partnership the BEIC stimulates collaborative research to overcome local energy challenges and demonstrate new technologies. At the BEIC the CCC discussed how TEP, through its collaborations with the University of Birmingham and wider partners is driving the delivery of low and zero carbon transport, heat, waste, and recycling solutions for a greener, cleaner, healthier Birmingham. Professor Martin Freer, Director of the Birmingham Energy Institute and the Energy Research Accelerator said: "The delivery of a greener and cleaner ecosystem for Birmingham and the wider West Midlands region will only be achieved through the collaborative efforts of partners like the CCC, Birmingham City Council, industry and academia all coming together. Results and Impact | Critical minerals play a central role in advanced manufacturing economies globally. Concentration of the sources of critical minerals and their intermediate products, however, poses technical, geo-strategic and coordination issues for all open economies. Concerted action to coordinate and develop global governance on critical minerals could help manage associated risks to both supply and demand. The conference sought to identify ways to build greater global coordination and governance in this field. Participants comprised experts from the private sector, research communities, international organisations, and a number of governments including G7 countries. Themes centred on primary and secondary supply-side constraints; global value chain resilience and sustainability; international standards and governance; and research and development (R&D) and international finance for critical mineral resilience policy. |
