Transformation as Praxis: Exploring Socially Just and Transdisciplinary Pathways to Sustainability in Marginal Environments (TAPESTRY)

Abstract

The objective of TAPESTRY is to examine how transformation may arise from below in marginal environments with high levels of uncertainty. Climate change uncertainties, especially at the local level, constitute one of the main challenges to the sustainability of societies and ecosystems, calling for systemic transformative changes. While uncertainty can exacerbate anxieties about the future, it can also provide an opportunity to create transformation and deep structural change. TAPESTRY focuses on three patches of transformation in India and Bangladesh - vulnerable coastal areas of Mumbai, the Sundarbans and Kutch - where hybrid alliances and innovative practices are reimagining sustainable development and inspiring societal transformation. TAPESTRY is organised in a transnational and transdisciplinary consortium across the UK, India, Bangladesh, Norway and Japan. Its conceptual innovation lies in studying transformation as praxis, by putting bottom-up change and the agency of marginalised people at the centre and by analysing how co-produced transformations can be scaled up and out. The project is particularly relevant to theme 1 and 3 of the call, i.e. governance, wellbeing, quality of life, identity and values in relation to transformations to sustainability. All these lie at the heart of the welfare and development challenges faced by India (a lower middle income country) and Bangladesh (least developed country). The project's outcomes and impact will inform processes to improve the quality of life of marginalised people affected by climate change related uncertainties, build action and capacity amongst all partners whilst generating evidence of how bottom-up transformation can take place in marginal environments.

Planned Impact

The primary users of the research will be the actors who co-produce it. In doing so, they will use the process to reflect on their own engagement and collectively explore changes to policy or governance (instrumental) and develop a deeper understanding of concepts about T2S (academic). Other users and beneficiaries include: citizens affected by climate change impacts in all three sites; people's movements; CSOs; academics and students in South Asia and beyond interested in T2S in the context of climate change; state agencies including planning and development boards, and concerned government departments and ministries. In order to target our messages effectively towards these diverse audiences, all of the core project partners will be involved in developing our communication strategy, through the use of Participatory Impact Pathways Analysis (PIPA).

Our findings have diverse implications for multiple audiences. They will be disseminated to a wide audience in South Asia and beyond to provoke further learning. We will collate storytelling materials and monitor opportunities for the English, Norwegian, Japanese and vernacular media coverage such as the Times of India, The Guardian (UK) and local newspapers. We will gather film and written material from each site to document processes of transformation, which will be used to inform stories, an exhibition and briefings. The communication team will devise a global strategy to share multiple non-academic outputs -- blogs, audio-visual material, newspaper articles, policy briefs, Photovoice and life histories. In order to raise awareness of the project and also the potential for transformative alliances through evocative, compelling narratives and images, a pop-up exhibition will take stories of transformation to metropolitan audiences in Kolkata, Mumbai and Dhaka. Where possible, we will re-use materials from the exhibition for other events (e.g. proposed Political Ecology Network (POLLEN) conference hosted by IDS 2019).
Academic dissemination channels are selected for their ability to reach large and relevant audiences and encourage engagement and feedback.

Global academic networks such as (POLLEN) and the biannual Transformations conference, with whom project partners have existing relationships, will be targeted. Insights from the project will also be shared via the T2S newsletter and in webinars to promote learning across a community of practice. Outputs, including policy briefs, e-newsletter, social media, articles, blog posts and news, will be shared via the websites hosted by partner institutions, such as, NMBU, Kyoto, IITB, AIDMI, ICCCAD and Sahjeevan which target a wide audience. A range of academic outputs will be on OpenDocs, a permanent open-access repository hosted by IDS. Data storage and management will be to the highest standard (see proposal).

We have planned for 4 presentations at conferences, including the Royal Geographic Society and a UNFCCC COP side event; an issue of the open-access IDS Bulletin (which received 400,000 downloads in 2016), three policy briefings, an IDS research report and Practice Paper (which aims to share practical learning from the programme). At least five journal articles targeting high ranking journals and a book (for Oxford India) will be produced. All team budgets have a dedicated budget for communication dissemination activities.
 
Title '????? ??????' or 'Conversations of the Creek' - Exhibition and festival at Versova Koliwad 
Description The event, organised by Bombay61 Studio along with Ministry of Mumbai's Magic (MMM), a collective that represents the creative and social power of Mumbaiker youth, and with support from TAPESTRY project, aimed at celebrating the symbiotic relationship between the Koli and Warli communities and Mumbai's coastal ecosystems. The festival, held in Versova Koliwada, attempted at co-creating a public space to host various forms of visual methods including archival photos, photovoice, traditional artwork, storytelling, art workshops along with shared meals, and cycling tours, to reflect on the past, present and future of traditional fishing and on the state of creek dependent communities. The exhibition created an array of perceptions from different generations of the community showcasing a journey from archival history to present-day perceptions.

Impact The exhibition promoted more pluralised discourses between fishing communities through a series of participatory activities, including painting, photography, and storytelling. Assemblages of the resulting artworks and narratives enabled more communities to see and hear perspectives from those most affected by climate injustices and develop solidarity actions and resistance across multiple communities. The exhibition facilitated a discourse on the way we view the water systems in the city, the drains that we often refer to as 'nullahs' are in fact the rivers or the creeks that were an integral part of the indigenous communities. It helped amplify the voices of the marginlaised communities.

Title 'New Catch in Town' - Pilot installation of Net filters in Versova creek 
Description The initiative was co-created with the Koli community. The inventive, waste filtering solution was crafted out of traditional fishing methods nets and was introduced as an installation in June this year at the Versova - Malad Creek. It is a long-term, community-led, and cost-effective solution for addressing the waste related issues in the creek

Impact In just three days, the simple innovation managed to clear 500 kg of solid waste from just one of the creek's outlets (Kavtya Khadi). It can relieve a polluted creek outlet of around 5000 kg or 4.83 tonnes of waste in a month. In the entire Malad creek, it is estimated that around 24,150 kg or 24.15 tonnes could be trapped and cleared in a month via these net filters installed at multiple outlets of the creek. Along with the installation, Bombay61 has published a report detailing the potential impacts on Koli livelihoods, biodiversity conservation, and the future of Mumbai's flood resilience. The mangrove foundation has approached B61 for Pilot installation of the solution in Thane creek and the project is in process. The project received enquiries from other koliwadas to explore the possibility of installing in other creek systems. 
 
Title 'On Extraction and Debilitating Livelihoods' 
Description Online exhibition titled 'On Extraction and Debilitating Livelihoods' as part of the 'Extracting Us' exhibition and conversation on the feminist political ecologies of extractivism. Using photovoice by local Koli youths in Mumbai as a methodology, the exhibition brings forth a microcosm of the conflicts, threats and opportunities due to infrastructure and urban growth, habitat loss, demographic transition and climate change through pictures and narratives.

Title 'Through the Eyes of the Kolis: A Reflection on Mumbai's Past, Present and Future' 
Description A digital exhibition curated and developed by Bombay61 Studio, in collaboration with Ministry of Mumbai's Magic, and hosted by The Heritage Lab. The exhibition presents a series of archival photographs from the 1950s - 2000s which have been carefully sourced from the Koli community by Bombay61 Studio, an experimental think tank working across architecture, urban design and public participation. Regarded as the first residents of Mumbai, the community's livelihoods are deeply intertwined with the rivers and the sea they inhabit. This exhibition presents a pictorial narrative of the generational history of the Kolis and the deep relationship they share with the natural environment.

Title 'Versova Creek Restoration Project' 
Description The video talks about Bombay61's project about the concerns of the ecology of the city of Mumbai and the way it is affecting the livelihoods of the Koli (fishermen) community. The Kolis are the original inhabitants of Mumbai, residing in the city for more than 400 years. The climate change, environmental deterioration, urban development and the changing aspirations fuel concerns of the livelihood and sustenance of this community. The project is an attempt to bring about transformative change in the well being of the city of Mumbai. This video was presented at an exhibition put up by Bombay61 at the Versova Koli Seafood Festival 2020.

Title Mangrove School Project 
Description Two day international exhibition on 'Mangrove School Project' at IDS & CWEH, Brighton in July, 2022 Products displayed: Paintings- 65 Batik Art Work- 40 Tie and Dye- 20 Block printing- 20 Tapestry- 3 Number of visitors in IDS- 54 Number of visitors in CWEH- 40 School Project documents the voices of school children of Sundarbans region with the objective of understanding and learning from their 'uncertain' worlds. The project has collected uncrafted narratives-oral, visual, photographic and written from 50 school children aged between 12-15 years in an initial pilot project from the Raidighi Shriphaltala Chandra Kanta High School in the Diamond Harbour subdivision of South 24 Parganas. The aims of the project are; 1. To listen to the voices of youth and children experiencing uncertainty and climate change in the Sundarbans towards reimagining their future. 2. To bring children's voices in conversation with expert voices to co-produce and re-shape knowledge and to reframe debates on marginality, uncertainty and climate change. The target group for the project were Middle school children whose age ranges between 12 to 16 years and the methodologies adopted for accumulating these were to facilitate uncrafted narratives

Title Young people's paintings on uncertainty 
Description A series of paintings by young people which explore responses to uncertainties, including Cyclone Amphan, the Covid-19 pandemic and climate change. These paintings were created with the help of facilitators from the TAPESTRY project and the Centre for World Environmental History (CWEH). The paintings were created by students in the Sundarbans delta in the Bay of Bengal.

The project is ongoing and we will be reflecting on impacts at a later date. Description TAPESTRY explores how the notion of transformation is conceptualised from 'below' in marginal environments that are marked by high levels of climate-related uncertainties. While uncertainty can exacerbate anxieties about the future, our starting point is that uncertainty can also provide an opportunity to create systemic transformative changes in so-called marginal environments. We conceptualise transformation as praxis to focus on bottom-up change, identities, wellbeing and the recovery of agency by marginalised people.

Through action-oriented research, we co-produced transformative initiatives with camel herders in Kutch, Koli fishers in Mumbai and islanders in the deltaic Sundarbans that both gave agency to marginalised women, men, boys and girls and also facilitated and contributed to bottom-up processes of transformation. We challenged received wisdoms regarding techno-centric development projects and highlighted the need to combine plural knowledges and build hybrid alliances for achieving socially just transformation. Through working with alliances of scientists, local communities, researchers and community-based organisations (CBOs) we succeeded in co-producing initiatives across the patches.

In Mumbai, local agency and capacity were enhanced through the deliberative process of building net filters. The exhibitions, visual research,master plan surveys, stakeholder interviews, and digging into indigenous knowledge helped develop alternative framings and initiatives for addressing livelihood issues and pollution problems. In Kutch, pastoralists felt that the scientific data generated on mangroves validated their local knowledge concerning the synergies between camels and mangroves.They gained the confidence to speak in front of authorities about their knowledge regarding biodiversity which has enhanced their voice and agency and confidence in their livelihood options.

The visual methods and creative work lifted hidden voices (of women, youth and children that are often left out) and marginalised practices to the forefront of transformative imaginaries. Our photovoice work in Kutch and the Sundarbans with women highlighted the socially differentiated experiences of uncertainty and transformations.

The project has advanced conceptual and empirical understandings of transformation from below, across the three 'patches'. Conceptually, we reframed conventional narratives around 'marginal environments,' highlighting the distinctiveness of local perspectives which were communicated to diverse stakeholders in roundtables and exhibitions. The cross-learnings across the patches have revealed that what constitutes transformation is contested in spatial (scalar politics) and temporal terms (here and now vs long-term). Across the sites, transformation pathways are context-specific and have to be carefully co-constructed with a range of stakeholders. Otherwise, these may create further burdens and injustice for the marginalised communities (for example market-led interventions that expose communities to further uncertainties). The need for contestation, listening to diverse voices, and bringing together conflicting stakeholders were identified as key for bringing about transformation. In all patches, interdisciplinary research design has helped to reveal the various facets of transformation, especially eliciting the hidden and marginalised voices through a range of visual, participatory and creative methods, which would not have been possible if a singular inquiry stream was adopted.
Exploitation Route TAPESTRY's findings have helped reframe conventional narratives around 'marginal environments and create broad-based theoretical and practical knowledge on how to facilitate systemic transformations in the face of climate change and other socio-ecological challenges faced by communities.
In Kutch, our findings validated the camel-herders views of the synergies between swimming camels and mangroves. We hope this will ultimately support herders to maintain their lifestyles, build more resilient livelihoods and also have scientific data to counter top-down and exclusionary policies that restrict their access to coastal resources. In the Sundarbans, transboundary dialogues excited a range of stakeholders and generated demand for future cooperation on climate adaptation and loss and damage.

In Mumbai, together with partner Bombay 61 and the indigenous Koli fishers, TAPESTRY built on local knowledge and practices to co-create community-led innovations to address pollution in the Versova creek. The initiative created waves and was widely reported in more than 30 media outlets. It has inspired other fishing villages and also government agencies (e.g. Mangrove Foundation) to initiative similar experiments across multiple creeks in Mumbai. Overall, the project succeeded in reimaging coastal transformation using the lens of spatial justice, and this reframing will be pushed by Bombay 61 and Kolis across different parts of the city.

The project has had a significant impact on debates regarding transformative change, biodiversity, climate justice and transdisciplinarity, including in the International Science Council and the ongoing Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) assessment. It has influenced thinking and on-the-ground practices in India, Bangladesh, South Africa, Japan and Norway. In addition, TAPESTRY findings were incorporated in climate change syllabi at NMBU (Norway), IDS (UK) and IIT Bombay (India).

Description TAPESTRY has worked with some of the poorest people and their allies in three vulnerable coastal 'patches' (coastal Mumbai, dryland Kutch and the deltaic Sundarbans) in India and Bangladesh to study and co-create transformation from below. It has foregrounded experiences of those at the frontline of climate change to reveal multiple alternative futures whilst working with communities to enhance livelihoods and build climate resilience. Through interdisciplinary work, we were able to challenge dominant cause-effect narratives about socio-environment relations that also structure power relations. Instrumental impacts include co-produced initiatives, building on local knowledges and practices. For example, net filters adapted from traditional technologies in Mumbai's Versova waterways, extracted 500kg of waste in just 3 days. In Sundarbans, work with farmers and partners spread awareness of salinity-tolerant rice varieties as a food security and livelihood response to climate uncertainties. The project helped validate the livelihood practices and knowledges of local pastoralists in Kutch. In the Sundarbans, local partners facilitated transboundary learning exchanges between India and Bangladesh, sharing insights on research, policy and practice concerning community-led adaptation and maladaptation (e.g., crab farming). Roundtables led to a 'Transboundary Local Transformative Adaptation Platform'. The West Bengal government has expressed interest in our initiative on salinity-resistant seeds. TAPESTRY inspired our partner LRRM to pilot the 'Sundari Sundarban' (Beautiful Sundarbans) app to promote knowledge interface between islanders, CBOs and policymakers. In Mumbai, our work raised the profile of indigenous coastal communities (including Kolis) around shrinking livelihoods, access to the sea, and impacts of climate uncertainties amidst new infrastructure projects. It gained immense attention through exhibitions, festivals and media coverage. Versova's net filter project will be scaled out to other fishing villages. Maharashtra's Mangrove Foundation is keen to develop a prototype installation in Thane Creek. In Kutch, working with the Camel's Breeders' Association (KUUMS), we revealed how pastoral herders and their kharai (swimming camels) live synergistically with mangrove habitats, and communicated the implications to scientists and officials in roundtables and dialogues. Our research helped challenge dominant 'fortress conservation' approaches and highlighted the importance of indigenous knowledge for sustainable grazing practices while also raising the profile and practices of the kharai herders. In TAPESTRY, storytelling, through visual methods, led to an engaged process of co-producing knowledge with the community (children in the Sundarbans, the pastoralists of Kutch and the increasingly marginalised Koli fishers in Mumbai) thus facilitating the reimagination of transformational pathways from below. Artistic approaches, exhibited in the UK and India, lifted invisible voices and sustainable practices of islanders, fishers and herders who are at the margins of mainstream development. Across the sites, training sessions were conducted on the photovoice methods with students and interns to understand the method and ethics of research. Many of our project partners are involved in long-term engagement with policy, and this is only part of a continuing series of engagements and relationships with authorities and policy processes in their areas. In total, five roundtables were conducted across the patches where the learning was shared and implications for policy and practice were teased out. The roundtables were attended by about 200 stakeholders, ranging from students, academics, civil society groups (both community-based organisations and international NGOs), fishers, pastoralists, farmers, journalists as well as government officials from different departments.

The State Government was also forced to protect mangroves and take action against violators. The following is an abstract of the paper: The Mumbai region is frequently cited as among the most vulnerable urban agglomerations in the world to climate change impacts. Through a collaborative project involving the vulnerable fisherfolk in one of the city's Koliwadas (fishing villages), a local NGO, researchers, and local leaders, an attempt is made to co-produce hybrid knowledge combining indigenous understandings of ecosystem changes and climate impacts with science based risk scenarios. The team will then design and implement a transformative plan with potential to arrest further environmental collapse, restore resource based livelihoods, and provide greater autonomy in local level environmental governance to the Koliwada. This paper, while documenting these efforts, will critique ongoing urban planning processes and visions along a fragile coastal zone, and showcase the ways in which the health of urban ecosystems and livelihoods is crucial for disaster risk reduction, climate risk mitigation, and sustainable urban design.

The abstract of the paper is as follows: 'We focus on transformations from below in Kutch, which is the second-largest dryland tract in India and is home to a dynamic ecosystem. Drylands are highly unpredictable ecosystems, characterised by erratic rainfall and high climatic variability. Pastoralists have long learnt to harness this variability to support sustainable livelihoods by drawing on their indigenous knowledge systems. Despite their potential productivity, drylands are often denigrated as 'wastelands' or 'degraded environments' in the official discourses leading to the marginalisation of pastoralism. This resonates with the development trajectory of Kutch where state policies have systematically ignored the dynamics around uncertainty and water scarcity and relegated these landscapes as marginal. We focus on transformation as a praxis between two discourses: 'wastelands and marginal livelihoods' and 'productive landscapes and resilient livelihoods'. We analyse how a bottom-up initiative around the camel milk economy is attempting to reframe the discourse about pastoralism by challenging the dominant state paradigms. Furthermore, we analyse its intersection with the 'invisible' care economy and intergenerational perspectives on pastoralism, thus underlining the contested trajectories of this initiative.'

The paper abstract is as follows: 'Community based transformative adaptation is majorly a reactive process of making fundamental systemic changes to cushion past stress events which has led to uncertainties in life and livelihoods. But studies to understand how these changes integrate new and future risks to create a window for readjustments is limited. In this backdrop, this paper focus on the new and future risks that threaten the buffalo and camel milk businesses led by the pastoralists in the Kutch district of Gujarat, India. The sustainability of the milk business is linked to the ecosystem services, hazard events and the shift due to the development process specially after the 2001 earthquake. To decipher these causal linkages, a mixed approach, integrating natural sciences and social sciences is taken to identify the knowledge induced changes from "Below". Risk assessment and trend analysis of past hazards events are done to identify the known and new risks the area is prone. These risks are discussed with the pastoralists to identify what modifications are needed and what future risks might emerge in the milk business. These discussions from "Below" indicate a list of necessary steps to realign the transformative adaptation trajectory for sustainability.'

Results and Impact Roundtable organised by the TAPESTRY project member ICCCAD and the TAPESTRY project team. The aim of this roundtable was to share insights from recent and ongoing work both in the Indian and Bangladesh Sundarbans. The session was informed by the TAPESTRY project, which has over six years of experiences of action research around uncertainty and transformation, with a focus on livelihood and gender, in the Sundarbans delta. Co-creation of knowledge with researchers by local leaders blur the boundaries-geopolitical and knowledge and ecological-between the two parts of Sundarbans delta. As there are as many similarities as there are dissimilarities, the ongoing collaborative research work explores multiple Sundarbans, simultaneous economic and ecological influences, as well as various ways these influences are interpreted our contextualised by local and non-local individuals.

The following is an abstract of the paper presented: 'This paper provides some of the conceptual and methodological underpinnings being developed as part of an ongoing project (TAPESTRY - Transformation as Praxis: Exploring Socially Just and Transdisciplinary Pathways to Sustainability in Marginal Environments). We debate how the notion of transformation may be conceptualized from 'below' in marginal environments that are especially marked by high levels of climate-related uncertainties. We propose the notion of transformation as praxis - where the focus is on bottom-up change, identities, wellbeing and the recovery of agency by marginalized people and explore how 'patches' and the 'marginal' offer critical conceptual templates to examine whether and how systemic transformative changes are being assembled and effected on the ground by hybrid and transformative alliances. We also discuss potential challenges of such engagements, alongside pursuing a normative and political approach to transformations to sustainability.'

Here is an abstract for the paper presentation: 'The city of Mumbai is highly susceptible to impacts of urban flooding exacerbated due to climate change. Current flood management practices are response led, short term and adhoc in nature; focusing narrowly on engineering-based solutions such as drainage pipes, retaining walls and pumping stations, which alone are unlikely to solve the problem. The situation demands a shift towards proactive, inclusive, and holistic approach. The paper illustrates proactive measures taken by communities, political leaders and emergent groups, which serve as positive tipping points for adaptive flood management in an informal settlement located in chronic flood prone area within the catchment of Dahisar river in Mumbai. It provides an in-depth analysis of the networks, conditions, belief, motivations, value systems which caused these interventions to arise along with gaps and barriers. The research strives to design a transformational rather than coping and adaptive approach, to be more sustainable in the long run for responding to urban floods. The learnings can contribute to design of policies, practices and procedures for sustainable urban planning and local flood governance and enhanced knowledge by integrating future climate change risks in urban planning practice and disaster governance.'

Results and Impact The story telling session aimed at sketching the issues of vivencia (lived experiences) representing climate change, uncertainty and transformative actions in transboundary Sundarbans through visual media. Through photos, narratives and children the stories of history and sense of place was told from the vantage point of women, youth and children of the marginalized communities (Strathern, 2013) that are at the forefront of climate change. And the resultant uncertainty through their everyday experiences.



Aimed to facilitate an engaged process of building knowledge thus supporting robust public and civil society engagement that can eventually foster positive social change from below. It enables various marginal communities of practice to contribute experiential knowledge, thus providing an embedded understanding of a phenomenon and thereby facilitating a shared responsibility for taking action. As a part of broader agenda of community participation, stories through visual methods seek to build critical consciousness within a community to construct and forge knowledge and take action (Freire, Pedagogy of the Oppressed, 1970).

Results and Impact There is a 'globalising instinct' in climate change science that tends to favour global-scale models and measurements, and that often neglects the lived realities, experiences, and knowledges of people living in the localities where the effects of climate change manifest themselves. National policies on adaptation are informed by such global assessments, and there is often a limited understanding - and appreciation - of local experiences and knowledges of climate change and its related uncertainties, leading to policies and strategies that are not conducive to local people's adaptation strategies. Efforts to 'bridge' such gaps have taken the form of focusing on knowledge co-creation and bringing together stakeholders in settings that can facilitate conversations across diverse epistemologies and disciplinary fields, in attempts to foster greater appreciation and understanding of plural perspectives. Recognising that language and the terms we use, matter, this paper argues for a shift from talking about 'bridging' gaps in knowledge - which suggests a two-way connection between two bodies of knowledge - to instead thinking about ways in which polysemic epistemologies can be brought together in 'flows' of knowledge, that fuse, mingle and mix to create new currents of understanding of uncertainty and climate change.

Results and Impact A workshop was organised by Jai and Ketaki Bhadgaonkar (Bombay 61) in the village of Versova Koliwade. This aimed to initiate a dialogue regarding the TAPESTRY project with the local Koli organisations and the community. It brought together people from different social layers in the community, resulting in an enriching environment to brainstorm ideas that can assist adaptation, well-being, transformation and preservation of the area's identity. Participation, interaction and ideation were primary motives for the ideation workshop, to help formulate transformative interventions and form a core group of local fishers, young professional Kolis and members of the Bombay 61 team. This group will be central to the implementation process of TAPESTRY in Mumbai, as well as the post-implementation assessment following the course of the research project.

The workshop aimed to initiate a discussion with practitioners, academics and activists involved in development efforts in Sundarbans on the kind of bottom up, people led transformation needed to improve the lives and livelihoods of the local communities in the delta.

The discussions in the workshop drew attention to the multifaceted nature of vulnerabilities in the Sundarbans and revealed newer dimensions of transformative change. While proximity to the city increases the risk of diseases like COVID-19, distance from the urban centres keeps the interior islands of the delta away from developmental initiatives, adding to their socio-economic vulnerabilities. The repeated risks posed by frequent disasters, people's experiences of climate change, the uniqueness of coastal agriculture and fishing practices, the need for terrain specific disaster resistant coastal architecture and climate resilient dwellings based on rural resources and technology were important takeaways from the workshop.

The block administration led by the BDO, block panchayat led by the Sabhapati and two standing committee leads of the local self government (women and child welfare and health) travelled to the TAPESTRY villages to hear from the mothers communicating through their pictures and narratives. Instead of the mothers traveling to the block headquarters the venue of the meeting was the local flood shelter.
