Finding public toilets through applications and open data
Title | Toilet talk |
Description | Commissioned by the Women's Design Service, this film looks at why the needs of women are not met when it comes to public toilets: accessibility, provision, hygiene, design and space are some of the issues faced by women when they need to spend a penny whilst out and about. |

Description | One major difficulty for people prone to incontinence was access to suitable toilet facilities. Cleanliness, functionality and improved technology were all seen as key aspects of good toilet provision. Toilets are currently provided by local authorities, as part of the transport infrastructure (in bus and railway stations), and in cafes, pubs and restaurants. Maintaining these facilities at a high enough standard and making sure that they are not misused can be difficult. Moreover, information about publicly accessible toilets was often missing, difficult to find or out of date. Two major outputs addressed this finding was the first is a citizen-driven website named the Great British Public Toilet Map that aims to encourage local authorities to improve access, including details about availability and opening times. It also aims to involve local communities in decisions that affect their public toilets (http://greatbritishpublictoiletmap.rca.ac.uk).. The second is a publication, an Inclusive Design Guide to Publicly Accessible Toilets, containing case studies and outlining location-specific problems and potential solutions. The research also examined the quality of continence services. Older people identified as important the accessibility of continence services, their relationship with professional staff and how far the impact of incontinence on everyday life was reduced. Professionals identified as important patient education, a welcoming environment and involving patients in decision-making. Continence service managers also emphasised referral pathways, patient assessment regardless of age, individual assessment and investment in service capacity. Ageist beliefs and attitudes about incontinence still needed to be addressed as well as collaboration with other services. Two kinds of assistive devices were developed through the research project: smart underwear that could detect leakage early and a colour change odour detector. The smart underwear was effective and welcomed by clinical evaluation participants but further developments will be necessary during the commercialisation process. The odour detector was thought to be a very good idea by clinical participants but it was difficult to prove efficacy in real life situations because we couldn't ask clinical participants to invite people to sniff them and tell them whether urine odour was present. |

Description | We are working with a care provider and a small asssitive technology company to develop our Smart underwear for nighttime use for people with disabilities. The company, Alert-it, are launching the Smart pants product at the care home exhibition at the NEC in Birmingham 25-26th April 2018 (http://www.carehomeexpo.co.uk/visit/) A press release will be promoted in the next few weeks The Great British Public Toilet Map is the largest database of publicly-accessible toilets in the UK, listing 11359 facilities to date. This online resource helps people to find toilets immediately and to plan ahead for journeys where access to toilets is imperative. The user-centred design research was undertaken by Dr Jo-Anne Bichard and Gail Ramster at the Helen Hamlyn Centre for Design, within the TACT3 project. Working with over 100 users and providers, the team identified that lack of information on toilet provision presented the biggest barrier to access. The project campaigned for local councils to publish open-data, leading to a change in Ordnance Survey policy, a national open data standard for public toilets and inclusion in an incentive scheme through which 89 councils have published public-toilet open-data. With 100,000 users recorded to date the website has also been included in patient information in a number of hospitals and charities. There have been 8387 edits via the crowd-sourcing interface including nearly 2000 new toilets added. The GBPTM incorporates a campaign tool for users to request that local councils make public toilet open-data available. Although councils were encouraged to publish open data, they did not know what types of information were of use to the public. Initially only one council was already providing open data on public toilets. The project began requesting open data from councils, increasing the number of datasets from 1 to over 20 by 2012. All 406 local authorities in the UK were contacted and asked to provide open data of their public and/or community toilet provision. Over 300 Freedom of Information requests were sent with over a 50% response rate. We submitted a case to data.gov.uk for publishing public toilet open data and for removing the Ordnance Survey licence restrictions on public toilet locations that was stopping more councils from publishing open data. The request was pursued by the Open Data User Group (ODUG) and by the Local Government Association, supported by individual councils, which resulted in Ordnance Survey changing their national policy by making public toilet locations exempt from derived data licence restrictions in September 2014. The Local Government Association then selected public toilets to be one of the 3 themes for their Local Open Data Incentive Scheme, funded by the Release of Data Fund and approved by ODUG. This resulted in 1) the first national standard for public toilet open data developed in consultation with the researchers using key elements of the research and 2) inclusion in a new financial incentive scheme offering £1000 for any council that developed data to the standard. This user-centred design research was undertaken by Dr Jo-Anne Bichard and Gail Ramster at the Helen Hamlyn Centre for Design. These researchers have now set up a spin out company, "Public Convenience" to develop the website further and produce an App. Our Canadian Linked ICAC project produced an evidence based continence promotion intervention that has been adopted by Glasgow's continence service as a first step in treating women reffered to them. This has led to a significant reduction in the prescription of absorbent products. |

Impact | Our TACT3 Linked project developed an evidence-based continence promotion workshop for community dwelling older women. This workshop was used to transform continence services in Glasgow. Women referred to the bladder and bowel service are now triaged initially and those who would have been placed on the waiting list are now referred to attend a one hour Behavioural intervention Group (BIG) continence promotion workshop. 87% of attendees reported that that had been encouraged to make changes to improve bladder symptoms. Waiting times have been reduced, attendance rates have increased and the costs to the service of prescription containment produces has reduce enormously. This has allowed the Glasgow continence service to reduce its overspend from £800,000 to £90,000. Both patient and staff satisfaction has increased. |

Impact | The Great British Public Toilet Map is being cited by a report to the Canadian Government. Promising Practice for the National Seniors Council Report on Social Isolation has identified the service the map gives as an important element in giving older people the confidence to leave their homes and socialise in confidence knowing toilet provision can be accessed, and thus a resource to challenge social isolation and loneliness, a major health concern on par with obesity and smoking (Mental Health Foundation, 2014). |

Policy Influence Type | Influenced training of practitioners or researchers |
Impact | Following a request from Gail Ramster for open data on public toilets, the Open Data User Group selected this provision as one of three to be requested of councils, along with planning and licensing of premises. The Local Government Association have, in consultation with Gail Ramster, developed a standard for toilet data and offer up to £7K to Local Authorities in exchange for these 3 datasets. Already 16 datasets have been published with dozens more in the application process. Ordnance Survey have also just changed their policy and now allow councils to publish their toilet location data, removing a huge barrier in this field. These two facts mean there will be a substantial increase in local government open data that TGBPTM is both expected and well position to respond to, should funding continue. http://schemas.opendata.esd.org.uk/PublicToilets |

Title | The Great British Public Toilet map |
Description | The Great British Public Toilet Map (TGBPTM) is a website to help people find toilets, and the largest database of publicly-accessible toilets in the UK. Its aim is to create a national open dataset. The concept and pilot site was developed as an output from the TACT3 research project to improve access to public toilets for people of all ages, in response to the complexity of both today's public toilet provision and individual needs. The lack of such a resource meant existing maps, websites and apps were inaccurate, out-of-date and incomplete. We successfully won further funding from Nominet Trust in 2013 to further develop the website. |
Type Of Material | Database/Collection of data |
Provided To Others? | No |
Impact | The research team identified government open-data initiatives as an opportunity to transform public toilet information, through engaging with local councils. Although councils were encouraged to publish open data, they did not know what types of information were of use to the public. TGBPTM has frequently been recognised by open data initiatives as it presents a people-centred application for open data to address a genuine social need. We included toilet data from the OpenStreetMap project, collected data from council websites and through 296 Freedom of Information requests (covering 83% of 406 relevant councils), and developed a crowd-sourcing interface so that individuals could add and edit toilet information themselves. We've sustained engagement from 10% of councils including officers adding or editing data on TGBPTM. Several councils provide a link to TGBPTM on their own website. We submitted a case to data.gov.uk to publish public toilet open data and remove the Ordnance Survey licence restrictions on public toilet locations that impinged councils from publishing open data. Our request was pursued by the Open Data User Group (ODUG) and the Local Government Association (LGA), supported by individual councils, bringing about change to Ordnance Survey's national policy by making public toilet locations exempt from derived data licence restrictions in September 2014. The raised profiles of public toilets, through TGBPTM lead to provision becoming one of 3 themes for a Local Open Data Incentive Scheme. This resulted in the first national standard for open data on public toilets developed with our input and using key elements of the research. 89 councils to date have published open data to the standard, each receiving £1000. Overall the number of councils publishing public toilet open data has increased from 1 in 2010 to over 100 today either in response to our direct requests or indirectly through the incentive scheme. The website has recorded 117561 unique users since it launched on World Toilet Day 2014. There have been 2930 edits via the crowd-sourcing interface including nearly 1000 toilets added by the public. Our press release led to articles in The Guardian, The Telegraph, The Mirror, BT.com and local news sites. Support from Crohn's and Colitis UK has emphasised how many people rely on toilet access to leave home and the importance of resources like TGBPTM. The charity's website had thousands of page views on World Toilet Day and TGBPTM receives 13% of its referred traffic from Crohnsandcolitis.org.uk. We are developing this mutually beneficial relationship through a proposal for a multi-charity consortium to: develop the map, launch an app, improve the database and ensure the project's sustainability. Our social media accounts enable further media contact, including an interview on BBC Radio 2 in January 2016. |
