Abstract
This project will address questions that are central to policy and academic understandings of the dynamics of ethnic inequalities and ethnic identity:
-How have the experiences of migrant generations changed over time and as they have grown older?
-To what extent are these experiences different between first, second and third generations?
-How have these processes operated across different ethnic groups, including in relation to factors such as gender and socioeconomic position?
-How do experiences and perceptions of ethnic identities unfold over the life-course?
-In what ways has the patterning of ethnic inequalities and the social and cultural meaning of ethnic identities changed over time and place, in relation to economic context, migration policies, political context, legislation in relation to race equality, and social change?
-How do we understand this in relation to changes in the meaning of particular 'ethnic' categories (such as Irish or Muslim) and the emergence of new categories (such as mixed and Polish)?
The core agenda of this research is to transform our understanding of the contemporary patterning of ethnic inequalities and how this relates to the ways in which ethnic identities are perceived, acted upon and experienced.
To understand current and future dynamics of ethnic relations, we need both to examine current data and to understand how and why the patterning of ethnic inequality has changed over time, in relation to changing patterns of migration to the UK, underlying economic and political contexts, and social dynamics. To do this the research will bring together an interdisciplinary team using quantitative and qualitative approaches to understand how ideas of, and responses to, ethnicity have changed and what impact this has on contemporary ethnic identities and inequalities. The value of the work will result from the project team's ability to bring together data from across disciplines, across topics and over time, in a usable form in order to enable a careful and methodologically innovative interrogation of this information through:
-The interlinking of existing quantitative, qualitative and documentary data;
-The generation of new data to complement existing data; and
-The historical contextualisation of the data and the ethnic categories used.
The quantity and quality of survey data collected on ethnicity has increased and improved over time, providing a unique opportunity to address these issues. We will examine data that have been collected since the 1950s in the UK in order to understand changes in the ethnic make-up of the population, the dynamics of ethnic inequality and identity over this period and the factors that may be driving these changes. We will then relate this to analyses of contemporary data and analyses of the pattern and drivers of change at an individual level using newly available data from surveys that interview the same individual repeatedly over time. In addition, we will conduct studies in four selected localities (Glasgow, Manchester, Cardiff and the London Borough of Newham) to obtain in-depth accounts of changes in the experience of ethnic identities, the ethnic composition of the local population, the patterning of inequalities, and how these relate to the questions of generation, age and period we have described above. These areas have been identified for in-depth study because we have access to relevant data for them and because there are important differences between them in their histories, socioeconomic profiles, patterns of migration, ethnic make-up and national context.
Our findings will be communicated directly to relevant policy and advocacy organisations through a combination of electronic (interactive web pages, blogs, twitter), novel (political conference participation, summer schools for GCSE students, museum exhibitions) and more traditional (newsletters, conferences, seminars, policy forums academic papers) forms of dissemination.

Planned Impact
Findings from this research will have benefits for national and local policy across a range of fields, including health, education, children's services, employment, and social and civic engagement. By bringing together more than fifty years of data on ethnicity, the project will create a unique research resource of international significance that will enable new analysis of the dynamics of ethnic identity and inequality over time. This will be coupled with an analysis of contemporary longitudinal and cross-sectional datasets that will allow a greater understanding of the drivers of ethnic inequalities. This understanding will have implications for organisations concerned with ethnic inequalities, such as our project partners: the Runnymede Trust, Afiya Trust, Manchester BME Network, TUC, GMB, Butetown History and Arts Centre (Cardiff), Manchester City Council, London Borough of Newham, GRAMnet, and Scottish Refugee Council. Findings will also be of value for groups campaigning around ethnicity, providing them with better quality information and data, and for those living in ethnically diverse areas. Our case studies will be of particular benefit to local councils and NGOs in the areas where they have been conducted, but the choice of these localities means that more general lessons can be learnt.
Our activities around achieving impact will also be concerned with influencing political debate through engagement in political party and Trades Union conferences by hosting events such as fringe meetings, and engaging the general public in our work in a range of ways, including developing teaching packs for secondary school education, running summer schools for secondary school students, and targeting broader communities of interest through displays and events in museums, public libraries and community venues, and public presentations at national events. This dissemination will be concerned with increasing understanding of the factors that shape ethnic identities and ethnic inequality, with the intention of impacting on policy discussion, policy development and, ultimately, on the foundation of a vibrant and fair society.
We will create a website that will provide ready access to key findings from the study, which will contain extensive and interactive data visualisation. The website will also provide a portal to a usable, documented, indexed and searchable archive of historic documents, and a one-stop portal to the data sources we have used. This website will be maintained for at least three years beyond the close of this project, and during this period we will implement a strategy to ensure that access to valuable resources is maintained through our institutional repositories.
Work to maximise the impact of the research will be co-ordinated by the project administrator, who will engage the full research team in this range of activities. We will measure the impact of the project in the following ways:

Description | Research is organised work packages (1. Discourses of ethnicity; 2. Everyday experiences; 3. Racism, discrimination and prejudice; 4. Social and spatial mobility; 5. Political and civic participation; and 6. Health) Research within localities across all six work packages has charted the changing demographic composition of localities and how ethnic inequalities vary across areas. Fieldwork has focused on civil servants, NGOs, and local residents experiences, using a range of methods. This work has allowed an examination of the impact of austerity on ethnic inequalities, shifts in the place of ethnicity in equalities work, local histories of and experiences of ethnicity and racism, political participation, and the centrality of housing policy to the patterning of ethnic inequalities. Historical research, drawing together topics from the first three and the fifth work packages, has documented the civil rights movement in the UK from the 1960s to the 1990s, covering responses to racist violence in the late 1960s, anti-racist movements within Trades Unions in the 1960s and 1970s, municipal anti-racism in the 1980s, and the racialised nature of urban unrest in the 1980s, 1990s and 2000s. Our research under work package three has shown declining levels of social distance, alongside a contradictory continuation of both expressed prejudice and experiences of racism. This work has documented widespread hostility to, and a rise in experiences of racism among, Muslim people. A particular focus has been on the workplace, where we have examined the operation of inequalities in relation to employment outcomes, including wages, and how processes of racism operate and impact. The research also clearly shows the negative and cumulative impact of experiences of racism on the health of ethnic minority people. Findings from work package four have shown the persistence of ethnic inequalities in employment, despite a reduction of inequalities in educational outcomes. We have also shown that ethnic minority people are much more likely to make labour market transitions than white people - both in relation to employment and in relation to class position - but that these transitions were both positive and negative, reflecting greater instability and possible precarity in their labour market positons. Our research on social and spatial mobility has also identified a decrease in residential segregation, but also that residential choice for ethnic minority people is influenced by perceptions of racism, and ethnic minority people are still very over-represented in deprived neighbourhoods. We have also shown that once the levels of deprivation were adjusted for, ethnic minority concentration is positively related to health and wellbeing and to political and civic participation. In terms of health and wellbeing, as well as the impacts of racism and ethnic concentration described above, we also show an increase in inequalities with age, which appears to be an accumulation of risk across the life course rather than a generation or period effect. Despite this accumulation effect, we have also demonstrated the importance of ethnic inequalities in early life. We have also conducted an underpinning programme of work around the conceptualisation and operationalisation of ethnicity, interdisciplinary work, and mixed methods work. |
Exploitation Route | Our findings have extensive implications for policy around the drivers of ethnic inequalities. We are working closely with NGOs in the field (most importantly the Runnymede Trust and Business in The Community), with national Government (the Race Disparity Audit, the Prime Minister's initiative led by the Cabinet Office), local Government (a number of local authorities are using our data and commissioning area-sepecific reports) and the Trades Union Congress. The long run impact of this work will be to put in place mechanisms for the monitoring of ethnic inequalities over time and consideration of policy changes to address the nature of these inequalities. We are also beginning work with the cultural sector (notably the BBC) and the higher education sector to generate data on ethnic inequalities, to deliver impact in these sectors, and to explore options for disseminating that data to the public. Methodological and substantive advances around the conceptualisation and operationalisation of ethnicity, around the construction of synthetic data sets, and in Agent Based Modelling on which other academics can build. We are also about to have published a special issue on interdisciplinary and mixed methods working in this field. |

This shift in policy context has also opened up significant additional opportunities to achieve impact, particularly reviews on: ethnic minority progression in the labour market (BIS, McGregor Smith); the Casey review into opportunity and integration in isolated communities; Sir Eric Pickles review of electoral fraud; the Home Office Committee inquiry into Government approaches to address radicalisation; and the recently published Prime Minister led Race Disparity Audit. Our impact work has involved: an active website with more than 35,000 visits, 140,000 page views, and an average stay of almost three minutes; the production of graphic novels, videos, poetry and interactive performances at the Tate Modern, Manchester Town Hall, and our recent Policy Conference held in central Manchester; writing over 50 blogs (with a median readership of almost 300, an average readership of 470, and ten per cent of our blogs with a readership of more than 1000); and a twitter account with 1,900 followers, 700 profile visits per month and 35 mentions per month. We have also been involved in more than 50 presentations or workshops for policy and practitioner audiences, and have delivered workshops and provided teaching materials for secondary school children. Our briefing papers and blogs have led to discussions with civil servants, NGOs and the media, and have been used to support evidence submitted to Government inquiries. Our research has had significance for a wide range of stakeholders and has particularly benefited: a) Political actors, policy stakeholders and think tanks who have been keen to improve their understanding of ethnic inequalities, and the ways in which policy responses have the potential to impact significantly on inequalities. We have held and been involved in events for central and local Government, including politicians, policy advisors and civil servants. Some of these have been ad-hoc, for example to launch in the House of Commons our research on racism at work, an event in House of Lords to discuss questions of integration and a series of local events. Others have been an ongoing programme, such as our series of events at Cumberland Lodge that have explored a range of policy issues relating to ethnic inequalities. b) Third sector organisations, public bodies and NGOs working to tackle ethnic inequalities. We are partnered with the Runnymede Trust and have held a number of events with them and contributed to a number of reports published by them (for example, the soon to be published report on Islamophobia). c) Businesses and Trade Unions. In partnership with Business in The Community we have worked closely with both large and small business to examine and develop policies around diversity and racism at work, and we have also worked with the TUC, UNISON, NUT to explore ethnic inequalities in their membership and to inform their campaigns around race equality. In terms of central Government activity, we have submitted evidence to all of the relevant inquiries that have been conducted over the past four years, including those on employment, integration, and electoral fraud. Our evidence has been cited in the reports that flow from these inquiries, even though in some (particularly the report on integration) our evidence has not had a central influence. More recently we have been actively involved in the development, testing and promotion of the Race Disparity Audit, which provides easily accessible Government data on ethnic inequalities in several domains (housing, employment, education, criminal justice and labour markets). The shape of the Race Disparity Audit closely reflects our work on several of these topics and its descriptive nature is complemented by the more explanatory approach that we have taken. Results and Impact | Provided a 6 week internship for a second year Sociology undergraduate student to work with me on ethnic health inequalities in older people in the UK. Taught the student how to do quantitative analysis using four datasets with ethnic minority boost samples to explore health inequalities. Student was trained in STATA software, literature reviewing and complex survey analysis. Student presented a poster of the results at the AQMEN conference and was also selected as one of ten students to present her work at The University of Manchester Q-Step Event in November 2016. I used the work that the student did as a basis for further work and to submit a grant to the ESRC Secondary Data Analysis Initiative (submitted December 2016). |

University of York 25 March 2015 Delivered a session on an ESRC Impact Acceleration Account (IAA) funded project on ethnic inequalities in local authority areas across England and Wales undertaken by CoDE at the University of Manchester and the Runnymede Trust. The session provided an overview of the project and its outputs to demonstrate new and creative ways of working to maximise the impact of research. Delegates learned about ways to: • Collaborate with academia to generate new research • Communicate research findings in creative ways to maximise impact • Engage with wide audiences • Access online interactive local area data and analysis Discussed opportunities for collaboration with local authority practitioners. Specifically, discussed opportunities for collaboration in local area workshops planned by CoDE which aim to bring together local stakeholders in policy roundtables to address the questions of why these inequalities exist and persist, and what can be done to reduce them. |

Results and Impact | The Centre on Dynamics of Diversity hosted a two-day international conference entitled 'Migration and Families in Europe: National and Local Perspectives at a Time of Euroscepticism'. The conference was attended by attended by a academics, practitioners and policy makers from the UK and Europe it set out and discuss the complexity of migration and what it means for families. One of the conference outputs was the development of a Network which aims to enhance cross-disciplinary knowledge of family migration and create a platform to share research, practice and policy across Europe. The Network's activities include a planned seminar series to increase our understanding of empirical comparative research on family migration policies and the experiences of families in different national contexts. The long-term ambition of the Network is to highlight how families are shaped and constructed as families through policy and practice and reframe the often salient way migrant families have been understood in relation to diversity, cohesion and constructs of national identity within Europe. |
